The best site is therefore mission-specific: a scientifically valuable destination may be too hazardous, too dark, or too difficult to communicate with for a particular spacecraft.
How does NASA decide where to land on the Moon?
Site selection starts with the mission’s purpose, then tests candidate areas against the capabilities and operating needs of the spacecraft and surface systems. NASA’s Lunar Landing and Operations Policy Analysis (September 30, 2022) summarizes the principle: “Selection of landing sites is driven primarily by operational needs and mission goals.”

That means there is no single checklist with fixed priorities for every robotic mission. A stationary lander and a mobile rover have different needs; even two rovers may differ in their power systems, mobility, communications plan, and science targets. Teams compare candidate areas and trade science value against safety, access, and the chance to reach and operate at the site when planned.

Safety depends on the vehicle and the terrain, not on a universal definition of “safe.” Slopes, rocks, craters, rough ground, ridges, and abrupt elevation changes can threaten a landing or make later movement hazardous. NASA describes the lunar south polar region as rugged, with steep slopes, deep craters, rocks, and elevation changes. Those features can also be scientifically interesting, so the safest landing area may not be the area closest to the most valuable target.

For a lander, the team needs terrain compatible with its descent and touchdown performance. For a rover, the landing point is only a starting point: the rover must also be able to traverse to its targets within its mobility and mission limits. A promising target can be impractical if the route is too steep, rocky, or obstructed.
How do scientists choose a landing site for a Moon rover?
NASA’s published planning account for the VIPER rover offers a direct robotic example. In “VIPER Decides Where It Will Land on the Moon” (September 22, 2021), NASA said the selected region was intended to answer the mission’s fundamental science questions, while also accounting for practical constraints. The mission team described the trade this way: “We, of course, chose a landing region that will best answer the fundamental science questions asked by the mission, but there are a number of constraints that also needed to be folded into this decision.”
Science targets
The destination has to support the questions the mission is designed to investigate. A site is not valuable merely because it is unusual or difficult to reach; it must offer evidence or terrain relevant to the mission’s objectives.

Power and illumination
VIPER was solar powered, so sunlight affected how long it could work. Long periods in shadow could limit operations. For another mission, power design and tolerance for darkness may differ, so VIPER’s illumination needs should not be treated as a rule for every lunar rover.
Communications
NASA planned to command VIPER directly from Earth. That made visibility toward Earth a site-planning concern: terrain that blocks the communication path can complicate command and data return. Missions using a relay or a different communications architecture may face different constraints.
Traversability
The rover’s routes had to fit its ability to handle slopes and rock obstacles. A candidate region therefore had to work both as a landing destination and as ground the rover could explore.

How are candidate areas mapped and compared?
NASA’s Artemis IV workshop material describes an iterative approach that helps explain the broader planning logic:
- Set the agency objectives that drive the site decision.
- Account for the capabilities of each mission element.
- Identify areas with acceptable slopes that satisfy the objectives and vehicle limits.
- Use geospatial analysis to evaluate candidate terrain.
- Apply weighted figures of merit to balance the competing factors against mission availability.
The final step is a trade, not a universal formula. NASA’s technical presentation, Iterative Process for Artemis Lunar Landing Site Selections, describes applying weighted figures of merit “for various sites to maximize and balance drivers with mission availability.” The material does not establish one published weighting scheme for robotic missions generally.
In practice, teams compare several related questions: Does the area support the science objective? Is there enough suitable terrain for the landing and surface plan? Can a rover reach its targets? Will illumination and communications work for the mission’s design? Can the spacecraft arrive and operate during an available opportunity? A requirement that matters greatly to one mission may matter less—or be addressed differently—by another.

What do Artemis site decisions tell us about robotic missions?
Artemis examples illustrate NASA’s multi-factor approach, but they are crewed-program cases rather than templates for every robotic landing. NASA’s 2024 Artemis III announcement said nine South Pole candidate regions were assessed for science value and mission availability, including launch-window availability, terrain suitability, communications with Earth, lighting, and the combined trajectory capabilities of SLS, Orion, and Starship Human Landing System. NASA’s 2025 Artemis III site-selection abstract also describes consideration of launch opportunities, transit and rendezvous geometry, communications, landing performance, illumination, and terrain safety.
A NASA announcement in 2022 described 13 Artemis III candidate regions and referred to a landing site within a region as approximately 100 meters in radius. That figure describes the terminology in that Artemis announcement; it is not a standard radius for robotic landing sites.
NASA’s Commercial Lunar Payload Services (CLPS) program contracts with American companies to deliver science, exploration, and technology payloads to the Moon. Those missions can have different spacecraft, payloads, and operating plans, so their landing decisions should be understood in the context of each mission rather than inferred from an Artemis crewed-site assessment.

Why don’t lunar missions all land in the same place?
Different missions pursue different science, carry different hardware, and operate under different constraints. A rover may need a route across terrain and enough light to keep working; another lander may prioritize a particular geological setting or use a different communications plan. The south polar terrain makes the trade especially clear: an area with high science value can also have hazards that complicate landing or travel.
NASA therefore compares sites against the goals and capabilities of the mission in question. A site is “best” only in relation to what that mission needs to learn and what its systems can safely do there.
