How reliable is tidal power, and how does it fit into the electricity grid?

How reliable is tidal power? Its timing is exceptionally predictable, but its output is not constant and cannot be ordered on demand in the way a fuel-fired generator can. Tidal currents rise and fall with the local tidal cycle, while equipment, marine conditions, grid connections and maintenance determine how much electricity actually reaches customers.

How does tidal power fit into the electricity grid? It can provide useful renewable energy when its production pattern matches demand or is balanced with networks, storage, interconnection, demand response and other generators. Reliability is therefore a property of the complete project and power system—not of the tide alone.

What “reliable” means for tidal power

People use reliability to mean several different things. Separating them prevents the most common misunderstanding: a resource can be predictable without being continuously available or dispatchable.

Predictability of the resource

Tides follow regular astronomical cycles. A developer can forecast when a site’s current will strengthen and weaken, then estimate the resulting production pattern. The OES Guidance for Assessing Tidal Current Energy Resource (2008) treats temporal fluctuation, site-specific production estimates and uncertainty as central parts of resource assessment.

That forecast is valuable for scheduling and system planning. It tells an operator when generation is likely to be available and when it will decline. It does not promise a flat power output, and it does not remove uncertainty caused by local flow conditions or the project itself.

Availability of the equipment

Availability asks whether the turbine, converter, export cable and associated equipment are operating when the resource is present. Marine access, storms, biofouling, corrosion, component failures, planned maintenance and cable faults can all reduce delivered energy. A predictable current cannot compensate for a device that is offline or a connection that is unavailable.

Reliability of the power system

Grid reliability is the system’s ability to keep supply and demand balanced while surviving faults, maintenance and changing conditions. It includes transmission and distribution capacity, reserves, interconnections, storage, demand response and the behavior of every other generator. A tidal project may contribute energy without guaranteeing firm capacity at every hour.

The reviewed sources do not establish a universal fleet-wide tidal reliability or availability percentage. Any single number presented as a global tidal-power reliability rate would conceal differences in technology, site, maintenance practice and grid connection.

Why predictable generation still rises and falls

A tidal-current device converts moving water into electricity. As the local current accelerates, output can increase; as it slackens or reverses, output falls or stops. The exact shape depends on the site’s bathymetry, flow direction, water depth, turbine rating, array layout and control strategy.

Resource assessment must therefore produce more than an annual energy estimate. A credible assessment identifies:

  • the timing and duration of high- and low-output periods;
  • how current speed and direction vary across the site;
  • uncertainty in measurements, models and long-term forecasts;
  • losses between the turbine, array, export cable and grid connection; and
  • the production profile that the grid will actually see.

Annual energy can hide an awkward operating pattern. Two projects with the same yearly output may have very different value if one produces during local demand peaks and the other produces when the system already has surplus electricity.

Predictability is not dispatchability

A dispatchable generator can be instructed to change output within its technical limits because its fuel or primary input is controllable. Tidal input is not controllable to the same extent. Operators can start, stop, curtail or sometimes modulate a device, but they cannot command the tide to arrive earlier or produce a stronger current.

This distinction matters in contracts and system planning:

  • Forecastable: the timing of likely production can be estimated well in advance.
  • Controllable: output can be adjusted within the limits of the device and connection.
  • Firm or dependable capacity: the system can count on a specified contribution when demand is high or another generator trips.

Tidal power may score well on the first measure while requiring other resources to satisfy the second and third. Curtailment can reduce output when the network is congested, and a device outage can remove generation during a period that the tide itself predicted accurately.

Tidal stream and tidal range are different technologies

Tidal-stream or tidal-current projects

Tidal-stream devices sit in moving water and extract energy from the current. The strongest grid-integration evidence discussed here concerns this technology: measuring the current, modelling its time-varying output and connecting arrays to regional infrastructure.

Tidal-range projects

Tidal-range schemes use a difference in water level across a barrage, lagoon or similar structure. Their civil works, operating constraints, environmental effects and generation profile differ from those of submerged current turbines. Conclusions about tidal-stream forecasting or array connections should not automatically be transferred to every tidal-range design.

How a tidal project connects to the grid

OES grid-integration work frames the problem as matching near- and longer-term ocean-energy potential with existing and future regional infrastructure. A project is useful only if electricity can be collected, exported and managed within the limits of the local system.

1. Characterise the site and production profile

  1. Measure the resource: collect current-speed and direction data over a period suitable for the site, then combine measurements with validated models.
  2. Convert resource to electrical output: apply the device power curve, array spacing, wake effects, conversion losses and expected downtime.
  3. Quantify uncertainty: show the range of plausible output, not only a single forecast.
  4. Build time-series scenarios: represent high- and low-output periods, maintenance outages, cable failures and extreme marine conditions.

2. Check the electrical connection

Export cables, substations and onshore networks must carry the project’s maximum practical output and withstand faults. A connection with insufficient capacity can force curtailment even when turbines are operating. Protection, power quality, voltage control and fault-ride-through requirements also affect the design and cost.

3. Match the profile to system needs

Planners compare the tidal time series with demand, existing generators and transmission constraints. They ask whether production arrives during periods of high demand, coincides with other renewable output or fills a recurring gap. The answer is location-specific; a project that helps one network may create congestion in another.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Provide flexibility around the tide

The International Energy Agency (IEA) identifies networks, storage, interconnections and demand response as tools for integrating variable renewable generation. These resources can absorb excess tidal electricity, shift consumption, move energy between regions or supply power when the tidal output is falling.

“Experience in a number of countries has shown that variable renewables can be reliably integrated in power systems.” — International Energy Agency, Secure energy transitions in the power sector (2021)

This is a statement about whole-system integration. It is not proof that every tidal project has the same reliability or that a tidal array alone can meet demand at all times.

What improves tidal power’s grid value?

Storage

Battery, pumped-storage or other storage technologies can charge during a tidal production peak and discharge later. Storage adds controllability, but its usefulness depends on duration, cycling requirements, round-trip losses, connection limits and cost. It cannot make an undersized cable carry more power.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Interconnection and stronger networks

A larger or better-connected network can move tidal electricity to another load centre when local demand is low. It can also provide replacement power during maintenance or an unexpected outage. Network reinforcement, however, may be a major project in its own right.

Demand response

Flexible loads can be scheduled for periods when tidal output is expected to be high. Industrial processes, water pumping or charging loads may shift in time, subject to operational and customer constraints. Demand response complements forecasting; it does not remove the need for reserves.

Hybrid generation

A peer-reviewed 2021 study by Osman and colleagues examined hybrid tidal-wind and tidal-solar farms designed to meet a predetermined dispatch level under modelled assumptions. Such a design can smooth combined output in the model, but it is not a universal guarantee. Performance depends on the selected sites, technologies, weather and tidal profiles, controls, storage assumptions and economic case.

Comparing tidal power with other grid resources

The fairest comparison uses the same questions for every technology: when does it produce, how uncertain is that output, how much can operators control it, what connection does it need and what flexibility must the wider system provide?

Resource Timing and predictability Control of output Grid question
Tidal current Cycle timing is highly predictable, but output varies through each cycle and remains site-specific. Limited by the natural current; devices can be curtailed or controlled within operating limits. Can the network use the recurring profile, and what covers low-output periods or outages?
Wind Weather-driven and variable; forecasts have uncertainty. Generation can be curtailed, but the wind resource cannot be commanded. What reserves, transmission and forecasting manage weather-related changes?
Solar Daylight timing is predictable, while clouds and seasonal conditions change output. Output can be curtailed, not increased on demand without storage. How are evening ramps, nighttime demand and cloudy periods covered?
Storage Charging and discharging can be scheduled, subject to stored energy. Highly controllable within power and energy limits. Is there enough duration and connection capacity for the required service?
Dispatchable generation Fuel-based operation can be scheduled, subject to fuel and plant constraints. Generally controllable within ramping, minimum-output and availability limits. What are the fuel, emissions, operating-cost and outage implications?

A project-level energy cost should not be compared directly with a system-level reliability claim. The relevant comparison includes the flexibility, network upgrades and reserves needed to deliver dependable service.

What published cost figures actually show

Cost numbers for tidal power are highly sensitive to deployment scale, geography, technology maturity and the assumptions used. They should be read as dated, scenario-specific evidence rather than universal prices.

Figure What it represents How to interpret it
1.5 TWh per year Australian economically extractable tidal-stream resource estimate reported in the 2021 Osman et al. study from the AUSTEn project. A national resource estimate, not electricity produced by operating plants.
A$4,076 per kW Modified tidal-generator capital-cost assumption for Australia in a 2025 projection in the same 2021 study. A study assumption and projection, not a quoted current market price.
£150 per MWh UK tidal-stream levelized-cost projection at 100 MW cumulative deployment, attributed in the study to Offshore Renewable Energy Catapult. A projected deployment scenario, not an observed universal cost.
£80 per MWh UK tidal-stream levelized-cost projection at 1 GW cumulative deployment. Also a deployment scenario; it should not be applied to every country or project.

The UK Department for Energy Security and Net Zero published its Review of power generation costs for floating offshore wind and tidal stream energy technologies on 16 November 2023. Its purpose included informing UK generation-cost estimates and Contracts for Difference administrative strike-price analysis. That policy context does not establish a single current global tidal cost.

How to judge a tidal project’s dependable contribution

Developers, regulators and grid operators can use a common checklist rather than relying on an annual energy headline:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Resource: Are current measurements, models, seasonal effects and uncertainty documented?
  • Output profile: What is the expected power at each point in the tidal cycle, and how often does it fall below a useful level?
  • Technology: What evidence supports turbine, converter, cable and control-system availability in the proposed marine conditions?
  • Maintenance: How long do planned interventions take, and can vessels reach the site during adverse weather?
  • Connection: Can the export system and receiving network accept the maximum output without recurring curtailment?
  • System role: Is the project being credited for energy, capacity, ancillary services or a combination—and are those credits supported by time-resolved modelling?
  • Flexibility: Which storage, interconnection, demand response or backup resources cover low tides, outages and transmission constraints?
  • Technology scope: Are conclusions for a tidal-current array being incorrectly applied to a tidal-range scheme?

Common claims that need qualification

“Tidal power is always available.”

No. The tide is recurring, but generation changes through the cycle and equipment can be offline. “Predictable timing” is accurate; “continuous availability” is not.

“Tidal power is fully dispatchable.”

No. Operators can control equipment within limits, but they cannot control the natural tidal input. Dispatchable service requires storage, hybrid generation, curtailment strategies or other flexible resources.

“Tidal power has a fixed reliability percentage.”

No universal fleet-wide percentage is established by the cited material. A meaningful figure must identify the technology, site, period, maintenance assumptions, connection and definition of availability or reliability.

“A low projected levelized cost proves grid competitiveness.”

No. The published figures above are attributed projections under specified deployment scenarios. They do not include every system cost in every region, and they cannot by themselves establish dependable capacity or network value.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Bottom line for grid planners and readers

Tidal power’s strongest characteristic is predictable timing, not constant output. Its practical reliability depends on the marine device, site conditions, maintenance access, export connection and the flexibility of the surrounding electricity system. A well-designed project can add renewable energy and may become more useful when paired with storage, other generation, stronger networks or flexible demand. Whether it provides dependable capacity must be demonstrated with site-specific, time-resolved modelling rather than inferred from the regularity of the tide.
