A litre’s price reflects the cost of buying and landing fuel, taxes and levies, and the domestic costs and margins involved in moving and selling it. International costs can shift quickly, while taxes are more predictable and local competition and discounts make prices differ between stations.
Who sets the price at the pump?
Individual fuel retailers choose what to charge consumers. The Commerce Commission says that, like most New Zealand businesses, fuel retailers set the prices at which they sell their products. The Commission does not set or cap pump prices; it monitors the sector and enforces competition and consumer-protection rules. Commerce Commission: Petrol pricing

That means a national average is a way to describe prices across many locations, not a price every station must charge. A particular station’s board price can differ from the amount a customer pays after a loyalty offer or voucher.

A pump price is not simply the price of crude oil. It includes the cost of purchasing refined fuel and bringing it to New Zealand, government taxes and levies, and local transport, distribution, retail operating costs and profit.

For scale, the Commerce Commission’s March 2026 explainer reported an annual average price of 252.93 cents per litre for Regular 91 at importer-owned retail sites in 2025, after discounts. Its breakdown was:
| Component | 2025 average | Share |
|---|---|---|
| Importer costs | 99.37 cents per litre | 39% |
| Taxes and other levies | 123.02 cents per litre | 49% |
| Retail overheads and margin | Approximately 30.54 cents per litre | 12% |
These are historical annual-average figures for one grade and type of site, not a current quote or a prediction for a particular station. The shares are rounded as reported by the Commission. Commerce Commission: Fuel pricing in New Zealand
Importer costs and landed fuel
New Zealand imports refined fuel. Its overseas purchase price is influenced by international markets, while shipping, terminal costs and foreign-exchange movements also affect the cost of getting fuel here. The Commission identifies importer costs as the most volatile part of its 2025 breakdown.

Taxes and levies differ by fuel and place
Fuel charges include items such as petrol excise, GST, ACC charges, monitoring levies, transport-related levies and ETS-related costs. The applicable mix depends on the fuel and, in some cases, the region. In MBIE’s duties table, correct as of 13 July 2026, listed per-litre charges are exclusive of GST; diesel is not subject to the National Land Transport Fund tax. Check MBIE’s table for rates applicable to a specific date rather than treating a past rate as current. MBIE: Duties, taxes and direct levies on motor fuels
Domestic costs and the meaning of “margin”
Fuel must be transported, stored, distributed and sold within New Zealand. MBIE calculates an “importer margin” as the adjusted retail price minus taxes and levies minus importer cost. It describes this as a gross margin available to cover domestic transportation, distribution and retailing costs, as well as profit. It is not a company’s net profit after expenses, and the series is not inflation-adjusted. MBIE: Weekly fuel monitoring methodology
Why do fuel prices change?
International costs move, but pump prices need not follow crude oil immediately
Crude-oil headlines are only one part of the price story. Retail prices are affected by the cost of refined fuel, shipping, terminals and currency movements. The cost changes that matter to importers therefore need not match a crude benchmark’s daily movement, and retailers may adjust pump prices at a different pace. There is no single published number of days that applies to every fuel, place and cost change.

Taxes are a substantial but more predictable component
Taxes and levies can account for a large share of the price, but they do not explain every short-term rise or fall. Their rates and application depend on the fuel and region; importer costs and local retail conditions can change while those charges remain unchanged.
Local competition and discounts affect what drivers pay
Competition differs between local markets, so nearby stations can set different prices. Loyalty programmes, vouchers and other discounts can also make the amount paid lower than the advertised board price. MBIE’s adjusted-price series aims to account for discounts and regional variation, unlike a simple reading of advertised prices.
Why might the pump price not fall as soon as oil gets cheaper?
A cheaper crude benchmark does not automatically mean that a retailer’s replacement fuel has become cheaper by the same amount at the same time. The relevant cost includes refined fuel, shipping, terminal expenses and foreign exchange, and the retail price may adjust on a different schedule. Station-level competition and discounts also affect the price a driver actually pays.

The Commerce Commission’s monitoring of the 2026 Middle East conflict illustrates the timing issue: refined-fuel costs rose, pump prices initially adjusted more slowly, and margins were squeezed before later recovering. Comparing the relevant cost and retail series over the same period is more informative than inferring pump-price movements from a daily crude-oil headline alone. Before comparing two prices or trends, check that they refer to the same fuel grade, geography, date window and price basis. In particular, distinguish advertised board prices from adjusted prices, and national averages from station-specific prices. A weekly series and an annual average answer different questions.
MBIE’s weekly monitoring
MBIE publishes weekly national averages and importer-margin monitoring for regular petrol, premium petrol and diesel using the previous week’s data. Its stated purpose is to show how key factors, including international oil prices, affect pump prices. Since 7 May 2025, the data source has been Datamine, the official data agent for the Gaspy fuel-price monitoring app. MBIE says the data covers more than 1,500 stations and is combined with Stats NZ regional population estimates to produce national averages. Its board price is advertised; its adjusted price accounts for loyalty programmes, vouchers and regional variation and is used in GST and importer-margin calculations. The Commission’s quarterly monitoring
The Commerce Commission separately publishes quarterly monitoring based on information from fuel companies. It covers retail and wholesale prices and volumes, estimated regional costs and prices, terminal-gate pricing and wholesale activity. This provides a different view of the market; it does not mean the Commission determines retail prices. Commerce Commission: Monitoring and focus reports
How to interpret the 2026 importer-cost revision
Conflict-related volatility led MBIE to pause its importer-cost and importer-margin series on 18 March 2026, resume publication on 1 July, and revise its methodology on 23 September 2026. The Commission and importers identified risk premiums traders were applying to physical fuel purchases in anticipation of benchmark increases. MBIE’s revision raised average importer costs over the affected period of 27 February–23 September 2026 by 10 cents per litre for diesel and 3 cents per litre for petrol, with corresponding decreases in the calculated margin series. These are adjustments to the monitoring calculation over that period, not a pump-price increase applying to every station. When reading a trend from those dates, use the revised series.
