U.S. schools can buy fresh produce through existing distributors, directly from farms, through aggregators that combine farm products, or through USDA Foods channels that include DoD Fresh. The right route depends on district and state procurement rules, menu needs, volume, storage and preparation capacity, and what suppliers can reliably deliver. Schools still need to follow applicable competition and documentation requirements when prioritizing local food.
Choose a buying route that fits the kitchen and the district
There is no single purchasing channel that suits every school. Compare routes against the same operational needs: delivered cost, product quality and pack specifications, seasonal availability, delivery reliability, order minimums, food-safety assurance, ordering workload, and the labor and storage required at school.

For USDA Foods, the listed channels include direct delivery, USDA Foods Processing, and DoD Fresh. Depending on state arrangements, the state agency may order with school input, or districts may order offered items through USDA’s online ordering system. USDA describes it as providing a variety of free fresh fruit and vegetable snacks alongside short nutrition lessons. Confirm current eligibility, selection, and local administration with the relevant agency. USDA’s FFVP overview explains the program.

Plan quantities before contacting suppliers
Start with the menu cycle, then forecast the produce needed for each service period and the quantities the kitchen can receive, store, prepare, and serve. Use USDA’s local-food procurement resources alongside its Food Buying Guide and menu-planning resources when translating menu needs into purchasing quantities. The district should confirm any meal-pattern crediting and program-specific requirements with its state child nutrition agency.
Seasonality matters: a farm or aggregator may offer a product for only part of the year, while a school menu and delivery plan need continuity. Decide in advance which items can vary seasonally, what acceptable substitutions are, and whether another supplier or menu item is needed when a product is unavailable.

Follow procurement rules when buying local
Buying from a local farm does not remove competition or documentation requirements. USDA’s local-food guide covers formal and informal procurement approaches and ways to target local foods. The district must apply its own applicable federal, state, and local requirements, use an allowed method, and keep records supporting the solicitation and award.

Before a solicitation or purchase, establish who in the district is authorized to solicit, approve, order, receive, and pay. Ask the state child nutrition agency for program-specific direction, and have the district procurement office confirm applicable methods and documentation. USDA’s resource for producers selling local food to schools can also help suppliers understand the school market, but it does not establish that any particular producer can serve a given district.
Write specifications that make bids comparable
A clear specification helps suppliers quote the same need and gives receiving staff a standard for checking deliveries. Depending on the product and district requirements, specify:

- Produce item and variety where relevant, along with grade, size, acceptable ripeness, and condition.
- Packaging and pack size, quantities, and whether seasonal variation is acceptable.
- Allowed substitutions and how the supplier must obtain approval for them.
- Delivery days, time windows, receiving standards, invoice details, and relevant food-safety documentation.
- Temperature and handling expectations appropriate to the product and applicable school or state requirements.
Then compare supplier offers on equivalent terms. Consider total delivered cost rather than unit price alone, as well as minimum orders, season length, consistency, ordering flexibility, delivery reliability, and the staff time and storage capacity each arrangement requires. Follow district procurement rules in the award decision; these comparison factors are operational considerations, not a USDA vendor-ranking system.

Build food safety into purchasing and daily handling
Food safety is a chain of decisions, not a check performed only when produce reaches the kitchen. USDA identifies potential contamination at production, processing, transportation, storage, preparation, and service. Its school guidance recommends specifications that address food-safety concerns, including proper temperatures, together with careful receiving, handling, and storage.

Write procedures for the products being purchased and the school’s applicable requirements. Train receiving staff to inspect condition and delivery temperatures against those written standards, document and escalate problems, and keep storage areas clean and pest-free. Carry the procedures through preparation and service; the applicable temperature limits and handling steps should come from school and state requirements, not a one-size-fits-all figure.
USDA’s Best Practices for Handling Fresh Produce in Schools provides school-focused guidance. A probe thermometer can help staff check against the school’s written temperature specifications, but equipment does not replace training or procedures.
Use farm-to-school support and check current local availability
The Patrick Leahy Farm to School Program supports child nutrition operators through grants, research, technical assistance, and training. USDA reported nearly $20 million in Farm to School awards for FY 2026. Availability and award details depend on the relevant funding cycle; consult the current Farm to School program page for resources and updates.

Separately, USDA’s Farm to School program page says 74% of school food authorities reported engaging in Farm to School activities in that school year. These are different populations and measures, so the percentages should not be treated as interchangeable. The ERS figures appear in its Sept. 8, 2026 report overview.
Review the arrangement after service begins
Track whether deliveries arrive complete and on time, how often substitutions occur, whether quality matches the specification, and whether actual cost, waste, and student acceptance fit expectations. Note food-safety issues and the receiving, storage, and preparation workload. Use those records to adjust menu timing, quantities, specifications, or the supplier mix through the district’s procurement process.
