Email verification confirms access to a mailbox; phone verification confirms access to a number or its SMS or voice channel. Neither proves a person’s identity, and neither makes account recovery safe on its own. SaaS teams should assess both through four controls: prevent account enumeration, verify current channel control, limit guessing and delivery abuse, and secure recovery changes.
What email and phone verification actually establish
A successful email confirmation shows that someone could access a particular mailbox when they completed the check. A successful phone confirmation shows access to a telephone number or its delivery channel at that time. These are useful checks before binding a contact method to an account, but they do not establish who the person is.

That distinction matters in both signup and recovery. A mailbox may be shared or compromised; a phone number may be reassigned or taken over. NIST treats identity proofing as a separate process from confirming control of an email address or phone number. OWASP also warns that poorly designed email validation and verification flows can contribute to account takeover, user enumeration, and identity confusion.

Signup, verification, login, and password-reset screens should not reveal whether a particular email address or phone number already belongs to an account. If one response says “account found” while another says “no account exists,” an attacker can probe the service for registered users.

- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
Use consistent user-facing responses for equivalent requests, including reset and recovery requests. Apply a consistent normalization and comparison policy wherever the service accepts an identifier: registration, login, password reset, recovery, and account linking. If the product treats two forms of an address or number as equivalent in one flow but different in another, users can encounter confusing account states and attackers may find gaps to exploit.
Gate 2: Prove current control of the channel
Before binding an address or number, send a random confirmation code or a secure link to it and require successful completion. Keep codes short-lived, invalidate them after use, and make sure a link cannot be replayed to verify another account. NIST SP 800-63B-4 sets maximum confirmation-code lifetimes of 10 minutes for telephone delivery and 24 hours for email delivery.

- POWERFUL SECURITY KEY: The YubiKey 5C NFC is the most versatile physical passkey, protecting your digital life from phishing attacks. It ensures only you can access your accounts
- WORKS WITH 1000+ ACCOUNTS: Compatible with popular accounts like Google, Microsoft, and Apple. A single YubiKey 5C NFC secures 100+ of your favorite accounts, including email, password managers, and more
- FAST & CONVENIENT LOGIN: Plug in your YubiKey 5C NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
- MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
- PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
Those limits concern confirmation codes; they do not turn a confirmed address or number into proof of identity. Nor does confirming an email address make email an independent second factor by itself. OWASP notes that email’s status as a multi-factor authentication method is debated, especially when the mailbox lacks MFA or shares credentials with the SaaS account.
Gate 3: Limit guessing and channel abuse
Throttle code entry and recovery attempts so an attacker cannot try codes indefinitely. Apply controls to the delivery side as well: repeated requests can create cost, nuisance messages, or a way to disrupt a legitimate user’s access. Rate limits should account for the account, the destination channel, and broader patterns of suspicious activity without making ordinary recovery unreasonably difficult.

SMS and voice delivery have risks tied to the phone-number lifecycle, including SIM changes, device swaps, and number porting. NIST classifies PSTN-delivered authentication secrets as restricted and recommends evaluating relevant signals before relying on that channel. It also recommends making alternative authenticator types available rather than requiring users to depend on phone delivery alone.
Gate 4: Secure changes and recovery
Changing a recovery email or phone number is a sensitive account event: an attacker who can replace a recovery channel may be able to retain access even after the account owner changes a password. Notify the account’s other trusted notification addresses when recovery details change. After a reset, review the recovery methods still bound to the account, and do not automatically log the user in merely because a password reset succeeded.

Recovery is a distinct, less frequent process—not just another login prompt. NIST SP 800-63B-4 describes four general recovery-method classes:
Recommended Free Tools
- Saved recovery codes held by the subscriber.
- Recovery codes issued during the recovery process.
- Recovery contacts.
- Repeated identity proofing.
For saved recovery codes, NIST recommends secure offline storage. Providers should throttle attempts, store codes in hashed form, invalidate each code after use, and issue a replacement. At Authentication Assurance Level 2 (AAL2), recovery must use qualifying combinations: two codes from different methods, one recovery code plus an already bound single-factor authenticator, or repeated identity proofing when the account was identity-proofed. NIST also requires notifications after recovery events.

Choosing email, phone, or both
There is no universal winner on cost, conversion, or deliverability in the reviewed NIST and OWASP guidance. Those outcomes depend on the product, user population, geography, and delivery services, so teams need their own service data to compare them. The security decision is clearer when it is made against the specific job each channel performs.
| Decision factor | Phone | |
|---|---|---|
| What a successful check demonstrates | Access to the mailbox at verification time. | Access to the phone number or its SMS or voice delivery channel at verification time. |
| Channel-specific concern | The mailbox may be compromised, shared, or insufficiently protected; email is not automatically an independent second factor. | SIM changes, device swaps, and number porting can affect control of the number or delivery channel. |
| Evidence-backed confirmation-code lifetime ceiling | 24 hours under NIST SP 800-63B-4. | 10 minutes under NIST SP 800-63B-4. |
In either case, ask whether users can keep access to the channel over time, whether it is independent of their other authentication factors, and what happens if it is lost. A second channel is not automatically a safer recovery path if both channels can be taken over through the same compromised account or device.
Use stronger authentication alongside recovery controls
For applications assessed at AAL2, NIST SP 800-63B-4 requires phishing-resistant authentication. A FIDO2 security key is one available form; NIST small-business guidance also describes FIDO authenticators used with WebAuthn, including separate hardware keys and built-in platform authenticators. Strong login authentication complements safe recovery design; it does not remove the need to protect recovery channels, codes, and change notifications.
