There is no universal sequence. Minecraft documents one multi-pass approach; Unreal Engine’s PCG tools use a graph-based approach; and Unity’s terrain tools show how operations such as erosion can shape a landscape.
How does procedural generation build a world step by step?
Think of a generator as a system that turns inputs and rules into world content, not as a button that invents a finished map. The inputs might include a random seed, terrain data, biome definitions, assets, placement constraints, or a player’s location. The system’s representation and rules determine what it can generate.
The stages below are a useful way to understand the work, not a mandatory recipe. Microsoft’s Minecraft Bedrock documentation says that world generation happens in multiple passes that build on one another. Other games and tools can combine, reorder, repeat, or omit comparable operations.
1. Choose how the world is represented
A heightmap represents terrain as elevations over a surface. A voxel world represents occupied space in three dimensions. A procedural graph can instead work with points that carry positions, transforms, bounds, density, and other attributes. These representations support different kinds of generation; a heightmap, for example, does not by itself describe every detail of a cave system.

Unreal Engine’s Procedural Content Generation (PCG) framework documents a graph model in which spatial data enters a graph, nodes generate or modify points, and the resulting points can be used to spawn assets. Its points can include attributes such as density, steepness, a seed, and user-defined data. This is one concrete workflow, not a universal model for game worlds.
2. Use a seed and rules to establish broad terrain
For a heightmap-style landscape, a generator can evaluate a noise function across positions and use its values to vary elevation. Microsoft’s Minecraft Bedrock documentation describes a random seed supplied to gradient-noise generators, producing height variation that changes smoothly from chunk to chunk. Its documented early terrain pass establishes broad landforms such as valleys, plains, and mountains, as well as oceans.
Noise is a way to produce variation, not a complete geological model. A convincing landscape may also depend on other shaping rules, and the particular result depends on the implementation and settings as well as the seed.

What does the seed do?
A seed supplies an input that can make a generator’s random choices repeatable within a particular implementation. If the same game uses the same generation rules and settings, reusing a seed can help it produce the corresponding world again. The seed is not a complete recipe: the algorithm, settings, and game version matter too. Do not assume that a seed will produce the same world in a different game, version, or configuration unless that implementation guarantees it.
How does erosion change procedurally generated terrain?
Noise and erosion do different jobs. Noise varies height; erosion tools can model directional sediment movement to create or adjust forms such as riverbeds, banks, and slopes. Unity’s terrain documentation describes erosion as moving sediment from point to point, and noise as stamping terrain with height variation. In that workflow, erosion can add variation to terrain that looks too smooth or soften slopes that are too steep for the material.
The order of operations matters. Unity advises applying its erosion tools before painting textures because erosion changes the terrain without moving painted textures along with it. Its documentation says trees and other objects are moved to match changed terrain height, while grass and detail meshes adjust to the surface but do not travel in the direction sediment moves. This describes practical terrain-editor behavior, not proof of a physically accurate climate simulation.

Unity also notes that resolution, simulation scale, iteration count, and intervals affect erosion results. It says erosion detail looks best at heightmap resolution 1025 or greater; that is Unity tool guidance, not a minimum that applies to all terrain systems.
How are biomes generated?
Biome assignment classifies parts of the world into environmental regions. It can be based on continuous data fields that are later classified, painted regions, or other authored inputs; it does not have to be a simple rule that assigns a biome by altitude alone.

In Minecraft’s documented generation model, the biome pass considers elevation alongside temperature, humidity, erosion, and “weirdness.” Biome data can affect surface blocks and underground biomes, so the classification can shape both the visible landscape and what lies beneath it.

Unreal Engine’s Biome Core documents another option: biome volumes, splines, or texture actors can define regions and associate them with assets. It also supports biomes in three-dimensional space, which can represent stacked regions or underground caves. That is an Unreal-specific capability, not a required stage in every game’s generator.

Games can separate large structures from smaller natural features because each category has different rules. Minecraft’s documentation lists a structure pass, including jigsaw structures as an example. A structure generator can check constraints such as the world layout or biome context before placing a structure; the precise rules vary by game.
Smaller features can be handled in a separate pass. Minecraft’s feature pass covers natural elements on or under terrain that are not entities, including trees, plants, flowers, springs, ore, and coral. Its documentation describes biome-specific rules and distribution patterns—for example, clustered forests versus occasional springs. In practical terms, a generator can first determine where a type of feature is allowed, then decide where to put it and how densely to distribute it.

In Unreal’s PCG graph model, placement can be treated as a sequence of operations on candidate points: generate points, attach or modify their data, filter unsuitable candidates, and spawn assets at the remaining points. Density can represent the probability of a point existing at a location. Unreal’s Biome Core can map asset types to generated points by biome, with subtypes that distinguish assets using attributes such as landscape layers or slope angle. These are documented Unreal workflows; games may place content using different systems.
When does generation run: in an editor, at runtime, or both?
Generation can be an authoring process that creates or updates content in an editor, a runtime process that builds content during a game session, or a hybrid. Epic describes PCG as a framework that integrates with existing world-building pipelines, allowing procedural and traditional workflows to work together. Designers can set rules and assets, inspect generated results, and revise what needs more control.
Unreal’s Biome Core documentation also describes runtime generation around the player’s location in a play session or cooked build, using pre-generated biome data. For large worlds, partitioning and hierarchical generation can limit work to relevant areas or support partial updates. These choices have trade-offs: the guide says partitioning can make a full regeneration take longer while making partial biome updates faster, and recommends partitioning for certain World Partition runtime workflows. It is not an automatic performance improvement in every project.
How do developers tune and combine generated content?
Procedural rules create variation, but they do not guarantee that every result is coherent, attractive, or fun to play. Designers and artists still choose the representation, define constraints and assets, and decide which outcomes need manual adjustment. A practical workflow is to generate a region, inspect whether its terrain and placements meet the intended goals, then revise the rules or author specific exceptions where needed.

The right approach depends on the project. Consider the world representation, whether content needs to be generated in an editor or at runtime, how much local control designers need, the complexity of biome and placement rules, the need for streaming or partial updates, and the target hardware and desired detail. Unity’s documentation describes terrain tools and erosion workflows; Unreal’s documentation describes PCG graphs, biome systems, and runtime options. These materials describe different capabilities, not a controlled performance comparison or a universal winner.
