The effect depends on what is disrupted, how long it lasts, which inventories and alternate routes can help, and how markets expect supply to change. A global crude benchmark does not translate directly into a fixed change at every local pump.
Why does a supply disruption push prices up?
When production stops, barrels disappear from the market. When shipping is interrupted, oil may still be produced but arrive later, travel farther, or cost more to transport. Buyers then compete for available cargoes, draw on inventories, and seek replacement supply. Those adjustments can tighten the market and raise crude and fuel prices. A disruption at a major shipping chokepoint can cause substantial delays and higher shipping costs, according to the U.S. Energy Information Administration (EIA).

Prices also respond to expectations, not just to barrels already missing. If traders expect a route to reopen or production to recover, prices can fall before inventories are replenished. Conversely, uncertainty about the duration of a disruption can add volatility. In 2Q26, EIA reported that front-month Brent futures ranged from $118 per barrel on April 29 to $72 per barrel on June 26. The average daily Brent price swing was $4 in April and May 2026, compared with $1 in those months of 2025. These are futures-market figures, not local retail prices.
How does a global oil shock reach the pump?
- Physical availability tightens. Lost production reduces supply; a transit blockage can delay deliveries or make alternate routes necessary.
- Buyers compete for replacement barrels. Longer voyages, freight costs, and competition among importers can increase the cost of securing crude or finished fuels.
- Inventories and trade absorb part of the shock. Stocks may be drawn down and cargoes redirected, but availability and transport capacity differ by region and product.
- Refinery and distribution conditions shape fuel prices. Crude is only an input: refinery configuration and capacity, product inventories, exports, and local distribution affect gasoline, diesel, and jet fuel separately.
- Retail prices reflect local conditions too. A global benchmark informs costs but does not specify how much or how quickly a particular country’s pump prices will change.
Trade can spread a disruption beyond the region where it began. During the Russia-related disruption in 2022, European diesel buyers sought more distant alternatives. Increased U.S. exports tightened U.S. supply and raised prices, as EIA described in its analysis of international fuel trade.

Why can diesel rise more than gasoline?
Crude oil and refined fuels are connected, but they are not interchangeable at the point of sale. Refineries cannot instantly produce any desired mix of products, and the balance of gasoline, diesel (also called distillate), and jet fuel depends on refinery capacity, equipment, inventories, trade, and demand. A shortage of distillate can therefore put more pressure on diesel than on gasoline, even when both use crude as an input.
In its September 9, 2026 outlook, EIA forecast U.S. distillate inventories would fall below 100 million barrels in September and stay below the 2021–2025 five-year low through much of 2027. It said global distillate tightness was contributing to high U.S. diesel prices. That forecast illustrates why the price of a particular fuel may diverge from crude or gasoline; it is not a statement about every market.

Why does a distant conflict affect fuel prices?
Oil and refined products move through international trade networks. A conflict can disrupt production, ports, pipelines, or shipping routes, prompting buyers to compete for supply elsewhere. The resulting freight costs and cargo diversions can transmit price pressure to regions that do not rely directly on the disrupted route.
The scale of a chokepoint matters. EIA estimated that about 20 million barrels per day passed through the Strait of Hormuz in 2024, equivalent to around 20% of global petroleum liquids consumption that year. EIA’s quarterly chokepoint-flow series lists 20.9 million barrels per day in 1Q25 and 4.9 million barrels per day in 2Q26; these are EIA estimates derived from multiple sources, with latest-available data through June 2026. The sharp change shows why route-specific flow data and dates matter when describing a disruption.

Exposure is not evenly distributed. EIA estimated that in 2024 about 84% of the crude oil and condensate and 83% of the liquefied natural gas (LNG) moving through Hormuz went to Asian markets. China, India, Japan, and South Korea were major crude destinations. That concentration helps explain why Asian buyers are especially exposed to a Hormuz disruption, but it does not by itself determine current retail prices in any country.
What happens if the Strait of Hormuz is blocked?
A severe interruption would delay or divert a large volume of oil, force importers to seek replacement cargoes, and increase pressure on available shipping and inventories. EIA estimated that Saudi Arabia and the United Arab Emirates together might have had about 2.6 million barrels per day of pipeline capacity available to bypass the strait. That is meaningful mitigation, but it is far below the approximately 20 million barrels per day that passed through Hormuz in 2024. Available capacity is not a guaranteed one-for-one substitute: pipelines may not run at full capacity, and greater routine use can leave less spare capacity.

In May 2026, EIA Administrator Tristan Abbey said: “The timing of resumed oil flows through the Strait of Hormuz and the subsequent rate at which Middle Eastern producers restore output are key factors influencing EIA’s price forecast through year end.” The statement underscores that both transit and production recovery influence the outlook.
How do oil reserves and other measures protect consumers?
Energy security means being able to keep supply reaching users during stress; it does not require complete self-sufficiency or guarantee stable prices. Resilience comes from several measures that work differently and have practical limits:

- Strategic inventories can bridge some interruptions, but the location, control, accessibility, and release timing of stocks matter. EIA’s August 2026 estimates list 321 million barrels of U.S. strategic oil inventories in 2Q26 and 187 million barrels for Japan. These figures are estimates compiled from named sources, not a uniform count of government-controlled emergency stocks or barrels immediately available for use.
- Alternative suppliers can reduce reliance on one source, but replacement cargoes may be costly or already sought by other buyers.
- Alternative routes, including pipelines and rerouted ships, can preserve some flows, but spare capacity, port access, and voyage time constrain how much they can replace.
- Flexible refining and distribution can help redirect available crude or fuel, although not every refinery can make the same products or quickly change output.
- Demand adjustment can ease pressure when high prices or limited availability reduce consumption, but this is not an immediate replacement for lost supply.
EIA’s September 9, 2026 Short-Term Energy Outlook expected Middle Eastern oil production to rise as Hormuz flows gradually increased and alternative routes were used. It assumed some export constraints would persist through year-end and production would remain below pre-conflict averages until 2Q27. The agency estimated global oil inventories had fallen by 400 million barrels in 2026 through its September forecast and expected further declines through year-end. It forecast Brent crude at about $90 per barrel on average in 2H26 and $74 per barrel in 2027. These are forecasts based on assumptions, not observed future outcomes; the outlook’s inputs were finalized September 3, 2026, and it did not account for events after that date.
What determines the size and duration of the price effect?
- Type of disruption: A production outage removes oil; a transit disruption delays or reroutes it. Their effects differ depending on whether replacement routes and suppliers are available.
- Fuel affected: A shortage of crude does not necessarily produce the same pressure as a shortage of a particular refined product.
- Duration and uncertainty: A brief interruption may be absorbed more readily than a prolonged one, while uncertainty can increase price volatility before the final supply loss is known.
- Inventory position: The relevant question is not only how much oil exists, but where stocks are, who can release them, and how quickly they can reach users.
- Spare route and refinery capacity: Alternate pipelines, ports, ships, and refineries can help only within their available capacity.
- Geographic exposure: Countries that depend heavily on one supplier or chokepoint face different risks from those with more diverse sources and delivery options.
For a dated example of how inventories can influence benchmarks, EIA reported Brent crude averaged $91 per barrel in August 2026, $7 more than in July, and attributed ongoing elevated prices to falling inventories. Brent is a global crude benchmark; the figure is neither a pump-price measure nor a forecast for a particular location.
