Semiconductor fabs manage water as a series of quality-controlled loops rather than as one disposable supply. Incoming municipal or industrial water is treated into ultrapure water (UPW) for wafer processing, while separate supplies support cooling, exhaust scrubbing, abatement and other site functions. After use, wastewater is segregated by chemistry, treated for its contaminants, and either reused in a suitable application or discharged under the facility’s permit. The exact balance depends on the fab’s processes, equipment, watershed and discharge route.
How do semiconductor fabs manage water use and wastewater?
A fab’s water system has four linked jobs: make water clean enough for each use, deliver it reliably, keep incompatible waste streams apart, and recover water where the quality and economics make reuse practical. Water that touches a wafer may need an exceptionally low level of particles, ions, organics and microbes. Water used in a cooling tower or an exhaust scrubber has different requirements and can often be reclaimed to a less demanding use.

That means “water use” includes much more than rinsing wafers. Process tools consume water during wet etching, solvent processing, cleaning and planarization. Facility systems consume water for cooling and heating. Air-pollution controls use water in exhaust scrubbers and other abatement equipment. Each use creates a different wastewater chemistry, so a modern fab collects several streams instead of sending everything to one drain.

| Stage | What happens | Why the distinction matters |
|---|---|---|
| Source water | Municipal or other site water enters the facility. | Available volume, drought conditions, cost and local permits set the starting constraints. |
| Water treatment | Filtration, membranes, ion removal, degassing, polishing and disinfection produce water for specific uses. | UPW treatment can reject a significant fraction of the incoming flow as concentrate or other residuals. |
| Manufacturing and support use | Process tools, cooling systems, scrubbers, abatement equipment and non-industrial services consume water. | Each destination has a different quality requirement and contaminant profile. |
| Collection | Drains and dedicated collection systems keep acids, bases, solvents, metals, fluorides and other streams separated where practical. | Segregation prevents incompatible chemicals from mixing and makes targeted treatment or recovery possible. |
| Treatment and disposition | Wastewater is neutralized, clarified, filtered, treated for specific contaminants, reused or discharged. | Reuse is fit for purpose; not every recovered stream can return to wafer processing. |
How much water does a semiconductor fab use?
There is no single industry-wide water bill. Facility size, product mix, process generation, local climate and the degree of onsite recycling all change the answer. NIST’s 2024 environmental assessment for semiconductor facilities reports a median UPW use of 4.25 billion gallons across 29 facilities in 2021, paired with a reported 1.16 million gallons per day. Those are assessment figures, not a guaranteed value for every operating fab.

The same assessment, drawing on cited industry sources, estimates the following distribution of water use:
| Use category | Estimated share | What it includes |
|---|---|---|
| Processing | 48% | Wafer production steps such as rinsing, wet etching, solvent processing and planarization. |
| Facility support | 23% | Cooling and other building or utility systems. |
| Abatement technologies | 20% | Exhaust scrubbers and related pollution-control equipment. |
| UPW-treatment loss | 9% | Water attributed to treatment losses in the cited estimate. |
| Non-industrial uses | Less than 1% | Uses such as domestic or office functions. |
These percentages describe a cited estimate, not a standard water balance. A fab that makes a different product or operates a different cooling and abatement design can have a materially different profile. NIST also reports a 24.5% increase in global semiconductor-industry water use from 2019 to 2023, citing Wang et al. (2023a); the figure should be read as that report’s cited estimate, with the underlying study’s scope and method determining what it covers.
Why do chip fabs need ultrapure water?
UPW is water purified to the level required by sensitive semiconductor steps. NIST describes it as thousands of times purer than drinking water. Trace particles, dissolved ions, organic molecules or microbes can create defects on a wafer, alter a chemical reaction or leave residue in a structure measured in nanometers. Consequently, a process tool may require a much higher water quality than a cooling tower or scrubber.
How UPW is made
A typical UPW plant uses multiple barriers rather than one filter. Pretreatment removes sediment and protects downstream equipment. Membrane processes such as reverse osmosis reduce dissolved salts and many contaminants. Deionization, degassing, ultraviolet treatment, ultrafiltration and final polishing can then reduce ions, gases, organics, particles and microbes to the level specified by the process. The exact train is site- and process-specific.
Making UPW consumes more source water than the volume delivered to a tool. NIST’s 2024 assessment cites an estimate from Govindan (2022) that producing 1,000 gallons of UPW can require 1,400 to 1,600 gallons of municipal water. The ratio is an estimate cited for the assessment, not a constant conversion for every plant or treatment design. The difference becomes concentrate, reject, backwash, purge or other residual flow that must be managed.

Why UPW recovery is a major opportunity
Because UPW is used repeatedly across manufacturing, recovering its wastewater can reduce both source-water demand and the burden on the UPW plant. NIST discusses counterflow reverse osmosis as one approach that can improve recovery compared with conventional reverse osmosis. Such systems require engineering for concentrate chemistry, energy use, membrane fouling and the quality needed by the next process; they are not household filtration upgrades.
How fabs use water beyond wafer processing
Process water
Process tools use UPW for rinsing after chemical steps, wet etching, solvent-related operations, cleaning and planarization. A tool may send water to a drain immediately after a short contact, or it may produce a more concentrated waste stream when chemicals are present. Automated tools can also generate intermittent purge flows that affect the daily water balance.

Cooling and facility support
Chillers, cooling towers, heat exchangers and other utilities reject heat from process equipment and buildings. Cooling-tower blowdown controls the buildup of dissolved solids, while evaporation removes part of the circulating water. Reclaimed water can often serve these systems if treatment controls scaling, corrosion, microbes and other risks.
Abatement and exhaust scrubbing
Wet scrubbers and related abatement systems capture or neutralize contaminants in exhaust. Their water can contain acids, bases, particles or reaction products, so the resulting stream is managed according to its chemistry. EPA’s 2022 Electrical & Electronic Components Detailed Study describes industry statements about using recovered reverse-osmosis reject water in scrubbers and cooling towers.
What happens to wastewater from chip manufacturing?
Wastewater is collected according to its source and chemistry. EPA’s November 2022 study says the vast majority of semiconductor manufacturing facilities, based on industry information cited in the report, pretreat wastewater before sending it to a publicly owned treatment works (POTW). Pretreatment protects the municipal plant, workers and receiving waters and helps the fab meet applicable discharge limits.

Segregation at the drain
Facilities may use separate drains and collection tanks for acid, alkaline, metal-bearing, fluoride-bearing, solvent and general wastewater. EPA describes dedicated solvent drains and collection systems, plus solvent-management plans intended to keep many organic contaminants out of wastewater. Some facilities reported recovering solvents such as isopropyl alcohol or N-methyl-2-pyrrolidone for reuse or resale. Those practices are facility examples, not requirements for every fab.
Treatment matched to contaminants
No single treatment train fits all fabs. EPA facility examples include combinations of:
- Clarification to settle suspended solids.
- Polymer treatment to help capture fine particles or precipitated contaminants.
- Microfiltration for suspended solids and selected particulate matter.
- Acid and base slurry treatment with controlled neutralization.
- Fluoride treatment.
- pH adjustment or neutralization before discharge or a downstream treatment step.
Potential pollutants of concern identified in EPA’s study include tetramethylammonium hydroxide (TMAH) and PFAS. Process changes can also affect copper and fluoride loads. This does not mean every fab discharges each substance, and the study does not establish a current permit limit for a particular facility. The applicable requirements depend on the plant’s processes, discharge route, permit and regulator.
Solids, concentrates and residuals
Treatment transfers contaminants rather than making them disappear. Precipitates become sludge, membrane systems produce concentrate, filters require replacement and solvent recovery produces a managed residual. A water plan therefore tracks residual waste, handling, shipment and disposal alongside gallons recovered.
Do semiconductor fabs recycle wastewater?
Yes, many fabs recycle part of their water, but “recycle” does not necessarily mean returning every drop directly to a wafer tool. EPA defines the practice as: “Water reuse is the practice of reclaiming water from a variety of sources, treating it, and reusing it for beneficial purposes.” The receiving use determines the treatment target.

Where recovered water can go
SEMI F98, a guide for treatment of reuse water in semiconductor processing, lists potential destinations including the front end of the UPW system, cooling systems, exhaust scrubbers, point-of-use abatement, thermal processes and site irrigation. EPA’s industrial-reuse resources likewise recognize onsite water generated by activities such as microchip manufacturing as a potential source for another industrial use.
| Potential destination | Typical quality question | Why direct UPW return may be unnecessary |
|---|---|---|
| Cooling systems | Can treatment control dissolved solids, scaling, corrosion and biological growth? | Cooling equipment generally tolerates more dissolved material than a wafer process. |
| Exhaust scrubbers | Will the water chemistry support capture or neutralization without damaging the scrubber? | The scrubber is designed around its own chemistry, not wafer cleanliness. |
| Point-of-use abatement or thermal processes | Does the reclaimed stream meet the equipment’s contamination and reliability limits? | Requirements can be narrower than cooling but less stringent than final UPW. |
| UPW-system front end | Can the source be treated consistently to protect membranes and polishing equipment? | Reclaimed water may be suitable as feed after additional treatment, not as final UPW. |
| Irrigation | Are salts, metals, nutrients and local rules compatible with soil and plants? | Irrigation can use water that is unsuitable for sensitive industrial tools. |
Reported recycling figures and their limits
NIST’s 2024 assessment cites a 40% to 70% average received-water recycling range as of 2022 for an average semiconductor fab using conventional onsite wastewater treatment. It also reports that multiple large manufacturers had achieved more than 80% UPW recycling for processing activities in recent years. Neither figure is an industry-wide guarantee.
The assessment cites a particularly high, facility-specific result: an Arizona facility reportedly returned 95% of the water it used in 2020, citing the City of Chandler (2021). That example cannot be used as a universal benchmark because its processes, infrastructure, climate and accounting boundary may differ from another fab.
EPA’s 2022 study says industry representatives it consulted were not aware of U.S. semiconductor facilities with zero discharge. That was a time-bounded statement from the report, not proof that no zero-discharge facility exists today or elsewhere. “Zero discharge” also requires a defined boundary and accounting method; eliminating a pipe discharge does not eliminate concentrate, sludge or other residuals that need management.

When evaluating a facility, supplier proposal or public sustainability claim, compare the whole system rather than one recycling percentage. Five questions expose the important trade-offs:
Best Value
- What is the next use? Identify the receiving tool or utility and its actual water-quality limits.
- What is the source stream? Record flow, temperature, pH, dissolved solids, organics, metals, fluoride, PFAS or other relevant contaminants.
- What is the recovery rate and residual? A high percentage may still produce a concentrated waste stream that requires costly handling.
- What energy and chemicals are required? Membrane pressure, pumping, aeration, polishing, cleaning and replacement media affect environmental performance.
- What is the local context? Source-water scarcity, sewer capacity, discharge limits, watershed impacts and drought rules can change the best design.
These dimensions are consistent with the treatment and reuse considerations described by EPA and SEMI. The sources do not rank one universal treatment train above all others.
Regulation and site-specific uncertainty
EPA’s Electrical and Electronic Components effluent-guidelines program identifies 40 CFR Part 469 materials and provides the agency’s November 2022 detailed study and semiconductor-manufacturing guidance. Those documents provide regulatory context, but a general industry description cannot determine a named plant’s permit obligations. The discharge destination may be a POTW, surface water or another permitted route, and requirements vary accordingly.
EPA also notes that semiconductor products, processes and emissions vary across facilities. A credible water balance should therefore state its boundary: source water purchased, water internally circulated, UPW produced, wastewater treated, reused water, evaporative loss and residuals. Without that boundary, two fabs can report different “recycling rates” while both calculate correctly.
Common mistakes in understanding fab water
- Counting only wafer rinses: Cooling, abatement and other support systems can account for a large share of water use.
- Assuming all wastewater is interchangeable: Solvent, fluoride, metal, acid and alkaline streams can require different collection and treatment.
- Treating UPW as ordinary filtered water: UPW needs a multilayer treatment system and continuous quality control.
- Equating reuse with drinking-water quality: Reclaimed water is normally directed to a use whose requirements it meets.
- Comparing percentages without boundaries: “Recycling” may refer to UPW processing, total received water, or a specific facility loop.
- Assuming treatment destroys contaminants: Sludge, concentrate, spent media and recovered solvents still require management.
- Applying one fab’s result to the industry: Reported values from NIST, EPA or a facility contact carry the scope and date of their source.
The practical bottom line
Semiconductor fabs reduce water demand by matching quality to use, recovering water where treatment is technically and economically suitable, and keeping wastewater streams separate enough for targeted treatment. UPW production is the most demanding part of the system, but cooling and abatement can also be major water users. Recycling rates reported by NIST show what some facilities have achieved, not a universal standard. To understand any particular fab, ask for its current water balance, reuse destinations, residual-waste handling and discharge permit rather than relying on a single headline percentage.
