How Satellite Operators Reduce the Risk of Collisions in Orbit

Satellite operators reduce collision risk by combining frequent tracking, uncertainty-aware risk analysis, coordination with other operators, carefully screened avoidance maneuvers, and spacecraft practices that keep objects identifiable and disposable throughout their missions.

What a conjunction warning actually means

A conjunction is a predicted close approach between a spacecraft and another catalogued object, such as a satellite, rocket body or debris fragment. It is a screening result, not a declaration that a collision will occur. The prediction can change as tracking networks collect observations and both objects’ orbits are updated.

NASA describes conjunction work as a three-stage process:

  1. Conjunction prediction: screening predicted trajectories to find objects that enter a defined screening volume around a protected spacecraft.
  2. Close-approach risk assessment: analyzing the encounter’s geometry, uncertainties, collision likelihood and potential consequences.
  3. Mitigation planning and execution: selecting and, when justified, carrying out an action for an event assessed as high risk.

This sequence prevents operators from treating every alert as an emergency. A warning can disappear, become less significant or become more concerning as new observations arrive.

How operators find potential collisions

The United States screening process described by NASA

NASA says the US Space Force 18th Space Defense Squadron conducts conjunction screenings three times a day. Those screenings compare a protected spacecraft’s predicted position with catalogued objects and flag objects that enter the applicable screening volume. The cadence is a description of the US process cited by NASA, not a universal schedule for every country or commercial service.

ESA’s operational service

The European Space Agency describes a separate service that combines US-provided Conjunction Data Messages with ESA orbit data. ESA says its predictions are updated several times a day and typically look seven days ahead. The service presents close-approach and orbit information to mission teams and supports maneuver planning when a mission’s designated tolerable probability threshold is exceeded.

Different services can therefore produce different update times, horizons and risk estimates. Operators must know which catalog, data sources, screening volume and update policy produced an alert before deciding what it means.

Why repeated updates matter

Orbit determination is never perfectly precise. Measurement errors, limited observations and uncertain forces acting on an object create an uncertainty region around the predicted position. As additional observations arrive, that region and the estimated time of closest approach can change. A responsible operator keeps reassessing the encounter instead of acting on the first calculated miss distance.

How collision risk is assessed

Miss distance is only one input. ESA identifies object sizes, predicted miss distance, flyby geometry and orbit uncertainties as risk factors. NASA’s guidance adds that risk combines the likelihood of an unfavorable event with its expected consequence.

Assessment factor Why it matters
Predicted miss distance A smaller separation generally leaves less margin, but distance alone does not establish collision probability.
Object size Larger physical objects present a greater collision cross-section and can produce more severe consequences.
Encounter geometry Relative direction and speed affect how the uncertainty regions overlap and how an avoidance maneuver changes the encounter.
Orbit uncertainty Poorly determined or changing orbits make the predicted closest approach less certain.
Collision likelihood Analysts estimate how probable an unfavorable event is given the available data and uncertainty model.
Consequence The potential effect on the spacecraft, mission and orbital environment influences the level of action justified.
Other object’s data quality NASA says analysts consider whether the other object’s orbit determination is sufficient for a meaningful assessment.

Mission teams set decision thresholds in their own operational rules. ESA describes support when a designated tolerable probability threshold is exceeded. A separate ESA article published approximately in 2019 describes a typical threshold greater than 1 in 10,000 for the process discussed there. That historical, mission-specific figure must not be treated as a universal trigger for all spacecraft.

Risk is both probability and consequence

An encounter with a modest probability but catastrophic consequence may deserve more attention than one with a similar probability and a negligible consequence. Conversely, an apparently close pass can remain manageable if the uncertainty is small and the objects’ physical sizes and geometry leave adequate clearance. Operators use the complete risk picture rather than a single red, amber or green label.

  1. Receive and validate the alert. Confirm the spacecraft identity, object identifiers, time system, predicted closest approach and data version. Check that the message refers to the current spacecraft orbit and operational status.
  2. Update the encounter. Ingest newer tracking observations and orbit solutions. Recalculate the time of closest approach, miss distance and uncertainty as the data changes.
  3. Classify the event. Evaluate object sizes, geometry, orbit quality, collision likelihood and possible consequences. Determine whether the event remains below, approaches or exceeds the mission’s tolerable risk threshold.
  4. Determine who can maneuver. Establish whether the protected spacecraft, the other object or both are maneuverable. This affects coordination, prediction and the safest available response.
  5. Coordinate with the other operator. Exchange planned actions and current ephemeris information when contact is possible. NASA warns that an uncoordinated maneuver can interact with another operator’s maneuver and produce a worse outcome.
  6. Generate candidate actions. Analyze possible timing, direction and magnitude of a maneuver, or consider an attitude change or data-sharing action when propulsion is unavailable or unnecessary.
  7. Screen every candidate for secondary effects. ESA says its service screens orbit files to verify that a selected maneuver lowers the original event’s risk without creating unacceptable risk with another object.
  8. Approve and execute. Apply the mission’s authority and safety rules, uplink the command through normal controls, and monitor the spacecraft response.
  9. Verify the new orbit. Obtain post-maneuver tracking, update the orbit solution and rescreen the spacecraft. The original conjunction is not considered safely closed until the new trajectory has been assessed.

Why coordination between operators is essential

Collision avoidance is a shared problem when both objects can maneuver. Two independent teams may each see a close approach and make individually reasonable changes that move the spacecraft toward one another or create a new conjunction shortly afterward.

NASA recommends routine coordination for systematic conjunction situations and identifies accurate data, sound risk analysis and inter-operator communication as foundations of effective mitigation. Coordination can include confirming maneuverability, sharing planned ephemerides, stating who will act and notifying the other party when the plan changes.

Operators also need reliable status information in public and partner catalogs. NASA handbook guidance recommends keeping active or dead and maneuverable or non-maneuverable status flags current. A stale flag can cause analysts to assume that an object will hold its course when it can actually maneuver, or to plan around a spacecraft that no longer has control authority.

ESA describes the broader challenge as moving toward automated maneuver coordination, comparing the need for common procedures in space with the way air-traffic control coordinates aircraft. Automation can accelerate exchanges, but it still depends on trustworthy orbit data, agreed protocols and clear responsibility for the final command.

Which mitigation actions are available

Propulsive orbit maneuver

A spacecraft can change its orbit so that the two objects occupy different positions at the time of closest approach. The maneuver must be sized and timed to reduce the assessed risk while preserving mission constraints. It also has to be checked against other catalogued objects and future encounters.

Attitude change, differential drag or reduced frontal area

NASA’s terminology includes attitude adjustment, such as using differential drag or minimizing frontal area. These options can alter a spacecraft’s orbital decay or its interaction with atmospheric drag without a conventional propulsive burn. They are relevant mainly where the spacecraft design and operating environment provide enough control authority.

Provide ephemeris data to another operator

Mitigation does not always mean moving the protected spacecraft. NASA also lists providing ephemeris data to another owner or operator so that party can maneuver. This option requires accurate, timely data and an agreed communication path.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Do nothing after analysis

If updated observations show that the encounter remains within acceptable risk, the correct action may be continued monitoring rather than a maneuver. Choosing not to maneuver is an analyzed decision, not an ignored alert.

Risk reduction begins before launch

Design for tracking

NASA’s best-practice handbook recommends designing spacecraft so the Space Surveillance Network can track them from deployment through demise. A trackable object can be associated with the correct owner, observed more reliably and assessed with better orbit data.

Maintain accurate catalog records

Operators should update active or dead and maneuverable or non-maneuverable status information as the mission changes. They should also provide usable ephemeris data through established channels so conjunction services are not forced to rely on obsolete assumptions.

Choose and operate the orbit with recurring encounters in mind

NASA recommends assessing orbit placement for recurring close approaches. A mission that repeatedly passes through a congested region may face a persistent workload even if each individual event remains below the maneuver threshold. Early planning can identify operating geometries, disposal paths and communications procedures that reduce later uncertainty.

Plan for disposal

NASA’s procedural requirements include early planning, on-orbit assessment and mitigation, and disposal. End-of-mission disposal reduces the time an inactive spacecraft remains a collision source and gives operators a defined response when control or communications are lost.

NASA and ESA approaches at a glance

Aspect NASA-described US process ESA operational service
Primary data description Screenings compare a protected asset with catalogued objects. US Conjunction Data Messages combined with ESA orbit data.
Update cadence Three screenings per day, as described by NASA for the US Space Force 18th Space Defense Squadron. Several updates per day, according to ESA.
Typical forecast horizon Not stated in the cited NASA description. Typically seven days ahead.
Risk inputs Likelihood, consequence, geometry and whether orbit determination is sufficient. Object size, miss distance, geometry and orbit uncertainty, with mission thresholds.
Maneuver support Three-stage prediction, assessment and mitigation process. Advice on maneuver strategies and screening of candidate orbit files for secondary conjunctions.
Published maneuver statistic Not stated in the cited NASA material. ESA reports an average of 12 collision-avoidance maneuvers per year for its operations.

The figures describe the named institutional services, not a worldwide average. ESA’s 12-maneuvers-per-year statistic cannot be used to infer how often all operators maneuver, and NASA’s three daily screenings do not mean every operator receives exactly three alerts.

Common failure modes and how operators prevent them

  • Reacting to the first alert: prevent this by waiting for updated observations and completing a formal risk assessment unless an emergency procedure says otherwise.
  • Using miss distance as the only criterion: include object size, geometry, uncertainty, likelihood and consequence in the decision record.
  • Maneuvering without coordination: identify maneuverable parties, exchange plans and state which operator has responsibility for the action.
  • Creating a secondary conjunction: screen the complete post-maneuver orbit against the catalog before approval and again after execution.
  • Publishing stale spacecraft status: update maneuverability and active or dead flags whenever the mission state changes.
  • Leaving end-of-life decisions late: include disposal and loss-of-control scenarios in mission planning from the start.
  • Assuming a threshold is universal: apply the mission’s documented tolerable probability and consequence criteria; do not copy a threshold from another service without context.

What the headline numbers do—and do not—tell you

NASA Administrator Jim Bridenstine wrote in a NASA release dated December 15, 2020: “Due to the growing amount of space activity and debris, it’s becoming more difficult to ensure the safety and integrity of our space assets and the overall orbital environment.” The growing number of objects explains why operators rely on systematic screening and coordination rather than ad hoc judgments.

ESA’s reported average of 12 collision-avoidance maneuvers per year shows the scale of activity for that ESA operation. It does not mean 12 maneuvers are required by every satellite, that every close approach is dangerous, or that a fixed annual rate is a safety target. The correct outcome for an individual alert may be a maneuver, a coordinated action by another operator, or continued monitoring after analysis.
