How Long Does It Take to Decommission a Nuclear Power Station?

There is no single countdown. Depending on the country, dismantling strategy, radioactive waste route and the milestone being measured, decommissioning can take roughly 10 to 100 years. In the United States, a reactor licensee generally must complete decommissioning within 60 years of permanent shutdown unless the Nuclear Regulatory Commission (NRC) approves another schedule. That 60-year figure is a regulatory limit, not an average.

The answer also changes according to what “finished” means. Reactor dismantling, removal of spent fuel, release of the operating area, license termination and complete site restoration are separate milestones. A reactor area can be released while an on-site spent-fuel installation remains licensed and needs decades of additional work.

What the timeline actually measures

“Decommissioned” is used for several different endpoints. Before accepting a schedule, identify which one it describes:

  • Shutdown to fuel-free reactor: operations stop and fuel is removed from the reactor vessel, usually into a pool and later dry-storage casks.
  • Reactor dismantling: activated systems such as the reactor vessel and primary loop are removed or cut up, and contaminated buildings and equipment are cleaned or demolished.
  • Partial or unrestricted site release: a defined area meets radiological criteria for release from nuclear controls. Other licensed facilities, especially an independent spent-fuel installation (ISFSI), may remain.
  • License termination: the regulator accepts the final surveys and ends the nuclear operating license, sometimes with conditions for residual land use.
  • Full restoration: spent fuel, storage installations, waste facilities and remaining industrial structures are removed and the site is returned to its agreed reference condition.

These milestones can be separated by years. A statement that a station was “released” therefore does not necessarily mean every cask, building or waste stream has left the property.

The published ranges—and their limits

Figure What it describes How to interpret it
10–100 years Environment Agency (UK) guidance, 2024 A broad decommissioning period that can include care and maintenance. It is not a worldwide average or a forecast for every station.
10–15 years Nuclear Decommissioning Authority (NDA) short deferral A care-and-maintenance interval before final dismantling, not the total station project.
15–25 years NDA medium deferral An intermediate waiting period while the safely maintained plant is allowed to decay and plans mature.
25–50 years NDA long deferral A long care-and-maintenance interval before dismantling begins.
60 years U.S. NRC completion requirement The usual outer limit after permanent cessation of operations, unless the Commission approves a different schedule; it is not a typical duration.

The UK figures come from lifecycle guidance and NDA planning categories, while the U.S. figure is a legal and regulatory requirement. They have different scopes and should not be averaged into a supposed global time.

Immediate versus deferred dismantling

Immediate dismantling

With immediate dismantling, the operator starts major decommissioning work after shutdown and regulatory approvals. Spent fuel is removed, systems are characterized, contaminated equipment is taken apart and buildings are surveyed while the operating workforce, records and specialist contractors are still available. The site may reach release sooner, but the project must handle higher radiation fields and more complex waste earlier.

Deferred dismantling (care and maintenance)

Deferred dismantling places the facility in a monitored, maintained condition for a defined interval. Radioactive isotopes decay during the wait, potentially reducing worker dose and simplifying dismantling. The trade-off is that security, inspections, maintenance, records and regulatory oversight continue for decades. The NDA’s short (10–15 years), medium (15–25 years) and long (25–50 years) categories describe this deferral period, not the entire time from shutdown to final release.

Deferral does not mean abandoning a station. Systems needed for cooling, drainage, fire protection, surveillance and security must remain functional, and the operator must preserve knowledge of hidden contamination and plant configuration.

How a U.S. reactor decommissioning proceeds

The NRC’s process illustrates why a schedule contains many regulatory gates. Other countries use different names and approval sequences, but the underlying work is comparable.

  1. Permanent cessation and fuel removal are certified. The licensee formally confirms that operations have ended and that fuel has been removed from the reactor vessel.
  2. A Post-Shutdown Decommissioning Activities Report (PSDAR) is filed. The NRC requires the PSDAR no later than two years after cessation. Major decommissioning work generally cannot begin until 90 days after the NRC receives it, allowing public review and agency action.
  3. Work is performed under the approved strategy. The licensee characterizes radioactive systems, removes fuel-related equipment, dismantles activated components and cleans or removes contaminated materials. Waste is packaged, transported, processed, stored or disposed of through available routes.
  4. A License Termination Plan (LTP) is submitted. The LTP is due at least two years before the proposed license-termination date. It defines the end state, remediation methods, dose criteria, land-use assumptions and final survey program.
  5. Final surveys and inspections are completed. The licensee submits a final status survey report. The NRC checks that dismantling followed the approved plan and that measurements demonstrate the site is suitable for the proposed release.
  6. License termination and any remaining facilities are addressed. The operating license can end for the released area or station, while a separately licensed spent-fuel installation may continue until fuel is transferred elsewhere.

The NRC also considers public comments, inspections, environmental requirements and revised plans. These steps explain why physical demolition alone is not the same as regulatory completion.

What workers remove and why it takes time

The NRC describes decommissioning as removing spent fuel, dismantling systems or components containing activation products, and cleaning or dismantling contaminated materials.

Activated equipment

Neutron exposure can make reactor-vessel steel, internals and parts of the primary loop radioactive. Such components may require remote tooling, shielding, segmentation, specialized packaging and a disposal or storage route. Their dimensions and dose rates influence the order of work.

Contaminated equipment and buildings

Contamination is radioactive material deposited on surfaces or mixed into structures rather than material made radioactive throughout by neutron activation. Operators may decontaminate, section, demolish or dispose of affected items. Characterizing each room, pipe and waste package before removal prevents both unnecessary disposal and later surprises.

Waste and transport

Sequencing depends on waste classification, available burial or disposal capacity, treatment facilities, transport approvals and cost. If a disposal route is delayed, packages can remain in monitored storage and extend the schedule even after dismantling is complete.

Spent fuel can keep a site open

Removing fuel from the reactor does not necessarily remove it from the property. Fuel can move first to a spent-fuel pool and then to dry-storage casks in an ISFSI. The reactor buildings may be dismantled and released while those casks remain under a separate license.

For scale, the operator EDF has said that approximately 400 spent-fuel flasks are shipped from each of its UK sites to Sellafield during defuelling. That is a logistics indicator, not a promised duration: the number of shipments, transport windows, receiving capacity and regulatory approvals all affect the calendar.

Official examples of different endpoints

Station Milestone Published timing What it shows
Fort Calhoun, United States Permanent shutdown 2016 The starting point for the site’s decommissioning schedule.
Fort Calhoun Fuel-free transition to dry storage 2020 Reactor fuel had moved out of the vessel, but spent fuel still remained on site.
Fort Calhoun Bulk reactor-operations-area release Expected 2026 A planned release of the main reactor area, not complete removal of the spent-fuel installation.
Fort Calhoun Spent-fuel removal Expected 2058 A planned 32-year gap after the expected bulk-area release.
Fort Calhoun ISFSI decommissioning and site restoration Planned 2059 The current plan extends a year beyond the expected fuel transfer.
Oyster Creek, United States All spent fuel in dry storage May 2021 Fuel was no longer in the reactor, but the storage installation remained.
Oyster Creek Partial site release excluding the ISFSI Scheduled 2029 The reactor site can be released while spent-fuel storage continues.
Oyster Creek License termination By the end of 2035 A later regulatory milestone; the schedule and agency actions can change.

Fort Calhoun and Oyster Creek schedules are estimates or plans recorded by the NRC, not completed outcomes. The NRC page for Oyster Creek also records an agency finding dated June 10, 2026 related to its license-termination plan.

Why two stations can take very different lengths of time

  • Chosen strategy: immediate dismantling avoids a long wait; deferred dismantling adds a planned care-and-maintenance interval.
  • Radiological conditions: contamination levels, activation depth, difficult-to-access areas and dose controls determine how quickly crews can work.
  • Plant design and condition: reactor type, building layout, aging structures and the amount of embedded piping change the sequence and tooling required.
  • Fuel arrangements: pool-to-cask transfers, cask storage capacity and the availability of an off-site destination can make fuel the schedule’s final driver.
  • Waste routes: characterization, treatment, transport, disposal capacity and burial costs affect both work order and duration.
  • Regulation and public involvement: approvals, environmental reviews, inspections, surveys, public notice and revised plans add gates that differ by jurisdiction.
  • End-state definition: a partial release, unrestricted release, license termination and restored site are not interchangeable targets.

How to read any claimed decommissioning estimate

Ask five questions before comparing a number with another station:

  1. What is the start date: final shutdown, fuel removal or the beginning of dismantling?
  2. What is the endpoint: fuel-free reactor, reactor-area release, license termination or full restoration?
  3. Does the estimate include care and maintenance?
  4. Does spent-fuel storage remain on site after the stated endpoint?
  5. Is the date a legal limit, a regulator-approved plan, an operator estimate or a completed result?

For example, “20 years to decommission” is incomplete without saying whether it means 20 years from shutdown to license termination or 20 years of physical dismantling after a 25-year deferral.

What the UK lifecycle approach adds

Environment Agency guidance for UK nuclear sites covers design and construction, operation, defuelling and transition, decommissioning, possible care and maintenance, and final decommissioning to a reference state for release from radioactive-substances regulation. It emphasizes planning across the facility lifecycle rather than waiting until the reactor stops.

That lifecycle view matters because decisions made during design and operation—materials, access, records, waste segregation and drainage—can remove or create decades of work later. The guidance’s 10-to-100-year depiction therefore describes a possible whole decommissioning lifecycle, including care and maintenance, rather than a measured international average.

Bottom line for a specific station

A defensible estimate must name the jurisdiction, strategy, start point and endpoint. As a broad orientation, official UK guidance allows 10 to 100 years including possible care and maintenance; U.S. rules generally require completion within 60 years after permanent cessation unless the NRC approves otherwise. Immediate dismantling can bring physical work forward, while deferred dismantling can add 10 to 50 years before final dismantling. Spent fuel may remain after the reactor area is released, so the last cask transfer or full restoration can occur decades after buildings are gone.
