How Often Should Employees Receive Security Awareness Training?

Most employers should train people when they join, reinforce the essentials throughout the year, and run a formal refresher on the interval required by their industry rules, contracts, and internal risk decision. There is no single annual mandate that applies to every organization. Where PCI DSS applies, personnel must be trained upon hire and at least once every 12 months; other major guidance calls for a planned, risk-based frequency rather than a universal number of months.

The right program also adds targeted instruction after incidents, major system or policy changes, new threats, or a change in someone’s responsibilities. Completion records matter, but preparedness depends on whether employees can recognize and report problems and handle information safely.

The practical answer: use a layered schedule

A defensible security-awareness schedule has several layers instead of one course date:

  • Onboarding: Give new employees and other covered users core instruction before or as they receive access, subject to any applicable compliance deadline.
  • Recurring formal training: Assign a complete refresher at the cadence required by the organization’s applicable laws, standards, contracts, and approved policy. For personnel within PCI DSS scope, the cited requirement is upon hire and at least once every 12 months.
  • Event-driven updates: Add focused training after a relevant incident, audit finding, system change, policy change, newly identified risk, or change in duties.
  • Between-course reinforcement: Use reminders, advisories, exercises, and other awareness communications to keep critical behaviors visible. These activities supplement, rather than automatically replace, required formal training.

This layered approach reflects the difference between a calendar obligation and an effective learning program. A once-a-year presentation can satisfy a narrow scheduling requirement while leaving people unprepared for a new attack technique or a changed workflow.

What the major guidance actually requires

NIST: define a cadence for your program

NIST Special Publication 800-50 Revision 1, published September 12, 2024, describes a lifecycle for cybersecurity and privacy learning programs. It is designed to be customized for different organizations and audiences, with emphasis on behavior change, security culture, and evaluation. It does not set one annual interval for every employer. Instead, an organization should define frequency as part of its program, then adjust it as needs and risks change.

NIST’s guidance is therefore useful for building a schedule, not for claiming that “NIST requires annual training.” Your written plan should identify who must be trained, what each audience must learn, how often assignments occur, which events trigger an update, and how results will be evaluated.

HIPAA guidance: a required program, no universal month count

NIST SP 800-66 Revision 2’s implementation material for HIPAA-regulated organizations explains that the Security Rule requires a security-awareness and training program for all workforce members, including management. The planning guidance says a strategy should define scope, goals, audiences, objectives, delivery methods, evaluation, and frequency.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The cited HIPAA implementation text does not prescribe “every 12 months” or another universal interval. A healthcare organization must determine a defensible frequency for its environment and verify any additional obligations from contracts, state law, payer requirements, or its own policies. Treating HIPAA itself as an automatic annual-training rule overstates what this guidance says.

PCI DSS: an explicit onboarding and annual benchmark

PCI DSS v4.0 assessment material states that personnel receive security-awareness training “Upon hire and at least once every 12 months.” The same material calls for multiple communication methods and annual acknowledgment that personnel have read and understood information-security policies and procedures.

This interval applies to personnel and entities within the applicable PCI DSS scope; it is not a universal law for every employer. The PCI Security Standards Council announced PCI DSS v4.0.1 in June 2024 as a limited revision with no added or deleted requirements, but an organization should confirm which standard and assessment materials apply to its current assessment.

FTC Safeguards Rule: regular refreshers, flexible timing

Federal Trade Commission guidance for financial institutions covered by the Safeguards Rule says: “Provide your people with security awareness training and schedule regular refreshers.” The guidance also recommends specialized training for people with hands-on responsibility for carrying out the information-security program.

The cited FTC material does not assign a fixed annual interval to those refreshers. It also advises updating training when new risks or vulnerabilities emerge and tracking employee participation. A financial institution should document what “regular” means for its risk profile and show that the schedule is actually followed.

Build an organization-specific frequency

Before choosing a number of months, document the factors that determine exposure and obligation. The exact answer depends on geography, sector, data handled, systems used, contractual commitments, adopted frameworks, and the duties of each audience.

Map mandatory and contractual deadlines

List every rule, standard, customer contract, insurance condition, and internal policy that addresses awareness training. Record the population covered and the required timing. If two requirements differ, use the more demanding applicable deadline unless your compliance counsel approves another documented interpretation. Recheck the list when a standard version or business activity changes.

Segment people by access and responsibility

General awareness is appropriate for the whole workforce, but it cannot cover every high-risk task in the same depth. Separate audiences such as:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • General users who handle company accounts, email, documents, and personal or confidential information.
  • Administrators and technical staff with elevated privileges.
  • Developers, system owners, and people who deploy or change production systems.
  • Employees who process payment-card data or support payment environments.
  • People who handle regulated health, financial, personal, or customer information.
  • Managers and incident coordinators who make decisions or receive reports.
  • Contractors, temporary workers, teleworkers, and other nontraditional workforce members with organizational access.

NIST SP 800-171 Revision 3 calls for initial security-literacy training, training thereafter at an organization-defined frequency, and additional training when system changes or designated events call for it. It also calls for role-based training before access or assigned duties and thereafter at an organization-defined frequency. Frequency and content should therefore match responsibilities and access, not merely job titles.

Set trigger conditions in advance

A written plan should say what causes a targeted update. Useful triggers include:

  • A phishing, credential, malware, data-loss, or other security incident that reveals a behavior gap.
  • An audit or assessment finding showing that people misunderstood a control or procedure.
  • A new system, authentication method, data store, office, merger, or remote-work process.
  • A change in a person’s duties, privileges, or access to regulated or sensitive information.
  • A new threat pattern or vulnerability that changes what employees must recognize or report.
  • A revised policy, legal obligation, customer contract, or technical procedure.

Trigger-based training can be short and focused. It should explain the changed behavior, identify who is affected, provide a way to ask questions, and preserve evidence of assignment and completion where records are required.

A schedule you can put into operation

1. At onboarding

Deliver foundational instruction before access where feasible, or immediately when the person starts if operational constraints make pre-access training impractical. At minimum, cover the organization’s security and acceptable-use policies, authentication and password practices, phishing and social-engineering warning signs, safe handling of sensitive information, incident-reporting channels, and where to get help.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Include remote workers, contractors, temporary staff, and other users who can access organizational systems. Keep a record of the assignment, completion date, audience, version of the material, and any acknowledgment. For PCI DSS-scoped personnel, onboarding timing must meet the “upon hire” requirement.

2. On the recurring formal cycle

Choose the recurring interval from the obligations and risk analysis rather than from an assumed universal rule. Where PCI DSS applies, schedule the complete awareness training at least once every 12 months after hire and obtain the required annual policy acknowledgment. For programs governed by NIST-based planning or FTC guidance, document why the selected interval is regular and appropriate, then review it when conditions change.

A recurring course should refresh core behaviors and introduce changes since the previous edition. Keep an auditable assignment list so missed training is escalated instead of silently rolling forward.

3. After a meaningful change or event

Do not wait for the next annual date when the existing material is no longer sufficient. Assign targeted instruction after an incident, assessment finding, major system or responsibility change, new risk, or policy revision. Update the underlying course as well as sending a one-time notice when the change affects everyone.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Between formal assignments

Use multiple communication methods, such as short advisories, team briefings, scenario exercises, awareness events, and reminders tied to real workflows. NIST identifies awareness techniques including advisories and awareness events, while PCI DSS assessment material calls for multiple communication methods. A poster, message, or simulation is reinforcement; it is not automatically a substitute for a required formal course or acknowledgment.

What each audience should learn

General workforce

Focus on decisions employees make frequently: verifying unexpected requests, protecting credentials and multifactor prompts, handling sensitive files, using approved storage and collaboration tools, securing devices, and reporting suspected incidents quickly. Explain the reporting path and what information to include so people do not delay while trying to investigate on their own.

Privileged and technical users

Provide deeper instruction on administrative authentication, secrets, logging, vulnerability handling, secure configuration, change control, backup protection, and incident escalation. Training should precede privileged access and recur on the organization-defined schedule, with updates when platforms or responsibilities change.

Payment, health, financial, and other regulated-data roles

Connect general awareness to the specific data environment: where regulated information may be stored, who may access it, approved transmission methods, retention and disposal, and the consequences of an incorrect disclosure. Map the course to the rule or contract that covers the role rather than assuming that a general employee module is enough.

Managers and incident responders

Teach managers how to reinforce reporting, preserve evidence, route alerts, and avoid discouraging good-faith reports. People responsible for executing the information-security program may need specialized instruction, as the FTC guidance notes for covered financial institutions.

How to measure whether the cadence works

Completion percentage is an administrative measure, not proof of readiness. NIST SP 800-50 Revision 1 encourages program objectives, metrics, feedback, and evaluation. Define what successful behavior looks like and collect evidence against it.

  • Participation: Track assignments, completions, overdue items, acknowledgments, audience, and material version.
  • Knowledge: Use questions or practical checks tied to the stated objectives, not trivia that employees will never use.
  • Behavior: Examine reporting speed, use of approved processes, repeat policy violations, and results from authorized exercises.
  • Operational outcomes: Review incident and near-miss patterns, audit findings, and recurring control failures by audience.
  • Feedback: Ask whether the examples, delivery method, timing, and accessibility fit the work. Use that feedback to revise the next cycle.

Protect the distinction between a training exercise and a disciplinary investigation. Use results to improve content and controls, while handling personal data and employee records according to applicable policy and law.

Comparing the main scheduling positions

Guidance What it establishes How to use it
NIST SP 800-50 Rev. 1 (September 12, 2024) Customizable, lifecycle-based learning program with evaluation; no universal annual interval. Define and review frequency as part of the organization’s program.
NIST SP 800-66 Rev. 2 HIPAA implementation material Security-awareness and training program for all workforce members, including management; strategy should define frequency. Set a documented cadence for the covered environment; do not label HIPAA automatically annual based on this passage.
NIST SP 800-171 Rev. 3 Initial security-literacy training, organization-defined recurring frequency, event-driven updates, and role-based training. Set separate frequencies and triggers for users, roles, systems, and access levels.
PCI DSS v4.0 assessment material Training upon hire and at least once every 12 months, multiple communication methods, and annual policy acknowledgment for applicable personnel. Use the explicit onboarding and annual benchmark within PCI DSS scope, while confirming the applicable assessment version.
FTC Safeguards Rule guidance Security-awareness training with regular refreshers, updates for new risks, and specialized instruction for responsible staff; no fixed interval in the cited passage. Define and document what regular means for the institution’s risk and obligations.

Common mistakes and their fixes

“Annual” treated as a universal legal rule

Problem: An organization states that every employer must train every employee once a year.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Identify the exact rule and scope. Say “at least every 12 months” only when the applicable requirement actually says that, such as the cited PCI DSS material.

Course completion mistaken for preparedness

Problem: A dashboard shows 100% completion while employees do not know how to report a suspicious message.

Fix: Add objective-based knowledge checks, behavior measures, feedback, and incident analysis. Revise the material when evidence shows a gap.

One generic module for every role

Problem: Administrators, payment staff, executives, and ordinary users receive identical instruction despite different access.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Keep a common baseline, then add role-based modules before access and at the organization-defined recurring frequency.

Remote and contingent workers omitted

Problem: The schedule covers office employees but not teleworkers, contractors, or temporary staff.

Fix: Define the covered workforce by access and responsibility, not payroll status, and maintain assignment records for every included audience.

Waiting for the next cycle after a change

Problem: A new system or incident changes the correct behavior, but the old course remains in circulation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Fix: Use the documented event triggers to issue targeted training immediately and update the recurring course before its next assignment.

A governance checklist

  1. Inventory applicable laws, standards, contracts, insurance conditions, and internal policies.
  2. Define covered audiences, including remote and non-employee users with access.
  3. Document onboarding content and the point at which access is permitted.
  4. Set the recurring formal interval for each audience and record the rationale.
  5. List event triggers for targeted updates and assign an owner for activating them.
  6. Map role-based modules to duties, privileges, systems, and regulated data.
  7. Choose delivery methods that support accessibility and multiple communication channels.
  8. Configure assignment, reminder, escalation, acknowledgment, and retention records.
  9. Set objectives and metrics for knowledge, behavior, incidents, and feedback.
  10. Review the program after incidents, audits, major changes, and at the scheduled governance review.

Bottom line for employers

Start with training at hire, meet every explicitly applicable deadline, and use a documented recurring schedule rather than an assumed universal annual rule. Add role-based instruction and event-driven updates whenever systems, duties, threats, policies, or incidents make the previous material incomplete. A program is credible when it can show not only who completed a course, but also why the cadence was chosen and how the organization checks that people can apply the guidance.
