How much GPU capacity should an ECS service keep in reserve for instance failures?

How much GPU capacity should an ECS service keep in reserve for instance failures? AWS does not prescribe a universal percentage or a fixed number of spare GPU instances. Set the reserve from the failure your service promises to tolerate, then keep enough healthy, compatible GPU capacity outside that failure domain to run the critical workload while replacement capacity launches and becomes ready. That is an N+1-style engineering rule, not an AWS formula.

For an interactive service that must continue through one EC2 instance failure, the practical target is usually at least one additional whole GPU host that can run the displaced tasks. For a queue-based batch service, durable jobs and retries may let you accept a longer recovery window and keep less hardware idle. The correct answer depends on GPU count and memory per task, traffic, failure-domain coverage, startup time, retry tolerance, regional capacity and the cost of idle accelerators.

Start with the failure you are promising to survive

A reserve is useful only if it remains usable after the event it is intended to cover. Write the availability objective in operational terms before choosing a percentage.

One instance failure

Decide which tasks and traffic must continue if one container instance disappears. If every task needs one GPU and a host failure removes all of the GPUs on that host, fractional headroom on surviving hosts may be useless. You need a complete, compatible placement target for the displaced tasks. Keeping one such host outside the normal working set is the N+1 interpretation of the requirement; AWS does not publish it as a mandatory count.

An Availability Zone failure

If the service promises to survive loss of an Availability Zone, a spare located in that same zone does not satisfy the promise. Distribute both active and reserve capacity across the zones in scope, and verify that each surviving zone has enough compatible GPU capacity to accept the critical tasks. A single spare host can cover one-instance loss but not necessarily an entire-zone event.

Maintenance, interruption or capacity impairment

Some services need protection from planned draining, Spot interruption, hardware impairment or a regional shortage rather than one sudden instance failure. Treat each event as a separate scenario. The reserve should cover the largest event your service-level objective names, or you should explicitly document that the service degrades for that event.

Why targetCapacity is not a GPU failover count

An ECS capacity provider’s targetCapacity is a utilization percentage. In the AWS CLI reference, a target of 90 represents 10% spare capacity, while 100 represents full utilization and is the default target. That setting controls how much aggregate capacity managed scaling tries to keep available; it does not promise one spare GPU host, placement in another Availability Zone, or enough GPU memory for a particular task.

GPU resources are discrete. Suppose a cluster has a small amount of unused CPU and memory spread across several instances, but no instance has the required GPU count or accelerator memory. The percentage can look healthy while the task remains unschedulable. A reserve expressed only as “10%” can therefore be smaller than one schedulable host or can consist of resources that cannot be combined to satisfy the task.

Use targetCapacity as a headroom control inside a broader resilience policy. Confirm the result with actual placement simulations or controlled failure exercises, and count whole compatible hosts rather than relying on the percentage alone.

A practical method for sizing the reserve

  1. Inventory the task footprint. Record the number of GPUs each task requests, required GPU memory, CPU and memory reservations, network interfaces, ports, ephemeral storage and any placement constraints. The largest task often determines the smallest host that can serve as a valid replacement.
  2. Define critical load. Separate work that must continue immediately from work that may queue, shed, or retry. State the traffic level or job rate that must remain serviceable after the chosen failure.
  3. Name the failure domain. Choose one instance, one Availability Zone, a maintenance event, or another explicit scope. Then identify where eligible active and spare capacity will live after that event.
  4. Calculate post-failure demand. Remove the capacity lost in the scenario and determine how many complete task placements are still required. The reserve is the additional compatible capacity needed to meet that demand, plus any operating margin you deliberately choose for traffic variation.
  5. Check whole-task fit. ECS managed scaling uses a bin-packing calculation for provisioning tasks. It considers GPUs as well as CPU, memory, elastic network interfaces, ports and resources available on eligible instances. Verify that at least one eligible instance type can host the task; AWS notes that a type too small to run a task can make that task incompatible for the scale-out calculation.
  6. Measure time to ready capacity. Include instance launch, ECS agent startup, image download, model and driver initialization, health checks, registration and the time required for the task to become able to serve. A reserve is not just a count: it is a way to meet the recovery deadline.
  7. Choose the control mechanism. Keep compatible hosts warm when the deadline is shorter than replacement startup. Use reactive managed scaling when the workload can wait. Add queueing and retries when work is asynchronous and durable.
  8. Revalidate after changes. Repeat the calculation when the model, container image, GPU family, task definition, traffic shape, region, quota or Availability Zone layout changes.

How ECS managed scaling settings affect the result

Setting or behavior What it controls What it does not guarantee
targetCapacity Desired utilization as a percentage from 1 through 100. AWS’s example interprets 90 as 10% spare capacity. A whole compatible GPU host, a particular zone, or a recovery time.
minimumScalingStepSize The minimum number of instances added in a scale-out step, which can exceed immediate calculated demand. That the added instances have the required accelerator model, memory or regional availability.
instanceWarmupPeriod The delay used before later scale-out decisions; the documented default is 300 seconds. GPU driver readiness, image and model initialization, health-check completion or an end-to-end failover SLA.
Scale-in alarm behavior AWS documentation says the scale-in process starts after 15 one-minute data points meet the alarm condition. A failure-recovery interval or the timing of scale-out and hardware repair.
Managed-scaling bin packing Calculates instance demand from provisioning tasks and available resources, including GPU requirements. A solution when the smallest eligible instance cannot fit even one task.

These are configuration semantics. Do not turn the 300-second warmup or the 15-minute scale-in observation window into a claimed recovery benchmark. The former gates subsequent scale-out decisions; the latter concerns scale-in churn.

Choose between warm capacity, reactive scaling and queues

Design Useful when Main trade-off
Warm compatible GPU spare capacity Requests or failover recovery cannot wait for new GPU instances, agents, images and models to become ready. You pay for idle GPU capacity. The spare must be in the right failure domain and fit the task’s GPU count and memory.
Reactive ECS capacity-provider scaling The workload can tolerate launch and initialization delay. Lower idle cost, but recovery depends on instance capacity, launch time, agent startup, image pull, model load and health checks.
Queue and retry with repair Asynchronous jobs can wait and be retried after an instance lifecycle event. Durability and lower idle capacity do not satisfy an immediate-response objective by themselves.

A mixed policy is common: keep enough warm capacity for the synchronous or latency-sensitive slice, let a queue absorb burst and repair delays for batch work, and allow managed scaling to replace the lost hosts.

GPU-specific checks that can invalidate an apparent reserve

GPU count and accelerator memory

Two instances can expose the same CPU and system memory while differing in accelerator count, model, partitioning or GPU memory. Match the task definition to the actual accelerator requirements. A host with free CPU but insufficient GPU memory is not a usable spare.

Instance-family and regional availability

Confirm that the selected GPU instance types are offered in every zone where you expect reserve capacity, and check account quotas before relying on scale-out. A theoretical reserve cannot help if the regional quota or on-demand capacity is exhausted.

ECS Managed Instances

When using ECS Managed Instances, the workload specification can include accelerator manufacturer, accelerator type and name, vCPU, memory and accelerator-memory requirements. AWS’s GPU workload example also describes detection of critical GPU hardware failures through DCGM, replacement of impaired instances and accelerator utilization, memory and thermal metrics through CloudWatch Container Insights. Verify the feature’s regional availability and applicability to your chosen accelerator before making it part of the design.

Placement and failure-domain rules

Check that placement constraints, spread strategies, ports, ENIs and daemon tasks do not consume the host you counted as spare. A reserve should be tested with the same constraints and task definition used in production, not just with a raw instance total.

What startup time means for the reserve

Reactive scaling has several stages: a provisioning task triggers capacity demand, an instance launches, the ECS agent registers, the image and model arrive, initialization completes, and health checks pass. The measured duration of that chain is the time your service must tolerate without the lost capacity.

AWS’s GPU batch-inference example reports approximately 13 minutes from request to first result for that specific pipeline. The figure includes that example’s image, model and initialization path; it is not a general ECS GPU startup statistic. Measure your own path with the production image, model, bootstrap scripts and health checks. If the service’s recovery objective is shorter than the measured path, warm compatible capacity is required for that portion of traffic.

Queueing, repair and observability

For asynchronous processing, place work in a durable queue and make consumers idempotent so a job can be retried after an instance disappears. AWS describes its GPU batch architecture with Amazon SQS and states that “Jobs are durable across instance lifecycle events.” That pattern protects queued work, but it does not create an immediately available GPU.

Pair queueing with health detection and repair. GPU-level metrics can reveal utilization, memory pressure and thermal problems before they become task failures. If your platform can detect an impaired accelerator and replace the instance, define how tasks are drained, how jobs are requeued and how long the replacement may remain unavailable.

Worked sizing decisions

Synchronous inference API

The API must continue serving its critical request rate after one instance failure, and callers cannot wait several minutes for a new host. Count the GPU hosts required for that rate, remove one host in the failure scenario, and add enough whole compatible hosts to restore the required placements. Keep those hosts outside the normal utilization target and distribute them across the required zones. The resulting count is workload-specific N+1 capacity, not a universal AWS percentage.

Asynchronous batch inference

Jobs can wait in a durable queue and retry. Measure the maximum acceptable queue delay, then compare it with instance launch, agent, image, model and health-check time. If the delay is acceptable, reactive scaling plus repair may be cheaper than permanently idle hosts. If backlog growth would violate the objective, reserve enough compatible capacity to process the required job rate during replacement.

Zone-level objective

If one zone may be lost, perform the calculation after removing that zone’s hosts, not merely after removing one instance. The surviving zones need enough GPU count and memory for the critical tasks, and quotas and instance availability must support that plan.

Validate the policy before depending on it

  • Record the exact task GPU count, GPU-memory requirement, CPU, memory, ENI and port needs.
  • Confirm the smallest eligible instance can run at least one task.
  • Verify reserve hosts are spread across the intended failure domains.
  • Check GPU quotas, regional offerings and expected capacity availability.
  • Measure launch-to-ready time with the production container and model.
  • Observe task placement after draining or terminating a test instance in a controlled environment.
  • Track provisioning tasks, pending reasons, instance registration, image and model download time, health-check failures, GPU utilization, accelerator memory and thermal signals.
  • Set alarms for insufficient compatible capacity and queue age, not only aggregate CPU utilization.
  • Recalculate after changing task definitions, models, images, GPU families, traffic or zone assignments.

A production recommendation needs your deployment topology, task GPU request, accelerator-memory need, traffic, recovery objective, region, quota and measured startup path. No industry-wide statistic establishes an optimal ECS GPU reserve independent of those variables.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Common mistakes

  • Copying a percentage. A 90% target is an example of utilization and spare capacity, not a GPU failover prescription.
  • Counting fragmented resources. Free CPU and memory on several hosts cannot replace one host with the required GPU arrangement.
  • Ignoring the failure domain. A spare in the failed zone does not cover a zone outage.
  • Using warmup as an SLA. The 300-second default is a scaling control, not proof that a GPU task will serve within five minutes.
  • Confusing scale-in timing with repair. Fifteen one-minute data points describe scale-in alarm behavior, not failure recovery.
  • Forgetting initialization. Instance launch is only the beginning; model loading and health checks can dominate readiness time.
  • Assuming queue durability means instant service. A durable job survives an interruption, but still waits for a compatible GPU consumer.

The Bottom Line

Keep enough healthy, compatible GPU capacity to meet the critical workload after the specific failure your service promises to survive. Use N+1 whole-host reasoning for one-instance resilience, distribute that capacity across the relevant failure domains, and choose warm capacity versus reactive scaling or queueing from measured time-to-ready, retry tolerance and idle-GPU cost. AWS’s 90% targetCapacity example, 300-second warmup default and other settings help configure scaling; none is a universal GPU reserve rule.
