A genuinely comparable open-world game—large, dense, systemic, cinematic and built to modern console standards—needs roughly 7–10 years from serious production to launch. A deliberately smaller game can take about 3–5 years if it reduces its map, systems, content, platforms and polish target.
What the public timeline tells us about GTA VI
The public record shows why a simple year count can mislead. Take-Two said development of Grand Theft Auto VI began “in earnest” in 2020, as reported by GameSpot in 2025. In context, that phrase generally means the project entered full production rather than marking its first idea.

GamesRadar reported in 2026 that the game had existed in some form since at least the mid-2010s. Rockstar North co-studio head Rob Nelson described an earlier 2015 concept called Project Americas, which would have covered North and South America. Rockstar then shifted its focus to Red Dead Redemption 2. Early concept work therefore predates the current production phase, and some of that work was changed or set aside.
GamesRadar also described the wait from Grand Theft Auto V in 2013 to GTA VI’s 2026 release window as 13 years. That is an elapsed franchise-to-franchise gap, not 13 uninterrupted years of one locked production plan. It includes concept exploration, a major intervening project and the time needed to restart or reshape development.

Rockstar’s official description places Jason and Lucia in a criminal conspiracy across the state of Leonida, with Vice City at its center, and lists PlayStation 5 as a supported platform. That combination of a broad state-sized setting, a dense central city and current-generation performance requirements is the kind of scope that drives a decade-scale schedule.
A practical schedule for a GTA-scale project
The following model is a planning heuristic derived from the documented GTA VI timeline and the work such a game requires. Rockstar has not published these phase lengths as an official schedule, and they should not be treated as an industry standard.
| Phase | Typical planning range | Primary work |
|---|---|---|
| Concept and feasibility | 6–18 months | Setting, creative pillars, prototypes, risk assessment and an initial production plan |
| Pre-production and technology | 1–2 years | Engine changes, tools, pipelines, vertical slice, staffing and target-platform validation |
| Full production | 3–5 years | World construction, missions, systemic features, animation, audio, cinematics and narrative content |
| Alpha, beta, certification and launch | 1–2 years | Optimization, bug fixing, compliance testing, localization, manufacturing and launch preparation |
These ranges overlap in real studios. Technology work continues while content teams build the world; localization and certification begin before every feature is finished. The important point is that a “five-year development” promise may exclude the technology and launch-readiness work that surrounds the main content phase.

1. Scope is discovered before it is built
Large projects rarely begin with a final map and a complete feature list. Teams test locations, movement, mission structures and technical assumptions, then narrow or replace ideas that do not work. Project Americas is a public example of scope changing before the current game settled into production. Prototypes and discarded plans still consume staff time, because they answer questions that cannot be resolved reliably on paper.

- Please note that although this game is Region Free or Region Unlocked and will work on all systems, this is the European version and may differ from the local version in age rating, labeling or instructions.
A feasibility period also establishes what the game must stream, simulate and render simultaneously. If the design changes after tools and assets have been produced, the cost is not limited to rewriting a document: environments, missions, animation and technical dependencies may all need revision.
2. The engine and production tools are part of the game
An open-world title depends on more than a renderer. Teams need editors and build systems for a vast map, asset versioning, world streaming, animation, physics, artificial intelligence, traffic, pedestrians, mission scripting, cinematics, audio and performance profiling. Every tool must work for hundreds or thousands of contributors and produce stable builds.
Rockstar technical director Phil Hooker said, “The engine, the tools and the team we’ve built during this project will allow us to do things more quickly,” in a statement quoted by GamesRadar’s 2026 summary of a Bloomberg interview. The implication is important for forecasting: a first project on a technology foundation pays a large setup cost, while a later project may reuse tools, pipelines and expertise. Reuse can shorten future schedules, but it does not make the first large production quick.

3. World density matters as much as map area
A large empty landscape is cheaper than a city in which streets, interiors and characters react consistently. A GTA-style world combines a traversable map with streaming and rendering systems, traffic and pedestrian simulation, buildings and interiors, missions, animation, audio and cinematics. Each subsystem must also interact with the others. A vehicle chase can involve navigation, police behavior, destruction, animation transitions, camera work, dialogue and mission logic at the same time.

Density multiplies authoring work. A new district is not only terrain and buildings; it needs routes, activities, ambient behavior, encounter logic, sound, lighting, collectibles and tests for edge cases. More systemic interactions also create more combinations to validate.
4. Cinematic storytelling adds a second production pipeline
A story-driven open world has the workload of a large simulation game and a major film-like production. Writers create branching or reactive mission logic, while designers stage encounters and cinematics. Performance capture, facial animation, voice recording, editing, sound design and localization must remain synchronized with gameplay changes. A late rewrite can therefore affect scenes, animation, subtitles, audio mixing and mission scripting together.
Rockstar founder Sam Houser described GTA VI as continuing the company’s effort to “push the limits of what’s possible in highly immersive, story-driven open-world experiences” in Take-Two’s 2023 announcement. That ambition explains why a game can take longer even when its basic premise—crime, cars and a city—sounds familiar.

GameSpot reported that Rockstar teams around the world have worked in tandem on successive projects for more than a decade. Distributed development provides more specialists and parallel capacity, but it adds integration work: shared conventions, review cycles, build synchronization, localization handoffs, asset approvals and production management. A task completed by one team is not finished until it works in the combined build and meets the standards of the other teams.

Outsourced art, motion capture, audio and localization can expand capacity too. It also requires specifications, legal agreements, quality checks, feedback rounds and version control. Those coordination tasks are schedule work, not administrative extras that can simply be ignored.
6. “Feature complete” is not “ready to ship”
Once the major systems and missions exist, a large project enters an expensive validation period. Testers search for progression blockers, crashes, save corruption, animation failures, mission dead ends and performance drops across different play styles. Engineers optimize memory, loading, frame pacing and streaming behavior. Compliance teams verify platform rules, while localization teams check every supported language in context.
GameSpot reported Take-Two chief executive Strauss Zelnick explaining that additional time was supported so Rockstar could pursue its creative vision and “perfection.” For a game of this scale, that final period can last many months or more than a year because quality improvements in one system can expose problems in another.

- Join the revolution as Dani Rojas and liberate your nation from Anton Castillo's oppression.
- Dive into a blockbuster experience and immerse yourself in the journey of a guerrilla revolutionary.
- Explore the largest open world in Far Cry history, including the first ever sprawling urban city.
- Discover new animal companions like Chorizo, the adorable wiener dog, to take down enemies.
- Unleash the firepower of specialized makeshift weapons and new backpacks to use against Anton's troops.
- Map size and density: how much is traversable, how many locations are enterable and how much activity occurs per square kilometer.
- Systemic features: driving, combat, police or faction behavior, economies, weather, destruction, crowds and other systems that interact during unscripted play.
- Authored content: mission count, side activities, cinematics, dialogue, animation, music and unique assets.
- Platforms: one fixed platform is simpler than several hardware generations, but every target still needs performance and compliance validation.
- Team and outsourcing model: staff count, specialist availability, turnover, external vendors and the amount of internal tooling.
- Engine maturity: a proven pipeline reduces technical risk; a new engine or major renderer increases early investment.
- Polish and launch scope: performance targets, accessibility, localization, certification, physical production and day-one support.
A project with a compact map, one protagonist, limited interiors, few vehicles, minimal simulation and a mature engine can move through production much faster than a game with the same broad genre label but far greater density.
Can a small team make a GTA-style open world?
Yes, but “GTA-style” must describe the design influence rather than promise GTA VI’s scale. A small team can build an open-world crime game by choosing a compact setting, reusing modular buildings, limiting interiors, using a smaller cast and reducing the number of systemic interactions. It may also launch on fewer platforms and use a stylized art direction that lowers asset and performance costs.
The trade-off is not merely visual. Fewer systems mean fewer emergent combinations to test; fewer missions reduce cinematic and localization demands; a smaller map lowers streaming and traversal requirements. A three-to-five-year target is plausible only when those reductions are explicit in the production plan. Attempting to retain a huge map, deep simulation, extensive cinematics and broad platform coverage with a small team usually converts schedule risk into delayed features, reduced polish or cancellation.
What is known—and not known—about GTA VI’s budget
GTA VI’s total budget has not been publicly verified. GamesRadar described the frequently repeated $1.5 billion figure as unconfirmed. That number should not be used to calculate a precise cost-per-year or infer the size of Rockstar’s team. Budget depends on salaries, outsourcing, technology investment, marketing, overhead and the length of post-production, and the public record does not provide a complete breakdown.
The absence of a verified budget does not weaken the schedule evidence. The documented development stages, the technology statements and the scale of the announced world are enough to show why comparable projects are planned in years rather than months.
A scheduling checklist for producers and writers
- Define the benchmark. Write down the map density, systemic features, mission and cinematic volume, platforms and quality bar you are actually promising.
- Separate concept time from full production. Record prototypes, abandoned settings and major resets instead of presenting every calendar year as uninterrupted development.
- Budget the technology track. Identify engine work, world-building tools, build infrastructure, streaming and performance validation before assigning a content-complete date.
- Estimate content by dependency. A mission may require environments, vehicles, AI, animation, dialogue, cinematics, audio and localization; schedule the chain, not just the designer’s task.
- Model integration. Add review, build, outsourcing, localization and cross-studio handoff time, with room for rejected or reworked assets.
- Reserve a launch-readiness period. Alpha, beta, certification, optimization and bug fixing need their own calendar allocation.
- Set a scope-reduction plan. Decide in advance which districts, systems, platforms or activities can be cut without breaking the core experience.
The bottom line
The evidence around GTA VI supports a clear distinction: the franchise has been in public development discussions for roughly 13 years from GTA V to its 2026 window, but the current full-production phase is dated to 2020 and follows earlier exploration and a shift to another project. For a game matching its world density, technology, cinematic ambition and polish, a seven-to-ten-year plan is realistic. A shorter schedule belongs to a deliberately smaller game, not to the same scope delivered faster.
