How Pumped-Storage Hydropower Works as Grid-Scale Energy Storage

Pumped-storage hydropower (PSH) stores electricity by using it to pump water from a lower reservoir to a higher one. When the grid needs power, the water flows back downhill through a turbine and generator. A complete cycle returns less electricity than it consumes, but the system can shift energy to the hours it is most valuable and provide services that help keep the grid reliable.

What pumped-storage hydropower is

PSH is a rechargeable energy-storage system built around two reservoirs at different elevations. A waterway—such as a tunnel, shaft or penstock—connects the reservoirs through pumping and generating equipment. The upper reservoir is the energy store: water held higher has gravitational potential energy that can later be converted back into electricity.

The U.S. Department of Energy summarizes the principle this way: “PSH facilities store and generate electricity by moving water between two reservoirs at different elevations.” Unlike a conventional hydropower plant that depends on a river’s natural flow, a PSH plant deliberately moves the same water uphill and downhill in a controlled cycle.

PSH is therefore a storage technology, not a source of net new electricity. Its purpose is to move electricity through time: consume power when the system has more supply or lower demand, then deliver power during a later period when demand, prices or reliability needs are greater.

How one pumped-storage cycle works

  1. Charging by pumping: During a low-demand period, electricity from the grid drives a motor. The motor turns a pump, which pushes water from the lower reservoir through the waterway into the upper reservoir.
  2. Storing energy at elevation: The plant holds the water in the upper reservoir. The stored energy is represented by the water’s elevation and volume, while the lower reservoir provides the return path for the next generating cycle.
  3. Discharging through the turbine: When electricity is needed, gates or valves allow water to flow downhill. The moving water passes through a turbine, turning its shaft.
  4. Generating electricity: The turbine drives a generator. The generator converts the shaft’s mechanical energy into electricity that is delivered to the grid.
  5. Repeating the cycle: After generation, the water collects in the lower reservoir and can be pumped uphill again when charging conditions return. The water is cycled rather than consumed as fuel.

Many installations use reversible pump-turbines and motor-generators so that the same machinery can operate in both directions. In pumping mode, the motor supplies mechanical energy to move water uphill. In generating mode, the turbine supplies mechanical energy to the generator. Control systems coordinate the equipment with grid instructions, reservoir levels and operating limits.

What the major components do

  • Upper reservoir: Holds water at the higher elevation and represents the stored-energy inventory.
  • Lower reservoir: Collects water after generation and supplies the pump during the next charging period.
  • Waterway: A tunnel, penstock or related conduit carries water between the reservoirs. Its design has to accommodate both pumping and generating flows.
  • Pump and turbine: The pump raises water during charging; the turbine extracts energy as water descends during discharge. Reversible machines can combine these functions.
  • Motor and generator: The motor converts grid electricity into the mechanical work needed for pumping. The generator converts turbine rotation back into grid electricity.
  • Switchyard and controls: Electrical equipment connects the plant to transmission infrastructure, while controls schedule pumping, generation and transitions in response to grid conditions.

The amount of power a plant can deliver at any moment depends mainly on its generating equipment and water flow. The amount of energy it can store depends on how much water is available and the elevation difference between the reservoirs. Those are separate measures, which is why PSH specifications use both gigawatts (GW) and gigawatt-hours (GWh).

Why PSH uses more electricity than it returns

Every stage of the cycle has losses. Electricity is consumed by the motor and pump, some energy is lost as water moves through tunnels and pipes, and the turbine and generator do not convert all of the water’s potential energy into delivered electricity. As a result, a full charge-and-discharge cycle requires more electricity for pumping than the plant later generates.

The U.S. Energy Information Administration describes pumped-storage systems as having a net negative electricity-generation balance over the cycle. That accounting does not make PSH a failed generator; it defines PSH as a way to time-shift electricity. A plant can absorb power when supply is plentiful and return a portion of it when the grid values power more highly.

The sources used for this explanation do not establish one round-trip-efficiency percentage that applies to every project. Actual performance depends on elevation, equipment, flow rates, operating conditions and plant design. A percentage quoted for one facility should not be treated as a universal PSH specification.

Open-loop and closed-loop pumped storage

The labels describe a project’s hydrologic connection, not a different charging or generating principle. Both configurations pump water uphill and generate as water flows downhill.

Configuration Hydrologic connection How the cycle operates
Open-loop PSH At least one reservoir has an ongoing connection to a natural flowing body of water. Electricity powers pumping to the upper reservoir; water later returns through the turbine and generator, with the project connected to the outside water system.
Closed-loop PSH The two reservoirs are connected to each other without an outside flowing water feature. The plant cycles water between its two reservoirs using the same pumping and generating process.

Whether a project is open-loop or closed-loop affects permitting, water management and site design. The classification alone does not determine a project’s environmental effects, cost or performance; those questions require site-specific analysis.

How grid operators use PSH

Shifting energy from low-demand to high-demand hours

A typical operating pattern is to pump when demand or wholesale prices are relatively low and generate when demand or prices are higher. For example, a system may absorb surplus electricity during a period of light overnight demand, hold that energy in the upper reservoir, and generate during an evening demand peak. The plant is not creating the electricity used for pumping; it is relocating when that electricity is available to the grid.

Supporting renewable integration

Wind and solar output can vary while electricity demand follows a different schedule. PSH gives grid operators a way to move some available electricity into a later operating period instead of curtailing it or relying only on generation that can respond at that moment. The value depends on the local transmission network, renewable output, demand pattern and operating rules.

Providing ancillary grid services

The Federal Energy Regulatory Commission identifies ancillary services as another role for pumped storage. These services support reliable and efficient grid operation in addition to the plant’s scheduled energy deliveries. The exact services and operating requirements depend on the market and interconnection in which a project participates.

Offering long-duration capability

The National Renewable Energy Laboratory describes PSH as large-scale, long-duration storage. That makes it relevant when a grid needs stored energy over extended operating windows rather than only brief bursts. Duration is not determined by the name “pumped storage” alone: reservoir volume, usable elevation, turbine size and dispatch rules all matter.

GW measures the rate at which a plant can produce power. GWh measures how much energy can be stored or delivered over time. A plant with a large GW rating may not store energy for as many hours as a plant with a smaller GW rating and a larger reservoir. Reading both numbers is essential when comparing storage projects.

Why suitable sites are difficult to find

PSH needs a meaningful elevation difference and locations where two reservoirs, a waterway and grid interconnection can be built or adapted. NREL identifies geographic requirements as a major deployment constraint. A technically attractive elevation profile may still face land, water, transmission, geological, environmental or permitting barriers.

Projects also require high upfront capital investment. Reservoir construction or modification, tunnels, underground works, turbines, generators, transmission equipment and long permitting processes can all contribute to the initial cost. A project’s economics depend on the value of the energy-shifting and grid services it can provide, not simply on the amount of electricity it generates.

Environmental effects cannot be assigned a single result for every PSH facility. Open-loop and closed-loop water connections differ, and reservoir footprint, construction, water management and ecosystem conditions vary by site. Claims about impacts, project timelines or costs should therefore be tied to a specific project and assessment.

How PSH compares with batteries and compressed-air storage

NREL’s 2023 analysis compared closed-loop PSH with compressed-air energy storage and several battery technologies. The comparison emphasizes that storage technologies provide different services and should be evaluated against the job a grid needs done.

Decision question What it means for PSH How to use it when comparing technologies
How long must the system discharge? PSH is characterized as a large-scale, long-duration option. Compare the required duration with the proposed reservoir, turbine and operating design rather than relying on a technology label.
What site is available? PSH has geographic and elevation requirements, plus space for reservoirs and waterways. Check whether the physical site can support the project before comparing equipment prices.
What services are needed? PSH can shift energy and provide ancillary grid services. Evaluate each technology against the specific energy, balancing and reliability services the grid requires.
What are the life-cycle effects? Outcomes depend on project design and location. Use project-level life-cycle and environmental analyses; do not apply one study’s result to every site.
What is the capital commitment? High upfront capital cost is a recognized barrier for PSH. Compare total project cost, construction conditions and expected service value; the available evidence does not establish a universal cost winner.

There is no single storage technology that wins on every axis. Batteries may fit locations without the elevation and reservoir conditions required by PSH, while PSH can offer long-duration storage where suitable geography and transmission exist. Compressed-air systems and different battery technologies likewise have their own site and service requirements. A sound comparison starts with the grid duty cycle and physical site, then examines cost and life-cycle evidence for that specific application.

Common misunderstandings

“If it loses energy, why build it?”

The loss is the price of moving electricity through time. A grid may prefer to use some surplus electricity for pumping and recover part of it later rather than waste the surplus or operate a more expensive resource during a peak period. Ancillary services can add value beyond the energy recovered.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“Is pumped storage the same as ordinary hydropower?”

Both use turbines and generators, but PSH includes a deliberate pumping stage and two connected reservoirs at different elevations. Conventional hydropower can generate from a river or reservoir inflow without first using grid electricity to lift the water.

“Does a higher GW rating mean more stored energy?”

No. GW describes power at an instant; GWh describes stored energy over time. Reservoir volume, elevation and plant operating limits determine how long a given power output can be sustained.

“Do open-loop and closed-loop plants work differently?”

The pumping and generating cycle is fundamentally the same. The distinction is whether the reservoirs have an ongoing hydrologic connection to a natural body of water.

A practical checklist for evaluating a PSH proposal

  • Confirm the elevation difference, reservoir volumes and expected discharge duration.
  • Identify whether the design is open-loop or closed-loop and what water connection the classification entails.
  • Separate generating power in GW or MW from stored energy in GWh.
  • Define the grid need: energy shifting, long-duration backup, renewable integration, ancillary services or a combination.
  • Review transmission access, construction conditions, permitting and environmental assessments for the specific site.
  • Compare the project with batteries and compressed-air storage using the same duty cycle, service requirements, capital assumptions and life-cycle boundaries.
  • Check that capacity, cost and performance claims identify their geography, project population, date and operating conditions.

PSH works because elevation turns electricity into a controllable reserve of gravitational energy. Pumping consumes more electricity than later generation returns, yet the ability to hold energy for a later hour and support grid operations can make that trade worthwhile. Its usefulness ultimately depends on finding a suitable site and matching the plant’s duration and services to the grid’s needs.
