How Recycled Wind Turbine Blade Material Is Used in Cement

Some retired wind-turbine blades can be recycled through cement-kiln co-processing. After a blade is dismantled, transported and mechanically shredded, its resin and other combustible polymers provide part of the kiln’s energy while glass fibers and mineral constituents enter the clinker raw-material mix. The output is conventional cement made through the plant’s established process—not cement containing intact blades.

This route is different from mixing chopped blade fibers into finished concrete. It is an industrial treatment option whose feasibility depends on blade chemistry, preprocessing specifications, transport distance and the receiving kiln.

What happens to a blade after decommissioning?

A wind-turbine blade is a large composite structure rather than a single recyclable material. It commonly contains glass fiber, polymer resin and mineral additives bonded into a form designed to survive decades outdoors. When the turbine is repowered or dismantled, the blade must be handled as an oversized composite, and the practical recycling route begins with logistics.

1. Removal, information and transport

Operators remove the blades, record information about their construction where available, and move them to a processor or directly to an industrial facility. The DecomBlades project treats transport, blade data, shredding specifications and cement-plant integration as connected parts of the route. A kiln cannot accept a feedstock simply because it came from a turbine; it needs material with a size, composition and handling profile that fits its equipment and permits.

2. Cutting and mechanical shredding

Whole blades are too large and irregular for ordinary kiln feeding. They are cut and mechanically shredded into a controlled feedstock. In the United States arrangement announced by Veolia and GE Renewable Energy in 2020, removed blades were scheduled for shredding at a Veolia facility in Missouri. DecomBlades also describes mechanical shredding as preparation for cement-kiln use and for pyrolysis.

Shredding is not cosmetic. It creates pieces that can be conveyed, metered and blended with other kiln inputs while exposing the composite to heat. The exact particle size and contamination limits are set by the receiving plant, so a processor may need different equipment or specifications for different kilns.

How a cement kiln recycles the material

In co-processing, the shredded composite is fed into a cement plant alongside conventional fuels and raw materials. Two recovery functions occur at once.

Combustible fraction: an energy substitute

The organic resin or polymer fraction burns in the kiln and supplies energy for the high-temperature reactions that form clinker. That heat can displace a portion of conventional fossil fuel, such as coal. The polymer is therefore recovered as energy rather than being preserved as a usable plastic product.

Glass and mineral fraction: a raw-material substitute

Glass fibers and other noncombustible mineral constituents remain in the kiln system. Their oxides become part of the mineral feed used to make clinker. After clinker is produced and ground with the plant’s normal additions, the resulting cement follows the established manufacturing route.

This is why the process is often described as both material and energy recovery. The blade is not merely burned for heat, and it is not shredded into a finished concrete mixture. Its combustible and mineral portions are used at different points in the clinker process.

What does not happen

  • Intact blades are not placed in a cement mixer or buried inside a cement product.
  • The finished cement is not simply “made of blades.” Blade-derived material is co-processed with conventional kiln inputs.
  • Shredded blade fibers are not automatically reinforcement for concrete. Fiber-reinforced concrete is a separate development path.

What the material balance looks like

A 2024 paper by Schindler, Duke and Galloway estimated that 40–50% of blade material contributes fuel and 50–60% is incombustible. Those percentages are estimates from analyzed and modelled material, not guaranteed yields for every blade design.

Estimated result per tonne of blade material Estimate How to interpret it
Material contributing fuel 40–50% Organic composite content that can provide kiln energy
Incombustible material 50–60% Glass and mineral content available to the raw-material system
Potential coal displacement About 0.4–0.5 tonne Study estimate; actual substitution depends on feedstock and kiln operation
Calcium oxide contribution About 0.1 tonne Estimated mineral contribution to clinker chemistry
Silicon oxide contribution About 0.3 tonne Estimated mineral contribution to clinker chemistry

The estimates show why a kiln route can use more than the blade’s calorific value. Roughly half of the material may remain as mineral input while the rest supplies heat, although the split varies with blade construction and the composition accepted by a particular plant.

Why blade chemistry can limit the route

Not all blades have the same formulation. Glass-fiber blades can contain boron, and the 2024 paper identifies high boron in some material as a possible constraint on replacement rates. A kiln operator must evaluate the chemistry of a proposed feedstock against clinker requirements, emissions controls and permit conditions.

That means there is no universal percentage of shredded blade material that every cement plant can accept. A blend that works at one facility may need a lower rate, additional testing or a different preparation method at another. Moisture, particle size, ash chemistry and trace constituents can also affect feeding and process control, so acceptance is a plant-specific engineering decision.

A documented commercial example

In 2020, Veolia and GE Renewable Energy announced a United States arrangement in which decommissioned blades would be shredded and used by cement manufacturers. The announcement described the blade material as replacing part of the raw materials and fossil fuel used in cement production. It stated that more than 90% of the blade material was reused in the process, reported as 65% raw material and 28% energy.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The same announcement said the resulting cement had the same properties and performance as traditionally manufactured cement and met applicable ASTM standards. That performance statement belongs to the described arrangement; it should not be generalized automatically to every plant, blend or jurisdiction.

A commercial announcement from 2020 also does not prove that the same service is currently available in every region. Current availability depends on local processors, transport economics, cement-kiln permits and the composition of the blades being removed.

Reported environmental results—and their limits

GE Renewable Energy reported a Quantis U.S. analysis for the described co-processing scenario. Compared with traditional cement manufacture, that analysis estimated a 27% net reduction in CO₂ emissions and a 13% reduction in water consumption.

Those figures are scenario-specific. They reflect the boundaries, transport assumptions, electricity and fuel mix, blade composition and comparison method used for that analysis. They are not a universal emissions factor for all blade recycling or all cement plants. A different distance to the kiln, preprocessing energy demand or material blend could change the result.

How this route compares with other blade-recycling options

Cement-kiln co-processing is one option in a broader hierarchy. The meaningful questions are what is recovered, how much preprocessing is needed, whether the route is demonstrated at useful scale, what chemical constraints apply and where the receiving facility is located.

Route Primary recovery Preprocessing and facility needs Development status and constraints
Cement-kiln co-processing Kiln energy plus mineral raw material Cutting and controlled mechanical shredding; compatible cement kiln and transport network Commercial arrangements have been announced, while wider deployment remains dependent on plant specifications and chemistry such as boron
Direct reuse Intact blade structure Inspection, engineering design, cutting and transport to a new structural use Can preserve more of the original structure, but projects need a suitable application and local logistics
Constituent repurposing Fibers, powders or other separated constituents More sorting or size reduction, followed by a manufacturing process able to use the recovered material Material quality and consistency determine whether a product can be made reliably
Pyrolysis Separated chemical or fiber fractions Mechanical preparation followed by thermal processing and a receiving facility for the outputs Requires process control and markets for the resulting fractions
Geopolymer or cementitious products Blade-derived material in a new binder or construction product Processing and formulation research to meet product-performance requirements Projects are exploring the approach; it is distinct from feeding material into a Portland-cement kiln

These routes are not interchangeable. A project seeking to preserve continuous fibers has different equipment and quality requirements from a cement plant seeking a metered fuel-and-mineral feedstock. Transport can decide the outcome: a technically suitable route may be impractical if the blade processor and receiving facility are too far apart.

Is this “recycling into cement” or energy recovery?

It is both, but the distinction matters. The resin portion is used primarily for its energy value, while the glass and mineral portion supplies kiln raw material. Calling the route only “burning blades” misses the mineral recovery; calling it only “turning blades into cement” hides the fuel substitution.

The cement-making chemistry still occurs in the kiln. Blade material is one input among several, and the plant controls the blend so the clinker meets its specification. The approach therefore differs from grinding blade fibers and adding them to concrete after cement has already been manufactured.

What a project must verify before sending blades to a kiln

  1. Identify the blade composition. Gather manufacturer and maintenance records where available, and test representative material for glass, resin, minerals and constituents that could constrain kiln use.
  2. Define the physical specification. Agree on cut dimensions, shred size, moisture, packaging and contamination limits with the receiving plant before processing a large volume.
  3. Map the logistics. Plan removal from the wind farm, oversized transport, intermediate storage, shredding and delivery to the kiln. Each transfer adds handling and cost.
  4. Check kiln compatibility. Confirm feeding equipment, permitted alternative-fuel and raw-material rules, emissions controls, and the plant’s allowable chemistry.
  5. Run a controlled qualification. Start with representative samples or a limited blend, monitor kiln operation and verify that clinker and cement meet the plant’s normal quality requirements.
  6. Document the destination and accounting. Track how much material supplies energy, how much enters the mineral system, and what residue or nonconforming fraction remains.

A project that cannot satisfy these checks may need a different processor or recycling route. The fact that a blade is technically combustible does not by itself make it an acceptable kiln feedstock.

Common misconceptions

“Every old blade can go to a cement plant.”

No. Acceptance is conditional on chemistry, physical preparation, permits and the kiln’s operating limits. Boron and other constituents can restrict the replacement rate.

“The blade disappears completely.”

No. The combustible fraction is converted in the kiln, while mineral constituents become part of the clinker feed. Processing can also produce nonconforming material that requires another management route.

“This proves blade recycling is available everywhere.”

No. A 2020 U.S. arrangement demonstrates a specific commercial pathway. Local service availability and current contracts must be verified in the region where blades are being removed.

“Cement made this way is a fiber-reinforced concrete.”

No. Kiln co-processing happens before cement is used in concrete. Research into adding blade fibers or powders to new cementitious products is a separate field.

What the reader should take away

Recycled blade material can enter Portland-cement production after it is cut and shredded to a kiln’s requirements. In the kiln, polymers provide substitute fuel and glass or mineral constituents provide part of the raw-material mix. The approach can reduce demand for coal and virgin minerals, but its benefits and availability are case-specific.

The strongest evidence includes a 2020 U.S. commercial arrangement and a 2024 material-balance estimate, not a claim that every decommissioned blade follows the same route. For any real project, the decisive questions are blade chemistry, especially potential boron limits; the processor’s shredding specification; transport distance; and the receiving kiln’s permit and quality requirements.
