Refineries turn crude oil into fuels, while pipelines and terminals move those fuels toward consumers. A strike can interrupt supply when it affects a critical operation—such as refining, pumping, terminal loading, or delivery—but a strike announcement alone does not mean fuel has stopped flowing. The consequences depend on what work is affected, available inventories and alternate routes, and the needs of the region.

How does crude oil become fuel at a gas station?

The supply chain links production and imports to refining, storage, transportation, terminal handling, and retail delivery. Crude oil is moved to a refinery, where it is processed into petroleum products. Those products may then travel by pipeline, ship or barge, rail, or truck to storage terminals and distribution points. At gasoline terminals, operators may blend in ethanol and load the finished fuel into tanker trucks for delivery to stations. The U.S. Energy Information Administration (EIA) describes the stages of refining and gasoline delivery in its refining explainer and gasoline overview.

Many gasoline shipments from refineries to large storage terminals use shared pipelines. Different batches can commingle to some extent as they move, so product testing checks that the material meets required specifications. Storage tanks near refineries and elsewhere help manage operations, but their presence alone does not establish how many days of supply are available in a particular place.

What happens inside an oil refinery?

Refining generally involves separation, conversion, treatment, and blending. The exact equipment and product mix vary by refinery and by the crude oil it processes; facilities cannot freely switch their output to replace any missing fuel.

Separation

Crude oil is heated and fed into a distillation tower. Its components separate into fractions according to their boiling points, producing streams that can be processed further or used as inputs for other products.

Conversion

Conversion units process heavier streams into more useful products. For example, catalytic crackers and hydrocrackers break down or otherwise process heavier material. Other processes rearrange molecules to produce different components.

Treatment and blending

Treatment removes or adjusts unwanted characteristics, and blending combines refinery streams to make finished fuels that meet applicable specifications. Gasoline, for example, is made from multiple streams rather than a single output from one unit. Refinery configuration and crude quality affect the products and volumes a facility can make, and short-term shifts in product yield are limited. The EIA outlines these processes in its refining overview and discusses product requirements in its gasoline explainer.

What is a pipeline hub, and why does it matter?

A pipeline hub or junction is a place where flows converge, split, change direction, or transfer between connecting lines and storage. Its importance comes from its position in the network: if several routes or facilities depend on it, disruption there can affect more than one downstream destination.

A hub is not a reserve of fuel and does not guarantee that supply can continue during an interruption. Its throughput still depends on upstream sources, functioning pumps and terminal operations, downstream pipelines, power, workers, and adequate stocks. The label “hub” should be tied to a specific map or operator description; it does not mean every hub serves the same region or products.

How can a disruption travel through the fuel system?

An interruption can occur at several points: crude may fail to reach a refinery; a refinery unit may stop making a needed product; a pipeline may halt shipments; or a terminal may be unable to blend, load, or discharge fuel. A terminal that loses power, for example, may be unable to load or unload product. If truck delivery is interrupted, fuel already at a terminal may still be difficult to get to retailers. The timing and location of the visible effect depend on where the break occurs and what inventory and alternatives remain.

Why rerouting may not replace lost capacity

The EIA’s account of the 2016 Colonial Pipeline shutdown illustrates how regional dependence and product trade-offs can matter. It described the Southeast as relying primarily on products moved from Gulf Coast refineries, with marine deliveries and imports supplementing those flows. During the shutdown, gasoline was temporarily allowed onto a line normally carrying distillate products. The gasoline volume was below the line’s normal gasoline volume, and using the line for gasoline displaced some distillate shipments.

In that 2016 account, the EIA described Colonial as a 2.5-million-barrel-per-day system with approximately 5,500 miles of pipeline, connecting 29 refineries and 267 distribution terminals; it described Line 1 as carrying approximately 1.4 million barrels per day of gasoline. These are historical figures for the system and period described, not current capacity claims. See the EIA’s 2016 Colonial Pipeline analysis.

When can a strike disrupt fuel supplies?

A strike can constrain fuel when it affects workers needed to operate, maintain, move, or load product at a critical point in the chain. It can also complicate logistics or slow the restart after work resumes. Whether supply is actually interrupted depends on which workers and tasks are affected, what operations continue, how much fuel is in storage, and whether other routes or suppliers can cover the gap.

A labor dispute does not always stop fuel operations

On October 1, 2024, the U.S. Department of Energy said of the East and Gulf Coast port strike: “The strike at these ports will not impact crude oil, gasoline, natural gas, and other liquid fuel exports and imports, as such operations are handled by other workers.” That statement concerned those ports and that dispute; it does not establish what would happen in a refinery or pipeline strike. Read the Department of Energy statement.

Why a risk can matter before fuel runs short

UK Department for Energy Security and Net Zero guidance gives a hypothetical example in which tanker drivers may be entitled to picket a major oil terminal after a strike ballot. The example treats the threat as a risk that may merit reporting even before an immediate fuel loss occurs. The guidance also describes a pipeline fault—not an observed strike outcome—in which product is diverted to a refinery road rack, a terminal limits allocations, and mitigation preserves some supply while reducing other distribution capacity. These scenarios explain how contingency measures can help without necessarily replacing normal flows; they are not universal thresholds or predictions. When do disruptions affect local availability or prices?

Effects are more likely to become visible when spare capacity or inventories are limited, demand is seasonally high, transport routes are constrained, or a region has few alternate suppliers. Product specifications also matter: a fuel that meets one region’s requirements may not be a simple substitute elsewhere. The EIA notes that California’s special gasoline requirements and limited connections to other regions contribute to regional price differences. Its California gasoline analysis explains the regional factors.

National totals can conceal local exposure. In a 2007 analysis of refinery outages, the EIA emphasized that regional balances can matter more than national totals because geography, infrastructure, and shipping rules limit flows between regions. That analysis is a structural explanation, not a current regional forecast or a measure of strike impacts.

Imports, inventories, and other routes can cushion an interruption, while constrained regions may have fewer substitutes. Prices can respond to expectations of future supply as well as fuel volumes already lost, and the effect may fade as supply chains adjust and the disruption subsides. A particular strike’s effects cannot be inferred from the word “strike” alone; the affected facilities, operations, and regional alternatives matter.

How to assess whether a specific strike could affect fuel

For a particular event, separate the operational facts from the possible market effects. The key questions are:

  • What operation is affected? Identify whether workers are involved in refining, pipeline pumping or maintenance, terminal handling, or transport to retailers.
  • Has that operation stopped or slowed? A labor action may coexist with some continuing work; the affected tasks and staffing determine what can still move.
  • Which region and products depend on it? A disruption to a crude line, a refined-product pipeline, or a terminal affects different stages and may affect different fuels.
  • What alternatives are usable? Consider other suppliers, imports, storage, and transport routes, including whether rerouting one product displaces another.
  • What makes substitution difficult? Limited spare capacity, seasonal demand, constrained infrastructure, or fuel specifications can make a regional gap harder to fill.
