How Nuclear Power Plant Construction Works, From Site Preparation to Commissioning

By Freedom251 Team · · 10 min read

A nuclear power plant is built as a licensed, quality-controlled project that moves from site characterization through civil construction, equipment installation, inspections, and staged commissioning. Construction and testing overlap: the site is still being confirmed while structures rise, suppliers manufacture components, procedures are written, and the future operating team is trained.

There is no single worldwide sequence or standard schedule. National law, reactor design, site conditions, contracting strategy, and regulatory hold points determine the route. The U.S. Nuclear Regulatory Commission (NRC) pathway is a useful example of licensing and acceptance controls; International Atomic Energy Agency (IAEA) guidance describes principles that apply more broadly.

What “building a nuclear plant” actually includes

The visible work—excavating a foundation, erecting buildings, and installing equipment—is only one part of the project. A plant must be shown to match its approved design, safety analysis, license conditions, and operating procedures before it can begin routine generation.

  • Manufacture, delivery, installation, testing, and integration of plant systems and components.
  • Quality assurance, supplier oversight, inspections, records, and configuration control.
  • Operator recruitment, training, procedures, emergency arrangements, and transfer of complete plant information.
  • Progressive commissioning, ending in controlled nuclear testing and power ascension.

These activities are deliberately coordinated rather than performed as a neat linear checklist. For example, equipment may be manufactured while foundations are being prepared, and commissioning procedures may be developed while installation is still under way.

1. Select and evaluate the site

Initial surveys and candidate selection

Site selection begins with surveys, not with a construction crew. Investigations examine characteristics that can affect plant design and safety, including geology, seismic behavior, groundwater, surface water, flooding potential, meteorology, and other local conditions relevant to the applicable safety analysis.

IAEA guidance treats selection as the start of a continuing process. A candidate site is screened, then characterized in increasing detail. The objective is not simply to find enough land; it is to establish reliable site-related design inputs and demonstrate that the proposed plant can be built and operated safely there.

Detailed characterization and design inputs

Detailed studies convert field observations into engineering parameters. Those parameters feed the design bases, structural calculations, equipment requirements, environmental evaluations, and safety analyses. A plant designed for one geological or hydrological setting cannot automatically be transferred to another without reviewing those inputs.

Site evaluation continues after the initial decision. During design, construction, and the pre-operational period, the owner confirms that actual conditions remain consistent with the assumptions used in the safety case. New information can require additional analysis, monitoring, design changes, or regulatory review.

2. Obtain approvals before major work

Licensing is jurisdiction-specific

Every country sets its own licensing sequence, responsibilities, and hold points. The legal route may separate a construction authorization from an operating license, combine them conditionally, or use several staged approvals. The project schedule must follow the applicable regulator’s requirements rather than a generic international template.

The U.S. Part 52 example

In the United States, an NRC Part 52 combined license (COL) authorizes construction and conditional operation subject to the license’s conditions. The NRC’s review schedule can vary with an applicant’s project needs, design complexity, and agency resources.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A project with an early site permit may, in certain circumstances, obtain a limited work authorization for some early site preparation before the COL is issued. That authorization is a U.S.-specific mechanism and should not be presented as a worldwide rule or as permission to build safety-significant structures without the required approvals.

Why the approval boundary matters

Construction activities are planned around what the license allows at each stage. The owner must identify which work is authorized, preserve evidence that conditions were met, and maintain a clear connection between the approved design, field changes, inspections, and final plant configuration.

3. Prepare the site and control ground conditions

Typical geotechnical sequence

Once the required authorization is in place, site preparation commonly includes clearing and grading, excavation, ground improvement where required by the design, drainage and groundwater controls, backfilling, and construction of foundations and buildings. The exact order depends on the site and plant layout.

Excavation removes material to the elevations and geometries required for foundations and underground structures. Backfilling then restores specified areas with controlled materials and compaction. Each step must be documented and checked against engineering requirements; hidden work cannot be verified reliably after it is covered.

Monitoring the site during construction

Groundwater levels, settlement, excavation behavior, and other site responses may be monitored against the assumptions used in design. Monitoring is not a one-time survey. If measured conditions differ materially from the design basis, the project must evaluate the effect and determine whether engineering, construction methods, or regulatory submissions need to change.

Access roads, utility connections, laydown areas, offices, workshops, and other temporary facilities are project-specific. They support construction but should not be mistaken for a universal sequence required at every plant.

4. Build structures while systems are manufactured and installed

Civil and building work

Structural work creates the spaces and barriers needed for the plant’s systems. Foundations, underground structures, buildings, support structures, embedded items, and internal rooms are built to controlled drawings and specifications. The owner must preserve the configuration record as the physical plant develops.

Manufacturing and delivery

Many components are made away from the site. Suppliers manufacture equipment to specified requirements, perform required inspections and tests, compile records, and deliver the items for installation. The construction organization must coordinate factory work with site readiness, transportation, storage, preservation, and installation windows.

Installation and integration

Workers install mechanical, electrical, instrumentation, control, cooling, power-distribution, and support systems as the relevant structures become available. Installation is followed by examinations, testing, and system turnover. Work packages may overlap, but interfaces must remain controlled: a late design change or an out-of-sequence installation can affect multiple systems.

IAEA contracting guidance emphasizes that the owner or future operator needs effective construction management, supplier oversight, planning for handover, and reliable records. A plant is not complete merely because equipment is physically in place; it must be demonstrably installed and configured as designed.

5. Apply quality assurance and regulatory oversight throughout

Quality assurance is a management system

Quality assurance (QA) consists of planned and systematic actions that provide confidence that safety-significant structures, systems, and components will perform satisfactorily. It covers organizations and responsibilities, procedures, procurement, supplier controls, inspections, tests, nonconformance handling, corrective action, records, and audits.

QA is different from a final visual inspection. It creates traceable evidence that work was specified correctly, performed by qualified personnel, checked using approved methods, and accepted against defined criteria.

What U.S. NRC oversight can include

For a U.S. new-reactor project, the NRC Construction Inspection Program includes construction inspectors, vendor QA inspections, checks that the as-built plant conforms to license conditions, and inspections of required testing and acceptance criteria. The NRC also reviews operational-readiness programs as the project approaches operation.

Inspectors do not replace the licensee’s responsibility. The licensee performs and documents the work, controls its suppliers, reports results, and corrects deficiencies. Regulatory inspections provide independent oversight of whether the required processes and outcomes are being achieved.

Configuration control and records

Design drawings, calculations, specifications, inspection reports, test results, material certifications, nonconformance dispositions, and approved changes form the evidence that the finished plant matches its safety case. Losing control of those records can delay turnover even when physical construction appears complete.

6. Close construction tests and acceptance criteria

ITAAC in the United States

Under a U.S. combined license, ITAAC means inspections, tests, analyses, and acceptance criteria established in the license. They are not optional commissioning paperwork. They are license-linked findings that must demonstrate the plant was constructed and tested as required.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. The licensee performs the specified inspections, tests, and analyses.
  2. The licensee evaluates the results against each acceptance criterion and compiles the required completion documentation.
  3. The licensee reports completion to the NRC in the form and timing required by the license.
  4. The NRC inspects selected work, reviews the evidence, and verifies that the standards have been met.
  5. Fuel loading cannot proceed until the applicable licensing and ITAAC conditions are satisfied.

ITAAC is a U.S.-specific example of how a regulator can tie construction completion to objectively defined evidence. Other jurisdictions use different terminology and legal mechanisms, even when they pursue the same underlying goal.

7. Commission the plant in reviewed stages

Commissioning is the controlled transition from a constructed facility to an operating nuclear installation. IAEA guidance describes a progressive process in which each stage produces evidence for the next. The plant is not simply switched on after construction.

Stage 1: component and system non-nuclear tests

Testing begins without nuclear fuel. Individual components and systems are examined, energized, operated, flushed, calibrated, or otherwise tested as appropriate to their function. These tests confirm installation quality, identify defects, and establish that systems can be operated safely under defined conditions.

Stage 2: integrated non-nuclear testing

Systems are then tested together. Interfaces such as control signals, electrical supplies, cooling paths, alarms, interlocks, and protection functions must work as an integrated plant rather than as isolated pieces of equipment. Procedures are exercised and deficiencies are corrected before nuclear testing.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Stage 3: fuel loading and subcritical testing

After the required approvals and hold points, fuel can be loaded. Initial tests are performed in a subcritical condition to verify configuration, instrumentation, control functions, and procedures without sustaining a nuclear chain reaction.

Stage 4: initial criticality and low-power testing

Initial criticality is the controlled achievement of a self-sustaining chain reaction. Testing then proceeds at low power, where operators and engineers can compare measured behavior with predictions, confirm protection and control functions, and resolve issues under relatively limited plant conditions.

Stage 5: power ascension

Power is increased in planned steps. At each hold point, the team reviews test results, equipment performance, procedures, personnel readiness, and regulatory conditions before proceeding. Power ascension establishes baseline information for future operation and helps validate operating procedures.

Why stage reviews are mandatory

A stage review must precede the next stage, with regulator authorizations and hold points applied as required by the national framework. Commissioning checks whether installed systems meet design and safety requirements, familiarizes staff with the plant, validates procedures, and creates reference data for operation and maintenance.

8. Prepare the operator and transfer the plant

Operating readiness begins before construction ends. The future operating organization needs qualified staff, training facilities, procedures, maintenance arrangements, emergency plans, spare-parts strategies, and a controlled process for accepting systems from the construction organization.

Handover is an information transfer as much as a physical transfer. IAEA contracting guidance identifies material such as the following:

  • Design information and approved configuration data.
  • Equipment specifications, manufacturing records, and test results.
  • Spare-parts information and preservation requirements.
  • Supplier documentation, manuals, and maintenance instructions.
  • Plant configuration records and as-built drawings.
  • Audit information and evidence that quality requirements were met.

Incomplete records can prevent operators from demonstrating that equipment is properly configured, maintained, and supported. For that reason, handover planning belongs in the construction strategy, not as an administrative task after commissioning.

How long does construction and commissioning take?

There is no defensible universal construction duration. Projects differ in reactor design, site geology, licensing route, contract structure, supply-chain maturity, workforce readiness, scope, and the number of commissioning hold points.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

IAEA SSG-16 (Revision 1) gives an indicative seven-to-ten-year phase toward readiness to commission and operate a country’s first nuclear power plant. That figure describes development of national nuclear safety infrastructure; it is not a construction-period estimate for an individual reactor.

For the United States, the NRC notes that its licensing review schedule can differ according to the applicant’s needs, design complexity, and agency resources. A meaningful comparison must state whether a figure covers licensing, construction, commissioning, or the entire programme.

How to compare two nuclear projects fairly

Comparing headline dates without matching scope can produce a misleading result. Use the following framework:

Comparison axis Questions to ask
Site Are geology, groundwater, seismic conditions, climate, and excavation requirements comparable?
Reactor design Is the design established, modified, or being deployed for the first time in that jurisdiction?
Licensing Does the timeline include site approval, construction authorization, operating authorization, or all three?
Contracting Are engineering, procurement, construction, commissioning, and supplier responsibilities organized the same way?
Supply chain Are major components available from qualified suppliers with complete quality records?
Workforce Does the country already have trained regulators, constructors, operators, and commissioning staff?
Construction scope Are enabling works, infrastructure, testing facilities, and owner-supplied systems included?
Commissioning boundary Does the reported endpoint mean mechanical completion, fuel loading, initial criticality, or commercial operation?

The available guidance does not establish a current, comparable set of project cost or build-duration figures, so a single “typical” number would conceal more than it explains.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

What can delay the route to operation?

  • Site conditions differ from assumptions: unexpected groundwater, settlement, or geological behavior can require additional analysis or construction controls.
  • Design or configuration changes: a change made late can affect drawings, procurement, installation, testing, and the safety case.
  • Supplier or record problems: missing documentation, nonconforming items, or weak quality controls can block acceptance even when equipment is installed.
  • Incomplete integrated testing: systems that work individually may fail at interfaces, requiring corrective work before the next commissioning stage.
  • Readiness gaps: operators, procedures, maintenance programs, or emergency arrangements may not be ready when construction is physically complete.
  • Regulatory hold points: required inspections, reviews, reports, or authorizations must be completed before the project advances.

The practical lesson is that schedule protection comes from disciplined design control, supplier oversight, records, testing, and early operating-readiness work—not from treating commissioning as a short final switch-on activity.

The complete lifecycle in one view

  1. Survey and select a candidate site.
  2. Characterize the site in detail and derive design inputs.
  3. Obtain the jurisdiction’s required approvals; in the U.S., this may include a Part 52 combined license and, in certain cases, limited early site work under an early site permit.
  4. Excavate, control groundwater, prepare foundations, and construct buildings.
  5. Manufacture, deliver, install, and integrate plant systems while civil work continues.
  6. Apply QA, supplier controls, inspections, configuration management, and records throughout.
  7. Complete license-linked tests and acceptance criteria, such as U.S. ITAAC where applicable.
  8. Commission progressively from non-nuclear tests through fuel loading, criticality, low-power tests, and power ascension.
  9. Transfer complete design, equipment, supplier, maintenance, and audit information to the operating organization.
  10. Enter operation only after the required technical evidence, personnel readiness, and regulatory authorizations are in place.
