South African fuel prices are driven by the rand cost of imported refined petroleum products, not by the Brent crude headline alone. The Basic Fuel Price (BFP) converts dollar-denominated international product prices at the rand/US dollar exchange rate, after which domestic taxes, levies, margins, transport costs and other charges are added. A weaker rand can therefore magnify an oil-price increase; a stronger rand can cushion it.
Petrol is adjusted monthly, using an average from a preceding review period. That delay, plus refining spreads and domestic charges, explains why a move in crude oil or the exchange rate is neither immediate nor passed through one-for-one at the pump.

The price chain from global markets to a South African forecourt
South Africa imports a substantial share of the liquid fuels used in the country. The Department of Mineral and Petroleum Resources (DMPR) describes the BFP as a market-related estimate of those import costs. It is based on international prices for refined products, quoted in US dollars, rather than on a single domestic crude-oil price.

BFP + taxes and levies + transport and other regulated costs + wholesale and retail margins = pump price
Crude oil matters because it is the principal raw material for petrol, diesel and paraffin. However, a refinery turns crude into specific products, and the market price of those products can diverge from Brent. Capacity outages, inventories, shipping, seasonal demand and regional supply conditions can change petrol or diesel prices even when crude moves less, or in the opposite direction.
Why the BFP is the relevant oil link
A Brent quote tells you the value of a benchmark crude stream. The BFP captures the import-parity cost of the finished fuel South Africa could buy, including product-specific international prices and related import costs. Looking only at Brent can therefore overstate or understate the pressure on a particular fuel grade.

International petroleum products are priced in dollars, while South African retailers collect rand. The exchange-rate conversion creates a direct arithmetic effect. If a shipment costs USD 1,000 and the exchange rate is R16.00 per dollar, its rand value is R16,000. At R17.00 per dollar, the same shipment costs R17,000 before any other change.

That relationship works in both directions:
- Rand depreciation: each dollar of imported fuel costs more rand, raising the BFP when the dollar product price is unchanged.
- Rand appreciation: each dollar converts into fewer rand, reducing the BFP or offsetting part of an international price increase.
- Two moves together: a higher product price and a weaker rand compound one another; a higher product price and a stronger rand partially offset.
The South African Reserve Bank has documented this buffer-and-amplifier interaction in a historical episode: an appreciating rand initially softened the effect of higher global crude prices, while subsequent depreciation exacerbated the increase. That observation describes the conversion mechanism; it does not mean oil prices mechanically determine the rand. Interest-rate expectations, global risk appetite, domestic conditions and many other factors move the currency.
Why a daily oil-price move does not appear immediately at the pump
CEF calculates petroleum price indicators daily, but petrol retail prices are regulated and adjusted monthly on the first Wednesday. The monthly change uses an average over a prior review period and typically lags international prices by about a month. A sharp move on a single trading day may therefore have little visible effect until it is included in the relevant average.
This averaging has two practical consequences:
- Short-lived spikes can be diluted by quieter days in the review period.
- A move that has already reversed can still influence the next adjustment because earlier observations remain in the average.
Announcements often separate the international product-price contribution from the exchange-rate contribution. Those are components of the calculation for the stated review period, not a permanent conversion rate and not necessarily the final change at every pump.

| Component | What it represents | Why it matters to the final price |
|---|---|---|
| International refined-product price | Dollar price of the imported petrol, diesel or paraffin product | Reflects refining margins, regional supply, demand and shipping as well as crude inputs |
| Exchange-rate conversion | Rand/US dollar rate applied to the dollar-denominated BFP | Rand weakness raises the rand value; rand strength lowers it, all else equal |
| Taxes and levies | Government charges included in the fuel-price structure | Can add a substantial fixed or policy-determined amount independent of that month’s Brent move |
| Wholesale and retail margins | Permitted compensation for distributing and selling fuel | Means the pump price is not just an import invoice |
| Transport and zone costs | Moving fuel through the domestic supply chain to different areas | Contributes to differences between pricing zones and locations |
| Slate-related adjustment | A mechanism used in the fuel-price structure to account for supply and product-cost effects | Can change the adjustment independently of the headline crude move |
Because these items are added after conversion, the percentage change in Brent is not a forecast of the percentage change in the pump price. A fixed levy, for example, does not fall simply because Brent falls.
What the 7 October 2026 adjustment shows
The South African Government’s 5 October 2026 announcement, for the adjustment effective 7 October, provides a clear illustration. During the reviewed period, average Brent rose from USD 87.89 to USD 101 per barrel. International petroleum-product prices increased the BFP by the following amounts:
| Fuel | Increase attributed to international product prices | Reduction attributed to rand appreciation |
|---|---|---|
| Petrol | 329.07 cents per litre | 0.17 cents per litre |
| Diesel | 280.17 cents per litre | 0.22 cents per litre |
| Illuminating paraffin | 357.23 cents per litre | 0.21 cents per litre |
The average exchange rate changed only marginally, from R16.213 to R16.212 per US dollar, so the currency contribution was a small reduction in this particular review. The announcement also reported a slate levy of 87.66 cents per litre implemented from 2 September 2026.
These figures are the announcement’s review-period BFP contributions. They should not be read as October pump prices, as a standing pass-through rate, or as evidence that every future USD 1 change in Brent produces a fixed number of cents per litre.

A contrasting period: the 30 June 2026 announcement
The official 30 June 2026 announcement, for an adjustment effective 1 July, reported Brent falling from USD 104.59 to USD 86.53 over its review period. It separately attributed lower BFP contributions to decreases in international product prices and rand appreciation, while also noting a slate levy.
Putting the two announcements side by side shows why no single-variable rule works:
| Announcement | Brent movement in the stated review period | Rand movement | Interpretation |
|---|---|---|---|
| 30 June 2026 (effective 1 July) | USD 104.59 to USD 86.53 | R16.52 to R16.38 per dollar | Lower dollar product prices and a stronger rand both reduced BFP pressure |
| 5 October 2026 (effective 7 October) | USD 87.89 to USD 101 | R16.213 to R16.212 per dollar | Higher product prices raised BFP; near-flat currency movement provided only a tiny offset |
The comparisons also involve different review periods, product prices and domestic adjustments. They are illustrations of the mechanism, not a reusable forecast model.

Petrol retail prices are regulated and receive the monthly first-Wednesday adjustment. Diesel retail prices are not regulated in the same way, although an official wholesale list price is published. A diesel seller can therefore make a commercial retail decision around the published wholesale reference, while petrol stations operate within the regulated petrol framework.
Best Value
For either fuel, the relevant product price matters. Diesel’s international market can have different refining spreads and supply conditions from petrol’s, which is why the two fuels can receive different BFP contributions in the same announcement, as the October 2026 figures demonstrate.
How to read a fuel-price announcement
Use this sequence when an announcement or headline says oil prices will raise or lower fuel costs:
- Identify the effective date. Check whether the number applies from the first Wednesday adjustment or is only a market estimate.
- Find the review period. The stated average, rather than today’s Brent quote, is the relevant input for that adjustment.
- Separate crude from products. Look for the international petrol, diesel or paraffin product contribution, not Brent alone.
- Check the exchange-rate contribution. Determine whether the rand strengthened or weakened over the same period and by how many cents per litre it changed the BFP.
- Account for domestic items. Add the listed taxes, levies, slate adjustment, margins and transport or zone effects before inferring a pump-price result.
- Match the fuel and location. Petrol, diesel and illuminating paraffin have different treatment, and transport zones can produce different retail prices.
What this means for households and businesses
Budgeting for petrol
Use the official monthly adjustment as the near-term planning point, not an intraday oil chart. Keep a buffer for the lag: a global increase late in one review period may affect the next adjustment, while an earlier increase may already be embedded even after markets retreat.

Planning diesel costs
Fleet operators, farmers and generators should monitor both international diesel product prices and the rand, then compare the official wholesale list price with the retail quote available in their area. Since diesel retailing is not regulated like petrol, two outlets can make different commercial decisions around the same wholesale reference.
Interpreting inflation risk
Fuel is an input into transport, logistics, agriculture and electricity generation. A weaker rand can raise those costs even without a new crude shock. Conversely, a stronger rand can reduce imported-cost pressure, but it cannot automatically remove taxes, levies, margins or transport charges.
Quick Recap
Common mistakes when explaining a fuel-price change
- “Brent rose 10%, so petrol must rise 10%.” The BFP uses refined-product prices, currency conversion and a prior-period average; the pump price also contains domestic components.
- “The rand strengthened, so fuel must get cheaper immediately.” The movement may be too small to offset product prices, and monthly averaging delays the effect.
- “A government announcement’s cents-per-litre figure is the station price.” It may describe one BFP contribution, while the final regulated price includes other items and can vary by zone.
- “Petrol and diesel are regulated identically.” Petrol retail prices are regulated monthly; diesel retail prices are not, although a wholesale list price is published.
- “The exchange rate determines the rand.” The exchange rate changes the converted import cost, but it is itself influenced by many economic and financial forces.
