Museums do not follow a single rule that says every dinosaur fossil must be dug up or put on display. A team weighs the fossil’s scientific importance, the geological information around it, its condition, the risk of damage, legal authority, conservation work, research access and the value of showing it to visitors. The result may be excavation and exhibition, protection in the rock where it was found, long-term storage, or a combination of those choices.
“Preserve” has more than one meaning. It can mean stabilizing a fossil in place, collecting and curating it, or conserving it after excavation. A fossil may be excavated, prepared, studied and eventually displayed, while another may remain embedded in a quarry wall so its original setting is not lost.

Why there is no universal museum decision
Dinosaur fossils carry two kinds of information. The bones or teeth can reveal anatomy, growth, disease and relationships to other animals. The surrounding rock and the exact location can show how the animal was buried, what environment it lived in and how the site changed over time. Removing a specimen can make the bones easier to handle, but it can also remove part of that geological record.

Exhibition is another separate decision. A scientifically important specimen may be too fragile to mount, too incomplete to tell a clear story, or needed for continuing study. A cast can provide the visual experience while the original remains protected. Conversely, an in-place fossil wall can be both a preserved scientific locality and a permanent exhibit.
How the decision is made
1. Establish scientific significance and geological context
The first question is not “How impressive does it look?” It is “What information does this fossil and its setting contain?” Staff document the locality, rock layers, associated fossils and other geological data. NPS policy directs managers to consider paleontological resources in their paleoecological context and to record locality information when specimens are collected.
A fragment from a well-documented layer may be more useful than a visually complete bone with no reliable location. Bones found together, footprints associated with body fossils, or material that could clarify an unusual ecosystem may justify intensive work. Context can also determine whether leaving the material in place is the best way to protect the evidence.

On covered NPS lands, collection permits specify scientific, educational, management or display purposes. Permit conditions can require cataloging, public access to specimens and data, and reports about the work. Collection must be necessary for the stated institutional or agency goal, and applicable federal and state permits must be secured.
That process is specific to the relevant authority. A museum cannot assume that permission to excavate on one parcel applies elsewhere, and a permit does not eliminate the duty to document the site. If on-site stabilization can protect the resource, NPS policy recognizes it as a genuine alternative to removal.

3. Assess condition and physical risk
Fossils may be cracked, compressed, weathered, mineralized unevenly or held together by fragile surrounding rock. Digging, lifting, transport and preparation each add opportunities for breakage. A team therefore compares the risk of leaving the fossil exposed with the risk of excavation and treatment.
Exposure to rain, freeze-thaw cycles, groundwater, vandalism or construction may make removal urgent. In a sheltered, stable outcrop, the same fossil might be safer in place. The decision can change if a road, building or other project threatens the locality.
4. Plan preparation around future study
Excavation usually begins with a protective jacket of plaster or another field material around the fossil-bearing block. In a laboratory, preparators remove surrounding rock, repair breaks and may apply consolidants to strengthen fragile material. The amount of preparation depends on the specimen’s condition and intended use.
Preparation can reveal anatomy, but it is not automatically harmless. Removing matrix or joining broken bones can change how researchers handle the specimen and what evidence remains available for later examination. The NPS Museum Handbook, Part I, Appendix U (2005), says only trained professionals should collect and prepare fossil material. It calls for records of preparation and preservatives, including chemicals, glues and fillers, and warns that some treatments can affect chemical testing, fossil-DNA work or isotope analysis. Because that handbook is dated 2005, its technical advice should be read as historical NPS guidance rather than a newly issued universal standard.
5. Compare exhibition value with conservation and access
Real fossils give visitors an encounter with original material, and museums often use their most complete specimens to support both education and active study. But a display also requires preparation, conservation, mounting, condition reports, shipping, installation and continuing maintenance. Those demands can conflict with research access or other collection priorities.

Before approving a display, staff may modify a mount, restrict handling, limit light or vibration, or select a different specimen. A spectacular object is not automatically the best object to expose to years of visitor traffic.
6. Consider preserving the fossil in place
Leaving a fossil in its original rock can retain geological relationships that would be lost during removal. It can also avoid transport and preparation damage. In-place preservation may involve a shelter, drainage, barriers, monitoring and periodic stabilization rather than simply abandoning the site.
The approach can still support public interpretation. Dinosaur National Monument’s Quarry Exhibit Hall was built around a fossil-bearing wall so visitors can see bones where they were found. NPS says the goal was to leave them in place rather than remove them; excavation stopped after the bones were sufficiently revealed, and care and maintenance continue.
Excavation, in-place protection and display compared
| Option | Information retained | Main risks or demands | Typical public-access approach |
|---|---|---|---|
| Excavate, curate and study | Individual fossils can be cataloged, prepared and examined; locality and geological records must be documented. | Field removal, transport and preparation can damage fragile material; treatments require records and may affect later chemical, DNA or isotope work. | Display may follow after conservation, or the specimen may remain in collections for study. |
| Stabilize in place | Bones remain connected to their original rock and geological setting. | Requires protection from weather, erosion, visitors and vandalism, plus continuing maintenance. | Visitors can see the fossil in its original setting, as at Quarry Exhibit Hall. |
| Display a prepared original | Visitors see authentic fossil material, often after preparation and mounting. | Mounting, shipping, installation, light, vibration and handling must be managed without compromising conservation or research. | Access is controlled through a case, mount, barriers or restricted handling. |
| Display a cast | The shape and anatomy can be interpreted without exposing the original to exhibition stress. | The cast does not replace the original specimen for scientific study and must be identified accurately. | The original can remain in pieces, in storage or available to specialists while the cast serves visitors. |
These are decision axes rather than a universal scoring system. Institutions commonly balance scientific information, damage risk, future access, interpretation, legal authority, preparation, mounting, transport, staffing and maintenance.
What happens after a dinosaur fossil is found?
- Secure and document the locality. Staff record the exact position, rock layer, associated material and condition before moving anything. Construction or other work may pause while specialists assess the exposure.
- Set the legal and management plan. The responsible agency or landowner confirms ownership, permits, collection purposes, reporting duties and whether on-site protection is feasible.
- Choose excavation or stabilization. The team compares threats to the exposed fossil with the risks of removal and the value of retaining its geological setting.
- Excavate and jacket material when recovery is approved. Fossil-bearing blocks are supported for transport. Field notes, maps and specimen numbers travel with the material.
- Prepare under controlled conditions. Trained staff remove matrix, repair breaks and document every chemical, glue or filler used. Some matrix may be deliberately retained if it carries useful evidence.
- Catalog and conserve the specimen. The fossil receives a permanent record, storage support and a condition assessment. Conservation is ongoing, not finished when preparation ends.
- Decide how it will be used. The institution may prioritize research, place the fossil in accessible storage, display the original, display a cast, or combine these choices.
- Monitor the result. A mounted fossil needs inspection, and an in-place wall needs maintenance. New information or changing site conditions can lead to a later change in treatment.
Case study: the 2025 Dinosaur National Monument excavation
In September 2025, asphalt removal for construction at Dinosaur National Monument exposed dinosaur-bearing sandstone. Park staff paused construction so paleontologists could assess and excavate the fossils. A January 2026 NPS release reports that roughly 3,000 pounds of fossils and rock were removed during the September–October excavation.

The material was housed at the Utah Field House for cleaning and study. Fossils from the excavation were also displayed at the Quarry Exhibit Hall and Utah Field House. This example shows how the choices can overlap: a discovery can be excavated because a project threatens it, prepared for scientific work, conserved and then interpreted for visitors. It is a dated case, not a formula for every fossil site.

Dinosaur National Monument also demonstrates the opposite choice. The Quarry Exhibit Hall preserves approximately 1,500 dinosaur fossils encased in rock in a protected section, according to the NPS’s 2026 visitor information. The figure describes that site only; it is not a measure of museum practice generally.
The exhibit grew from Earl Douglass’s proposal to uncover a large area, leave the bones and skeletons in relief and house them so they could benefit science and the public. His description captures the advantage of an in-situ exhibit: visitors see bones together with the rock that records their burial, while the institution avoids removing every specimen.
Why museums sometimes display casts or leave originals unprepared
A cast can reproduce the form of a skull or skeleton for visitors while the original remains safer and more available to specialists. The Natural History Museum in London describes a Mantellisaurus skull that remains in pieces because it is scientifically more valuable that way; the displayed skull is a cast.

This is not a compromise in which appearance automatically wins. The museum states that display aesthetics should remain secondary to scientific accuracy and conservation, and that conservation work should be identifiable. A label should make clear whether visitors are seeing an original fossil, a prepared portion of one, a reconstructed mount or a cast.
Best Value
Leaving a specimen partly encased can also preserve evidence. Matrix may show the orientation of bones, fractures, sediments or chemical relationships. Full preparation can make an object easier to read visually but may remove information that a future technique could use.
Questions visitors often ask
Do museums excavate every dinosaur fossil they discover?
No. Some fossils are safer and more informative in place. Others are removed because erosion, construction or instability threatens them, or because a permitted collection is necessary for scientific, educational or management goals.
Is an excavated fossil automatically put on display?
No. It may require years of preparation, conservation and study, and it may be too fragile or scientifically valuable to mount. A cast or a photograph may communicate the story while the original remains protected.
Does “preserved” mean the fossil stays underground?
Not necessarily. Preservation can mean stabilizing an exposed fossil in its original rock, curating a collected specimen, or conserving it after preparation. The context determines which meaning applies.
Can amateur collectors prepare museum fossils?
Professional institutions require trained personnel for collection and preparation. The NPS handbook warns that untrained work can damage or destroy specimens and deprive science of data. Permit and ownership rules also vary by land and jurisdiction.
What is the most important factor in the decision?
There is no single factor. The central comparison is between the information and public value gained by removal or display and the scientific, physical and legal costs of doing so. Geological context, condition, future study, conservation capacity and authority all belong in that decision.
