How Much Water Do AI Data Centers Use, and What Drives Their Consumption?

There is no single water-use rate for an AI data center. A facility’s total depends on its computing workload, utilization, cooling equipment, climate, electricity supply and the accounting boundary used. A quoted figure might describe only water consumed on site for cooling, or it might also include water associated with generating the electricity. Those are different quantities and should never be presented as one universal “AI water” number.

The most defensible way to answer the question is to separate direct facility water from indirect power-related water, then state whether the result is a total volume or an intensity such as liters per kilowatt-hour. Public figures illustrate the range of scopes: Microsoft reports a global FY25 data-center WUE of 0.27 liters per kilowatt-hour for facilities it fully owns and controls, while a 2025 Google-authored paper calculated 0.26 milliliters for the median Gemini Apps text prompt using a specific production measurement method. Neither figure is an industry-wide conversion factor.

What “water use” means in an AI data center

Servers turn electricity into heat. Cooling systems remove that heat so processors can continue operating within safe temperature limits. Water can enter the accounting in several ways, and the result changes depending on which boundary is chosen.

Direct on-site water

Direct use covers water brought into the facility for cooling and humidification. Evaporative cooling deliberately turns some water into vapor; cooling towers may also discharge concentrated water and require makeup water. Humidification adds moisture to indoor air when conditions require it. This is the quantity most closely associated with a data-center site’s local water demand.

Indirect water from electricity

Power plants can consume or withdraw water for steam cycles, cooling and fuel processing. An AI facility that uses more electricity can therefore have an additional water footprint outside its fence line. That indirect component depends on the generation mix and the accounting method. It should be reported separately from on-site cooling water rather than silently added to a facility’s WUE.

Withdrawal, consumption and replenishment

  • Withdrawal is water taken from a river, reservoir, aquifer or utility system. Some withdrawn water may be returned.
  • Consumption is the portion not returned to the original source during the relevant accounting period, often because it evaporates or is incorporated into a product.
  • Replenishment describes projects intended to restore or provide an equivalent quantity of water to a basin. A replenishment claim does not prove that a particular cooling system avoided withdrawing or consuming water at its site.

Because these terms measure different things, “water used” without a definition is incomplete.

Intensity versus total volume

A total answers “how many liters or gallons did this portfolio consume?” An intensity answers “how much water was associated with each unit of computing activity?” Microsoft defines water usage effectiveness (WUE) as annual liters used for cooling and humidification divided by annual IT electricity in kilowatt-hours. Intensity is useful for comparing operations with similar boundaries, but a highly utilized, efficient facility can still consume more water in total than a small facility.

Published figure Scope and date What it does not establish
0.27 L/kWh Microsoft’s global FY25 WUE for facilities it fully owns and controls and that had operated for 12 months at calculation time. FY25 ran from July 1, 2024, through June 30, 2025. The numerator is annual cooling and humidification water; the denominator is IT-equipment electricity. It is not an AI-only rate, not a gallons-per-query conversion and not a total for every Microsoft facility or colocated site.
0.26 mL per median Gemini Apps text prompt A 2025 Google-authored paper measuring a particular production serving system. Its full-stack method included accelerator, host, idle-capacity and data-center overhead. It is not a universal result for other models, providers, prompt lengths, workloads, locations or cooling designs.
4.5 billion gallons replenished in 2024 Google’s 2025 environmental reporting says this raised replenishment of freshwater consumption from 18% in 2023 to 64%. Replenished water is not the same as cooling water avoided at each data center, nor is it a direct measure of on-site consumption.
23% year-over-year WUE reduction in Phoenix Microsoft’s FY25 company-reported result for its Phoenix operation, attributed to improved cooling-system control. It is site-specific and does not predict the result at a different climate, design or utilization level.

The Lawrence Berkeley National Laboratory’s 2024 United States Data Center Energy Usage Report, published December 19, 2024, provides a major U.S. data-center-sector energy assessment and scenarios through 2028. Its sector scope includes non-AI computing, and the cited public material does not isolate an AI-only water total. Treating a broad U.S. data-center estimate as if it were solely AI would overstate what the evidence shows.

Why AI workloads can increase water demand

More computation means more heat to remove

Training and serving large models use power in accelerators, host processors, memory and networking. The electrical energy eventually becomes heat. If utilization rises, the facility generally has more heat to reject and more cooling equipment running. The relationship is not a fixed “water per prompt” rule: model architecture, batching, response length, precision, accelerator generation and idle capacity all change the energy required for a unit of work.

Utilization and idle capacity matter

A data center must often keep cooling and supporting infrastructure available even when demand fluctuates. A prompt-level calculation that includes idle capacity allocates part of that standing overhead to each request. The allocated amount falls when the same infrastructure serves more work, but the site’s absolute water use can still rise as total traffic grows.

Cooling design sets the direct-water requirement

Evaporative and water-assisted systems can transfer heat efficiently, especially in hot conditions, but they consume water through evaporation and blowdown. Air-cooled systems can reduce direct on-site water use, yet fans, chillers and compressors may require more electricity. That extra electricity can carry an indirect water footprint at power plants.

Google states that water cooling has been shown to reduce energy consumption and related carbon emissions compared with air-based cooling in some settings, while also acknowledging that the trade-off increases a facility’s water footprint. The right choice therefore depends on the site’s water availability, electricity mix, reliability requirements and environmental priorities.

Climate changes the operating point

Ambient temperature and humidity affect how hard chillers, cooling towers and air handlers must work. Microsoft notes that location-related variables, including regional humidity and ambient temperatures, can affect both PUE and WUE. A design that performs well in a cool, dry climate may require more cooling energy or water in a hot, humid one.

Electricity supply changes the indirect footprint

Two otherwise identical AI facilities can have different total water footprints if one relies on water-intensive thermal generation and the other uses a lower-water electricity mix. A complete comparison should show the direct facility figure first and add an indirect estimate only when the generation mix, source data and allocation method are documented.

  1. Define the boundary. State whether the result covers on-site cooling and humidification only, or also water associated with electricity generation. Identify the facilities, ownership boundary and reporting period.
  2. Measure IT electricity. Use the electricity consumed by IT equipment, not the entire building load, when calculating WUE. Record whether the measurement includes accelerators, hosts, storage and networking.
  3. Collect direct water data. Separate cooling makeup, blowdown, humidification and any reclaimed or rainwater sources. Keep withdrawal and consumption as separate fields where possible.
  4. Calculate intensity. With Microsoft’s definition, the basic expression is WUE = annual cooling and humidification liters ÷ annual IT kilowatt-hours.
  5. Calculate total direct volume. If a measured WUE applies to a defined facility and period, use direct liters = WUE × IT kilowatt-hours. Do not transfer the value to another climate or cooling design without explaining the limitation.
  6. Model indirect electricity water separately. Document the electricity sources, plant-level water factors and allocation assumptions. Present the result as an additional range or line item, not as part of on-site WUE.
  7. Stress-test the estimate. Show how hot weather, higher utilization, a different power mix or a switch between evaporative and air cooling changes the outcome. If an input is unknown, label it as unknown instead of filling it with a generic industry average.

This process produces a number readers can interpret: they know what was counted, who operated the facilities, which year is covered and whether the result is a total or an intensity.

Why per-prompt water claims are easy to misread

A per-prompt figure compresses a complicated infrastructure calculation into a single unit. The 0.26-milliliter result reported for the median Gemini Apps text prompt came from a named production method that accounted for accelerator power, host systems, idle capacity and data-center overhead. It does not reveal a universal amount of water for every text request.

Prompt length, output length, model size, batching, peak versus average utilization, regional climate, cooling technology and electricity mix can all change the allocation. Image, audio and video generation may have different energy profiles from short text responses. Even within one service, a median prompt is not the same as the longest or most computationally demanding request.

When a provider publishes a prompt estimate, check five items before comparing it with another number:

  • Which model and workload were measured?
  • Was the value a median, mean or another statistic?
  • Did the calculation include idle capacity and facility overhead?
  • Was direct cooling water counted, indirect power water, or both?
  • Which locations, reporting period and electricity assumptions were used?

Operational measures that can reduce or offset consumption

Control systems and efficiency improvements

Cooling controls can adjust airflow, temperatures and equipment operation in response to real-time conditions. Microsoft reports a 23% year-over-year WUE reduction in Phoenix in FY25 after cooling-system control changes. That is an operator-reported result for one site, not a guaranteed percentage for every deployment.

Free-air cooling and climate-aware design

Where outdoor conditions permit, free-air or economizer modes can reduce compressor operation and sometimes water demand. Their usefulness depends on temperature, humidity, air quality, filtration and local weather. A facility must still maintain reliability during unsuitable conditions.

Rainwater and reclaimed sources

Rainwater harvesting and reclaimed municipal water can reduce pressure on potable supplies, but they do not make evaporation disappear. Accounting should identify the source, treatment requirements and whether the water is returned to the same watershed.

Replenishment programs

Google reports replenishing 4.5 billion gallons in 2024 and says replenishment of freshwater consumption rose from 18% in 2023 to 64%. Such programs can support basin restoration, but replenishment is an external stewardship outcome; it should not be presented as proof that a cooling system used no water or that local withdrawals were avoided.

How to compare two AI data-center claims

Place competing figures in the same framework before deciding which is lower.

Comparison question Why it matters
Direct site water or indirect electricity water? The sources and environmental effects differ; combining them hides the trade-off.
Withdrawal, consumption or replenishment? These are not interchangeable quantities.
Total volume or WUE? A small, inefficient site and a large, efficient site can rank differently on each measure.
What year and geography? Weather, grid mix, equipment and utilization change over time and by region.
Which facilities are included? Owned, leased, colocated and operational-for-12-months boundaries produce different totals.
What cooling and workload? Evaporative, air-cooled and hybrid systems, along with different AI workloads, have different profiles.
What local watershed conditions? The same volume can have very different consequences in water-abundant and water-stressed basins.

Common mistakes to avoid

  • Quoting a U.S. data-center-sector estimate as an AI-only total.
  • Turning one provider’s WUE into a universal gallons-per-query number.
  • Comparing Microsoft’s liters-per-kilowatt-hour intensity with Google’s replenishment gallons as if they used the same denominator.
  • Calling water “zero use” because a system uses air cooling while ignoring electricity-related water.
  • Reporting a replenishment project as avoided local consumption.
  • Leaving out the fiscal year, facility ownership boundary or operating period.
  • Ignoring watershed stress because the absolute volume appears small.

The practical answer

AI data centers use water primarily because computing produces heat and some cooling systems reject that heat by evaporating or circulating water. The amount can be very low or substantial depending on workload, utilization, design, climate and power supply. Public evidence currently supports carefully bounded figures—not one industry-wide AI total. The most useful report states direct on-site water and indirect electricity-related water separately, identifies whether it measures withdrawal or consumption, gives the reporting period and facility boundary, and explains the cooling and workload assumptions behind every number.
