How publishers can audit and control AI crawlers on their websites

The reliable way to control AI crawler traffic is to treat it as an observability and access-policy problem, not a single robots.txt edit. First identify which crawler is requesting which URL and verify that its claimed identity is genuine. Then choose a separate policy for search discovery, model-training use, user-triggered retrieval, and private content. Enforce that policy with correctly scoped robots.txt groups, crawlable noindex directives or authentication where appropriate, and carefully tuned CDN or WAF rules. Finally, confirm the result in access logs, security events, response codes and referral analytics.

Start with the purpose of each crawler

An AI-related user-agent name does not by itself tell you what will happen to a page. A provider may operate separate crawlers for search discovery, training-related collection and requests initiated by an individual user. Those purposes require different decisions.

OpenAI documents OAI-SearchBot for discovering websites that may be surfaced in ChatGPT search features, and GPTBot for crawling content that may be used to train OpenAI’s generative AI foundation models. The controls are independent: a publisher can allow OAI-SearchBot while disallowing GPTBot. OpenAI says a robots.txt change can take about 24 hours to affect its search systems. See the current descriptions in OpenAI’s crawler documentation.

ChatGPT-User is different. OpenAI describes it as a user-triggered agent used for actions in ChatGPT and Custom GPTs, rather than an automatic web crawler. Robots.txt rules may not apply to these user-initiated requests, and this agent does not determine inclusion in ChatGPT Search. Report it separately in your logs instead of treating it as an ordinary scheduled crawler.

Google’s Google-Extended is a standalone robots.txt control token for specified Gemini training and grounding uses. It is not a separate HTTP user-agent. Google states that Google-Extended does not affect inclusion in Google Search and is not a Search ranking signal; the scope and current behavior are described in Google’s common crawler reference.

For an initial inventory, a bot reference such as Cloudflare’s AI crawler list can help you find names including GPTBot, OAI-SearchBot, ClaudeBot, Claude-SearchBot and PerplexityBot. Use each operator’s own documentation for the purpose, current IP ranges and verification method before making an allow or deny decision.

Build an evidence-based crawler audit

Collect the fields that explain each request

Use origin-server or CDN access logs, not just a dashboard’s total bot count. Preserve enough context to reconstruct what happened:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Timestamp with timezone and request duration.
  • Hostname, protocol, port, URL path and query string.
  • HTTP method, status code and response bytes.
  • Complete user-agent string and referrer, when present.
  • Source IP address, proxy headers as appropriate, and the site or edge location that handled the request.
  • CDN or WAF action, such as allowed, blocked, challenged or rate-limited.

Aggregate by claimed bot, host and path. A high request count may be harmless asset fetching, while a small number of requests to premium articles or administrative paths may deserve immediate attention. Keep crawler requests distinct from ordinary browser visits and from user-triggered agents.

Find candidates, then verify them

User-agent strings are claims and can be spoofed. Google explicitly warns about this and recommends reverse-DNS verification or checking the source address against Google’s published crawler IP ranges; its explanation is in What Is Googlebot. Apply the same principle to every operator: obtain the provider’s current verification procedure or address ranges, perform a forward-confirmation check where required, and record the verification result with the log event.

Do not automatically allowlist a request merely because its user-agent contains a familiar AI-bot name. A spoofed request can otherwise bypass a WAF rule that was intended to protect the site.

Check every host and environment

A robots.txt file is scoped to the host, protocol and port that serve it. A policy at www.example.com does not automatically govern example.com, an image host, a separate API host or a staging server. Google explains this matching scope in How Google Interprets the robots.txt Specification. Make an inventory of production, staging, regional and asset hosts, then fetch each relevant /robots.txt directly over the scheme and port that users and crawlers actually reach.

Match crawler identity to the policy you want

Crawler or token Documented role What an allow or block means Important limit
OAI-SearchBot OpenAI search discovery for ChatGPT search features Allowing keeps pages eligible to be discovered; disallowing opts the site out of appearing in ChatGPT search answers. It does not guarantee inclusion, ranking, citations or referral volume. A page may still appear as a navigational link obtained from another source.
GPTBot OpenAI crawling that may be used for training foundation models A disallow signals that the specified content should not be used for that stated training purpose. This setting is independent of OAI-SearchBot and does not govern every OpenAI request.
ChatGPT-User User-triggered actions in ChatGPT and Custom GPTs Robots.txt may not control these requests. It is not the mechanism that determines ChatGPT Search inclusion.
Google-Extended Google’s control token for specified Gemini training and grounding uses Rules express whether crawled content may be used for those documented Gemini purposes. It is not a separate HTTP user-agent and does not change Google Search inclusion or ranking.

Keep the purpose column in your internal inventory. A single label such as “AI bot” hides the decision you actually need to make.

Write robots.txt rules that express that decision

Allow search discovery while restricting training use

If your goal is to be discoverable in ChatGPT search but not to permit the documented OpenAI training use, use separate user-agent groups:

User-agent: OAI-SearchBot
Allow: /

User-agent: GPTBot
Disallow: /

User-agent: Google-Extended
Disallow: /

These examples are policies, not universal recommendations. Replace the paths with the sections you have decided to expose. For example, you might allow a public news section and disallow a licensed archive, while leaving your normal search-crawler policy unchanged.

Use path rules deliberately

Robots.txt rules express which crawlers may fetch URL paths. Google selects the most specific matching user-agent group and applies its rules within the file’s scope. Avoid assuming that a broad Disallow: / in one group will be overridden by an unrelated group; test the exact user-agent and path combinations you intend to support. Review trailing slashes, query-producing URLs and alternate hostnames so that a path policy cannot be bypassed by a second URL form.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Remember what robots.txt cannot do

Robots.txt is a crawl preference, not authentication. It does not keep a URL confidential, and a blocked URL can still appear in search results, sometimes without a snippet. Google’s crawler guidance distinguishes blocking from index removal in What Is Googlebot. Use access controls for private or licensed material.

Use noindex and authentication for the outcomes robots.txt cannot provide

Prevent indexing with a crawlable noindex

When Google must remove a page from its index, serve a page-level noindex directive in a robots meta tag or an equivalent HTTP response header, while allowing the crawler to fetch the response. Google’s Robots meta tag specification explains that the crawler must be able to access the page to see the directive. If you disallow the same URL in robots.txt, Google may never retrieve the noindex instruction.

<meta name='robots' content='noindex'>

Use this for pages that may be fetched but should not be indexed. It is not a replacement for protecting confidential data.

Protect private content at the access layer

For subscriber-only, internal or legally restricted material, require authentication or another access-control mechanism. A crawler that receives a login response or a denial cannot read the protected article. Coordinate this with your application, CDN and cache rules so that an authenticated response is never stored and served to unauthenticated visitors.

Validate the full delivery path

Interpret response codes with infrastructure logs

A robots.txt rule may be correct while the CDN or WAF blocks the request first. Conversely, an allow rule cannot force an upstream firewall to serve a page. Compare crawler timestamps with edge and origin events:

  • 200: the request reached a serving layer; inspect the body and headers to confirm the intended content or directive was delivered.
  • 3xx: follow redirects and verify that the destination host has its own policy and access controls.
  • 403: commonly indicates a firewall, WAF or application denial; check the matched rule and whether a legitimate crawler was misclassified.
  • 429: indicates rate limiting; compare the event with per-IP, per-user-agent and global throttling thresholds.
  • 5xx or timeouts: indicate origin or network failures that can make a crawler report the site as inaccessible even when robots.txt allows it.

OpenAI’s troubleshooting guidance recommends reviewing response codes, infrastructure logs, WAF or CDN settings and traffic analytics when its crawlers cannot access a site; see its web-crawler access guidance. The diagnostic principles apply to publisher sites, but advertiser-specific requirements should not be assumed.

Prevent false positives

Start with a monitor or log-only rule where your security platform supports it. Compare verified crawler addresses, request paths and response codes before enforcing a block. If you challenge or throttle a search crawler, you may reduce discovery even though your robots.txt says Allow. Conversely, an unverified user-agent should not receive a bypass simply because its name looks legitimate.

Measure discovery separately from crawling

Allowing OAI-SearchBot does not guarantee that a page will be shown or cited. OpenAI says publishers that allow it can identify ChatGPT referrals in analytics with the utm_source=chatgpt.com parameter; its publisher FAQ is at Publishers and Developers – FAQ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Build a report with two independent measures:

  • Crawl activity: verified requests, paths, bytes, status codes and WAF outcomes from logs.
  • Reader activity: sessions and conversions attributed to ChatGPT referrals in analytics.

Referral sessions are not a count of all crawls, and they do not prove that every crawled page was used in a model or answer. Keep those interpretations separate in dashboards and editorial reports.

A repeatable operating procedure

  1. Inventory purposes. List every crawler name seen in logs and classify it as search discovery, training-related collection, user-triggered retrieval or unknown. Confirm the current meaning in the operator’s documentation.
  2. Define the desired outcome. Decide whether each path should be discoverable, restricted for a specified use, excluded from indexing, or inaccessible to everyone without credentials.
  3. Map hosts. Record the robots.txt file, protocol and port for every production, staging, regional, API and asset host.
  4. Implement the narrowest rule. Use separate user-agent groups and path rules for the purposes you have decided. Do not treat robots.txt as a security boundary.
  5. Set page directives or authentication. Use crawlable noindex for index control and access protection for private content.
  6. Test delivery. Request representative URLs, inspect status, headers and body, then correlate the request with CDN, WAF and origin logs.
  7. Verify identity. Check source addresses or reverse DNS using the provider’s current method before allowlisting or exempting a bot.
  8. Measure outcomes. Track verified crawler traffic and ChatGPT referral sessions as separate series.
  9. Recheck regularly. Crawler names, IP ranges, products and policies can change. Revalidate rules and inventories after infrastructure or provider updates.

Common failure cases and fixes

“I blocked the bot, but the URL still appears in search.”

A robots.txt denial can prevent fetching without removing a known URL from an index. Remove the block temporarily, serve a crawlable noindex, or require authentication when the content must not be accessible.

“The crawler says access is blocked even though robots.txt allows it.”

Inspect 403, 429, timeout and 5xx events across the CDN, WAF and origin. Correct the matching security rule or rate limit, then retest from a verified source address.

“Analytics show no ChatGPT referrals.”

Referral traffic is an outcome, not proof of crawling. Confirm that OAI-SearchBot is allowed, that pages are publicly reachable, and that analytics preserves the documented utm_source=chatgpt.com parameter. A compliant crawl still may produce no visits.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

“A rule works on the main site but not on staging or an asset host.”

Robots.txt scope is limited to its own host, protocol and port. Publish and test the intended policy on each relevant endpoint, and avoid exposing private staging content merely because production is protected.
