How No Law’s Small Team Plans to Make Port Desire Feel Bigger

No Law is not being designed to match Cyberpunk 2077’s Night City in land area. Instead, Neon Giant says it is building a smaller, denser city where steep terrain, layered routes, selected interiors and shifting conditions are meant to make exploration feel expansive. Creative director Tor Frick told Rock Paper Shotgun that 24 people were working on the game, excluding outsourced QA, art and sound-design teams. These are reported design plans, not a verified final feature list.

How does No Law plan to make its city feel as big as Cyberpunk 2077?

The reported answer is density rather than footprint. Port Desire is described as significantly smaller in land mass than Night City, but the developers want players to find routes and places that are not obvious from a street-level view.

Frick describes a city of tall buildings and steep hills, with paths that go over, under and through structures. Winding, Mediterranean-style streets are intended to reward detours: a turn might reveal an alley, staircase or connection between areas. That is a design goal, not a measured comparison; the report provides no map dimensions for either city.

The setting is also described as bounded by deep water and a border wall. Frick says the team preferred visible edges to invisible barriers, tying the limits to a setting between neighboring countries and drawing some inspiration from Kowloon Walled City. The reported approach is to make the boundaries part of the place rather than conceal them behind an apparently endless map.

What does the 24-person figure include?

Frick, identified in the report as one of Neon Giant’s creative directors, said 24 people were working on No Law. That figure excludes outsourced QA, art and sound-design teams, so it should not be read as the total number of people contributing to the game.

Frick characterized the project as difficult and ambitious. The report presents some omissions as early scope decisions: parked cars are visible, but players will not drive them, and not every building will be enterable. The team says it concentrated on places that feel natural to explore rather than trying to make every feature or doorway available.

Can players enter buildings, and are interiors seamless?

The team reportedly wanted to avoid loading screens between streets and interiors. Frick said physical spaces match their exteriors rather than opening into larger spaces through a loading transition. Access is selective, though: the report cites understreet nightclubs, bars in a red-light district and some residents’ apartments as examples of enterable places. It does not say every building can be explored.

This is a trade-off between universal access and a curated set of interiors. The stated aim is continuity where entry is allowed, not an open door on every building.

How are time and weather meant to change exploration?

Frick describes time and weather as factors that change who occupies different districts, which in turn can alter how difficult a mission approach feels. The interview gives examples including smoggy streets, rainy residential areas, a busy party district and different nighttime patterns in the slums and bazaar.

A crowded street might be harder or easier to cross depending on the hour and conditions. The report presents these population shifts as part of the planned environmental variation; it does not provide performance details or independently verified gameplay results.

What other systems are described for missions?

No Law is characterized in the report as an open-world immersive sim. The described plans combine several ways to approach missions with item combinations that can create tools such as time-slowing grenades and remote exploding drones.

The report also says the player targets the city’s four mayors, while surviving magistrates change their patterns and defenses in response. Together with district population changes, these systems are intended to make the route through a mission matter, rather than turning the city into scenery around a single prescribed path.

What is confirmed—and what remains uncertain?

The available account is an interview-based report published by Rock Paper Shotgun on October 5, 2026. It describes Neon Giant’s intentions; it is not an independent playtest or technical assessment. There is no measured map-size comparison, performance data or confirmation that every described feature will appear in the final game. Release date, platforms, price, editions and the complete development headcount are not established by this report.

That distinction matters when judging the small-team approach. The reported design choices explain how Neon Giant hopes to use constrained scope—denser routes, selected interiors and environmental variation—to create a sense of scale. They do not yet demonstrate how expansive Port Desire feels in play.
