Low clouds do not have a single, predictable effect on wind-turbine output. They can increase production when cloud-top cooling deepens the boundary layer, mixes faster air down to the rotor, or speeds wake recovery. They can reduce production when they create unfavorable wind shear or turbulence, and they can cause severe losses when supercooled liquid water freezes on blades. The result depends on atmospheric stability, cloud height, wind speed, rotor position in the cloud layer, wake location, and temperature.
A turbine responds to the wind field across its entire rotor disk, not just to the wind measured at hub height. Because marine stratocumulus can extend through blade-tip elevations, a cloud layer can change the speed, direction, shear and turbulence experienced by different parts of the rotor at the same time.

Why a low cloud layer can change turbine power
Wind turbines convert the kinetic energy passing through the rotor disk. Wind speed is the dominant variable: a modest change in rotor-averaged speed can produce a much larger change in power, especially below rated wind speed. But the rotor does not see a uniform horizontal flow. Wind generally changes with height, and turbulence determines how quickly that flow varies across the disk and over time.

Low clouds matter when their base or top lies near the rotor. In coastal California observations reported by Lee, Ghate, Mitra, Miller, Krishnamurthy and Egerer (2025), cloud bases ranged from 67 to 315 metres and cloud tops from 268 to 732 metres. Those elevations overlap the blade-swept layers of many modern coastal and offshore machines. A cloud can therefore alter the atmospheric boundary layer in the same vertical region where the turbine extracts energy.

The rotor sees more than hub-height wind
A nacelle anemometer samples one point, usually near hub height. It cannot by itself describe the wind at the top and bottom of a long rotor. A low cloud may increase speed above the hub while reducing it below the hub, or produce bursts of mixing that change the vertical profile within minutes. A power curve built only from hub-height speed can then misclassify the turbine’s available energy.
Cloud position determines whether the rotor is affected
A cloud below the blades may have little direct influence on the rotor, although it can still be associated with a changed boundary-layer regime. A cloud layer intersecting the disk can modify shear and turbulence across the blades. A cloud top above the rotor can matter through radiative cooling and the entrainment of air from aloft, even when the visible cloud is not at hub height.
Four pathways from clouds to power output
1. Stability and vertical mixing
Cloud-top radiative cooling removes heat from the upper surface of a stratocumulus layer. That cooling can drive convective overturning and entrainment at cloud top. A 2026 PRX Energy simulation study found that this process produced a less stable, deeper boundary layer and promoted vertical transport of momentum and energy toward turbines. In the simulated offshore cases, wakes recovered faster and downstream wind farms could produce more power under cloudy conditions.

This is a modeled mechanism, not a guarantee for every site. If faster air from above is mixed down to the rotor, output can rise. If mixing instead brings slower air downward, or increases turbulence without increasing rotor-averaged speed, output may fall. The sign depends on the background wind profile and stability.
2. Wind shear across the rotor
Stable air often preserves a strong vertical speed gradient. A turbine may then receive faster flow at the top of the disk and slower flow at the bottom. Stability changes associated with low clouds can weaken or strengthen that gradient. Because different blade sections operate at different heights, the resulting change affects both average power and cyclic loading.

The important quantity is rotor-averaged wind speed and its vertical profile, not a cloud label alone. Two hours with the same cloud base can produce different power if the shear, surface fluxes or synoptic wind differ.
3. Turbulence and wake recovery
Turbulence mixes momentum and can refill a turbine wake. In a wind farm, that can raise the wind available to downstream machines. The cloud-top-cooling simulations described above found faster wake recovery in cloudy offshore conditions. However, turbulence also causes rapid fluctuations, extra fatigue loading and potentially less efficient operation if it is accompanied by unfavorable shear or yaw errors. A site can therefore see higher downstream power while individual turbines experience more variable loads.

4. Icing on blades
When cloud droplets remain liquid below freezing, they are supercooled. Impact on a blade can freeze water onto the airfoil, changing its shape and surface roughness. The direct effects are lower aerodynamic efficiency, altered loads and fatigue, and in severe cases an automatic shutdown or a prolonged period of reduced production.
Icing is not simply a cloud-presence effect. Temperature, liquid-water content, droplet size, exposure time, wind speed and blade surface temperature determine whether accretion occurs. Melting, sublimation and shedding can remove ice after conditions change. The LOWICE study reported that power losses correlated better with icing-rate history combined with those removal processes than with a single measured icing-load value.
What measurements show about the size of the effect
Published percentages are site- and method-specific. They should be used as evidence that the effect can be material, not as a universal correction factor for every turbine.

| Up to approximately 15% average power difference | Wharton and Lundquist (2012) compared power at a given wind speed under different stability conditions. | Power was higher in stable conditions and lower in strongly convective conditions in that field study. The figure describes average differences for the studied turbine and period, not all low-cloud events. |
| 1.4%–4.0% annual-energy-production difference | Kim, Kim and Kim (2021) evaluated atmospheric-stability, turbulence-intensity and wind-shear regimes. | The reported AEP range came from their dataset and classification method. Moderately unstable conditions produced the highest AEP there. |
| Cloud base 67–315 m; cloud top 268–732 m | Lee and co-authors (2025) reported observed marine-stratocumulus elevations in California. | The ranges demonstrate that low clouds can overlap modern coastal and offshore rotor layers. |

The studies do not isolate one universal “cloud effect.” Stability, shear, turbulence and icing are intertwined, and the same cloud deck can coincide with different wind regimes on different days.

Enhanced mixing brings momentum to the rotor
If the air above the rotor is moving faster than the air near the surface, cloud-top cooling and convective mixing can transport some of that momentum downward. The turbine then sees a higher rotor-averaged speed. This pathway is most plausible when the cloud layer is coupled to a deeper boundary layer and the upper-level wind is stronger.
Cloud-driven turbulence helps a downstream turbine
In a wind farm, a wake is a region of reduced speed behind an upstream rotor. Additional mixing can erode the speed deficit before it reaches a downstream machine. The 2026 simulations indicate that cloud-top radiative cooling can accelerate this recovery offshore. The benefit is conditional: it depends on cloud depth, background stability, wind direction and spacing between turbines.
Moderately unstable conditions can be favorable
Kim and colleagues found the highest AEP in their dataset under moderately unstable conditions. That result illustrates why “more turbulence” is not automatically bad. A moderate amount of mixing may improve the wind profile without creating the extreme fluctuations or loading associated with strongly convective flow.
When low clouds reduce production
Unfavorable shear lowers the rotor average
A cloud-associated transition can leave the upper and lower parts of the disk with a less favorable speed distribution. A hub-height sensor may show little change while the rotor average falls. This is one reason a single power curve can overpredict output during some cloudy periods.

Strong convection increases variability
Strongly convective conditions were associated with lower power at a given wind speed in the Wharton and Lundquist study. Rapid vertical motions can move the turbine repeatedly between portions of the power curve, while turbulence adds load and control challenges. The observed average difference approached 15% in that study, but the exact value depends on the turbine, site and stability classification.
Icing changes the airfoil itself
Ice can reduce lift, increase drag and disturb the designed angle-of-attack range. A controller may curtail the turbine when vibration, imbalance or ice detection indicates unsafe operation. Production can remain below normal after the cloud passes if ice persists until it sheds, melts or is removed. Offshore icing studies similarly link accretion to lower aerodynamic efficiency and power.
How to compare two cloudy periods correctly
A useful comparison holds the main physical controls in view instead of labeling one period simply “cloudy” and the other “clear.” Use the following checklist.
- Classify stability. Record stable, neutral, moderately unstable or strongly convective conditions using a documented method. State the averaging period and threshold definitions.
- Locate the cloud layer. Compare cloud base and top with hub height, blade-tip heights and the full rotor disk. A cloud below the rotor is not equivalent to one intersecting it.
- Use rotor-averaged wind data. Measure vertical wind speed and direction with Doppler lidar, a met-tower profile or a buoy-mounted system where appropriate. Calculate shear across the disk rather than relying on hub height alone.
- Quantify turbulence. Record turbulence intensity, gusts and directional variability. Distinguish turbulence that improves wake mixing from turbulence that mainly adds loading.
- Account for wakes. Note turbine position relative to the prevailing wind and whether the machine is in an upstream, partially waked or fully waked row.
- Check temperature and icing exposure. For sub-freezing cloud, combine temperature with liquid-water and icing-rate indicators. Do not infer icing from cloud cover alone.
- Label the evidence type. Identify whether a result comes from direct measurement, a numerical model or an inference from a power curve. Modeled wake benefits should not be reported as measured farm-wide gains.
A practical data workflow for operators
Step 1: Build stability-stratified power curves
Separate 10-minute or other chosen averaging periods by stability regime, turbulence intensity and shear. Fit power curves using rotor-equivalent or rotor-averaged wind speed when the instrumentation allows it. Retain a conventional hub-height curve for continuity, but use the stratified curves for diagnosis and forecasting.

Pair lidar or tower profiles with ceilometer or satellite cloud-base estimates, cloud-top information where available, temperature and humidity. For offshore projects, add buoy observations and a record of turbine wake direction. The objective is to know whether the cloud layer intersects the rotor and what it is doing to the profile.
Best Value
Step 3: Validate numerical forecasts locally
High-resolution forecast models such as HRRR can provide stability, wind and cloud guidance, but model bias varies by site and sky condition. The California evaluation reported cloud-top and wind biases that changed with location and weather regime. Compare forecasts with local observations before using them for dispatch, wake studies or icing alerts.
Step 4: Add an icing decision layer
Use temperature, humidity, cloud liquid-water indicators, icing-rate history and turbine signals together. A practical alert should distinguish possible icing, confirmed accretion, active shedding and post-event recovery. That prevents a single noisy sensor from triggering unnecessary shutdowns or missing a sustained loss.
Step 5: Report energy and loads separately
Track power, availability, turbulence and structural-load indicators as separate outcomes. A cloud regime may improve wake recovery and energy while increasing fatigue exposure, or reduce energy mainly because of curtailment rather than aerodynamic loss. Combining all effects into one “cloud penalty” hides the operational decision.
Implications for wind-farm design and forecasting
Offshore resource assessment
Marine stratocumulus is common in some coastal regions, so resource assessments should represent cloud-driven stability and mixing. Include cloud-top radiative cooling in wake and boundary-layer sensitivity tests where observations support it. A clear-sky-only assumption can miss periods when downstream wake losses recover faster than expected.
Layout and wake modeling
Cloud-aware wake studies should vary atmospheric stability, cloud depth and turbulence rather than applying one fixed wake-decay parameter. The largest benefit may occur in downstream rows, while an upstream turbine sees little direct energy change. Results should state the cloud and wind conditions under which the modeled recovery occurs.
Forecasting and maintenance
Short-term forecasts should communicate both expected power and confidence. A forecast that predicts a low cloud deck but has uncertain cloud top or temperature may support a probability of icing or a range of rotor-averaged wind speeds rather than a single deterministic value. Maintenance teams need the distinction because ice-related inspections and ordinary low-cloud variability require different responses.
Common interpretation errors
- “Cloudy means more wind.” Cloud cover is not a wind-speed measurement; mixing can increase or decrease the rotor-averaged flow.
- “Hub-height wind explains the output.” Vertical shear and turbulence across the disk can change power even when hub-height speed is unchanged.
- “A published percentage is a correction factor.” The 15% and 1.4%–4.0% findings came from particular datasets and methods.
- “Every low cloud causes icing.” Icing requires suitable thermodynamic and liquid-water conditions, not merely a low cloud base.
- “A model result is an observation.” The faster wake recovery associated with cloud-top cooling is a simulation result and should be presented conditionally.
- “Power loss proves aerodynamic loss.” Curtailment, shutdowns, wake position, sensor error and grid limits can also reduce measured production.
What can be concluded with confidence
Low clouds alter the atmospheric regime around a turbine, so their effect is real but conditional. The strongest general conclusion is methodological: evaluate the full rotor-layer wind field, stability, turbulence, wakes and icing risk together. In favorable marine conditions, cloud-top cooling can deepen mixing and improve downstream wake recovery. In other regimes, stronger shear or convection can lower power at the same hub-height wind speed. When supercooled liquid water freezes to blades, losses can become much larger than ordinary stability effects.
