How Pesticides Affect Insects, Birds, Fish and Other Wildlife

Pesticides do not all affect wildlife in the same way. Harm depends on the active ingredient and formulation, the dose, how an animal or plant encounters it, how long it remains available, and the biology of the exposed species. A pesticide may be highly toxic at one exposure level yet have little or no measurable effect at another. The U.S. Environmental Protection Agency (EPA) therefore evaluates ecological risk by combining toxicity information with exposure estimates for a specific product, use pattern and environment—not by treating toxicity alone as proof of wildlife damage.

Exposure can be direct, such as a bee contacting a wet spray, or indirect, such as a hawk eating a poisoned mouse. Effects range from immediate death to impaired growth, reduced body mass, reproductive problems and changes in population productivity. The sections below explain how those pathways work and what users can do to reduce avoidable exposure.

What determines whether a pesticide harms wildlife?

EPA’s ecological risk framework asks whether adverse effects are likely under a defined use scenario. Its technical overview describes ecological risk assessment as evaluating “the likelihood that adverse ecological effects may occur or are occurring as a result of exposure to one or more stressors.” The assessment combines four interacting questions:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • What is the hazard? Laboratory and field data show which effects occur at different concentrations or doses and in which organisms.
  • How much exposure occurs? Assessors estimate concentration, dose, frequency and duration in soil, water, air, food, pollen, nectar and on plant surfaces.
  • What happens to the chemical? Environmental fate determines whether the substance moves, breaks down, forms metabolites or remains as a residue.
  • Which organisms and life stages are present? A fish, bee, songbird, amphibian, mammal or plant can differ greatly in sensitivity, behavior and exposure route.

EPA summarizes the central principle plainly: “A pesticide can be toxic at one exposure level, and have little or no effect at another.” That is why a hazard statement cannot, by itself, tell you whether a particular application will injure wildlife. Risk is the combination of effects and exposure under the actual or proposed use conditions.

How can wildlife be exposed to pesticides?

Wildlife exposure is not limited to an animal being sprayed. The same application can create several routes, and routes can differ among species.

Direct contact

Spray droplets, dusts, granules or treated surfaces can contact an insect’s body, a bird’s feathers or feet, or an amphibian’s permeable skin. For pollinators, contact with a wet spray or residue on foliage is a major assessment pathway. Contact toxicity depends on the formulation, concentration, weather, drying time and the animal’s behavior.

Ingestion of food and water

Animals may swallow treated leaves, seeds, fruit, insects, worms or contaminated drinking water. Bees and other pollinators can consume residues in pollen or nectar. Birds can eat treated seed or contaminated insects. Mammals may ingest bait or vegetation, while aquatic organisms take up dissolved or suspended pesticide from water and sediment.

Secondary poisoning

A predator can be exposed by eating contaminated prey even when it was never near the original application. EPA uses the example of a hawk becoming sick after consuming a poisoned mouse. The magnitude of this risk depends on the pesticide’s concentration in prey, the number of prey eaten, the predator’s sensitivity and how quickly the chemical is eliminated.

Movement through the environment

Rain and irrigation can carry residues from fields, gardens or treated structures into drains, streams, ponds and groundwater. Wind can transport spray droplets or dust. Soil particles can carry bound residues, and chemicals can move through runoff or erosion. Some substances degrade quickly; others persist or transform into breakdown products that must also be considered. EPA’s exposure-characterization overview describes how assessors estimate where, how often and for how long organisms encounter a pesticide.

Effects on insects and pollinators

Insects can experience acute toxicity, sublethal impairment or indirect harm when pesticides remove food and habitat. The outcome depends on the species, life stage, route and timing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Acute contact and dietary effects

EPA evaluates acute contact toxicity for non-target insects and, when outdoor exposure is plausible, may require honey-bee testing. Tests can measure mortality after contact or ingestion and examine residues on treated foliage. A product that is relatively safe by one route may be more hazardous by another, so contact and dietary results are not interchangeable.

Sublethal and colony-level consequences

Not every important effect is immediate death. Exposure can alter movement, feeding, growth, development, navigation or reproduction. For social bees, effects on foraging workers or brood can affect colony productivity even when many individual adults survive. EPA can require additional laboratory, semi-field or field studies when earlier tiers indicate adverse effects or leave important uncertainty. Its pollinator-risk assessment overview explains this tiered approach.

Why application timing matters

Risk changes with bloom, weather and insect activity. A spray applied when flowers are open and pollinators are foraging creates a different exposure scenario from an application made after petals fall or when bees are not active. Drift, residue persistence and the interval before a crop is visited all affect the amount available to insects.

How do pesticides affect birds and mammals?

EPA screens birds and mammals for both short-term toxicity and longer-term effects. The relevant route may be direct ingestion, contaminated food, treated seed, drinking water, inhalation or secondary poisoning.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Acute effects

Acute oral and dietary tests look for effects after a relatively short exposure. Depending on the chemical and dose, outcomes can include illness, impaired behavior or death. A screening result identifies a potential concern at the tested exposure; it does not state how many wild animals will die after every real-world use.

Chronic and reproductive effects

Repeated or prolonged exposure can affect growth, body mass, survival of young and reproductive success. EPA’s chronic endpoints include reproductive measures such as the number of eggs or young produced and the ability of offspring to survive. These effects may reduce productivity without causing obvious mortality at the time of application.

Food-web pathways

Birds and mammals can receive repeated, indirect exposure by eating contaminated prey or vegetation. A raptor that consumes several poisoned rodents may receive a larger cumulative dose than an animal exposed once. Scavengers can encounter residues in carcasses or discarded bait. Assessors therefore consider diet, feeding rate, prey contamination and the duration of availability.

Can pesticides in water hurt fish and aquatic invertebrates?

Yes. Runoff, drainage, spray drift, accidental spills and treated wastewater can move pesticides into streams, ponds, wetlands, estuaries and coastal waters. Fish, aquatic insects, crustaceans, mollusks and other invertebrates can be exposed through the water column, sediment or food.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Acute versus chronic aquatic toxicity

EPA’s aquatic screening considers acute and chronic endpoints for freshwater and estuarine or marine fish and invertebrates. Acute tests can reveal rapid mortality or immobilization. Chronic tests examine longer-term outcomes such as growth, development and reproduction. A concentration below an acute-mortality level can still matter if exposure persists or affects sensitive life stages.

Why concentration and duration are critical

A brief concentration spike after a storm is a different exposure from a lower concentration maintained for weeks. Temperature, flow, sediment binding, sunlight and microbial breakdown can change availability. EPA generally estimates aquatic exposure with simulation models linked to the proposed application and environmental setting; model results are estimates with assumptions and uncertainty, not direct measurements of every water body.

Indirect aquatic effects

Reducing aquatic insects can remove food for fish, amphibians and birds. Changes in algae or aquatic plants can alter habitat and oxygen conditions. Such food-web and habitat effects may occur even when a pesticide is not highly toxic to every species tested.

What about plants, amphibians and other organisms?

Ecological assessment extends beyond the headline groups of bees, birds and fish. EPA considers non-target plants, including seed germination and plant vigor, because drift or runoff can injure vegetation outside the treatment area. Loss of flowering plants can then reduce nectar and seed resources for insects and birds.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Amphibians and reptiles may encounter residues through skin, water, sediment or prey, although the exact data requirements depend on the pesticide and use. Soil organisms, decomposers and other invertebrates can be exposed to treated soil or litter. Threatened and endangered species may receive additional consideration when a use could affect listed species or their habitat. These are assessment categories, not a claim that every pesticide harms every organism.

How EPA evaluates ecological risk

EPA organizes the process into problem formulation, analysis and risk characterization. The sequence matters because it ties a conclusion to a particular chemical, use and environment.

1. Problem formulation

Assessors define the pesticide use, areas and seasons of application, environmental compartments, potentially exposed organisms and effects that need evaluation. They identify pathways such as spray drift, runoff, contaminated prey or treated seed and set the questions the assessment must answer.

2. Effects characterization

Laboratory, semi-field and field studies describe what happens at different doses or concentrations. Endpoints can include acute mortality, growth, body mass, reproduction, seed germination, plant vigor and developmental effects. The EPA effects-characterization overview explains how these data are interpreted for birds, mammals, fish, invertebrates, insects and plants.

3. Exposure characterization

EPA estimates how much pesticide reaches air, water, soil, food, pollen, nectar or treated surfaces, and how often and how long it remains available. The analysis accounts for application rate, formulation, timing, weather, degradation, transport and bioavailability.

4. Risk characterization

Risk characterization integrates the effects and exposure profiles, along with assumptions and uncertainties, for the specific use scenario. EPA may calculate a screening risk quotient by dividing an estimated environmental exposure by an effects endpoint. A higher quotient signals a situation for closer examination; it is not a field mortality count, a population-loss percentage or a universal prediction. EPA’s risk-characterization overview describes the limits and purpose of this screening tool.

How to compare two pesticides or application methods

“More toxic” is not enough to decide which option poses greater wildlife risk. Compare the complete exposure scenario using the following questions:

Comparison factor Questions to ask
Target and non-target toxicity Which insects, birds, mammals, fish, invertebrates or plants show effects, and at what tested doses?
Acute and chronic effects Are there concerns about immediate mortality, growth, development, reproduction or offspring survival?
Exposure route Could organisms contact spray, eat treated food, drink contaminated water, breathe dust or receive repeated dietary doses?
Fate and transport How persistent is the active ingredient? Does it bind to soil, move in runoff, drift through air or form biologically active breakdown products?
Use conditions and mitigation What application rate, timing, buffer, drift-control measure, weather restriction or label requirement changes exposure?
Uncertainty Are conclusions based on screening models, laboratory tests, field data or additional studies required by regulators?

A product with greater toxicity in a laboratory test may present less risk in a particular setting if exposure is very low, while a less toxic product can still create concern when it is persistent, widely distributed or repeatedly encountered.

How to reduce avoidable wildlife exposure

EPA’s practical guidance applies to household users, agricultural users and professional applicators. The label is the controlling source for legal use directions and product-specific precautions.

  1. Read the entire label before mixing or applying. Follow the permitted sites, rates, timing, protective measures and restrictions for water, blooms, drift and wildlife.
  2. Prevent drift and runoff. Do not apply in wind or weather conditions that move spray beyond the target. Keep applications away from drains and water bodies as the label requires, and avoid treating saturated or rain-soaked ground when runoff is likely.
  3. Protect pollinators. Check bloom and foraging restrictions, avoid spraying open flowers when bees are active, and follow any required notification or timing instructions.
  4. Keep animals away from treated areas. Observe the label’s re-entry and grazing intervals, and prevent pets, livestock and wildlife from contacting wet residues or baits.
  5. Store products securely. Keep containers closed, in the original labeled container, away from food, feed, children and animals.
  6. Dispose of leftovers and containers as directed. Never pour pesticide into a drain, stream or storm sewer, and never reuse an empty pesticide container unless the label expressly permits it.
  7. Use integrated pest management where practical. Monitoring, physical controls, sanitation, habitat management and targeted treatment can reduce the amount and frequency of pesticide application.

EPA’s Tips for Reducing Pesticide Impacts on Wildlife provides the agency’s user guidance. A generic accessory or single precaution cannot make every pesticide application safe; risk reduction depends on the product label and the complete use scenario.

What the evidence can—and cannot—tell you

U.S. EPA materials provide a framework for evaluating ecological risk, not a universal ranking of pesticide classes or a single wildlife-loss statistic. Results for one active ingredient, formulation, crop, region or application method should not be generalized to all pesticides. Current labels and ingredient-specific EPA assessments are needed for a named product.

The strongest conclusion is conditional: pesticides can harm insects, birds, fish, mammals, plants and other wildlife when exposure reaches a damaging level or persists long enough to produce acute, chronic or indirect effects. The same chemical may pose little measurable risk under a different exposure pattern. Understanding the route, dose, duration, environmental movement and species biology is what turns a broad hazard statement into a meaningful wildlife-risk assessment.
