When an NHL starter cannot play, the team first looks to its available, eligible rostered goalie—usually its regular backup. If that option is unavailable, it may recall a goalie from its minor-league affiliate, provided roster rules, salary-cap room and travel time allow it. An emergency replacement is a separate, tightly regulated fallback, not another name for an AHL recall.
What “backup goalie” can mean
The phrase can describe three different options: the club’s regular NHL backup, a goalie recalled from its organization, or an approved emergency replacement. Which one is possible depends on when the starter becomes unavailable and whether the other candidates can legally and practically dress for the game.

The usual order of options
1. Dress the regular NHL backup
NHL rules provide for two goalkeepers in a team’s lineup. When the starter is unavailable before the game, the other rostered goalie is the natural choice if healthy and available. If the starter becomes unavailable later, the backup may take over as starter; the club then has to determine who can fill the open game-day spot under the applicable lineup and roster rules. See the 2025–26 NHL Official Rules, Section 2 – Teams.

2. Recall a goalie from the organization
If the regular backup cannot play, the club may consider a goalie from its minor-league affiliate. A recall must be permitted by the relevant roster rules, feasible under the club’s salary-cap situation, and completed in time for the goalie to reach the arena.

- SOLO OR PARTNER TRAINING: Train solo by throwing the reaction ball against a wall or work with a partner to create drills with extreme and unexpected flight paths.
- DURABILITY: The ball is made of highly durable, long-lasting rubber
- FUN: Not only is this item a great way to train for all sports, but it’s also an entertaining way to play with your dog, kids, or friends.
Those constraints have affected real decisions. In December 2023, NHL.com reported that Dallas could not recall a goalie from Texas because of salary-cap constraints, so the Stars used an emergency backup after Jake Oettinger was unavailable. A December 2021 report described cap constraints affecting the Blues’ recall options as well. These are examples from those dates, not evidence of any club’s present-day cap position: Dallas Stars report and St. Louis Blues report.
3. Use an emergency replacement only when policy allows
An emergency replacement is not simply any available goalie. Under the NHL/NHLPA’s Regular Season Emergency Goaltender Replacement Policy, clubs submit proposed candidates to NHL Central Registry in advance and need League approval. The policy’s eligibility rules exclude candidates who have played an NHL game under a standard player contract, played more than 80 professional games, played professional hockey in the preceding three seasons, have a conflicting contractual obligation, or appear on an NHL club’s reserve or restricted-free-agent list.

The policy also limits when an emergency replacement may enter a game. Its late pregame-injury provision applies when the club otherwise cannot dress two goalies and the League determines a recall cannot arrive in time. That makes an emergency replacement a contingency for a specific situation, not a routine substitute for a recalled professional goalie.

In an October 2, 2026 report, the NHL said every team must have an emergency backup goalie on its roster for the 2026–27 season; the listed goalie dresses, practices and travels with the team. This is a season-specific requirement, so it should not be assumed to apply unchanged to other seasons. The NHL’s 2026–27 EBUG list identifies the teams’ listed replacements.

What can affect the decision
- Availability and eligibility: A candidate must be healthy and available, and satisfy the applicable league and roster rules.
- Roster and cap mechanics: The club needs a viable way to make any transaction required to bring a goalie in.
- Timing and travel: A recall is only useful if the player can get to the arena in time. The emergency-replacement policy explicitly accounts for a late injury when a recall cannot arrive before the game.
- Depth, readiness and coaching context: Team reporting can describe a club’s goalie depth, competition or coaching input. Such reporting supports conclusions about that team, not a league-wide selection formula.
- Workload and rest: Clubs manage goalie workload, and some use three-goalie arrangements. NHL coverage has discussed rest during a condensed schedule, but workload alone does not establish why a particular club chose a particular replacement.
For a specific team, useful questions are whether a candidate is healthy and eligible, how quickly a recall can be completed, whether the club can make the roster move, and what team-specific reporting says about readiness or workload. These are practical considerations, not a published NHL-wide ranking system.

No public evidence establishes a universal checklist or ranking formula that all teams use. The rules and policy define who can dress and when; reporting can illuminate an individual club’s depth and circumstances. Unless a team-specific source documents its reasoning, claims that one factor always outranks another—such as experience, recent form or workload—go beyond what is established.
