What “commissioning” means in a nuclear project
Commissioning is the controlled transition from construction to operation. It is not a single reactor-startup event. The operating organization, designer, construction organization, regulator, manufacturers and future plant staff work through a planned sequence that demonstrates—using tests and records—that structures, systems and components perform as designed and that the plant can be operated safely.

The work includes pre-operational testing, integrated systems testing, fuel loading, physics tests, low-power operation, power ascension and hot performance testing. Test results are compared with the design and safety analysis, operating procedures are validated, deficiencies are corrected and the evidence is documented for regulatory review.

The headline timeline: two to three years for main commissioning
IAEA-TECDOC-1555 (2007) gives the planning range most often used for the main commissioning phase: “about two to three years from the finished erection of the first systems (electrical energization) up to the start of the commercial operation of the station.” This is a planning range, not a guaranteed countdown. It covers the period after the initial systems are ready and energized, through the tests needed before routine operation.
A project can take longer if tests reveal problems, supporting systems are late, documents are incomplete, trained personnel are unavailable, the grid is not ready, or the regulator requires additional evidence. Conversely, a repeat build using a mature design and an experienced team may have fewer first-of-a-kind complications. The two-to-three-year figure should therefore be read as the expected scale of the commissioning phase, not as a promise that every reactor will reach commercial operation on the same day.
Commissioning milestones are different events
People often ask when a reactor “starts.” That wording can refer to several dates. Nuclear operating records, including the IAEA’s PRIS records, treat first criticality, first grid connection and commercial operation as separate milestones.

| Milestone | What happens | What it does not mean |
|---|---|---|
| Fuel loading | Nuclear fuel is placed in the reactor core after required inspections, pre-operational tests and approvals have been completed and accepted. | It is not yet a self-sustaining chain reaction or commercial electricity production. |
| First criticality | The reactor reaches a self-sustaining chain reaction at low power under controlled test conditions. | It is not the date the plant becomes commercially operational. |
| Low-power testing | Physics behavior, instrumentation, protection functions and cooling responses are checked at low power. | The generator is not necessarily exporting electricity to the grid. |
| Power ascension | Reactor power is raised in steps while plant responses, operating procedures and safety limits are verified. | Reaching a high test power does not by itself establish commercial operation. |
| First grid connection | The turbine-generator is synchronized and begins exporting electricity to the electrical grid. | The plant may still be completing commissioning tests and acceptance work. |
| Commercial operation | The station has met applicable licensing and operating conditions for routine service. | It is not interchangeable with fuel loading, criticality or first electricity. |
What happens during each stage
1. Pre-operational and integrated systems testing
Before fuel is loaded, the project tests plant systems and then tests their interfaces. This includes verifying that equipment operates as specified, that control and protection functions respond correctly, and that systems work together in the configurations required by the design and safety analysis. Results, inspections and corrective actions are recorded and reviewed.
The testing is not limited to the reactor vessel. Electrical supplies, cooling, instrumentation, safety systems, water treatment, control rooms and other supporting systems must be available in the configuration needed for the next step. If a supporting system is not ready, the reactor test sequence can pause even when the major construction work appears complete.
2. Initial fuel loading and subcritical tests
Fuel loading begins only after the relevant prerequisites have been accepted. The IAEA safety standard states: “Initial fuel loading shall not be authorized until all relevant pre-operational tests have been performed and the results have been accepted by the operating organization and the regulatory body.” Inspections, configuration checks, procedures and staffing must therefore be ready before fuel enters the core.

After loading, subcritical tests examine the core and instrumentation while the reactor remains below the condition for a self-sustaining chain reaction. The exact duration depends on the reactor design, the approved test programme and the results obtained.
3. Initial criticality
Initial criticality is the first controlled achievement of a self-sustaining chain reaction. It is performed at very low power under an approved procedure, with the required monitoring and protective functions available. Achieving criticality is a major technical milestone, but it is only the beginning of the nuclear-physics and power-operation test sequence.
Regulatory acceptance is required before this step. If the evidence from fuel-loading or subcritical testing is incomplete, or if a deficiency needs correction, the schedule can stop before criticality.
4. Low-power tests
At low power, the team checks reactor physics, neutron and process instrumentation, control-rod behavior, protection systems, cooling behavior and the response of important plant systems. These tests confirm that measured behavior matches the design assumptions and safety analysis closely enough to justify increasing power.
Low-power testing also provides an opportunity to resolve instrumentation errors, procedure problems or unexpected system interactions before the plant is exposed to higher thermal and mechanical loads.

5. Power ascension and hot performance testing
Power is increased in planned steps rather than in one jump. At each step, operators and engineers compare plant parameters with expected values, verify safety limits and complete the tests required for the next increase. The regulator may require specific results or hold points before authorizing further power.

Hot performance testing continues long enough to reach steady-state conditions and determine whether systems and components meet their specifications. It can include demonstrations of plant performance under the conditions needed for routine operation. The length of this stage varies with test results, maintenance, grid conditions and the availability of supporting systems.
How long from fuel loading to first power?
There is no single IAEA duration that applies to every reactor from fuel loading to first electricity. Fuel loading is followed by subcritical tests, first criticality, low-power testing and power ascension; first grid connection occurs only when the turbine-generator and electrical systems are ready for synchronization. The time between those events is set by the approved commissioning programme and by what the tests show.
A short interval can be misleading if it excludes preparation before loading or the testing that continues after the first grid connection. A plant may export some electricity while still completing power-ascension and hot-performance tests. For a meaningful schedule, ask for the dates of all six milestones rather than a single “startup” date.
Why one reactor’s schedule differs from another’s
Reactor design and first-of-a-kind status
A first-of-a-kind design can require more work to validate procedures, resolve unanticipated interactions and establish manufacturing or operating experience. A country or utility repeating a proven design may have more familiar documentation and training, although it still must complete the full approved test programme.
Construction handover and systems readiness
Commissioning begins in earnest only when systems are erected, energized and available in the required configuration. Late electrical supplies, cooling equipment, water-treatment capability, control-room functions or other support systems can move the commissioning sequence even if major civil construction is finished.
Licensing and regulatory decisions
Regulatory gates are built into the sequence. The regulator and operating organization must accept the relevant test results before fuel loading, first criticality, further power increases and normal operation. Reviews, inspections or requests for additional evidence can create a planned hold point or require a repeat test.

Test findings and corrective work
Commissioning is designed to find problems while the plant is still being brought into service. A failed or inconclusive test may require troubleshooting, equipment repair, procedure changes, engineering analysis and a repeat demonstration. The schedule cannot be predicted accurately without allowing for this corrective loop.
Workforce, documentation and configuration control
Operators, engineers, maintenance teams and radiation-protection staff must be trained for the systems they will operate. Procedures, drawings, equipment records and safety documentation must match the plant as built. Gaps in turnover packages or configuration records can delay testing even when the hardware is available.
External conditions
Grid availability, water-treatment readiness, maintenance outages and other external dependencies affect the order and timing of tests. The IAEA expects the commissioning sequence to be adjusted for these conditions and for the results of earlier tests rather than followed as an inflexible calendar.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Commissioning preparation starts before construction ends
Early preparation is one of the main ways a project avoids making paperwork or staffing the critical path. The IAEA commissioning toolkit calls for the early collection and turnover of information needed to operate and maintain the plant, including:
- Plant design data and the as-built configuration.
- Equipment specifications, test records and supplier information.
- Operating and maintenance manuals.
- Configuration-management records.
- Warranty information and spare-parts data.
- Training material and evidence that the operating team is qualified for its duties.
These items allow the commissioning organization to write procedures, plan test prerequisites, identify acceptance criteria and prepare corrective actions before the construction organization leaves the site. If they arrive late, the physical plant can be ready while the evidence needed to authorize the next stage is not.

The IAEA safety standards make acceptance of test results a condition for moving through commissioning. In practical terms:
Best Value
- Before fuel loading: all relevant pre-operational tests must be performed and accepted by the operating organization and regulator.
- Before initial criticality: the necessary preceding tests and documentation must be complete and accepted.
- Before each power increase: the required low-power or preceding-stage tests must demonstrate that the plant is ready for the next step.
- Before normal operation: the commissioning programme must be successfully completed and the applicable licensing conditions met.
These gates protect safety, but they also explain why a schedule can pause without construction having “failed.” The pause may be the correct response while a deficiency is repaired, an inspection is completed or evidence is reviewed.
How to compare commissioning schedules fairly
| Comparison point | Question to ask | Why it matters |
|---|---|---|
| Design experience | Is this a first-of-a-kind plant or a repeat build? | Novel designs and new supply chains can create more testing and learning. |
| Handover condition | Were the first systems energized and fully available at handover? | The two-to-three-year commissioning range begins at this readiness point. |
| Licensing process | Which approvals and hold points apply before fuel, criticality, power increases and operation? | Regulatory acceptance determines whether the next stage may start. |
| Test results | Were deficiencies found, corrected and retested? | Corrective loops can extend the schedule but are part of safe commissioning. |
| People and records | Are trained staff, procedures and as-built documentation available? | Missing evidence can delay authorization even when equipment is installed. |
| Milestone dates | What are the dates for criticality, grid connection and commercial operation? | They show whether a reported “startup” date means nuclear startup, first electricity or routine service. |
Why the first national nuclear project takes 10–15 years or more
The IAEA Milestones approach describes a first national nuclear programme as a much larger undertaking than commissioning one reactor. A country must establish policy and a responsible organization, create or strengthen an independent regulatory framework, develop financing and procurement arrangements, prepare the grid and other infrastructure, build a skilled workforce, qualify suppliers and complete the project and licensing steps. The IAEA planning horizon for that broader journey is at least 10–15 years.
That figure should not be added mechanically to the two-to-three-year commissioning range. The periods overlap in a real programme: national institutions and workforce development begin years before construction, while commissioning is the final transition for a particular unit. The useful distinction is that a reactor can require roughly two to three years of main commissioning after systems energization, while a country starting from no nuclear programme needs a decade or more to become ready to build and operate its first plant.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Fix the driver behind crashes, sound loss and screen glitches3Clear out junk files and repair common Windows errorsHow to report a reactor’s status without confusion
When reading a project announcement, identify the exact milestone and its date. “Fuel loaded” means the core has received fuel; “criticality achieved” means a self-sustaining chain reaction was reached at low power; “connected to the grid” means electricity began exporting; and “commercial operation” means the station met the conditions for routine service. None of these labels should be substituted for another.
Also check whether a reported duration starts at construction completion, first-system electrical energization, fuel loading or first criticality. The IAEA’s two-to-three-year commissioning range starts at finished erection and electrical energization of the first systems and ends at commercial operation. A schedule measured from a different starting point is not directly comparable.
Bottom line
For a new nuclear unit, allow about two to three years for the main commissioning phase after the first systems have been erected and electrically energized. During that time the project moves through accepted pre-operational tests, fuel loading, subcritical checks, first criticality, low-power testing, staged power ascension, grid connection and hot performance testing before commercial operation. The exact interval is controlled by test results, regulatory decisions, system readiness, staff and documentation, maintenance and grid conditions. For a country’s first nuclear programme, the complete policy, infrastructure, licensing and project journey is far longer—at least 10–15 years in the IAEA Milestones planning framework.
