How Planetary Defense Missions Detect and Assess Asteroid Threats

Planetary defense is a chain of measurements and decisions, not a single warning system. Surveys first detect a moving point of light. Follow-up observations extend the time span of measurements, allowing the Center for Near Earth Object Studies (CNEOS) to calculate an orbit and test a range of possible future trajectories. Only then can scientists estimate whether any plausible trajectory intersects Earth.

NASA’s Scout system performs an early, short-horizon check on unconfirmed candidates. After an object is confirmed, Sentry evaluates possible impacts over the next 100 years. Physical observations—such as size, shape, mass, composition and rotation—then help estimate consequences and choose an appropriate response. NASA’s Double Asteroid Redirection Test (DART) demonstrated one possible mitigation technique by changing the orbit of a non-threatening asteroid moonlet.

What counts as an asteroid threat?

A detection is an observation, not a confirmed danger. A telescope records an object at a particular position and time, usually as a moving point against background stars. One or a few positions are not enough to know its orbit precisely. The object could be on many paths that fit those measurements, and most of those paths will not lead to an impact.

NASA uses the term near-Earth object (NEO) for an asteroid or comet that approaches within 30 million miles of Earth’s orbit. Being a NEO does not make an object hazardous. Hazard assessment asks a narrower question: does the set of orbits consistent with the observations include a future collision with Earth, and how severe could that collision be?

That distinction prevents two common errors. A close approach is not automatically an impact, and an early impact probability is not a permanent prediction. Both the orbit estimate and the calculated probability can change as new observations arrive.

How the planetary-defense workflow works

NASA’s 2023 Planetary Defense Strategy and Action Plan describes an integrated cycle. In practical terms, the work proceeds through these stages:

  1. Search and detect: Ground- and space-based surveys repeatedly image large areas of sky to find moving objects. NASA identifies projects such as Pan-STARRS and ATLAS as part of this survey effort.
  2. Report and follow up: Initial measurements and later observations are submitted to the Minor Planet Center (MPC), which distributes the astrometric data used by orbit computers. Additional observations lengthen the observed arc and reduce ambiguity.
  3. Compute an orbit: CNEOS uses the measured sky positions and observation times to fit orbital solutions and predict future positions. Because every measurement has uncertainty, the calculation considers a family of possible orbits rather than only one nominal path.
  4. Characterize the object: Telescopes and other instruments gather information about size, shape, mass, composition and rotation. Those properties affect both the potential consequences of an impact and which mitigation options could work.
  5. Assess risk and consequences: Risk systems test whether any allowed trajectory intersects Earth and estimate impact probabilities. Physical information is combined with trajectory information to understand possible severity.
  6. Plan, warn and mitigate: If the assessed situation warrants action, agencies coordinate additional observations, public warning, emergency planning and—when feasible—a deflection or disruption mission.

The stages overlap. Characterization can begin while the orbit is still being refined, and a new observation can send an object back through the risk-analysis cycle. The process is designed to update rather than issue one unchanging answer.

How scientists calculate whether an asteroid could hit Earth

From sky positions to an orbit

An observation supplies a direction on the sky at a known time. Several observations taken over hours, days or months reveal how the object moves relative to the stars and Earth. Orbit-determination software fits those measurements to the laws of orbital motion, producing an estimated position, velocity and uncertainty.

The uncertainty matters because small errors in the current position or velocity can grow into large differences in predicted position years later. CNEOS therefore evaluates the range of trajectories that remain consistent with the observations. A “nominal” orbit is useful for visualization, but it is not the only possibility considered in the risk calculation.

Testing the possible trajectories

Risk monitoring propagates the allowed orbits forward and checks whether any pass through Earth during a future encounter. If none do, the object has no calculated impact path under the current data. If some do, the system estimates how much of the allowed orbit family intersects Earth and reports an impact probability.

As follow-up measurements arrive, the allowed region usually contracts. An apparent risk can disappear when the newly measured position rules out the impact-compatible paths. In other cases, a small probability can increase temporarily if the new data favor those paths. Neither change means the asteroid itself suddenly altered course; the estimate changed because knowledge of its course improved.

NASA’s notification framework

NASA states that its Planetary Defense Coordination Office notification responsibility applies when a hazardous NEO has at least a 1% chance of impact over the next 50 years. This is an agency notification framework, not a universal scientific boundary and not a prediction that an impact will occur. The threshold helps determine when national and international coordination should begin while observations continue.

Scout and Sentry: two stages of risk monitoring

Scout and Sentry are both operated through CNEOS, but they answer different questions at different points in the observation process.

System Object status Time horizon Primary purpose
Scout Unconfirmed candidates listed on the Minor Planet Center’s NEO Confirmation Page Days and weeks Early, preliminary screening while observers seek confirmation
Sentry Confirmed near-Earth objects Potential Earth close approaches during the next 100 years Longer-term impact monitoring and impact-probability calculation

What Scout does

Scout watches the unconfirmed discoveries posted on the MPC’s NEO Confirmation Page. Many of these candidates are close enough to Earth to appear relatively bright, which makes rapid follow-up possible. Scout uses the small set of available positions to produce a preliminary risk assessment over days and weeks.

Because the orbit is based on a short observed arc, Scout’s result is intentionally provisional. Its value is operational: it helps observers decide which candidates need urgent measurements and alerts them to a possible short-term close approach while confirmation is still pending.

What happens when Sentry takes over

Once follow-up observations establish that the object is a real NEO and provide a usable orbit, monitoring transfers to Sentry. Sentry examines confirmed objects for potential Earth encounters over a century-long horizon and calculates impact probabilities for trajectories that remain possible.

Sentry’s long horizon does not make its predictions fixed. Orbital uncertainty, gravitational perturbations and the quality and span of observations all affect the result. A future Sentry listing is therefore a live assessment that can be revised or removed as the orbit becomes better known.

Why physical characterization is as important as the orbit

An orbit tells analysts where an object could go; it does not tell them what would happen if it reached Earth. NASA’s strategy calls for measuring, when possible, an object’s size, shape, mass, composition and rotational properties.

  • Size and mass influence the energy available in an impact and the difficulty of changing the object’s trajectory.
  • Shape and rotation affect how an object responds to a deflection attempt and how observations should be interpreted.
  • Composition and internal structure help distinguish how an object might behave under stress and how severe an atmospheric or ground impact could be.

Ground-based and space-based telescopes, infrared observations and radar each contribute different kinds of information. The appropriate combination depends on the object’s brightness, distance, geometry and the question scientists need to answer; there is no single instrument sequence used for every NEO. Characterization can also improve the orbit indirectly by making measurements easier to schedule and interpret.

DART: a mitigation demonstration, not an emergency rescue

NASA’s Double Asteroid Redirection Test (DART) supplied a controlled demonstration of the kinetic-impactor technique. The spacecraft used its DRACO camera and SMART Nav autonomous guidance, navigation and control to distinguish the two bodies in the Didymos system and steer toward the smaller body, Dimorphos.

DART intentionally collided with the approximately 160-meter-wide moonlet in September 2022. NASA later confirmed that the impact altered Dimorphos’s orbit around its larger companion. In a 2023 report, NASA measured a 33-minute change in Dimorphos’s orbital period.

That 33-minute result belongs to this target, spacecraft, impact speed and measurement method. It is not a universal estimate of how much warning a future asteroid would need or how much deflection any other object would receive. A real response would depend on the object’s size, mass, composition, orbit, warning time and the mission that could be designed.

Neither Didymos nor Dimorphos posed an impact threat to Earth. DART was therefore a technology demonstration under controlled conditions, not a rescue mission dispatched against a dangerous asteroid. Its result gives planetary-defense planners measured evidence that a kinetic impact can change an asteroid system’s orbit, while leaving the larger questions of target selection, warning time and mission design for future cases.

What a risk listing can—and cannot—tell you

A Scout or Sentry assessment is best understood as a decision aid built from current evidence. It can identify which objects deserve more observations, show whether an impact-compatible orbit remains possible and provide a probability that changes as the data improve.

It cannot, by itself, provide a precise impact location, damage estimate or guaranteed final outcome when the orbit is still uncertain. Those questions require more observations and physical characterization. A risk number also does not imply that an object is being “aimed” at Earth; it expresses the fraction of currently possible trajectories that intersect Earth.

Readers should also distinguish a system’s time horizon from a warning period. Scout’s days-to-weeks horizon is about quickly screening newly reported candidates. Sentry’s 100-year horizon is about searching for possible future encounters, not promising that agencies have a century of warning for every object.

How assessment leads to coordinated action

When an object remains potentially hazardous after additional observations, planetary-defense organizations coordinate rather than rely on one telescope or one software output. The assessed orbit determines when and where follow-up observations are most useful. Physical characterization informs estimates of consequences and whether a proposed mitigation method is technically plausible. Warning and emergency planning address the consequences that cannot be eliminated by a spacecraft mission alone.

NASA’s 2023 strategy presents this work as national and international cooperation. In the agency’s April 18, 2023 strategy announcement, NASA planetary defense officer Lindley Johnson said: “The release of this NASA strategy steps up NASA’s intentions for the next 10 years to ensure the agency works both nationally and internationally to protect our planet for the benefit of all.” The statement describes an organizational commitment; it is not a claim that every capability named in the strategy remains configured identically today.

How to interpret current asteroid-risk information

Impact probabilities and active risk listings are volatile. They can change whenever a new astrometric measurement extends the observed arc or corrects an earlier measurement. A responsible reading of a listing should therefore include the object’s observation history, the time horizon being assessed and whether the object is still unconfirmed.

  • Look for whether the object is an unconfirmed candidate under Scout or a confirmed NEO under Sentry.
  • Check the stated encounter date and horizon instead of treating a probability as timeless.
  • Remember that a probability summarizes allowed trajectories; it is not a certainty of impact.
  • Separate orbital risk from consequences, which depend on physical properties that may still be poorly known.
  • Expect the assessment to be updated as observations accumulate.

The central idea is simple: surveys discover possibilities, follow-up observations narrow the orbit, risk systems test the remaining trajectories, and characterization determines what those trajectories could mean. Mitigation demonstrations such as DART add tested response options, but they do not turn an initial detection into a confirmed threat.
