How Private Space Stations Will Differ From the International Space Station

Private space stations are being designed as commercially owned destinations rather than as one giant, government-led laboratory. NASA expects to buy research time, crew support and other services from several operators, while those companies own and run the stations and sell capacity to additional customers. The change is therefore as much a shift in ownership and procurement as it is a change in hardware.

The International Space Station (ISS) is a mature, multinational platform assembled over decades. Its successors are still proposals and development programs: NASA expects them to be smaller and more specialized, and the Government Accountability Office (GAO) says their final capabilities and ability to be ready by 2030 remain uncertain.

The biggest difference is who owns the station

The ISS was developed and operated through a partnership of governments and space agencies. Its modules, laboratories, transportation arrangements and crew operations support a long-running public program.

NASA’s commercial-destination strategy reverses that relationship. Selected companies are expected to design, build, own and operate their stations. NASA would purchase the services it needs instead of owning and maintaining the entire platform. As NASA put it in its 2023 explainer, “Because commercial destinations will be owned and operated by commercial companies, NASA will only need to pay for the services it requires.”

That does not mean NASA disappears from the program. The agency is providing technical and financial assistance through agreements, helping define safety and certification requirements, and planning to remain an anchor customer. Other users could include universities, pharmaceutical and materials researchers, foreign agencies, manufacturers, media producers and private astronauts. Those are potential markets, not a guarantee that every station will offer every service.

The business model is also not proof that access will automatically be cheaper. NASA describes lower public cost and a broader market as goals. Each operator still has to finance development, launch hardware, maintain life-support systems, transport crews and cargo, and pass NASA or other customer certification.

ISS and planned commercial destinations at a glance

Comparison International Space Station Planned commercial destinations
Ownership Multinational government and agency partnership Companies are expected to own and operate stations, with NASA and others buying services
Scale and role Large, multipurpose research platform assembled over decades Generally smaller destinations with narrower or more specialized purposes; the designs differ by company
Assembly Built up in orbit through many international launches Approaches range from an ISS-attached starting module to free-flying stations launched as a complete or largely complete system
Customers Primarily government and agency users, including the ISS National Laboratory NASA plus commercial, research, industrial, international and potentially private-astronaut customers
Capability status Mature after decades of operations Must still be built, launched, integrated and certified; initial research capacity could be lower than the ISS
Schedule Operational-life horizon described by NASA as 2030 Readiness dates and the number of stations that will be certified are not settled

Commercial stations are expected to be smaller and more focused

NASA’s stated direction is not to recreate the ISS at one-to-one scale. Its 2023 explanation says future commercial destinations will likely be smaller and serve more specialized purposes. One station might emphasize biological research, another manufacturing or tourism-support services, while a group of stations could collectively provide a wider range of facilities than any single one.

A smaller station can reduce the amount of structure, power generation, thermal-control equipment and logistics that must be launched and maintained. It can also let an operator configure rooms and payload systems around a defined customer base. The trade-off is that an individual destination may not contain every laboratory, storage area, robotic system or crew facility available on the ISS.

NASA therefore describes capability across a commercial market rather than assuming that each station will be a complete replacement. That distinction matters when comparing a proposed station’s laboratory list with the ISS’s decades of accumulated equipment. A feature shown in a concept presentation is not an operational capability until the hardware is delivered, integrated and certified for use.

There will not be one standard station design

Commercial operators are pursuing different architectures. The clearest contrast is between a station assembled in stages and one intended to reach orbit in a single launch.

Axiom’s staged, ISS-attached approach

NASA describes Axiom’s initial commercial module as a unit intended to attach to the ISS. Additional elements would be added while the module is connected to the existing station. Before the ISS is retired, the commercial elements are intended to detach and become a free-flying station.

Axiom’s published plan lists a Payload Power Thermal Module, Habitat One, an airlock, Habitat Two, and a Research and Manufacturing Module. The company describes Habitat One as providing four crew quarters and supporting research and manufacturing. Those are planned design features, not independently verified performance data or proof of an operational date.

This approach uses the ISS as an early attachment point and testing environment, then converts the commercial segment into an independent destination. It could provide a gradual build-up, but it also ties the early schedule to interface, safety and operational requirements involving the existing station.

Starlab’s single-launch concept

NASA describes Starlab as a large habitat paired with a smaller service module for power and propulsion. GAO characterizes the planned configuration as an approximately eight-meter-diameter metallic habitat with a docking node, a power-and-propulsion element and an external robotic arm. The components are planned for simultaneous launch.

A single-launch strategy is fundamentally different from adding modules over many years. It can put a complete destination into orbit sooner if the launch vehicle, station and certification work all stay on schedule. It also concentrates risk: a delay or failure affecting one major launch can postpone the entire station rather than only one module.

Orbital Reef

NASA identifies Blue Origin’s Orbital Reef as a free-flying commercial concept being developed under a Space Act Agreement. NASA presents it as a destination aimed at a broad customer market. The available descriptions do not establish a final capacity, completed hardware or an operational date, so a concept illustration should not be read as a delivered specification.

Vast Haven-1

NASA lists Vast Haven-1 among commercial station concepts and its destination index includes a progress article dated May 28, 2025. A directory entry or progress update confirms that NASA is tracking the concept; it does not demonstrate that the station is operating or that a launch date is firm.

Who will use private stations?

NASA expects to be one customer among several. The agency wants continued access to microgravity for science and technology demonstrations while directing more of its own resources toward exploration beyond low Earth orbit. Under a service-purchase model, NASA could buy a specified number of crew days, experiment slots, cargo deliveries, data services or other capabilities instead of paying for every part of a station’s ownership.

Other customers could purchase access for commercial research, industrial processing, international astronaut missions, education, media production or hospitality-oriented activities. NASA’s examples of hospitality and filming describe possible uses, not a promise that every operator will run a hotel or entertainment facility.

Each station’s customer mix will depend on its life-support capacity, available volume, power, communications, docking ports, crew transportation and certification. A research-focused destination may have fewer visitor accommodations; a station designed for frequent private missions may allocate more space to crew quarters and logistics.

Initial research capacity may be lower than the ISS

The ISS has accumulated laboratories, experiment racks, external platforms and operational experience that a new station cannot instantly reproduce. GAO reports that NASA expects an initial decrease in research capability compared with the ISS. The size of that decrease depends on how many commercial stations are certified and when they become available.

For scale, GAO said NASA officials reported about 100 NASA research investigations during a six-month ISS mission increment, with the ISS National Laboratory conducting an additional 100 investigations in that increment. These are reported activity counts for the ISS, not a forecast of commercial-station capacity and not a directly comparable measure of laboratory size. A new station could offer useful experiments while still supporting fewer investigations during its early operating period.

Certification is a practical constraint. Before NASA can send crew or rely on a station for agency research, the operator must demonstrate that systems such as life support, fire safety, power, propulsion, docking, communications and emergency return meet required standards. A station can be physically in orbit yet unavailable for a particular NASA activity until the relevant certification is complete.

What the 2030 ISS transition means

NASA describes 2030 as the ISS end-of-operational-life horizon and is pursuing a phased transition in which commercial destinations become available before the existing station is retired. The objective is continuity of U.S. access to low Earth orbit, not necessarily a day-for-day replacement by one successor.

GAO calls the schedule ambitious. It says it is uncertain whether providers will demonstrate crewed capability by 2030 and warns that a delay could create a gap in continuous human presence if commercial stations are not ready before the ISS is deorbited. This is a risk assessment, not a prediction that a gap will definitely occur.

The transition has several linked milestones: completing station design, manufacturing flight hardware, securing launches, conducting uncrewed demonstrations where required, proving crew transportation and life-support performance, obtaining certification, and establishing a repeatable service schedule. Missing any one of those steps can reduce the amount of research or crew access available at the handoff.

What commercial ownership does—and does not—tell you

It does indicate a different purchasing relationship

NASA can define the services it needs and buy them from more than one provider. That may allow the agency to spread demand across stations and let operators pursue customers beyond government programs.

It does not guarantee lower prices

Prices will depend on development costs, launch contracts, insurance, crew transportation, utilization rates and how many customers actually book capacity. NASA’s strategy seeks efficiencies, but no source establishes a final price for a seat, experiment slot or mission increment.

It does not guarantee more capacity

Several smaller stations could eventually provide flexible, distributed capacity. During the early transition, however, each station may have less usable research space than the ISS, and the combined total depends on how many destinations are completed and certified.

It does not make a proposal an operating facility

Renderings, announced modules, target dates and progress articles describe intended development. Delivered capability requires a launched vehicle, functioning systems, qualified crew operations and customer certification.

How to evaluate a private-station claim

  1. Identify the status. Distinguish a concept, a signed development agreement, flight hardware under construction, an orbital demonstration and a certified service.
  2. Check the ownership and customer model. Determine whether the company plans to own and operate the platform and whether NASA is buying a defined service rather than taking ownership.
  3. Look at the architecture. Ask whether the design starts attached to the ISS, launches as one integrated vehicle or requires multiple assembly missions.
  4. Separate planned specifications from demonstrated performance. A stated habitat diameter, crew-quarters count or module list is not a test result.
  5. Check certification and schedule dependencies. Crew capability, launch availability and safety approvals are separate milestones; a delay in one can postpone customer access.
  6. Compare like with like. Use ISS activity counts as historical context, not as a promise that a new station will match the same number of investigations immediately.

The practical outcome for low Earth orbit

The post-ISS era is planned as a network of privately owned destinations rather than a single replacement station with identical size and facilities. NASA would remain an important customer, but commercial operators would set their own station designs and seek additional users. Axiom’s staged attachment strategy and Starlab’s planned single-launch configuration show why there is no universal commercial-station blueprint.

For users, the near-term question is not whether a drawing looks like the ISS. It is whether a specific provider can deliver a safe, certified service at the required date, with enough power, volume, crew time and logistics for the mission. Until those milestones are met, private stations should be described as developing infrastructure, while the ISS remains the proven benchmark.
