How Sanctions on Iran’s Shadow Fleet Work—and Who Enforces Them

Iran’s shadow fleet is targeted through network sanctions, not just vessel bans. U.S. authorities can block a tanker and the owners, operators, managers, brokers, buyers, financiers and maritime-service companies that make a shipment possible. The Treasury Department’s Office of Foreign Assets Control (OFAC) administers the Iran sanctions program and publishes blocking designations; the State Department can impose and announce coordinated sanctions. A designation usually blocks property under U.S. jurisdiction and restricts U.S.-person dealings, while some conduct by non-U.S. parties can create secondary-sanctions exposure. Sanctions administration is separate from criminal investigation, port inspection, boarding and maritime-safety enforcement.

What is Iran’s shadow fleet?

The term describes a network of older tankers, gas carriers and supporting businesses used to move Iranian petroleum while obscuring the cargo’s origin, ownership or counterparties. OFAC’s April 16, 2025 maritime advisory says the network also carries liquefied petroleum gas (LPG), primarily to China, using many of the same concealment techniques as oil shipments.

It is better understood as an ecosystem than as a fixed list of ships. A tanker may be only one link among a beneficial owner, a shell-company operator, a technical manager, a broker, an insurer, a buyer, a financier and port or cargo services. Sanctions therefore seek to disrupt the relationships and money flows that let a voyage proceed.

Why authorities view the network as risky

OFAC links the activity to sanctions-evasion risk and to maritime-safety concerns. Vessels may be old or poorly maintained; ownership and management can be opaque; and operators may use substandard services or weak oversight. Those conditions can increase the chance of collisions, pollution, cargo incidents or an inability to identify the responsible party. A safety concern is not, by itself, proof of a sanctions violation, but it is relevant to a bank, insurer, shipowner or port assessing exposure.

How ships conceal an Iranian cargo

The advisory identifies patterns that can make a voyage difficult to trace. Compliance teams treat them as indicators requiring investigation, not as automatic evidence of illegal conduct.

Repeated ship-to-ship transfers

Oil can be moved between tankers at sea before reaching a destination. Several successive transfers, especially when they have no apparent commercial purpose, can obscure the cargo’s original vessel and loading point. Nighttime operations, unsafe waters or unusual routing increase the risk signal. Ship-to-ship (STS) transfers are common in legitimate trade as well, so the presence of one transfer does not establish evasion.

AIS gaps and manipulation

Automatic Identification System (AIS) data broadcasts a vessel’s identity, position and movement. Turning it off, transmitting inconsistent information or showing a track that conflicts with port and cargo records can hide a voyage. A gap can have an innocent explanation, such as equipment failure or a safety decision, so investigators compare the data with satellite imagery, logs, communications and documents rather than relying on one missing signal.

Changing flags and opaque ownership

A tanker can change flag registration or use a registration that is difficult to verify. Shell companies and nominee directors may make the beneficial owner hard to identify. Checking a vessel’s current and historical flags, IMO number, registered owner, operator, technical manager and controlling persons helps reveal connections that a name search may miss.

False or inconsistent documents

Bills of lading, certificates of origin, invoices, packing lists, insurance evidence and last-port records may be falsified or altered. Conflicting cargo volumes, dates, grades, loading locations or counterparties can indicate that the paperwork does not describe the actual movement. A document review should be risk-based and corroborated with independent data; it is not a legal finding on its own.

How a U.S. sanctions designation works

Sanctions begin with a legal authority and a designation notice identifying the target and the conduct or sectoral connection at issue. Treasury’s OFAC maintains the Iran program and updates the Specially Designated Nationals and Blocked Persons (SDN) List. The State Department can impose sanctions under relevant authorities and may announce designations in the same action.

Executive Orders 13902 and 13846

Authority Typical use described in Iran petroleum actions What to verify in a notice
Executive Order 13902 Targets persons operating in identified sectors of Iran’s economy. The named person or entity, sectoral basis and conduct cited.
Executive Order 13846 Addresses specified Iran-related petroleum transactions and support. The transaction, support activity, target and stated sanctions effect.

An action can cite more than one authority. The executive order listed in the specific notice controls; a general description of Iran sanctions cannot substitute for reading the designation’s legal basis.

What “blocked” means

When property or an interest in property of a designated person is in the United States, comes within U.S. jurisdiction or is in the possession or control of a U.S. person, it generally must be blocked. U.S. persons—including U.S. companies, their foreign branches and people in the United States—generally may not deal with a blocked person unless OFAC authorizes the transaction.

Blocking is a legal freeze, not a worldwide physical seizure. A listed tanker is not automatically boarded or confiscated in every country. The practical consequences can still be severe: U.S. banks may reject payments, insurers and classification or technical-service providers may withdraw, ports may refuse services, and counterparties may stop trading to avoid exposure.

Why non-U.S. companies can still face risk

Some Iran authorities allow sanctions against non-U.S. parties that conduct or facilitate significant transactions. OFAC FAQ 154 describes factors used to assess significance, including the transaction’s size, number, frequency and nature; management awareness; patterns of conduct; links to blocked parties; the effect on sanctions objectives; and deceptive practices. A non-U.S. transaction is not automatically prohibited merely because it involves Iranian oil, and “significant” is a fact-specific assessment. Companies should analyze the exact authority and obtain professional advice where exposure is material.

Who enforces Iran’s shadow-fleet sanctions?

Treasury Department and OFAC

  • Administers the U.S. Iran sanctions program.
  • Issues regulations, FAQs, advisories and general licenses.
  • Designates people, entities and vessels and publishes them on the SDN List.
  • Explains how blocking and authorization rules apply to transactions.

OFAC’s Iran program page is the living index for current authorities, advisories and notices. Because lists and licenses change, a screening decision should use the current list and the designation notice, not an old news article or cached database.

State Department

The State Department can impose sanctions under applicable authorities and announce designations, including actions coordinated with Treasury. Its announcement does not replace OFAC’s list entry or the legal terms of a license; compliance teams should read both the announcement and the underlying notice.

Functions that should not be attributed to OFAC alone

Sanctions administration is not the same as every form of maritime or criminal enforcement. The official material summarized here does not provide a complete assignment of responsibility for criminal prosecutions, customs actions, vessel seizures, port-state inspections, boarding, or maritime-safety enforcement. Those functions can involve other national authorities, prosecutors, coast guards, port states, flag states and regulators, depending on the facts and location. OFAC’s designation power should not be presented as a power to inspect or seize any ship worldwide.

From intelligence to a designation: the practical sequence

  1. Identify the network. Authorities examine ownership, control, operators, brokers, buyers, financiers, service providers, cargo routes and vessel activity rather than treating a ship as an isolated asset.
  2. Match conduct to an authority. Analysts determine whether the facts fit a sector, petroleum-transaction or support provision under the stated executive order or statute.
  3. Prepare the designation. Treasury, State or both identify the target and publish the legal basis and effective date. The target may be a vessel, owner, operator, intermediary or other facilitator.
  4. Update the official lists. OFAC adds the relevant names, aliases, identifiers and vessels to the SDN List or another applicable list.
  5. Apply blocking and transaction rules. U.S. persons freeze covered property and stop prohibited dealings. Financial institutions and service providers screen customers, payments, vessels and counterparties.
  6. Check licenses and wind-down terms. A notice may provide a limited authorization, a wind-down period or other conditions. The authorization applies only within its stated scope.

How to screen a vessel or cargo without overclaiming

OFAC’s guidance supports a risk-based process for banks, traders, insurers, shipowners, charterers and service companies. The checks below help identify questions for escalation; none proves a violation by itself.

Verify the vessel identity

  • Record the IMO number, current name, former names and call sign.
  • Review current and historical flag registrations and unexplained changes.
  • Compare registry data with class, insurance, port and charter-party records.

Map ownership and counterparties

  • Identify the registered owner, beneficial owner, operator, technical manager and commercial manager.
  • Screen brokers, buyers, banks, insurers, agents and cargo-service providers, including aliases and ownership links.
  • Check whether a party is already listed or controlled by a listed person under applicable ownership rules.

Reconstruct the voyage

  • Compare AIS history with satellite observations, port calls, loading windows and last ports of call.
  • Investigate prolonged AIS gaps, implausible tracks, nighttime STS activity and repeated transfers without a clear commercial reason.
  • Confirm that destination, cargo origin and counterparties are consistent across independent records.

Test the documents

  • Reconcile bills of lading, certificates of origin, invoices and packing lists with the physical voyage and cargo quantities.
  • Verify insurance evidence and service-provider records.
  • Escalate altered metadata, inconsistent dates, duplicate documents or unexplained changes in cargo description.

Document the rationale for clearing or escalating a transaction. A defensible process records what was checked, which information was unavailable and why the remaining risk was acceptable or required a hold.

Licenses and safety exceptions

A designation does not always mean that every transaction involving the listed person or vessel is forbidden under every circumstance. OFAC’s December 18, 2025 notice issued a general license for limited safety, environmental and cargo-offloading transactions involving certain persons or vessels blocked on that date. The permission is narrow: parties must confirm that the vessel, activity, dates and conditions fit the notice. A license cannot be generalized to other blocked ships or unrelated trade.

  • What You Get: Anker 332 USB-C Hub (5-in-1), welcome guide, our worry-free 18-month warranty, and friendly customer service.

When a notice includes a wind-down period or authorization, retain the notice, transaction records and evidence that each step stayed within its terms. If a license expires or is amended, continuing the activity can create a new violation even if the original voyage began lawfully.

What the available numbers do—and do not—show

A June 6, 2025 Financial Crimes Enforcement Network (FinCEN) advisory reported that Treasury and State had blocked over 350 vessels carrying Iranian oil since U.S. sanctions were reimposed in 2018. That is a dated figure describing government blocking actions reported in that advisory. It is not a verified total as of October 2026 and does not measure the current size of Iran’s shadow fleet, the number of active vessels or the value of cargo moved.

No comprehensive, current fleet-wide vessel count or aggregate cargo-value statistic is established by the official material summarized here. Treating the 350-plus figure as a fleet estimate would confuse enforcement actions with the population of ships involved in clandestine trade.

Common mistakes when interpreting a sanctions action

  • “The ship is sanctioned, so it has been seized.” A designation generally freezes covered property and restricts dealings; physical seizure requires separate authority and action.
  • “Any STS transfer proves evasion.” STS operations can be legitimate. Context, repetition, routing, AIS behavior and documents matter.
  • “Every foreign transaction is prohibited.” The rule depends on the authority, the parties, the transaction and any secondary-sanctions provision.
  • “One list search is enough.” Names, flags, owners and managers change. Use the IMO number, aliases, ownership analysis and the current OFAC entry.
  • “A press release is the whole law.” Read the designation notice, cited executive order, applicable regulations and any license or wind-down language.
  • “OFAC handles all enforcement.” OFAC administers economic sanctions; criminal, customs, port and maritime-safety actions involve other authorities and jurisdictions.

How to read a new designation notice

Start with six questions: Which authority is cited? Who or what is targeted? What conduct is alleged? What property-blocking or transaction effect follows? Does the rule apply through U.S. jurisdiction, secondary-sanctions exposure or both? Is there a license, safety exception or wind-down deadline? Recording those answers prevents a broad headline from being mistaken for the precise legal consequence.

For a live decision, consult the current OFAC Iran program materials and the full Treasury or State notice, then involve qualified sanctions counsel or a compliance officer when the transaction, vessel ownership or jurisdiction is unclear. The public designation tells you who is listed and why; it does not by itself resolve every question about a particular voyage.
