How Quantum Computing Could Affect Cybersecurity and Digital Financial Services

Quantum computing is not currently breaking online banking or payment encryption, and no reliable source sets a launch date for a cryptographically relevant machine. The practical issue is migration: sufficiently capable quantum computers could undermine some public-key cryptography, while attackers can capture encrypted financial data today and try to decrypt it later. Financial institutions should therefore begin inventory, risk prioritization and post-quantum migration planning now.

What quantum computing changes for financial services

Quantum computers process certain mathematical problems differently from conventional computers. That capability could eventually support new forms of optimisation, simulation or risk analysis in finance, but the immediate cybersecurity concern is more specific: some quantum algorithms could weaken the public-key cryptography used to establish trust and protect information.

Public-key functions appear throughout digital financial services. They help secure connections, authenticate systems and users, exchange keys, validate digital signatures and protect software and transactions from tampering. A sufficiently advanced quantum computer could make currently used algorithms for some of these functions practical to attack. Financial-sector guidance identifies communications, customer information, digital identities and signatures as important exposure areas.

This is a prospective threat, not evidence that a cryptographically relevant quantum computer exists today. The G7 Cyber Expert Group’s 2026 roadmap is explicitly non-prescriptive and says planning horizons must reflect changing risk, system criticality, migration complexity, standards maturity and regulatory expectations. Its examples should not be read as a universal deadline.

Can quantum computers break online banking encryption?

Not with today’s known machines. Online banking normally uses multiple layers of controls, including symmetric encryption, public-key key exchange, digital certificates and signatures. Quantum risk is concentrated mainly in vulnerable public-key mechanisms. Quantum-resistant replacements are being standardised, but deploying them across browsers, mobile applications, payment rails, identity systems, data centres and suppliers takes time.

The answer for a customer is therefore “not an immediate quantum attack,” while the answer for a bank or payment provider is “start preparing.” Long-lived information such as identity records, account histories, loan documents, payment instructions and proprietary market data may remain sensitive for years. An attacker can copy encrypted traffic or databases now, retain them and attempt decryption if a capable machine becomes available. This scenario is commonly called harvest now, decrypt later.

How will quantum computing affect cybersecurity?

Public-key encryption and key exchange

Many internet and financial protocols use public-key mathematics to negotiate shared secrets. Quantum algorithms could eventually solve the underlying problems far faster than conventional methods. If that happens, an attacker who can intercept a session or obtain protected keys could read information that was intended to remain confidential.

Digital signatures and identities

Signatures bind a transaction, software update or certificate to an authorised party. If a vulnerable signature scheme can be forged, an attacker might impersonate a service, approve a fraudulent instruction or distribute malicious code that appears legitimate. Identity providers, certificate authorities, hardware security modules and transaction-signing workflows therefore belong in a migration assessment.

Communications and stored customer data

Financial firms exchange sensitive information with customers, correspondent institutions, clearing systems, cloud platforms and vendors. The relevant question is not only whether a connection is encrypted today, but also how long the information must remain confidential and whether the encryption can be upgraded without replacing the surrounding service.

Market and payment infrastructure

Payment switches, securities-trading systems, settlement platforms, card networks and treasury operations depend on tightly timed authentication and message integrity. A cryptographic change can affect latency, message formats, hardware support, audit evidence and contingency procedures. Systemic importance and recovery requirements should influence migration order.

What is post-quantum cryptography?

Post-quantum cryptography (PQC) uses mathematical algorithms designed to withstand attacks from both conventional and future quantum computers. It is generally implemented in existing digital systems by replacing or updating vulnerable public-key functions, rather than by installing a special quantum device.

PQC is different from quantum cryptography. Quantum cryptography refers to schemes that use quantum physical properties, such as quantum key distribution, and requires specialised transmission equipment and operating conditions. PQC is software- and hardware-implementable cryptography intended to work over ordinary networks and systems. Buying a consumer “quantum-safe” gadget does not complete an enterprise migration.

NIST’s current standards position

NIST says three PQC standards are ready for implementation; the first three final standards were announced on August 13, 2024. NIST also reports that HQC was selected on March 11, 2025 as a fifth algorithm and a backup for general encryption. “Ready for implementation” means organisations can begin engineering and deployment work; it does not mean every product, protocol or regulator has completed adoption.

Standards maturity should be assessed alongside interoperability, vendor support, performance, certification requirements and the ability to change algorithms again. A migration plan that hard-codes one algorithm into every application can create a new technology lock-in problem.

Are banks preparing for quantum computers?

Preparation varies by institution, but financial-sector work is already organised around governance, discovery and controlled migration. The U.S. Treasury’s Financial Sector Quantum Readiness Task Force is a public-private effort focused on dependencies, cryptographic agility, interoperability, third-party implementation challenges, operational resilience and digital assets.

Deborah Guild, chair of the Financial Services Sector Coordinating Council and head of Technology at PNC Financial Services Group, said: “Post-quantum cryptography readiness is no longer a future-proofing exercise—it is a present-day risk control,”

Luke Pettit, U.S. Treasury Assistant Secretary for Financial Institutions, said: “Quantum computing holds significant promise, but it also presents a serious long-term challenge to the cryptographic tools that underpin the U.S. financial system,”

The G7 Cyber Expert Group’s co-chairs similarly said: “The introduction of quantum computers that can break our encryption tools presents a significant risk to the safety and soundness of our financial ecosystem.” These statements describe risk-management priorities, not proof that a breaking machine is operating or a prediction of its arrival.

A practical quantum-readiness sequence for financial institutions

The following sequence synthesises NIST migration guidance, the G7 roadmap, Treasury work and financial-sector supervisory context. It is a risk-based approach, not a single mandatory checklist.

  1. Assign ownership and executive oversight. Give a senior risk, technology or security leader authority to coordinate cryptography, architecture, procurement, legal, compliance, privacy, resilience and business teams. Record decisions in existing governance and risk-management processes.
  2. Discover cryptographic use. Inventory algorithms, certificates, keys, signing services and protocols across hardware, software, cloud services, mobile apps, networks, data stores and backup media. Include embedded libraries, appliances and machine-to-machine connections that normal application inventories can miss.
  3. Map suppliers and dependencies. Ask vendors, processors, cloud providers, identity services and market-infrastructure partners which public-key functions they use, where keys are generated and stored, how upgrades are delivered and whether their products support algorithm changes. Contractual rights to obtain inventories and migration information can be as important as technical testing.
  4. Classify data and services by consequence. Mark information with long confidentiality requirements, including identity data, health or tax records, payment credentials, strategic transactions and intellectual property. Separately rate the systemic importance, transaction volume, recovery objective and tolerance for downtime of each service.
  5. Identify quantum-vulnerable exposure. Locate public-key algorithms and signature schemes that lack a credible quantum-resistant transition path. Distinguish internet-facing exposure from isolated systems, while remembering that an internal certificate or signing key can still enable a serious compromise.
  6. Prioritise work. Combine confidentiality lifetime, system criticality, exposure, migration complexity, third-party dependency, crypto-agility, interoperability and standards maturity. High-value data with long retention and high-impact services generally deserve earlier engineering attention than low-sensitivity systems.
  7. Test interoperability in controlled environments. Use pilots to measure handshake sizes, latency, CPU and memory use, certificate handling, hardware security-module support, logging, fraud controls and failure recovery. Test connections between your systems and each material external partner before changing production traffic.
  8. Phase deployment with continuity controls. Use staged releases, rollback plans, dual-operation where appropriate, updated incident procedures and tested backups. Coordinate changes with maintenance windows, customer communications, audit requirements and business-continuity exercises.
  9. Measure and refresh the plan. Track inventory coverage, unaddressed vulnerable uses, supplier readiness, pilot results and exceptions. Revisit priorities as standards, products, threat intelligence and regulatory expectations change.

How to prioritise systems and data

Decision factor Questions to ask Why it matters
Confidentiality lifetime How long would disclosure harm customers, markets or the institution? Data that remains sensitive for many years is more exposed to harvest-now, decrypt-later risk.
Systemic importance Could failure disrupt payments, settlement, liquidity or broad customer access? Critical services may need earlier engineering, testing and contingency work.
Algorithm exposure Which public-key encryption, key exchange, certificates and signatures are present? You cannot replace what you have not found.
Migration complexity Are there old applications, embedded devices, proprietary protocols or long certification cycles? Complex dependencies lengthen a safe transition.
Third-party dependency Can suppliers and counterparties upgrade on a compatible schedule? A single unready connection can constrain an otherwise prepared institution.
Crypto-agility and interoperability Can algorithms, keys and certificates be changed without rewriting the service? Agile designs reduce future transition cost and prevent incompatible upgrades.
Standards and regulatory maturity Which standards, certifications and supervisory expectations apply to the system? Implementation choices must be supportable, auditable and accepted in the relevant jurisdiction.

What the G7 planning horizons mean

The January 2026 G7 roadmap reports that 2035 appears in several jurisdictions’ overall guidance, while critical systems may be addressed earlier, around 2030–32. Those dates are illustrative planning horizons, not a binding deadline or a forecast of when quantum computers will arrive. The roadmap says organisations should adjust timing to risk, criticality, complexity, standards maturity and national or sector expectations.

A separate 2024 G7 statement noted a real possibility that cryptographically relevant capabilities could emerge within a decade, while emphasising uncertainty. That dated assessment should not be converted into a countdown. Institutions should use the time horizon of their data and the lead time of their most difficult dependencies as the reason to begin.

Sector-specific issues for securities and digital finance

FINRA’s October 2023 report provides context for securities firms, highlighting cybersecurity, third-party outsourcing, customer-data governance, supervision and business continuity. The report does not create new legal or regulatory requirements. Firms must determine which obligations apply to their own activities, jurisdictions, contracts and risk frameworks.

Digital-asset services add custody, wallet, signing and smart-contract dependencies. Treasury’s task-force focus on digital assets reflects the need to examine key management and transaction authentication beyond traditional bank channels. A PQC transition must preserve evidence, approvals, segregation of duties and recovery access, not merely change a cryptographic library.

What customers should do now

Individuals do not need to purchase quantum hardware or replace a phone because of this issue. Use ordinary security fundamentals: enable multifactor authentication, install supported updates, protect recovery methods and treat unexpected payment requests as possible fraud. The quantum risk is primarily an institutional migration challenge today. Customer-facing services should communicate changes clearly if a bank later updates certificates, applications or authentication methods.

Common mistakes and better alternatives

  • Waiting for a precise arrival date: no credible date is established. Start with inventory and data-lifetime analysis instead.
  • Scanning only internet-facing systems: include internal certificates, backups, signing services, endpoints, vendor links and embedded devices.
  • Treating PQC as a single product purchase: migration is a system-wide discovery, prioritisation, testing and interoperability programme.
  • Ignoring suppliers: require cryptographic road maps and test plans from material vendors and counterparties.
  • Deploying without rollback: larger keys, new certificates or unsupported hardware can cause outages. Prove recovery before production changes.
  • Confusing guidance with law: the G7 roadmap and FINRA discussion inform planning; applicable obligations still depend on jurisdiction and business model.
