How Private Companies Can Work with ISRO and IN-SPACe

Indian private companies can pursue end-to-end space activities, but the correct route depends on what they intend to do. IN-SPACe is the Department of Space’s autonomous, single-window agency for promoting private participation and authorizing and supervising covered activities. ISRO is the national space agency and technical partner for research, technology, testing, challenges and selected missions. NewSpace India Limited (NSIL) is the government-owned commercial arm for launches, satellites, industry production, technology transfer, spin-offs and consultancy. A company should map its proposed activity to these roles before committing money, equipment or a delivery date.

The institutional map: IN-SPACe, ISRO and NSIL

These organizations work in the same national space ecosystem, but they do not perform the same job. Treating them as interchangeable can send an application to the wrong desk or cause a company to overlook a required authorization.

IN-SPACe: authorization, supervision and facilitation

IN-SPACe is an autonomous agency under the Department of Space. Its remit covers promotion and facilitation of non-governmental entities (NGEs), authorization of covered space activities, and supervision of those activities. It is the principal institutional interface when a private company wants to establish or operate space objects, launch a vehicle, operate launch infrastructure, run specified ground facilities, disseminate certain Earth-observation data or use Department of Space/ISRO resources.

Its role is broader than licensing. IN-SPACe descriptions include coordinating access to facilities and premises under ISRO or Department of Space control, arranging temporary facilities where safety and feasibility permit, and helping companies access expertise and technology. Availability is conditional: resources may be provided free where feasible or at reasonable cost, but there is no blanket promise of free access.

ISRO: research, engineering knowledge and technical collaboration

Under the Indian Space Policy 2023, ISRO focuses primarily on research and development. Its industry interface describes sharing quality and reliability protocols, documentation and testing procedures; identifying technology challenges; supporting indigenization; collaborating with industry and academia; and offering selected science or exploration mission opportunities. In specific cases, ISRO may demonstrate a device through a proof of concept and then involve industry through NSIL for production.

ISRO’s Industry Interface page states: “Indian Industry has been the backbone for all the programmes of ISRO.” That is an institutional description of the sector’s contribution, not a guarantee that every proposal will be accepted, funded or procured.

NSIL: commercial delivery and production

NSIL is wholly owned by the Government of India under the Department of Space and serves as ISRO’s commercial arm. Its listed business areas include industry-based production of PSLV and SSLV, launch and other space-based services, satellites built to user requirements, transfer of Department of Space and ISRO technologies, marketing of spin-off products and services, and consultancy.

In practice, a company seeking a commercial launch, a user-specified satellite, licensed technology or an industry production relationship should examine NSIL’s current business and procurement notices. That commercial route does not replace IN-SPACe authorization where the proposed activity is regulated.

Which route fits your proposed activity?

Route Primary function Typical activity Permission or review Commercial result
IN-SPACe Authorization, supervision and coordination Launch vehicles, satellites, launch pads, specified ground stations, satellite operations and covered data dissemination IN-SPACe authorization under current guidelines and other applicable rules; safety and security review may apply Permission to conduct the covered activity and, where feasible, coordinated access to public facilities or expertise
ISRO industry interface Technical collaboration and technology development Challenges, component indigenization, testing knowledge, proof-of-concept work and selected mission opportunities Specific call, technical evaluation or collaboration terms; no universal acceptance or funding entitlement Technical partnership, demonstration, knowledge transfer or a route toward later production
NSIL Commercial delivery and technology commercialization Launch services, satellites, PSLV/SSLV industry production, technology transfer, spin-offs and consultancy Contract, procurement, transfer or service terms, plus any regulatory authorization required for the activity Paid service, production agreement, license, consultancy or other commercial contract

Activities that may require IN-SPACe authorization

The policy allows NGEs to undertake end-to-end space activity, subject to IN-SPACe guidelines and applicable conditions. The Government of India’s Indian Space Policy 2023 states: “NGEs shall be allowed to undertake end-to-end activities in space sector through establishment and operation of space objects, ground-based assets and related services, such as communication, remote sensing, navigation, etc. This would be subject to such guidelines/regulations as prescribed by IN-SPACe.”

Authorization categories identified in the policy include:

  • Establishing or operating space objects such as satellites.
  • Launching and operating launch vehicles.
  • Establishing or operating launch pads and associated infrastructure.
  • Planned re-entry of space objects.
  • Tracking, telemetry and command (TT&C) earth stations.
  • Satellite control centres.
  • Data reception stations.
  • Dissemination of high-resolution Earth-observation data.

The exact submission, technical evidence, insurance, safety case, spectrum or other approvals depend on the activity and the rules in force when the application is made. A company should not assume that a letter to ISRO, a purchase order or a technology-transfer discussion substitutes for an IN-SPACe authorization.

Remote-sensing data: two thresholds that should not be confused

The 2023 policy uses different thresholds for different purposes. IN-SPACe authorization is specified for dissemination of satellite remote-sensing data at a ground sampling distance (GSD) of 30 centimetres or finer. For data coarser than 30 centimetres, the policy specifies intimation rather than that authorization category; it also says categorization thresholds may be reviewed.

  • [Easy Disassemble] Making incidental repairs quick and easy! Very nice, flexible cable
  • [Dont Hesite to Order] 24 hours customer services and professional technology team are standing by

A separate policy clause concerns ISRO remote-sensing data access. Data at 5 metres GSD and higher is to be made easily accessible on a free-and-open basis. Data finer than 5 metres is free to government entities and offered to NGEs at fair and transparent pricing. “5 metres and higher” and “30 centimetres or finer” therefore cannot be treated as one universal rule: one addresses access to ISRO data, while the other addresses authorization for dissemination of satellite data.

How to prepare an IN-SPACe engagement

There is no single application package that fits every private space activity. Use the following sequence to avoid preparing an impressive technical file for the wrong regulatory category.

  1. Define the activity precisely. Describe the object, service, orbit or ground asset, users, geography, data resolution, launch relationship and intended revenue model. “Space startup” is not an adequate activity description.
  2. Map every regulated component. Check whether the plan includes establishing or operating a space object, launch vehicle, launch pad, planned re-entry operation, TT&C station, control centre, data reception station or high-resolution data dissemination. Separate activities that your company will perform from those supplied by a contractor.
  3. Check the current IN-SPACe procedure. Forms, evidence requirements, fees, contacts and review stages can change. Use the current authorization guidance and notices for the specific activity rather than relying on an old presentation or an informal timeline.
  4. Assemble a safety and responsibility file. Explain system design, interfaces, failure modes, command authority, tracking, debris or re-entry controls, cybersecurity, physical security, environmental matters and the organizations responsible at each stage. Include supplier and subcontractor boundaries.
  5. Identify other approvals. Authorization by IN-SPACe does not automatically settle every issue involving spectrum, land, aviation, export controls, environmental permissions, procurement, corporate law or national-security requirements. Confirm which agencies and licences apply to the chosen architecture.
  6. Request facility or expertise coordination separately. If the project needs an ISRO test facility, premises, specialist review or temporary infrastructure, state the exact capability, duration, interfaces, safety controls and proposed schedule. Access remains subject to feasibility, safety and applicable commercial terms.
  7. Plan for continuing supervision. Build reporting, anomaly notification, configuration control, data handling and end-of-life obligations into the operating model. Authorization is not simply a one-time permission to ignore later compliance.

Ways to engage ISRO’s industry mechanisms

Technology challenges and indigenization

ISRO identifies domestic alternatives for space components and devices as an area of interest. A supplier should monitor specific challenge, development or procurement notices that state the performance requirements, qualification route and intellectual-property terms. A generic capability brochure is less useful than a proposal tied to a published technical need.

Quality, reliability and testing knowledge

The industry interface describes sharing protocols, documentation and testing procedures. These materials can help a manufacturer build a qualification plan, but access does not mean automatic certification or acceptance for a flight programme. Ask what documents are available, under what confidentiality conditions, and who bears the cost of qualification testing.

Science and exploration missions

ISRO describes selected opportunities for industry participation in science or exploration missions. Such opportunities are mission-specific. A shortlisted proposal may be promoted for part funding through established channels, but the description does not create a standing grant, a guaranteed award or an open call at all times.

Proof of concept followed by production

In certain cases ISRO may conduct a proof-of-concept demonstration for a device and involve industry through NSIL for mass production. Treat this as a possible pathway, not an entitlement. The company still needs a technically credible design, manufacturing controls, qualification evidence and commercial terms acceptable to the participating organizations.

What NSIL can buy, build or arrange

NSIL’s listed business areas give companies a clearer commercial starting point than a general request to “partner with ISRO.” Relevant categories include:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Launch services: arranging launches and related space-based services for eligible payloads.
  • Industry production: enabling industry-based production of PSLV and SSLV vehicles or components under the applicable arrangement.
  • User-specified satellites: building communication or Earth-observation satellites to a customer’s requirements.
  • Technology transfer: commercializing selected Department of Space or ISRO technologies under defined transfer terms.
  • Spin-off products and services: marketing products derived from space-programme technologies.
  • Consultancy: providing specialist commercial or technical consultancy listed in NSIL’s offerings.

Before negotiating, define whether you need a service, a production contract, a licence, a joint development arrangement or consultancy. Those structures carry different ownership, warranty, intellectual-property, export, payment and schedule consequences.

A documented technology-transfer example

On August 4, 2023, ISRO announced that NSIL had facilitated transfer of IMS-1 satellite-bus technology to Alpha Design Technologies Pvt. Ltd.; the agreement itself was signed on August 2, 2023. The example demonstrates that an ISRO-developed satellite technology can reach a private manufacturer through an NSIL-mediated transfer route. It does not establish that IMS-1, another bus or the same contractual terms are currently available to every applicant. A company must find a live transfer notice or negotiate a specific opportunity.

Facilities, premises and expertise: what access really means

IN-SPACe descriptions provide a route for sharing facilities and premises controlled by ISRO or the Department of Space, including temporary facilities where safety and feasibility permit. The terms may be free where feasible or charged at reasonable cost. Practical constraints can include compatible interfaces, test-window availability, hazardous operations, security classification, insurance, trained personnel and the facility owner’s operating rules.

Prepare a facility request like an engineering work package: identify the equipment or room, environmental limits, power and data interfaces, hazardous materials, personnel qualifications, test sequence, expected occupancy, deliverables and contingency plan. Do not reserve capacity, announce a customer date or purchase specialized hardware until the facility owner confirms feasibility and terms.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Costs, timelines and market context

The official materials do not establish one universal IN-SPACe application fee, facility tariff or approval period. Costs can arise from engineering studies, safety analysis, insurance, testing, spectrum and other approvals, facility use, launch or satellite procurement, data pricing and legal or technical advisers. Obtain a current, activity-specific quotation or schedule before making a binding commitment.

IN-SPACe’s brochure reports an estimated Indian space economy of $8.4 billion in 2022. The same brochure presents $44 billion by 2033 as a target, not an achieved or currently measured value. These figures describe market ambition; they do not predict the revenue, funding or approval prospects of an individual company.

Common mistakes and practical fixes

  • Contacting only ISRO for a regulated operation. Fix: classify the activity first and include IN-SPACe in the authorization plan.
  • Calling every data product “open.” Fix: record the GSD, whether the data is ISRO data or privately disseminated data, and which policy clause applies.
  • Assuming a past transfer is an open catalogue. Fix: verify a current NSIL transfer notice and the technology’s availability, intellectual-property limits and qualification status.
  • Requesting “ISRO facilities” without an interface definition. Fix: specify the exact test, equipment, duration, safety case and responsible personnel.
  • Promising investors a fixed approval date. Fix: label every date as an internal planning assumption until the current authority confirms its procedure and review sequence.
  • Expecting a challenge page to guarantee funding. Fix: treat funding as conditional on the applicable programme and a successful technical and commercial evaluation.
  • Ignoring subcontractor responsibility. Fix: document who owns command authority, data handling, safety decisions, quality records and incident reporting.

Pre-engagement checklist for founders and manufacturers

  • One-sentence description of the proposed space activity and the customer problem.
  • System block diagram showing company, ISRO, NSIL, launch-provider and subcontractor boundaries.
  • Orbit, launch, payload, ground-station and data-resolution assumptions where relevant.
  • Authorization categories that may apply and questions for IN-SPACe.
  • Safety, cybersecurity, quality and reliability evidence available today.
  • Facility, testing or expertise requested from ISRO, with interfaces and duration.
  • Commercial service, production, transfer or consultancy requested from NSIL.
  • Intellectual-property ownership, confidentiality and export-control assumptions.
  • Budget separated into development, qualification, regulatory, facility, launch, operations and contingency costs.
  • Decision gates tied to written confirmations rather than informal conversations.

Current forms, fees, application timelines, open calls, transfer opportunities, facility charges and contact details should be checked in the latest IN-SPACe, ISRO and NSIL notices before a company spends money or commits to a customer schedule.
