Packaging companies make money by selling packaging materials and converted products to business customers. Their revenue and profits depend on how much they sell, the prices and product mix they realize, the costs of materials and conversion, and how efficiently they run plants and deliver orders. The model differs by format: some paper businesses integrate mills with box or carton plants, while flexible packaging spans many product types and does not follow one established industry-wide integration or margin pattern.
What packaging companies sell
Packaging businesses sell to other businesses—not usually to the person who opens the package. Their products may be raw or semi-finished material, such as containerboard or paperboard, or finished packaging designed for a customer’s product and supply chain.

That distinction matters. A company that sells board and a company that converts purchased board into cartons participate in different steps of the value chain. An integrated company can earn sales at more than one step, but integration is not universal.
How the business models differ by packaging type

Why corrugated is often a local, customer-specific business
Corrugated packaging is commonly made to customer specifications rather than sold as one interchangeable standard product. PCA says its corrugated operations typically serve customers within a 150-mile radius and identifies quality, service, price, design, and innovation as competitive factors. The local-service description is specific to PCA’s operations; it should not be read as a fixed radius for every supplier. More broadly, customer specifications can affect product mix, design work, production scheduling, and the service needed to win and retain orders.
How sales turn into earnings
Revenue is not the same as profit. A packaging company may sell more but earn less if prices weaken, costs rise, or operations become less efficient. The main moving parts are:

What the flexible-packaging sales figure does—and does not—show
The Flexible Packaging Association announced estimated U.S. flexible-packaging industry sales of $42.6 billion for 2024, up from $41.4 billion in 2023, or 2.9% growth. The 2026 announcement says the estimates use U.S. Census data and other industry sources and measure industry output rather than shipments. These are industry-level sales estimates, not a profit figure or a margin benchmark for an individual converter. Flexible Packaging Association announcement

When packaging companies also sell equipment or services
Some providers pair packaging consumables with machinery or automation. Ranpak describes protective-packaging products and end-of-line automation solutions, with an installed system base supporting its business. A mill-integrated company, a converter that buys board, and a flexible-packaging specialist do not necessarily earn revenue or incur costs in the same way. Comparing reported margins without checking segment definitions, reporting periods, accounting treatment, and how far each company is integrated can produce a misleading ranking. Public association information cited here establishes the breadth of flexible formats and the measures tracked, but not a detailed, current margin comparison across flexible converters.
