What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Short answer: Microsoft Copilot can use workplace files, email, calendars, chats, meetings and contacts only when the signed-in user already has permission to view that content. Microsoft says prompts, responses and Microsoft Graph data are not used to train foundation models, but Copilot interactions can still be stored as activity history, encrypted at rest and governed by your organization’s Microsoft 365 retention, audit and eDiscovery policies. Web answers follow a separate Bing query path, while controls such as permissions, sensitivity labels, DLP and retention determine what your tenant actually allows.
What Microsoft Copilot can see in your workplace
Copilot is not a second identity with unlimited access to a company tenant. In Microsoft’s description, it combines a large language model with the signed-in user’s working context and content available through Microsoft Graph. That context can include documents, email, calendar entries, Teams chats and meetings, and contacts. The decisive boundary is the user’s existing Microsoft 365 authorization.

Microsoft states: “Microsoft Copilot only surfaces organizational data to which individual users have at least view permissions.” A user who cannot open a file under normal Microsoft 365 rules should not receive that file as a Copilot citation or answer source. Copilot does not turn a reader permission into edit, share, download or administrative permission.

Copilot inherits the access decisions already made in SharePoint, OneDrive, Exchange and Teams. If a folder, site or mailbox is shared too broadly, Copilot can make that existing exposure easier to discover. For example, an employee may not know that a project library is available to an entire department; a natural-language question can surface a document that the employee was already entitled to read. That is an access-management problem, not Copilot bypassing security.

Before a broad rollout, administrators should review internal and external sharing, group membership, stale links, inherited permissions and sensitive libraries. Removing unnecessary access fixes the underlying exposure for Copilot and for ordinary search and file browsing.
Basic Copilot experiences versus Microsoft 365 Copilot
“Copilot” can describe more than one experience. Microsoft’s current overview distinguishes basic Copilot experiences from the premium Microsoft 365 Copilot offering. Naming, packaging and entitlements can change, so verify the license and experience assigned to each user rather than assuming every Copilot chat has identical data access.
| Question | Basic Copilot experiences | Premium Microsoft 365 Copilot |
|---|---|---|
| How work content enters the conversation | Users may upload organizational content, open Outlook or Teams content, or use an eligible agent. Microsoft says Copilot Chat does not automatically use Microsoft Graph in this basic scenario. | Can automatically ground responses in organizational data through Microsoft Graph and Work IQ, subject to the user’s permissions and tenant configuration. |
| Automatic workplace context | Not generally automatic; the user or an eligible experience supplies the content. | Designed to use relevant work context automatically through the licensed Microsoft 365 experience. |
| What an administrator must verify | Which upload, app-opening and agent capabilities are enabled. | License assignment, Graph-connected experiences, permissions, labels, DLP and retention policies. |
This distinction prevents an overbroad promise that every free or basic chat can search a company’s entire tenant. It also prevents the opposite mistake of treating premium Microsoft 365 Copilot as isolated from permissions: automatic Graph grounding still operates within the user’s allowed view.

How Graph grounding works
When a Graph-connected Copilot experience answers a work question, it interprets the prompt, retrieves relevant permitted content and supplies that content to the model as grounding context. The answer may include citations to the documents, messages or other items used. The model’s response is therefore a generated explanation based on retrieved material, not a database export.
A typical request
- You ask a question. For example, “Summarize the latest launch decisions from this week’s meetings.”
- Copilot identifies the relevant work context. Depending on the experience, that may include meeting transcripts, calendar details, chats, documents or email available through Microsoft Graph.
- Permission checks constrain retrieval. Only items the signed-in user can view are eligible to be surfaced.
- The model generates a response. Copilot uses the retrieved snippets and the prompt to draft an answer, often with citations.
- The interaction becomes governed content. The prompt, response and grounding citations can be retained as Copilot activity history under the organization’s Microsoft 365 commitments and policies.
Grounding improves relevance but does not guarantee correctness. A file may be outdated, a meeting transcript may contain an error, or the question may omit important context. Treat citations as a way to inspect the source, not as proof that every sentence is accurate.

Can Copilot expose files I cannot access?
Microsoft’s documented design says no: Copilot should surface only organizational data for which the individual has at least view permission. It does not grant access to a restricted legal folder, executive mailbox or confidential site merely because the user asks a persuasive question.
There are two practical qualifications:
- Existing oversharing remains visible. If a user already has view access through a broad group, inherited permission or sharing link, Copilot can use that content even when the user did not realize the access existed.
- Agents and connected services need separate review. Microsoft advises checking an agent’s own privacy statement and terms. An agent may have additional connectors or processing rules beyond the standard Copilot experience.
If a user receives a result that appears too sensitive, open the citation directly and inspect its SharePoint, OneDrive, Exchange or Teams permissions. Administrators should then remove the unintended access, review similar locations and allow time for indexing and policy changes to propagate.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsDoes Microsoft Copilot train on company data?
Microsoft’s published commitment is specific: “Prompts, responses, and data accessed through Microsoft Graph aren’t used to train foundation LLMs, including those used by Microsoft Copilot.” This addresses training of foundation models. It does not mean an interaction disappears after the answer is generated, nor does it describe every downstream setting in a customer’s tenant.
Training and storage are separate questions:
| Question | Microsoft’s documented position | What your organization still controls |
|---|---|---|
| Used to train foundation models? | Prompts, responses and Graph-accessed data are not used to train foundation LLMs. | Review product terms, tenant configuration and any connected agent’s separate terms. |
| Stored after the conversation? | Interaction content, including the prompt, response and citations to grounding information, can be stored as Copilot activity history and encrypted at rest. | Retention, deletion, audit, Content Search, eDiscovery and access to stored records depend on applicable Microsoft 365 and Purview capabilities, licenses and policies. |
| Visible to administrators? | Microsoft documents administrative tools for accessing or managing stored data. | Tenant administrators decide who can search, audit, retain or delete records, subject to policy and licensing. |
Microsoft’s wording is worth reading literally: “not used to train” is not “never stored,” “never reviewed,” or “automatically deleted.” Organizations should publish an interaction-history policy so employees know what may be retained and who can access it for compliance or investigations.
What is stored in Copilot activity history?
Microsoft says the stored interaction includes the user’s prompt and Copilot’s response, including citations to information used to ground the response. The data is handled under the organization’s Microsoft 365 contractual commitments and encrypted at rest. The exact retention period is not universal; it depends on the tenant’s applicable Microsoft 365 and Microsoft Purview settings.

Retention and legal discovery
Where the relevant features and licenses are available, administrators can use Content Search or Purview to apply retention policies, search activity, support eDiscovery and manage deletion. A legal hold or a retention rule can preserve content longer than a user expects. Conversely, a tenant policy may delete records after a defined period. Do not promise employees that clearing a chat view removes every governed copy.
How employees should treat prompts
- Assume a work prompt and its answer may become an organizational record.
- Do not paste personal secrets, credentials or unrelated private information into a work tenant.
- Use citations to verify important conclusions before forwarding or acting on them.
- Follow your employer’s acceptable-use, records-management and confidential-information rules.
Web grounding is a separate data path
Copilot may use public web results when web grounding is enabled. Microsoft describes this as different from querying Microsoft Graph. Copilot derives a short web query from the prompt and sends it to Bing over a secure connection with user and tenant identifiers removed. Microsoft says the query is not shared with advertisers and is not used to train foundation models.
This separation has important limits. Bing operates separately from Microsoft 365 and has its own data-handling practices. A web-grounded answer is therefore not the same as an answer grounded only in company files, and Microsoft’s description should not be read as an independent audit of every deployment or request. Administrators should decide whether sensitive subjects may be sent to web grounding and configure the available policy controls accordingly.
| Grounding source | Typical content | Identity and policy considerations |
|---|---|---|
| Microsoft Graph | Permitted documents, mail, calendars, chats, meetings and contacts. | Uses the user’s Microsoft 365 permissions, labels and encryption rights; governed by tenant controls. |
| Bing web grounding | Public web information derived from a shortened query. | Microsoft describes removal of user and tenant identifiers and separate Bing practices; administrators should set web-use restrictions. |
Built-in protections and controls you must configure
Microsoft documents a layered protection model. Built-in defenses address prompt injection, harmful content and protected-material risks across prompt input, service ingress, grounding, web search and response generation. These safeguards are part of the service design, but they are not a substitute for cleaning up permissions or configuring governance.
Permissions, labels and encryption
Copilot respects Microsoft 365 permissions, sensitivity labels and encryption during grounding and content generation. For encrypted content, Microsoft says the user needs both EXTRACT and VIEW rights for Copilot to interact with the material. A user-defined label permission can therefore block Copilot or an agent even when the user can see a file in another context. Where supported, generated output can inherit the highest-priority sensitivity label among its sources.

Purview and Defender controls
Organizations can add controls such as Purview data-loss prevention (DLP) policies, audit, activity monitoring, eDiscovery and retention or deletion rules. Defender Safe Links and related security settings can protect links encountered in messages and documents. Microsoft notes that availability depends on the particular Microsoft 365, Purview or Defender license and on administrator configuration. None of these controls should be described as automatically active for every tenant.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Where interaction content is stored
Storage geography is configuration-dependent. Microsoft’s residency guidance says Copilot interaction content can follow the tenant or user’s Preferred Data Location, with Multi-Geo scenarios requiring qualifying subscriptions and agreement conditions. Microsoft’s example allows interaction content to be stored in the location of the user asking the question while the underlying document remains in another geography.
There is no single worldwide storage location that applies to every customer. Organizations with residency obligations should verify the tenant’s Preferred Data Location, user locations, Multi-Geo eligibility and contractual commitments with Microsoft. The location of a response record and the location of the source file are related but not necessarily identical.
Administrator rollout checklist
Use this sequence before enabling Copilot broadly:
- Map experiences and licenses. Document which users have basic Copilot, premium Microsoft 365 Copilot, eligible agents or app-specific features.
- Inventory permissions. Review SharePoint, OneDrive, Exchange and Teams access, including external sharing, anonymous or organization-wide links, nested groups and stale accounts.
- Remediate oversharing. Remove unnecessary access to finance, HR, legal, security and personal-data repositories before users can query them naturally.
- Validate labels and encryption. Confirm that sensitivity labels are applied consistently and that intended users have EXTRACT and VIEW rights where encrypted files must be grounded.
- Define DLP boundaries. Decide which sensitive files, messages or prompts should be blocked, warned on or audited, then confirm the required Purview licensing.
- Set history and legal policies. Determine retention, deletion, audit, Content Search and eDiscovery procedures for Copilot activity.
- Choose a web-grounding policy. Decide whether certain data classes or regulated topics may be used to formulate Bing queries.
- Check residency. Verify Preferred Data Location and any Multi-Geo conditions against contractual and regulatory requirements.
- Assess agents separately. Read each third-party or custom agent’s privacy statement, connector permissions and terms before deployment.
- Train users. Explain that permission-based access, model non-training and interaction storage are different concepts.
Common privacy questions and practical answers
“Can Copilot read my manager’s private files?”
Not unless your account already has at least view permission through a site, group, mailbox, label or sharing link. If a result appears, investigate the inherited permission rather than assuming Copilot bypassed it.
“If Microsoft does not train on my prompt, can my employer still see it?”
Potentially. Microsoft says prompts and responses can be stored as activity history, and your organization may apply audit, retention, Content Search or eDiscovery policies. Ask your administrator which rules apply in your tenant.
Best Value
“Why did Copilot refuse to summarize an encrypted document?”
The signed-in user may lack EXTRACT or VIEW rights required for encrypted content, or a user-defined sensitivity-label permission may intentionally block Copilot or an agent.
“Why did two users receive different answers?”
They may have different permissions, labels, licenses, Copilot experiences, web-grounding settings or available context. Copilot’s answer is personalized to the content each user can access.
“Does deleting a conversation erase every record?”
Not necessarily. User-facing deletion and organization-wide retention, legal hold, audit or eDiscovery rules can produce different lifecycles. The tenant’s configured policy determines what remains governed.

Microsoft Copilot’s privacy boundary is permission-based access, not unrestricted access and not zero storage. In Graph-connected Microsoft 365 experiences, Copilot can use work content the user is authorized to view; it should not reveal content outside that authorization. Microsoft says those prompts, responses and Graph data are not used to train foundation models, while also documenting encrypted storage of interaction history. Web grounding uses a separate Bing path, and protections such as DLP, retention, audit, labels and residency controls require deliberate tenant configuration and, in some cases, additional licensing. Treat Copilot as a governed Microsoft 365 workload: fix overshared content, verify the exact license and experience, set retention and web policies, and teach users that a convenient prompt can still create an organizational record.
