How Much Water and Food to Store for an Emergency

For a minimum emergency reserve, store one gallon of water per person per day for at least three days. That is three gallons per person, and FEMA’s figure covers both drinking and sanitation. Also keep at least a three-day supply of non-perishable food for each person.

Those are starting points, not a complete household assessment. Increase water when heat, strenuous activity, illness, nursing, children, pets or other needs apply. Choose food your household will actually eat that needs no refrigeration, cooking or substantial water, and keep a manual can opener for cans.

The baseline quantities

FEMA’s emergency checklist sets two minimums:

  • Water: one gallon per person per day for at least three days, for drinking and sanitation.
  • Food: at least a three-day supply of non-perishable food.

For water, multiply the number of people by three gallons to cover the three-day baseline. This calculation follows the one-gallon-per-person-per-day recommendation; it is not a separate household-size statistic.

People Three-day water minimum Food minimum
1 3 gallons Three days of non-perishable food for one person
2 6 gallons Three days for two people
3 9 gallons Three days for three people
4 12 gallons Three days for four people
5 15 gallons Three days for five people
6 18 gallons Three days for six people

The gallon allowance is not drinking water alone. It also has to cover basic sanitation, so do not treat the entire amount as available for drinking. Add a separate allowance for pets; the cited FEMA checklist does not give a pet quantity, so use your animal’s normal needs and veterinary advice rather than assuming the human formula fits.

How to calculate your household’s water reserve

Step 1: Count everyone who may rely on the supply

Include household members, children and anyone who could be sheltering with you during the disruption. If you routinely host a caregiver, dependent or neighbor during emergencies, decide whether your plan should cover that person too.

Step 2: Apply the three-day formula

Use this equation for the FEMA baseline:

Number of people × 1 gallon × 3 days = minimum water for three days

For example, four people require at least 12 gallons for the baseline period. Store the result as a household minimum, not as a promise that 12 gallons will be comfortable in every emergency.

Step 3: Add condition-specific water

FEMA CERT training material dated 2019 says requirements can rise in hot environments or during intense activity. It describes at least three quarts of drinking water daily for an active person and says heat or intense activity can double that requirement. That is older training guidance, not a universal personal prescription, but it identifies situations in which the one-gallon household baseline may be too small.

Increase the plan when any of these apply:

  • High heat, poor ventilation or prolonged outdoor work.
  • Strenuous activity such as debris removal or walking long distances.
  • Children, nursing mothers or people who are ill.
  • Medical conditions or medicines that change fluid requirements.
  • Pets or other animals that depend on the household supply.

For a medical condition, pregnancy, nursing or an infant, use advice from a qualified clinician. Local emergency-management or public-health instructions take precedence when a specific hazard changes water needs.

Choosing containers and storing water safely

Use suitable, clean containers

FEMA CERT guidance describes storing water in plastic containers. Choose containers intended for drinking water or food use, and select capacities that let you lift and use them safely. A single large container may reduce packaging but can be difficult to move and leaves no backup if it leaks; several smaller containers make the reserve easier to distribute.

Choose the storage location

Keep stored water in a cool, dark place away from direct sunlight, as the 2019 FEMA CERT material advises. Protect containers from heat, freezing conditions, chemicals and damage. Do not place them where a leaking container could reach electrical equipment or block an exit.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Set a rotation date

The 2019 CERT document recommends replacing stored water every six months. Because that schedule comes from older training material and storage products or local advice may differ, follow the current instructions for your container and any guidance from your local health authority. Label each container with the fill or replacement date so rotation is deliberate rather than accidental.

Keep treatment instructions with the supply

Do not improvise a purification method or dosing amount. If you need to treat water, follow the product label and current public-health guidance for that specific product and water source. Keep treatment supplies separate from drinking containers, and clearly distinguish potable water from water reserved for cleaning or sanitation.

How much food to store

The food target is simpler than the water calculation: keep at least three days of non-perishable food for every person. FEMA’s guidance does not establish a universal calorie number or a fixed list of meals, so build the reserve around the people who will eat it.

Choose food that works without utilities

FEMA’s Ready Responder guidance says to select foods that require no refrigeration, preparation or cooking, little or no water, and that your family will eat. This matters when a power outage, damaged utility or evacuation makes a normal kitchen unavailable.

  • Prefer shelf-stable foods that can be opened and eaten as packaged.
  • Favor items requiring little or no added water, especially when water is being conserved for drinking and sanitation.
  • Include foods familiar to the household rather than buying unfamiliar products that may be rejected under stress.
  • Match choices to allergies, medical diets, cultural preferences, infants and older adults.
  • Check package directions before buying: “non-perishable” does not necessarily mean “ready to eat.”

Include the tools food requires

Keep a manual can opener if any part of the reserve is canned. Add utensils, cups and any other basic serving items needed to eat the selected foods without relying on electricity. If an item requires water for mixing or rehydration, account for that water in the household plan rather than treating the food as water-free.

Plan for the whole three-day period

Organize the supply by person or by day so you can see whether the three-day target is actually met. Record dietary substitutions and expiration dates. A reserve that technically contains three days of food but cannot be eaten by a family member does not meet that person’s practical need.

Baseline kit versus an adjusted household plan

Planning question Baseline When to adjust
How long? At least three days Extend the duration according to local hazards, likely isolation and household circumstances.
How much water? One gallon per person per day, including drinking and sanitation Add for heat, intense activity, illness, nursing, children, pets and individual medical needs.
What food? At least three days of non-perishable food per person Adapt for allergies, diets, age, familiarity and the ability to eat without cooking.
What storage? Plastic containers in a cool, dark place away from sunlight Use current container instructions and local health guidance for rotation and treatment.

There is no competing official quantity standard in the cited material. The useful distinction is therefore between the FEMA minimum and a plan adjusted to your actual people, conditions and hazards.

A practical assembly procedure

  1. Write a household roster. List people, children, pets, medical needs, allergies and anyone who may join you.
  2. Calculate the water minimum. Multiply the number of people by three gallons, then add an allowance for pets and conditions that increase use.
  3. Choose container sizes. Select food-safe or drinking-water containers that fit the available cool, dark storage space and can be handled safely.
  4. Buy three days of food per person. Select familiar, non-perishable items that need no refrigeration, cooking or significant water.
  5. Add opening and serving tools. Include a manual can opener and utensils appropriate to the foods selected.
  6. Label and organize. Mark water dates, food dates and dietary assignments. Keep the reserve where everyone can find it.
  7. Review the plan. Recalculate after a move, a new family member, a pet, a medical change or a change in local hazard guidance.

Common planning mistakes

Counting only drinking water

The one-gallon recommendation includes sanitation. If all stored water is allocated to drinking, there may be none left for essential cleaning. Keep the purpose of the allowance visible when dividing supplies.

Buying food that needs a working kitchen

Dry mixes, uncooked grains or foods requiring extensive preparation may consume fuel and water. They can be part of a broader pantry, but they should not be mistaken for a ready emergency reserve unless you have the equipment, fuel and water to prepare them.

Ignoring household-specific needs

A generic box may not suit a nursing mother, child, ill person, allergy or pet. Review labels and substitute foods before an emergency, when replacement is easier.

Storing water in unsuitable conditions

Sunlight, heat, chemical exposure and inaccessible locations undermine a reserve. Use a cool, dark location and inspect containers during rotation.

Relying on an unmarked pile of supplies

Without dates and an inventory, you cannot tell whether the three-day target is complete or whether older items should be replaced. A short written list prevents accidental omissions.

When to extend beyond three days

Three days is FEMA’s cited baseline, not a guarantee that every outage or disaster will end then. Consider a longer reserve when local authorities identify a hazard that could isolate your area, when roads are difficult to use, or when your household has limited mobility or specialized medical needs. The appropriate duration depends on local emergency guidance and your circumstances; the cited material does not set one universal longer period.

Whatever duration you choose, apply the same logic: calculate water by person and day, include sanitation, add condition-specific needs, and select food that can actually be eaten with the available equipment and water.
