Restaurants can reduce opportunities for dine-and-dash incidents with attentive service, visible entrances, sensible booking procedures and monitored exits. If someone leaves without paying, staff should put safety first, avoid a physical confrontation and contact local police promptly. Reporting routes and legal definitions vary by jurisdiction.
How can restaurants discourage dine-and-dash incidents?
Police guidance from England recommends a mix of hospitality practices and practical security measures. None guarantees that a customer will pay, and prevention should not mean treating every diner as suspicious.

Make arrivals and exits visible to staff
- Greet customers as they arrive and acknowledge them when they leave. Attentive, polite engagement can help staff notice what is happening without escalating the interaction.
- Where the layout allows, position the till so staff can see the entrance. The Metropolitan Police cautions against placing the till too close to the door.
- Reduce the number of customer exits where feasible, or make exits easier for staff to monitor. Keep outdoor dining areas under observation where possible.
- Consider CCTV covering all exits. It may provide a record that is useful after an incident, but police guidance does not promise that cameras prevent theft or identify every person.
Use booking and payment procedures proportionately
Avon and Somerset Police advises collecting contact and card details for online or telephone bookings. For a larger walk-in party, it suggests considering a card before seating; the Metropolitan Police gives similar advice for a large unbooked party. These are operational options, not universal requirements. False details are possible, and the Metropolitan Police notes that a business can do only so much to establish a customer’s identity.

Set procedures consistently and explain them courteously. Consider customer friction and applicable local rules when deciding what information to collect or when to request a card. The cited police guidance does not establish a prevention rate for any of these measures.

What should staff do if diners leave without paying?
- Prioritize safety. Do not chase, restrain, threaten or physically confront anyone. The Metropolitan Police says: “In the event of an incident, call police as quickly as possible – we do not recommend taking matters into your own hands.”
- Contact local police promptly. Use the appropriate local reporting channel; procedures differ between forces and jurisdictions.
- Record what staff know. Note the time, table, amount unpaid, descriptions and direction of travel, along with any relevant booking or payment details. Preserve relevant CCTV footage and follow the business’s usual access and retention procedures.
- Follow the local reporting process. For example, Tasmania Police offers an online report for someone authorized to report on behalf of a business or employer. It says the report can provide a reference number for insurance or reporting purposes. That route is specific to Tasmania and should not be assumed to be available elsewhere.
What does “making off without payment” mean?
The familiar phrase “dine-and-dash” is not necessarily the legal term used locally. West Yorkshire Police says that intentionally leaving a restaurant after eating without paying may be an offence of making off without payment and can be reported. Tasmania Police describes the offence as intentionally leaving a place providing goods or services without paying, with intent to avoid payment. These are jurisdiction-specific explanations, not a universal legal definition or statement of penalties.
If payment is disputed rather than simply avoided, staff should still avoid turning the bill into a confrontation. Let local police determine the appropriate response, and use the reporting route for the business’s location.
