The steam path depends on reactor type: a boiling-water reactor (BWR) separates moisture before steam reaches its turbine, while a pressurized-water reactor (PWR) makes turbine steam in a separate steam-generator circuit and commonly dries and reheats it between turbine sections.
These distinctions matter because moisture can contribute to turbine-blade erosion, while impurities and material conditions raise separate chemistry and equipment-integrity concerns. The relevant targets, alarms and protection logic are set for each unit; general descriptions do not provide universal operating limits.

What steam quality means—and why it matters
In this context, steam quality concerns the condition of steam delivered through the turbine path, including how much liquid water is mixed with it. Steam carrying droplets is not equivalent to dry vapor. As steam expands through turbine stages, moisture can expose blades and other steam-path components to erosion. Moisture separation is therefore an equipment-protection measure as well as part of the plant’s steam cycle.
“Steam quality” is not a single number that applies to every nuclear unit. The IAEA’s chemistry guidance, SSG-13 (Rev. 1), says moisture-separator output is to meet the turbine manufacturer’s specification. That is a design- and equipment-related requirement, not a published universal moisture threshold. The precise acceptance criteria and operating limits belong to the applicable plant documentation.

Steam moisture and water chemistry are related to reliable operation, but they are not the same control problem. Separators remove liquid droplets from a steam flow. Chemistry programs define and monitor water and steam parameters, establish limits and corrective actions, and account for plant materials and design. A separator does not replace chemistry control, and chemistry measurements do not physically remove droplets from the steam.
How do nuclear power plants manage steam quality?
The first step in understanding steam quality is to follow the plant’s actual steam path. BWRs and PWRs use different arrangements because they produce turbine steam in different ways. The sequences below describe typical designs, not every plant configuration.
In a BWR, moisture is separated before the main steamline
A BWR boils reactor coolant in the reactor vessel. The mixture of steam and water leaving the core region passes through two stages of moisture separation before steam enters the main steamline and travels to the turbine. The U.S. Nuclear Regulatory Commission’s overview of boiling-water reactors describes this vessel-based separation and the route from the turbine exhaust to the condenser.

After passing through the turbine, exhaust steam goes to the condenser, where it becomes water again. Condensate is pumped, reheated through the feedwater cycle and returned to the reactor vessel. In this arrangement, the moisture-separation stages are upstream of the turbine; they separate liquid from the steam-water mixture before it enters the main steamline.

In a PWR, the steam generator separates the primary and secondary circuits
A PWR keeps its reactor coolant in a primary circuit and transfers heat through steam-generator tubes to water in a separate secondary circuit. The secondary water boils, and that steam goes to the turbine. In normal operation, turbine steam is therefore secondary steam, rather than coolant flowing directly from the reactor vessel to the turbine.
A common PWR arrangement includes a moisture separator/reheater (MSR) between the high-pressure and low-pressure turbine sections. Steam expands through the high-pressure turbine, then passes through the MSR. Separators remove moisture; reheater stages raise the steam temperature before it flows to the low-pressure turbine. The NRC’s Reactor Concepts Manual and IAEA-TECDOC-1885 describe this arrangement. It is common, but should not be treated as a universal layout for every turbine.
The reason for separating and reheating steam at this point is to limit moisture exposure as steam continues through the turbine. Moisture in expanding steam can contribute to blade erosion. The MSR addresses the steam condition between turbine sections; it is not a substitute for the steam generator’s role in transferring heat between the primary and secondary circuits.
What the two steam paths have in common—and where they differ
| Question | Typical BWR | Typical PWR |
|---|---|---|
| Where is turbine steam produced? | In the reactor vessel, where reactor coolant boils. | In the steam generator’s separate secondary-water circuit. |
| Where is moisture removed? | Two separation stages in the vessel before steam enters the main steamline, as described in the NRC’s BWR overview. | A common arrangement includes an MSR after the high-pressure turbine. |
| Is steam reheated between turbine sections? | Not established as a universal feature by the cited overview. | In the common MSR arrangement described by the NRC and IAEA, steam is reheated before entering the low-pressure turbine. |
| What sets the applicable steam-quality target? | The IAEA guidance ties moisture-separator output to the turbine manufacturer’s specification; the applicable plant requirements are unit-specific. | |
The comparison is about the typical arrangements described by the NRC and IAEA, not a substitute for a particular plant’s design documents. In particular, it would be misleading to describe every nuclear turbine as having the same separator, reheater or steam-quality target.

How chemistry and monitoring support steam-path integrity
The IAEA’s SSG-13 (Rev. 1) frames a plant chemistry program around three elements: the chemistry regime, chemistry control and chemistry measurements. The operating organization is responsible for implementing the program, and the program is based on the plant’s design and the materials used. In practical terms, those elements connect the intended chemical conditions to the parameters measured in operation and to the action taken when a limit is exceeded.
- Chemistry regime: the chemistry approach selected for the plant’s design and materials.
- Chemistry control: the parameters to control, measurement frequencies, limits and corrective actions.
- Chemistry measurements: the observations used to assess whether the relevant conditions remain within the plant’s established requirements.
The IAEA guidance also advises keeping steam humidity low to reduce contamination spread and steam-line degradation. That recommendation complements physical moisture separation. It does not create a single humidity limit for every reactor or replace unit-specific procedures and technical specifications.
PWRs also require attention to the boundary between the primary and secondary circuits. Steam-generator tubes separate radioactive primary coolant from secondary steam during normal operation. The NRC’s backgrounder on steam-generator tube issues describes inspection and chemistry monitoring for signs of tube leakage. If tube flaws exceed the limits established for a particular plant, the affected tubes may be repaired or plugged. Those limits are plant-specific; the general description does not supply a universal flaw threshold.

Turbine protection is best understood as several layers rather than one device or automatic action. The available descriptions support a combination of steam-path design, chemistry and condition monitoring, and inspection or maintenance. They do not establish one universal turbine trip setpoint or a single automatic protection sequence for all plants.

1. Design the steam path to remove moisture
Moisture separators are placed where the plant design calls for them: in the BWR vessel before the main steamline, or, in a common PWR arrangement, in an MSR after the high-pressure turbine. A PWR reheater then increases steam temperature before the low-pressure turbine. These components address moisture in the flow path; their locations and configuration depend on the unit.
2. Control chemistry and watch for conditions that threaten integrity
Chemistry programs set plant-specific parameters, measurement frequencies, limits and corrective actions. Monitoring is not the same as separation: chemistry work tracks water and material conditions, while separator equipment removes droplets. For PWRs, attention to the secondary side also helps monitor the steam-generator tube boundary between the circuits.
3. Inspect equipment and respond under approved plant requirements
Inspection and maintenance provide another layer, including attention to steam-generator tubes in PWRs. The NRC describes inspection and chemistry monitoring for tube leakage, as well as repair or plugging when flaws exceed plant-specific limits. The exact inspection scope, acceptance criteria and response are governed by the relevant unit’s approved documentation.
4. Follow unit-specific protection logic—not an assumed universal trip value
Alarm values, turbine trip logic, chemistry limits and operating responses vary by plant. The general NRC and IAEA sources discussed here do not establish a universal moisture threshold, chemistry limit or trip setpoint. Those values and actions must be taken from the applicable plant technical specifications, operating procedures and design documents. A generic article cannot safely supply them.

What operating experience says about moisture and erosion
Moisture-related erosion is not merely a theoretical concern. NRC Information Notice No. 82-22, published in 1982, documented several steam-line failures that apparently resulted from steam erosion. The notice discussed events at multiple units and included an event context involving reduced-power operation and lower-quality steam.
This historical notice is evidence that steam condition and erosion deserve attention; it is not a current fleet-wide failure-rate statistic, proof that every lower-quality-steam condition causes failure, or a universal description of turbine protection. It should be read as operating experience that reinforces the value of design, monitoring and maintenance—not as a present-day trend estimate.
What operators and readers should verify for a specific plant
A general BWR/PWR explanation cannot identify a unit’s numeric limits or exact control sequence. For a particular plant, use its current approved documents and design information to establish what equipment is installed and what conditions require action. Check:

Pick the symptom - the matching free tool is one click away.
- Whether the unit is a BWR or PWR and how its turbine steam path is arranged.
- Where moisture separators are located and whether the turbine path includes an MSR or reheater.
- The turbine manufacturer’s applicable steam-quality specification and the corresponding plant requirements.
- The chemistry regime, measured parameters, measurement frequency, limits and corrective actions for that unit.
- For a PWR, the applicable steam-generator tube inspection criteria and the plant’s response to indications of leakage or flaws.
- The unit’s technical specifications, procedures and approved design documents for alarms, protection logic and operating actions.
These checks prevent a common mistake: taking a component description from one reactor type or plant and treating it as a universal operating rule. The equipment explains how moisture is managed; the plant’s approved requirements explain what operators must do when measured conditions change.
