Starting from zero pity without an active guarantee, the worst-case ceiling is 180 Warps—not what every player should expect to spend.
How Character Event Warp pity works
Each individual Warp counts toward the next 5-star. The specialist Honkai: Star Rail Wiki Warp reference lists a 0.6% base 5-star character rate and hard pity at 90 Warps: after 89 consecutive Warps without a 5-star, the 90th is guaranteed to produce one. The counter resets when a 5-star appears.

When a 5-star appears on a Character Event Warp, there is a 50% chance it will be the currently featured promotional character. If the result is a non-featured character, your next 5-star on a Character Event Warp is guaranteed to be featured. The detailed rates and guarantee rules here are from the community-maintained specialist reference, rather than an official notice presenting the full current rate table.

Worst-case pulls to secure the featured character
If you begin at zero pity and do not already have a featured-character guarantee, the worst case is losing the first 50/50 at the 90-Warp hard pity, then reaching the next 5-star at another 90 Warps. That totals 180 Warps to obtain the featured character. It is a ceiling under those starting conditions, not an average cost or a claim that every player needs 180.

Character Event Warp pity carries forward to later Character Event Warps. HoYoverse’s official Version 3.7 Event Warp notice says the cumulative Warp count for a guaranteed 5-star character carries between Character Event Warps and is independent of other Warp types. The detailed reference also says the featured guarantee carries on this same Warp type.

For example, if you stop before getting a 5-star, your accumulated Character Event Warp count continues on the next Character Event Warp. If your last 5-star was non-featured, the featured guarantee continues there too. Neither state transfers to Stellar Warp or Light Cone Event Warp.

Which Warps use different counters and passes?
Do not combine Character Event Warp pity with another banner type. HoYoverse’s V1.0 Boarding Preparation Special Program Overview distinguishes limited Character and Light Cone Event Warps, which use Star Rail Special Passes, from regular Stellar and Departure Warps, which use Star Rail Passes. Their pass types and guarantees are not interchangeable; the Character Event Warp rules above do not establish the pity or featured-item rules for the other banners.
Who can be a non-featured 5-star?
The non-featured pool can be configurable. HoYoverse’s Version 4.2 update details describe Celestial Invitation, which lets players select 7 characters from a pool of 13 5-star characters for the customizable non-featured list on Character Event Warp. This is a version-specific roster detail, not a guarantee that the pool will remain unchanged. Check the active Warp details in-game to see which non-featured characters are eligible for the banner you are using.
