NEWater is made from treated used water through microfiltration, reverse osmosis and ultraviolet disinfection. For drinking supply, it is generally blended into reservoirs and treated again at conventional waterworks—not piped straight from a NEWater plant to taps.
Why Singapore needed more than rainwater
Singapore has limited land and few natural freshwater resources. Around independence, water rationing was common, and rainfall-dependent supplies could not keep pace with population growth and economic development. The country also relied on imported water, making supply security a long-term planning concern.

Rather than depend on a single new source, Singapore expanded its capacity to collect rain and reclaim used water while maintaining imports and developing desalination. The Ministry of Sustainability and the Environment says about two-thirds of the land surface now serves as water catchment. More than 8,000 kilometres of drains and canals convey rainwater to 17 reservoirs. Marina Reservoir, commissioned in 2010, was the first freshwater reservoir in the city centre, according to PUB’s 2022/23 annual report.
The strategy is known as the Four National Taps: local catchment, imported water, NEWater and desalination. Each addresses a different vulnerability, and none makes the others unnecessary.

How the Four National Taps contribute

Official sources describe the sources’ relative characteristics, but do not provide a standardized current cost-per-unit comparison. The system is a balancing act among reliability, energy use, land, infrastructure and external supply security.
How used water becomes NEWater
Wastewater—called “used water” in Singapore’s official communications—is conveyed through the Deep Tunnel Sewerage System to water reclamation plants. After conventional reclamation treatment, the effluent is processed through three additional stages to produce NEWater:
- Microfiltration removes microscopic particles, including bacteria.
- Reverse osmosis removes undesirable contaminants, including viruses.
- Ultraviolet disinfection provides an additional disinfection step.
PUB describes the final product as high-quality reclaimed water. It is also attractive to industries that need very pure process water, including wafer fabrication plants.

Why the technology took decades to establish
Singapore had explored potable water reclamation before NEWater. A feasibility study in the 1970s did not lead to deployment because costs were high and reliability had not been proven, according to PUB’s 2021 history. By the 1990s, improvements in membrane cost and performance made renewed testing more promising.
PUB began testing membrane technology for potable reclamation in 1998. It commissioned a demonstration plant with a capacity of 10,000 cubic metres per day in 2000, then launched NEWater publicly in 2002. The progression—from feasibility work to technology testing, demonstration and public rollout—shows why sewerage infrastructure and staged validation mattered alongside the treatment equipment.
How NEWater reaches industry and drinking supplies
Industrial and commercial use
NEWater is used mostly by non-domestic customers, including wafer fabrication facilities, industrial estates and commercial buildings. Uses include industrial processes and cooling for air-conditioning systems. A dedicated pipe network delivers NEWater to industrial users, reducing demand on water that could otherwise serve other purposes.

Indirect potable use
For indirect potable use, NEWater is added to reservoirs, particularly during dry periods. It mixes with raw reservoir water, which is then treated at waterworks before entering the public supply. This additional conventional treatment is part of the route to consumers; it would be inaccurate to describe Singapore’s tap water as simply NEWater piped directly from a reclamation plant.

What Singapore’s water-quality testing establishes
PUB says a two-year comprehensive study preceded NEWater’s introduction in 2003. About 20,000 physical, chemical and microbiological test results from that study showed quality consistently exceeding World Health Organization drinking-water guidelines and US Environmental Protection Agency drinking-water standards. PUB’s current NEWater Quality page says monitoring tracks about 300 parameters across the supply chain.
A separate PUB feature published in 2021 reports more than 150,000 scientific tests. That is a distinct figure from the approximately 20,000 results associated with the earlier comprehensive study; the two counts describe different contexts and should not be added together as if they were one study. The overall approach combines testing of the product with monitoring throughout the supply chain.

What the “up to 40 per cent” figure does—and does not—mean
The “up to 40 per cent” wording is not confirmed as Singapore’s current actual NEWater share by the current official pages reviewed. PUB’s current water-system information puts total demand at about 440 million gallons per day and says demand could almost double by 2065, but it does not give a current NEWater percentage. The figure should therefore be read as an “up to” capacity claim, not a verified statement of today’s supply mix.
PUB also says about 60% of projected demand in 2065 will be non-domestic. That helps explain the importance of supplying industry with reclaimed water, but it does not establish how much of total demand NEWater currently meets.

What is planned next
Singapore’s Committee of Supply 2026 statement described several projects as ongoing or planned, not completed. DTSS Phase 2 tunnels were substantially complete; the Tuas Water Reclamation Plant and Tuas NEWater Factory were scheduled to commission in phases from 2027; and construction had started on Changi NEWater Factory 3, with completion expected in 2028. A possible sixth desalination plant was under feasibility study.

PUB’s 2022/23 annual report counted five NEWater plants and five desalination plants. That is a dated count from that report, not a confirmed current total. Together, the projects and the report illustrate that future capacity depends on large infrastructure investments as well as treatment technology.
Singapore’s water security comes from designing those parts to work together: collect what rain the island can capture, reclaim used water, maintain imported supply and add desalination. NEWater is a central part of that plan because it turns wastewater into a reliable resource, but it is not the whole system.
