Oil futures prices influence gasoline prices indirectly. A futures quote signals what traders expect crude oil to cost for a specified delivery month, but drivers pay for a finished gasoline product that also reflects refinery margins, transportation, retail operations, taxes, local supply and demand, and timing. A rise or fall in futures can therefore precede a pump-price move without determining its size or speed.
The short answer: futures are an early signal, not the pump price
An oil futures contract is an agreement priced today for crude oil delivered at a later date. It is a market expectation and a financial trading instrument, not the invoice every service station pays. Gasoline reaches the pump through several stages:
As an Amazon Associate I earn from qualifying purchases.
- Crude is priced and acquired by refiners.
- Refineries turn crude into gasoline and other products.
- Wholesale gasoline is transported and sold to distributors and retailers.
- Stations add operating, distribution and marketing costs or margins.
- Federal, state and local taxes are included in the final price.
When futures prices move, they can change expectations about future crude costs, inventories, refinery economics and consumer demand. Those expectations can influence spot crude prices and wholesale gasoline trading. The effect reaches retail only as the physical market and each part of the supply chain adjust.
How a futures quote travels through the gasoline market
1. The contract sets an expectation about crude
Every futures quote needs context: the benchmark, contract month, delivery location and quote date. A December crude contract does not represent the same thing as today’s spot crude price, and neither is identical to the retail gasoline average reported for a survey week.

Traders use futures prices to assess expected supply, demand, inventories, geopolitical risk, production decisions and refinery demand. If a later-month contract rises because the market anticipates tighter crude supply, refiners and wholesalers may adjust purchasing and selling decisions before that crude is delivered. If expectations reverse, futures can fall while physical prices and retail prices remain elevated for a time.
2. Physical crude and refiner costs matter
Refiners ultimately need physical crude that meets their location, quality and transportation requirements. Their acquisition cost can differ from a headline futures quote because of transportation, quality differentials, regional logistics and the timing of the purchase. The U.S. Energy Information Administration (EIA) represents the crude component in its pump-price methodology with a monthly average composite refiner acquisition cost rather than a single futures settlement.
3. Refiners convert crude into a gasoline product
Gasoline has its own market price. Refiners pay for crude, but they sell gasoline and other products whose values change with seasonal demand, inventories, specifications and refinery availability. The difference between gasoline’s wholesale value and crude’s cost is commonly described with a refinery margin or “crack spread.”
A widening crack spread can push wholesale gasoline prices higher even if crude prices are flat. Conversely, a refinery outage, weak gasoline demand or abundant inventories can reduce the gasoline value relative to crude and offset some of crude’s effect. This is why a crude chart alone cannot explain every change in wholesale or retail gasoline.

4. Distribution, stations and taxes complete the price
After refining, gasoline moves through pipelines, terminals, trucks and storage facilities before reaching a station. Distribution expenses, station operating costs, marketing and the retailer’s margin are added along the way. Federal, state and sometimes local fuel taxes are also included. EIA’s methodology estimates distribution and marketing as the residual between the retail price and the crude, refining and tax components.
What the pump-price components show
EIA’s component framework keeps the stages separate. It uses the monthly average composite refiner acquisition cost for crude, a monthly spot gasoline price as a proxy for refinery output value, estimated federal and state taxes, and a residual distribution-and-marketing component.
| Component | What it represents | How futures can matter |
|---|---|---|
| Crude oil | The cost refiners incur for crude input | Futures can alter expectations and influence subsequent spot and acquisition prices. |
| Refining costs and profits | The value added when crude becomes gasoline; often tracked with crack spreads | Gasoline demand, outages, inventories and seasonal specifications can amplify or offset a crude move. |
| Distribution and marketing | Transportation, storage, station operations and retailer margins | Local logistics, competition and business costs can move independently of futures. |
| Taxes | Federal and state fuel taxes, plus applicable local charges | Tax rates generally do not follow daily futures changes, so they can make regional prices diverge. |
In EIA’s historical table, crude oil represented 51.9% of the U.S. regular gasoline retail price in May 2026. That dated share shows that crude was the largest component in that month; it does not mean crude always makes up the same percentage.

Why a $1-per-barrel move is not a guaranteed 2.4-cent change
EIA gives a general conversion guideline: a $1 change in the price of a 42-gallon barrel of crude equals about 2.4 cents per gallon when spread evenly across the barrel. The arithmetic is $1 divided by 42 gallons, or roughly $0.0238 per gallon.

This is a unit conversion for the crude portion, not a retail forecast. The pump price may move by less, more or not at all over a particular period because:
- Refining margins can rise or fall independently of crude.
- Retail and wholesale prices adjust at different times.
- Taxes are fixed or changed on schedules that do not match futures trading.
- Transportation, storage, station expenses and local competition differ by market.
- The futures contract may refer to a later delivery month rather than the crude being processed now.
Applying the guideline correctly means saying that a $10-per-barrel crude increase represents approximately 24 cents per gallon in crude-equivalent cost before considering all other components. It does not promise a 24-cent increase at a particular station.
Why gasoline prices can lag oil prices
EIA notes that there is typically a lag between a spot-price change and a retail-price change. Gasoline already in a terminal or station tank was purchased under earlier conditions. A retailer may replenish inventory on a different schedule from a futures contract’s delivery date, and wholesale prices may change before the station changes its posted price.
The lag can run in either direction. A falling crude or futures price may not immediately lower gasoline because higher refining margins, limited local supply or older inventory still support wholesale prices. A rising price can also take time to appear while stations sell fuel purchased earlier at a lower cost. EIA cautions that the measured refining and retail components vary with the calculation period partly because retail prices do not move at the same instant as spot prices.

Why two places can have different prices after the same futures move
Futures markets are national or international reference markets, while gasoline is sold in local physical markets. Differences between states, cities and even nearby stations can persist because of:
- Federal, state and local tax rates.
- Required gasoline formulations, such as seasonal or air-quality specifications.
- Pipeline access, shipping distance, terminal capacity and temporary supply disruptions.
- Local refinery outages or maintenance.
- Competition among stations and differences in rent, labor and other operating costs.
- Different inventory levels and delivery schedules.
A national retail average can therefore rise while one region is flat, or one station can change its price before a neighboring station. The common futures signal is only one input into those local outcomes.

Brent and West Texas Intermediate (WTI) are major crude benchmarks, but benchmark relevance depends on geography and period. In an EIA study of U.S. spot and retail gasoline over the period it analyzed, Brent was the main crude-oil price determinant rather than WTI. EIA also explains that before 2010 the distinction was less important because the two benchmarks were priced similarly.

How to interpret an oil-price headline
| Question | What to check | Why it changes the interpretation |
|---|---|---|
| Which market? | Brent or WTI; futures or spot | Benchmarks and contract types are not interchangeable. |
| Which product stage? | Crude, wholesale gasoline or retail gasoline | Refining, taxes and retail costs enter after crude. |
| Which time period? | Contract delivery month, spot observation and retail survey week | Retail adjustment can lag spot changes. |
| Which location? | National average, state, region or individual station | Taxes, formulations, supply and competition vary locally. |
| What happened to refining? | Crack spread, refinery outage, inventories and seasonal demand | Refining economics can amplify or counter a crude move. |
For example, “oil futures rose 5%” does not by itself establish that gasoline will rise 5%. A complete interpretation would identify the benchmark and contract, examine the gasoline wholesale market, account for refinery conditions and then allow for local retail timing and taxes.
Historical examples that illustrate the mechanism
May 2026 component share
EIA reported crude oil at 51.9% of the U.S. regular gasoline retail price in May 2026. The remaining 48.1% consisted of refining, distribution and marketing, and taxes under EIA’s component framework. Because this is a monthly, dated share, it should not be used as a permanent breakdown for another year or location.
March 2021 streak
In a March 30, 2021 historical account, EIA said U.S. regular gasoline averaged $2.85 per gallon on March 29 after 17 consecutive weekly increases, the longest streak in its survey since 1994. EIA attributed the broader rise primarily to higher crude-oil prices and higher wholesale gasoline margins. This is a historical example of multiple components moving together, not a current price or forecast.
September 4, 2026 analysis
An EIA analysis dated September 4, 2026 described elevated crack spreads and crude prices as contributors to higher pump prices. Its presentation separated crude oil, refinery margin, and retail, distribution and taxes, demonstrating why a pump-price increase can have more than one cause at the same time.
A practical way to estimate what may happen next
- Record the exact quote. Note Brent or WTI, futures or spot, contract month and date.
- Check the physical market. Look for crude acquisition costs, inventories, supply disruptions and regional logistics rather than assuming the futures quote is the current refinery input cost.
- Check gasoline wholesale conditions. Compare the gasoline product value with crude and look for a changing crack spread, refinery outage or seasonal specification.
- Allow for the lag. Match the timing of wholesale changes with the retail survey period and station replenishment cycle.
- Adjust for location. Include local taxes, required formulations, transportation costs and competition before applying a national rule of thumb.
- Use 2.4 cents carefully. Multiply the crude change in dollars per barrel by approximately 2.4 cents per gallon only as a crude-equivalent estimate, then treat the actual pump result as uncertain.
What drivers should and should not conclude
- Reasonable conclusion: A sustained futures move can signal changing crude-cost expectations that may eventually influence gasoline prices.
- Not justified: Every futures move immediately changes the price at every station.
- Reasonable conclusion: Crude is often the largest single component of gasoline’s retail price.
- Not justified: Crude explains the entire pump price or fixes the same percentage everywhere.
- Reasonable conclusion: Crack spreads, taxes, local supply and retailer costs can change the result.
- Not justified: A simple barrel-to-gallon conversion is a guaranteed forecast for a particular station.
The bottom line
Oil futures prices affect gasoline prices by shaping expectations and, over time, influencing crude and wholesale gasoline markets. The price drivers pay emerges later from the combined effects of crude acquisition costs, refinery margins, distribution and marketing, taxes and local market conditions. To judge what a futures move means, identify the benchmark and delivery month, compare crude with wholesale gasoline, account for the adjustment lag, and apply the 2.4-cent guideline only as a rough crude-cost conversion.
