There is no fixed number of Minor League seasons a player must complete to become a Minor League free agent. Under Major League Rule 9(c), eligibility generally follows expiration of the player’s final Minor League Uniform Player Contract, subject to club renewal options and other exceptions.
What triggers Minor League free agency?
Rule 9(c)(1) ties the status to the final year of a player’s Minor League Uniform Player Contract. In that contract year, it expires at the later of 5 p.m. Eastern Time on October 15 or the fifth day after the World Series ends. The player then becomes a Minor League free agent unless the Major League Club still has options to renew the contract. Read Major League Rule 9(c).

In other words, the rule sets a contract-expiration test, not a Minor League service-time threshold. A player’s number of seasons in the minors, by itself, does not answer whether the player is eligible.

- Identify the final contract year. Rule 9(c)(1) applies to the last year of the player’s Minor League Uniform Player Contract.
- Check for remaining renewal options. If the club retains options to renew the contract, the player does not become a Minor League free agent under the expiration provision at that time.
- Calculate the expiration date. Compare 5 p.m. ET on October 15 with the fifth day following the last day of the World Series. The later date controls.
- Check for an exception before expiration. A successor contract with the club or placement on the Major League Reserve List before the expiration time prevents Minor League free-agent status under Rule 9(c)(2).
- Apply the signing right. Once eligible, the player may negotiate and sign with any Major League Club beginning on the first day that year when a Major League free agent may sign with a different club upon expiration of the player’s Major League contract.
How the Major League free-agency rule differs
The familiar six-year figure applies generally to Major League service, not Minor League free agency. MLB’s free-agency glossary describes Major League eligibility as generally following six years of Major League service. It says service accrues for days on a 26-man roster or Major League injured list, with 172 days counting as one service year in a 187-day regular season.

| System | General eligibility basis | Key qualification |
|---|---|---|
| Minor League free agency | Expiration of the final Minor League Uniform Player Contract under Rule 9(c)(1). | Remaining renewal options, a successor contract, or Major League Reserve List placement can prevent eligibility at that time. |
| Major League free agency | Generally six years of Major League service, according to MLB’s glossary. | MLB describes service as accruing on the 26-man roster or Major League injured list; 172 days counts as a service year in a 187-day regular season. |
Those systems should not be conflated: the 172-day service-year measure and six-year description are about Major League free agency, not the Minor League contract-expiration test.
What can prevent eligibility at expiration?
Rule 9(c)(2) says a player does not become a Minor League free agent if, before the Rule 9(c)(1) expiration time, the player has entered into a successor contract with the Major League Club or has been placed on the Major League Reserve List.

How eligibility lists and disputes are handled
On or before August 1, the Commissioner or designee is to circulate a list to Major League Clubs of players whose Minor League Uniform Player Contracts expired or are scheduled to expire following the season, and promptly notify those players who may be eligible. Rule 9(c) also provides for a final list after the expiration date.

A player who believes they were left off the list may petition for a determination; a club may petition if it believes a player was included improperly. The rule restricts outright assignment of a potential Minor League free agent to a Minor League Club on or after the expiration date unless the player has signed a Major League contract for the next season or a letter of agreement describing its terms.
How the World Series affects the timing
Because the rule uses whichever date is later, the end of the World Series can move the expiration date beyond October 15. MLB’s October 30, 2024 D-backs offseason FAQ described Minor League players becoming free agents at 3 p.m. local time on the fifth day after the World Series, if applicable. That example describes a local clock time; Rule 9(c) itself specifies 5 p.m. Eastern Time.

Which rule governs?
The eligibility trigger discussed here is in Major League Rule 9(c). The MLBPA separately describes the Minor League collective bargaining agreement as the agreement covering Minor League employment conditions; that is a distinct framework from the rule text setting this expiration trigger. The cited Major League Rules PDF does not identify a revision date, so check the governing rules edition if a new edition or labor agreement has been published.
