Short answer: sewage spills can introduce faecal organisms into rivers, estuaries and coastal water, increasing the chance of stomach, skin, ear, eye and respiratory illness for people who swim, paddle or swallow the water. The risk is not identical at every site or on every day. It depends on the source of contamination, recent rain, currents and tides, the type of water, how much water is swallowed and whether an official warning is in force. A spill notice is a reason to avoid contact and check current local information, not proof that every exposed person will become ill.
The statistics and regulatory examples below are for England. They do not describe every river or beach in the UK.

How sewage spills reach rivers and beaches
Most public discussion concerns storm overflows. Sewer networks carry wastewater to treatment works, but intense rain or snowmelt can send more water into the system than pipes, storage tanks and treatment processes can handle. An overflow then releases diluted wastewater to a receiving river, estuary or coastal outfall instead of allowing sewage to back up into homes and streets.

That release can contain human faecal matter, bacteria, viruses, parasites, nutrients and other pollutants. The concentration and duration vary with rainfall intensity, the condition of the sewer network, how full it already was, and how quickly the receiving water disperses the discharge.

A faecal-contamination result does not, however, identify a sewage-only source. Heavy rain can wash animal manure and soil from farmland, dog and bird faeces from urban areas, and contaminated runoff from roads and drains into the same water. Agencies also identify livestock, wildlife and pets as possible sources. Consequently, a high bacterial reading is evidence of faecal contamination, not proof that a particular storm overflow caused it.
Why rainfall matters even when no overflow is reported
Rain can create several pathways at once: an overflow may operate, streams may carry agricultural runoff, and urban drains may flush contamination from streets. River and estuary swimmers are often exposed to these combined effects. Conditions can remain poor after rain because bacteria and other organisms take time to disperse, and tides, wind and currents can move contamination along a shoreline.
What a spill can do to your health
Swim Healthy guidance for the UK says open-water swimming can raise the risk of gastrointestinal illness, including diarrhoea and vomiting, and infections affecting the skin, ears, eyes and respiratory system. Organisms associated with generally mild illness include norovirus, giardia and cryptosporidium. More serious illness is possible from organisms such as E. coli O157 and the bacteria that cause leptospirosis, although a spill does not mean that everyone exposed will develop one of these conditions.

How exposure happens
- Swallowing water: children and novice swimmers may accidentally ingest more water, making this a major route for stomach infections.
- Contact with eyes, ears, mouth or nose: splashing can move organisms into mucous membranes.
- Broken skin: cuts, grazes and sores provide a route for infection.
- Hand-to-mouth transfer: contaminated hands, swimwear or equipment can transfer organisms after leaving the water.
- Inhalation of droplets: spray and splashing may contribute to respiratory exposure, particularly in turbulent water.
Who may face greater consequences
Risk varies with both exposure and susceptibility. Children are more likely to swallow water. People with impaired immune systems can be more susceptible to infection or severe symptoms. River and estuary swimmers have, on average, more opportunities to encounter runoff and sewage-related pollution than people at a monitored coastal site. Heavy rainfall increases the likelihood that sewage, agricultural material and urban contamination enter open water together.

These are risk factors, not a prediction for an individual. A brief accidental splash is a different exposure from swallowing water during a long swim, and a short-lived discharge is different from contamination that persists in a slow-flowing river.
Is it safe to swim after a sewage spill?
There is no single safe waiting time that applies to every river or beach. Follow the specific site’s pollution notice or forecast and avoid entering the water while a higher-risk warning is active. A designated bathing-water classification describes monitoring results over several years; it cannot guarantee that conditions are safe at this exact hour.
Weather, tides, wind, river flow and a new pollution incident can change conditions between routine samples. Conversely, the absence of a warning does not prove that every organism has been eliminated. For a non-designated site, the uncertainty is greater because routine bathing-water monitoring is not provided.
What to do when a warning has just ended
Check the current forecast and local notice for the exact site and date you plan to visit. Read signs at the access point and follow instructions from the site operator or local authority. If the notice advises against bathing, do not enter simply because the water looks clear; many pathogens cannot be seen, smelled or tasted. If there has been heavy rain, treat that as an additional reason to check conditions even where no overflow alert is visible.

How bathing water is tested in England
At designated English bathing waters, routine tests look for E. coli and intestinal enterococci. These organisms are used as indicators of faecal pollution and the possible presence of germs that can make people ill. The tests do not determine whether the faecal material came from a human sewer, birds, dogs, farm livestock or another animal.
Annual bathing-water classifications use results collected across multiple years. That makes them useful for comparing long-term performance, but not for answering whether the water is suitable on a particular afternoon. The Environment Agency advises using current pollution-risk forecasts and site information alongside the annual classification.
Non-designated water is a different situation
Rivers, lakes and coastal spots that are not designated bathing waters are not routinely monitored for bathing-water quality. Swim Healthy guidance warns that such places may contain sewage, livestock faeces and agricultural or industrial pollution at levels that would not be acceptable at designated sites. No classification or alert should be interpreted as a safety certificate for an unmonitored location.

Environment Agency figures separate network-wide annual monitoring from the smaller set of spills associated with designated bathing waters. They should not be used as a direct estimate of the risk at one beach or river on one day.

The Environment Agency attributed part of the lower 2025 bathing-season average to below-average summer rainfall. Because rainfall strongly affects how often overflows operate, the year-on-year change is not proof of a permanent improvement or of infrastructure being the only cause.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Where to check river or beach water quality before swimming
In England, use the Environment Agency’s Swimfo service for designated sites. It provides the site’s classification, monitoring information and pollution-risk forecasts. Forecasts can change, so check close to the time of your visit rather than relying on an old screenshot or a previous year’s result.
- Find the exact beach, river reach or bathing-water site in Swimfo.
- Read the current pollution-risk forecast and any incident notice for your planned date.
- Check whether the site is designated. If it is not, remember that routine bathing-water monitoring is not available.
- Look at recent weather, especially heavy rain or snowmelt, and consider whether streams or drains run across the access point or beach.
- At the site, obey signs and local safety advice. A forecast can change after you leave home.
When comparing possible swimming places, consider four things together: designated versus non-designated status; the annual classification and current forecast; recent rainfall and local notices; and the physical setting, including river or estuary flow, coastal tides, and visible streams entering the bathing area.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsPractical ways to reduce exposure
Before entering
- Check the official site forecast and incident information.
- Avoid swimming when a higher-risk forecast or notice is in force, and reconsider after heavy rain.
- Cover cuts, scratches and sores with a waterproof plaster. This protects a break in the skin but does not neutralise sewage, prevent swallowing water or guarantee safety.
- Do not choose an unmonitored location on the assumption that a lack of an alert means clean water.
While in the water
- Do not swallow the water and avoid splashing it into your mouth.
- Keep children within close reach and discourage them from drinking or dunking their heads.
- Avoid streams or runoff visibly flowing across a beach or into a bathing area.
- Leave the water if conditions change or a warning is issued.
After swimming
- Wash your hands with soap and clean water.
- Clean cuts and abrasions promptly.
- Rinse swimwear, wetsuits and equipment carefully.
- Do not prepare food or eat until your hands have been washed.
What symptoms to watch for and when to get help
Watch for diarrhoea, vomiting, stomach cramps, fever, unusual tiredness, skin rashes, sore eyes, ear pain or breathing symptoms after open-water exposure. Symptoms may have causes unrelated to swimming, but tell a clinician that you were in open water and mention any warning or heavy rainfall at the site.

- The Earth Force Low Cost Water Monitoring Kit can be used to test fresh, brackish, or saline aquatic environments.
- This complete kit includes a manual with step-by-step, diagrammed instructions; an easy-to-use laminated color chart, and all the necessary apparatus and non-hazardous TesTabs to test ten water samples (three samples for coliform).
- A popular, economical tool for learning the basics of water quality.
- Students will have fun analyzing sample water for eight different test factors.
Seek medical advice promptly for severe or persistent symptoms, dehydration, bloody diarrhoea, breathing difficulty, confusion, or signs of a serious wound infection. People with impaired immunity, very young children and older adults should seek advice earlier if they become unwell.
If diarrhoea develops, do not swim again until it has stopped for at least 48 hours, or for longer if a clinician advises. This reduces the chance of passing infection to other swimmers and protects your own recovery.
What regulation is intended to change
The UK government’s Storm Overflows Discharge Reduction Plan sets a public-health objective for reducing harmful pathogens from storm overflows near designated bathing waters. It says: “Water companies must significantly reduce harmful pathogens from storm overflows discharging near designated bathing waters, by either: applying disinfection; or reducing the frequency of discharges to meet EA (Environment Agency) spill standards by 2035.”

Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →This is a policy target for reducing pollution, not an individual health guarantee and not a universal spill limit for every river or beach. The plan distinguishes inland bathing-water reaches from coastal sites, and its standards depend on geography, bathing-water status and the relevant averaging period.
The key decision before you swim
Use the exact site’s current information, not a national headline or an annual label alone. A designated site with a good long-term classification can still have a short-term incident; an unmonitored river can look clear while carrying contamination. Recent rain, the water’s river or coastal setting, visible runoff and official advice should all influence the decision. When the information is uncertain or a warning is active, the safest choice is to stay out of the water.
