How NSF cuts affected social-science research—and what the evidence shows

Reports document abrupt staffing terminations at the National Science Foundation (NSF), terminated grants, and the elimination of some programs supporting gender equity in science and technology. They also describe consequences for researchers. But the available evidence does not establish a comprehensive total for social-science-specific losses, so it cannot substantiate a claim that all or most NSF social-science research was gutted.

What the reporting documents

The evidence points to several different kinds of change: personnel cuts affecting grant administration, awards terminated before their planned end, and specific programs eliminated. These are related, but they do not measure the same thing. In particular, a staffing percentage or an estimate covering NSF grants generally cannot be read as a percentage or total for social-science funding.

Evidence What it measures What it does not establish
Northern Public Radio reported on February 24, 2025, that 10 percent of scientists who steward research grants—including specialist experts—were among NSF personnel abruptly terminated. A reported change in grant-stewardship staffing. A 10 percent reduction in social-science grants, funding, or research capacity.
The National Education Association (NEA) reported an example of an NSF grant terminated before its planned end. It also cited a Grants Watch estimate of more than 1,600 terminated NSF grants worth more than $1.5 billion since April 2025. An example of an early grant termination and a third-party estimate covering NSF grants broadly. An official NSF tally or a social-science-specific count or dollar total.
The Conversation’s year-end researcher accounts describe the elimination of NSF programs dedicated to improving gender equity in science and technology and report effects on research work. Specific program changes and researchers’ accounts of consequences. A comprehensive measure of all affected social-science programs, awards, or researchers.

Why the figures do not add up to a social-science total

The 10 percent figure concerns scientists responsible for grant stewardship, not the share of NSF money or social-science awards cut. The Grants Watch estimate, as reported by NEA, covers NSF grants broadly; the reporting does not identify how many of those grants were social-science awards. Combining either figure with the other would conflate staffing, grant counts, and funding values.

Likewise, eliminating programs focused on gender equity in science and technology is significant evidence of a specific program change, but it does not show that social-science research as a whole was eliminated. A grant may support social-science work without belonging to a program described in those accounts, and a broad NSF grant estimate may include work outside the social sciences.

What researchers say the changes mean

The Conversation’s year-end accounts describe researchers’ experiences and the effects of program losses on research work. Such accounts help show how an institutional change can affect research in practice; they are not, on their own, a census of every project affected or a measurement of the full financial impact.

The NEA’s account of a grant terminated before its planned end illustrates that awards could be interrupted before their expected completion. The available reporting here does not establish the later status of individual awards—whether they were appealed, restored, or otherwise changed—so their outcomes should not be assumed.

What remains unknown

The cited reporting does not provide an authoritative, comprehensive accounting of NSF social-science-specific grant and program losses. It therefore does not establish the total number of social-science awards terminated, the total funding affected in that field, or the share of NSF social-science research disrupted. The reported evidence supports a narrower conclusion: staffing changes, broad grant terminations, and particular program eliminations affected research and researchers, while the overall scale of the social-science-specific impact remains unquantified in these sources.
