A referee POV camera captures video from a small wearable mounted on the official, sends the feed into a broadcast workflow, and uses processing such as stabilization to make the moving image more watchable. FIFA says its 2026 World Cup Referee View system transmitted high-definition video and audio in real time for live broadcast integration. The camera offers another viewpoint for viewers; it is not, by itself, a VAR decision system.
How the live referee-camera workflow works
- Capture from a wearable camera. The camera is mounted on the referee’s head, chest, or another proposed position to show a first-person view. FIFA’s 2026 World Cup account describes a small, lightweight camera worn on the main official’s head. Professional requirements prioritize a secure fit that does not obstruct movement or visibility or create an injury risk. FIFA’s referee-camera system requirements describe acceptable mounting considerations.
- Transmit the signal wirelessly. The live video must reach broadcast production with sufficiently low latency to be synchronized with other camera feeds. FIFA lists RF, 4G, and 5G as example connection options, but does not publish the specific network configuration used for Referee View.
- Process and stabilize the moving image. A camera attached to a running referee naturally moves with each step, turn, and change of direction. Lenovo describes a pipeline that ingests on-body video, analyzes frames, applies automated stabilization, and produces a live output. The implementation details are proprietary.
- Integrate the feed into the broadcast. FIFA says Referee View video and audio were transmitted in real time and integrated into the broadcast; footage was also used after matches during the 2026 World Cup group stage. Producers can use the viewpoint to show what the official saw, rather than treating it as a separate officiating camera system.
What the published performance figures mean
Lenovo’s 1 July 2026 account reports Full HD video at 60 frames per second with three-second latency for its Referee View implementation. It also reports up to 60% jitter reduction. These are vendor-published figures for that implementation, not independent comparative test results; they should not be generalized to other referee cameras. Lenovo’s Referee View account does not establish a head-to-head performance comparison across systems.

FIFA’s professional-system requirements concern more than image quality. A proposed setup needs a secure, safe mounting position; durability in weather and impacts; freedom of movement and visibility for the referee; and low-latency transmission suitable for synchronization with broadcast cameras. Ambient audio may also be recorded. These are requirements for professional competition systems, not certification of generic consumer cameras.

- Mounting and safety: the camera must remain secure without interfering with the referee’s work.
- Stability and transmission: the view needs to remain usable during movement, and its live feed must reach production reliably enough for broadcast use.
- Audio and footage control: organizers must account for what is recorded, who controls the footage, and how it may be used.
How the camera fits with IFAB rules and VAR
IFAB Law 5 permits body cameras when the competition organizer supplies them, controls the footage, and follows the relevant guidelines. It also says a camera microphone cannot be used to broadcast communication with VAR; camera footage and sound may be used by appropriate authorities for disciplinary matters. Competition-specific authorization and rules still apply. IFAB Law 5: The Referee sets out the applicable framework.
On 30 July 2025, IFAB said professional trials could extend to domestic and international competitions worldwide, subject to competitions obtaining permission from IFAB and FIFA. That is a permission-based trial framework, not blanket authorization for an organizer or referee to deploy a camera. IFAB’s announcement on extending body-camera trials describes that process.

Referee POV footage and VAR serve different purposes. The POV feed can help explain what the official saw, support referee coaching, or give viewers additional context. FIFA Referees Committee Chairman Pierluigi Collina said the outcome of using Ref Cam at the FIFA Club World Cup 2025 “went beyond our expectations,” citing its value for coaching and explaining why an incident was not seen on the field. That does not make the camera view a replacement for VAR review. FIFA’s interview with Collina discusses the footage’s explanatory and coaching uses.

- Where and how the camera is mounted, and whether the fit is safe and unobtrusive.
- How stable the image remains during running and abrupt turns.
- Live transmission latency and reliability under match conditions.
- How easily production can synchronize and integrate the feed with other cameras.
- How microphones, privacy, footage access, and organizer control are handled.
- Whether the competition has approved the setup and its use.
An ordinary wearable camera may suit training, demonstrations, or small-scale production exploration, but its availability does not make it a professional match-broadcast system. Professional use depends on transmission, stabilization, broadcast integration, safety, and organizer approval working together.
