PropTech is the use of digital tools to research, transact, and manage real estate. In the U.S. financial market, those tools can shape a homebuyer’s search, a lender’s review of a mortgage application, parts of closing, and the way a rental property is advertised or managed. It is a broad category—not one app, device, or regulator.
What is PropTech in real estate?
PropTech—short for property technology—covers digital tools used across real estate activities. The Federal Housing Finance Agency (FHFA) describes it in terms of researching, transacting, and managing real estate. The Government Accountability Office (GAO) says these tools appear in nearly every phase of homebuying.

Some PropTech serves consumers directly, such as online property-search platforms. Other tools support the financial institutions and businesses involved in a transaction. Mortgage technology is a related, overlapping category: FHFA uses that term for technology in mortgage origination, underwriting, servicing, investment, and related work. An online listing platform is PropTech; a lender’s underwriting system is more specifically mortgage technology, even though both can affect the same home purchase.

Homebuyers may encounter digital tools from the first property search through closing. The specific products and their roles differ, and a digital step does not mean the entire transaction is automated.

| Stage | Example tool | Role in the process |
|---|---|---|
| Search | Online real-estate platform | Displays property information and supports home searches. |
| Valuation | Automated valuation model (AVM) | Produces an estimate of a property’s value. |
| Financing | Automated mortgage underwriting system | Supports review of a mortgage application and loan eligibility. |
| Closing | Electronic closing product | Supports settlement tasks involved in completing a transaction. |
These examples come from GAO’s review of homebuying technology. An estimate from an AVM, a decision supported by an underwriting system, and an electronic closing workflow are different functions; using one does not establish that the others are also in place.
What changes after a property becomes a rental?
Rental PropTech can support advertising, tours, leasing, tenant screening, rent-setting, and property financial management. Some buildings also use facial-recognition tools for access. These technologies affect both renters and property owners, but their benefits and risks depend on the tool and how it is deployed.
- Finding and leasing: Digital advertising and touring tools can present rental listings and support the leasing process.
- Screening and pricing: Automated systems can be used for tenant screening or rent-setting. Screening decisions may be difficult for renters and owners to explain, particularly when inaccurate or outdated data is involved.
- Operations and access: Financial-management tools can support rental operations. Facial recognition may be used to control building access, while raising questions about accuracy, privacy, and consent.
What can these tools improve—and what can go wrong?
Digital systems may simplify parts of a transaction or reduce costs, but those outcomes are not guaranteed for every product or user. A platform may also collect sensitive consumer information, and automated features can make decisions or recommendations harder to understand or challenge.

GAO has identified fair-housing concerns involving chatbots and advertising algorithms that may steer protected groups toward particular listings. In rental housing, inaccurate or outdated screening data can affect decisions, while facial-recognition systems raise concerns about accuracy, privacy, and consent. In mortgage-related settings, technology may be relevant to fair-lending and consumer-protection oversight.
When evaluating a tool or asking a provider questions, consider:
- Which specific task does it perform in the property lifecycle?
- What information does it collect, and can the provider explain how it is used?
- Can a person access the service, correct an error, or seek review of a decision?
- What privacy, consent, and security protections apply?
- Could the system’s design or use produce discriminatory effects?
- Which institution uses the tool, and which regulator has authority over that institution or activity?
These are practical questions based on risks identified by GAO, not a formal scoring system or a guarantee that a product meets legal requirements.

Who oversees PropTech in the United States?
There is no single federal agency that oversees every PropTech product. Oversight depends on the activity and the institution involved. GAO’s homebuying review considered the Consumer Financial Protection Bureau (CFPB), Department of Housing and Urban Development (HUD), FHFA, Federal Trade Commission (FTC), Department of Veterans Affairs (VA), and housing-finance enterprises. GAO found that consumer-protection and fair-lending laws may apply, but product-specific oversight was not uniform across the agencies it reviewed.

FHFA supervises the housing-finance enterprises it regulates and has examined certain systems used by them, including automated underwriting and valuation. CFPB examinations of mortgage lenders may involve technology, but GAO reported that those examinations were not focused on individual technology products. A technology provider’s role should therefore be considered alongside the lender or other institution using its system.
Settlement, closing, and servicing
Regulation X implements the Real Estate Settlement Procedures Act (RESPA) and addresses relevant parts of mortgage applications and origination, title insurance, settlement or closing, escrow, and servicing. CFPB materials describe provisions concerning kickbacks, unearned fees, affiliated business arrangements, and title companies.

For a platform that ranks, refers, or matches consumers with mortgage or settlement providers, payment and affiliation arrangements may raise compliance questions. Whether a particular arrangement complies with the law depends on its facts; the existence of a digital platform alone does not answer that question. CFPB’s RESPA resources include an advisory opinion on digital mortgage comparison-shopping platforms and related payments. Its electronic Regulation X resource says it is not the official legal edition, so consult the official legal text when precise legal reliance is needed.
Rental housing
GAO reported agency actions involving allegedly misleading or discriminatory rental advertising and tenant-screening companies that used inaccurate or outdated data. These are reported enforcement matters, not a claim that every advertising or screening tool violates the law. GAO also recommended that HUD provide public housing agencies with more specific written direction on facial recognition. In May 2026, HUD officials told GAO that a technical-assistance provider was developing guidance and estimated completion in December 2026; that was a projected date, not a completed action.

Fair-lending oversight of housing-finance enterprises
In its homebuying report, GAO recommended that FHFA clarify in writing its fair-lending supervision of Fannie Mae and Freddie Mac. GAO’s recommendation page reported in September 2026 that it remained open. That status describes an unresolved recommendation at that date; it is not a finding that a specific PropTech product or enterprise violated fair-lending law.
