The examples below focus on UK planning, with separate examples from Wales and Victoria, Australia. Requirements vary by site and jurisdiction; the project’s permission and the relevant authority’s process are the ones to check.

Where to find the rules for a particular wind farm
Start with the local planning authority’s project file. Look for the planning permission and conditions, environmental statement, construction or environmental management plan, traffic and delivery information, public notices, and developer updates. These documents can identify approved hours, exceptional-work allowances, road changes, monitoring or reporting duties, and the contact for complaints.

How to track construction and turbine deliveries
Construction impacts can come from work at the site as well as vehicles on local roads. The UK National Policy Statement for renewable energy infrastructure, EN-3 (2025), notes that large components such as rotor blades are transported as complete structures and that extra heavy-goods traffic on minor roads can affect communities. Applicants are expected to assess delivery routes and road or bridge suitability.
What to record
- Date and start and end time of the activity.
- Your location and the apparent work, vehicle or delivery route.
- Duration, frequency, and any effect you noticed, such as a road obstruction or disturbance.
- Relevant conditions, such as a road closure or notice, and dated photographs if useful.
Keep observations factual: for example, note the time a large vehicle passed, the road it used, and how long an obstruction lasted. Compare what you saw with the site’s approved hours and traffic or delivery plans rather than treating an observation alone as proof that a condition was breached.

Check the approved hours, not just a generic example
Welsh Government model conditions give one example of construction hours: weekdays 08:00–18:00 and Saturdays 08:00–13:00, with specified exceptions. They are model conditions, not a universal schedule. The actual permission sets the applicable hours and any exceptions for a particular project.
How to keep a useful wind-farm noise log
Make a separate entry for each event. Record the date, start and end time, where you were in or around your home, whether windows were open, and what the sound seemed like—for example, steady, swishing, pulsing or thudding. Note weather or wind direction if known, other nearby sounds, and whether similar events recur under similar conditions.

A phone recording or consumer sound meter may help you describe an observation, but label it as such. It is not a formal compliance measurement. The UK Department for Energy Security and Net Zero issued updated onshore wind turbine noise guidance on 19 June 2026, replacing ETSU-R-97 (1996). The guidance is technical material for developers and planning authorities assessing operational noise; use the method and requirements applicable to the project rather than interpreting an informal reading against a generic number.
How to report a noise concern
- Check the permission and project documents for the operator contact, planning-authority contact, complaint steps, and any required monitoring or reporting.
- Send your dated log through the contacts and process specified for the project. Distinguish operational turbine noise from construction noise, and describe the times, location, sound character and conditions you recorded.
- Keep a copy of your report and any response. If the response does not follow the stated process, refer to the relevant condition or complaint step when contacting the authority.
The UK government’s 2026 response to the noise guidance says assessment uses separate daytime and night-time criteria. It also describes a 5 dB amplitude-modulation correction and compliance-based monitoring, because amplitude modulation cannot be reliably identified at the design stage. These are elements of the formal assessment approach, not a rule for converting a resident’s phone reading into a breach finding.

A jurisdiction-specific example: Victoria, Australia
Victoria’s Environment Protection Authority describes operational-noise procedures that include post-construction assessment, noise management plans, annual statements and monitoring every five years. Construction-noise conditions are set through planning approval. The EPA says it investigates operational-noise complaints when the operator has not resolved them. These are Victoria-specific arrangements and should not be assumed to apply elsewhere.

What shadow flicker is and how to document it
Shadow flicker occurs when the sun passes behind turbine blades and their moving shadows appear to flick on and off. If it happens, record the date, start and end time, affected room or window, and the approximate direction of the sun and turbine if visible. Compare the episode with the project’s predicted schedule and report it through the complaint process in the permission.
For UK planning, EN-3 says that at UK latitudes only properties within 130 degrees either side of north relative to turbines can be affected, and that significant effects are unlikely beyond ten rotor diameters. For proposed turbines within ten rotor diameters of an occupied building, it calls for an assessment calculating maximum potential annual hours, days, times and durations for affected properties. These are UK screening and planning statements—not universal guarantees or a substitute for the site’s assessment.
What a complaint process may require
Welsh Government model conditions give an example process: following a verified complaint and written request from the authority, the operator commissions a report; if the authority confirms an effect on living conditions, the operator submits a mitigation scheme. The tests and timescales in a model condition are examples. Check the actual permission to see whether, and how, such steps apply at your site.
A practical record for every concern
Use a separate entry for each construction, noise or flicker event. That makes it easier to compare observations with the relevant plan or assessment and avoids mixing issues that may follow different complaint routes.
- When and where: date, start and end time, and the place affected.
- What happened: work, vehicle, sound or flicker episode, described specifically.
- Conditions: relevant weather, wind direction if known, window position, other sounds, or visible sun and turbine direction.
- How often: whether it recurred and whether similar circumstances were present.
- Supporting material: dated notices or photographs, clearly identified as observations rather than formal measurements.
- What you did: date and recipient of any complaint, plus the response received.
When reviewing a concern, compare the observed activity with approved hours and delivery plans; noise-event conditions with the site’s approved noise method and limits; flicker episodes with predicted dates, times, durations and affected windows; and the operator’s response with the permission’s complaint and mitigation steps.
