License plate reader cameras create time-and-place records about vehicles. A camera captures a passing vehicle, optical-recognition software reads the registration mark, and the system stores the plate number with the observation time, location and, in many deployments, an image of the vehicle or plate. That record does not inherently identify the person driving or riding inside.
What happens next—where the record is stored, how long it remains searchable, who may query it, and whether another agency can receive it—depends on the jurisdiction, the agency’s policy and the system’s technical design. The examples below show why there is no single retention period or access rule for every automatic license plate reader (ALPR), also called automatic number plate recognition (ANPR).

What information does a license plate reader collect?
The basic unit is an observation, often called a “read.” The UK Home Office defines it this way: “An ANPR (automatic number plate recognition) READ places a VRM (Vehicle Registration Mark) at a specific location and time.” A VRM is the vehicle registration mark, or license plate number. The definition is important because it describes an event involving a vehicle, not a confirmed identity of a human being.

Alexandria Police in Virginia describes its ALPR observations as including the plate number, date, time, location and an image of the vehicle or plate. Its public explanation also states: “Personal identifying information (PII) about the driver or occupants of a vehicle is not captured by an ALPR.” A camera image might show people or surrounding details incidentally, but a plate read by itself does not establish who was driving, who was a passenger or who owns the vehicle.

The fields commonly associated with a read
- Registration mark: the characters the recognition software interpreted from the plate.
- Date and time: when the camera recorded the vehicle.
- Location: the camera’s position or the location assigned to the observation.
- Image: some systems retain a plate crop, a wider vehicle image or both.
- System and camera details: deployments may record which camera or source produced the event and technical information used to manage the record.
Not every installation has identical sensors, image fields or accuracy. A policy that lists a plate number and coordinates does not prove that every camera in that jurisdiction stores the same image or metadata.
How the collection process works
1. A camera detects a vehicle
ALPR cameras can be permanently mounted or moved between locations. UK national documentation lists static, movable, multi-lane, CCTV-integrated, mobile and covert camera sources. Some cameras are dedicated to plate reading; others are integrated with a broader CCTV installation. A mobile unit can collect reads while a patrol vehicle is moving, then transmit them later.
2. Software locates and reads the plate
New Zealand Police describes ANPR as technology that automatically reads motor vehicle number plates through optical character recognition. The software identifies the plate region in an image, interprets its characters and creates a machine-readable registration mark. Lighting, weather, viewing angle, speed, plate condition and jurisdiction-specific plate formats can affect whether a read is accurate. A system may retain the source image so an authorized user can check the computer-generated text.

The interpreted registration mark is combined with the capture time and the camera’s location. This creates a searchable event: a particular plate was observed at a particular place at a particular time. Repeated events can reveal a vehicle’s pattern of movement, even though the event record does not automatically name the driver or passengers.
4. The observation is transferred or stored
Some systems write data to equipment at the roadside and synchronize it later. Others send records to a local server, a national capability or a contracted hosting environment. The UK National ANPR Service documentation says mobile reads are transferred within 48 hours in that system. The same documentation describes third-party suppliers providing software and national data storage, while authorized police and law-enforcement staff perform the operational processing.

Where ALPR data is stored
“The database” is not necessarily one physical database. Architecture can include camera hardware, an agency-controlled server, a national service and supplier-operated infrastructure. The responsible organization may also differ depending on the equipment and purpose.
Local agency systems
A police department may keep observations in a system it controls, with searches performed by its own authorized users. Local storage can support investigations specific to that agency’s jurisdiction, but the department still needs rules for retention, deletion, access logging and disclosures.

The UK National ANPR Capability is an example of a national framework with approved organizations and defined access conditions. Its standards require access, retention and management to be compatible with applicable legal obligations. The national data-protection assessment describes police, other law-enforcement agencies and relevant government bodies as controllers for their operational responsibilities.
Contracted technical and storage providers
A vendor can provide software or infrastructure without becoming the agency that decides why the data is collected. In the UK assessment, suppliers are described as processors for software and storage, while operational controllers remain responsible for their functions. A separate arrangement can exist when a non-law-enforcement owner operates shared equipment and a law-enforcement body receives data: the two parties may be separate controllers, with their data held in separate databases.
How long is ALPR data retained?
There is no universal retention period. Deletion schedules are set by the relevant law, policy and system design, and an investigation hold or other legal preservation rule can extend a record beyond the ordinary schedule.

The UK standards also describe conditions for storage, deletion and use of data outside the national capability. Illinois’ transparency page gives a specific maximum and automatic-deletion policy. Those examples illustrate why a reader must identify the exact agency and system before treating a number as applicable.

Deletion exceptions and preservation
Routine deletion does not necessarily erase a record that has been lawfully preserved for a criminal investigation or proceeding. The governing policy should say who can place a hold, what justification is required, how long the hold lasts and whether the action is logged. If a policy only states an ordinary retention period, it may not answer what happens when litigation, disclosure duties or an active case requires preservation.
Who can see or search the records?
Access is usually narrower than collection. A camera may record every readable plate in its view, while only approved users can search the resulting database. The UK framework limits National ANPR Capability access to approved organizations and requires compatible legal, retention and management practices.
Role-based permissions
The UK national assessment says staff access depends on role and authorization. Access for priority and volume investigations is generally limited to 90 days after entry, subject to specified exceptions and controls. A sound policy should identify which roles can conduct searches, what purposes qualify, whether supervisors must approve sensitive queries and when access expires.
Purpose limits and search records
Purpose limitation means a user should search for a documented law-enforcement or operational reason rather than browse a person’s movements out of curiosity. Alexandria Police says it audits internal ALPR activity every 30 days, reviewing who accessed the system, when the access occurred and the recorded search purpose. That 30-day audit is a local example, not a universal requirement, but it shows the type of accountability a public policy can provide.

Controllers and processors
Responsibility can be divided. An agency may decide the purpose of processing and control disclosures, while a contracted provider runs the software or storage. In shared-equipment arrangements, an equipment owner and a law-enforcement recipient may each control their own copy. A requester evaluating a system should ask which organization owns the decision, which organization hosts the data and which contract terms govern access by technical staff.

Interagency sharing exists in some jurisdictions, but its scope and frequency vary. The California State Auditor’s February 2020 survey found that 73 percent—168 agencies—of surveyed agencies that used ALPR reported sharing ALPR images with other law-enforcement agencies. That is a dated survey finding, not a present-day percentage for all departments. The same report said none of the surveyed agencies reported selling images to law-enforcement or public agencies.
UK standards generally restrict disclosure and specify permitted routes and conditions. Shared equipment can create a separate-controller arrangement in which the owner and recipient keep their data in separate databases. A policy should state whether sharing is automatic, request-based or limited to a particular investigation; which agencies qualify; what documentation is required; and whether the receiving agency must apply the originating agency’s retention and deletion rules.
Sharing is not the same as public release
Sending a record to another authorized agency is different from publishing it for the public. Public-records, privacy, evidentiary and disclosure laws can impose separate requirements. A transparency page may describe retention and access without making every individual observation publicly searchable.

What an ALPR record can—and cannot—show
What it can show
- A vehicle bearing a particular registration mark was observed at a recorded time and location.
- An image may show the plate, vehicle type, surrounding roadway and incidental visual details, depending on the camera and configuration.
- Multiple reads can establish a sequence of observations associated with the same registration mark.
What it does not establish by itself
- The identity of the driver.
- The identity of passengers or other occupants.
- That the registered owner was present.
- That a vehicle was involved in wrongdoing merely because it appears in a database.
Those limits matter when an agency uses a read as an investigative lead. A lead may require confirmation through other evidence, and a mistaken character interpretation can point investigators to the wrong vehicle.
How to evaluate a local ALPR policy
If you are reviewing a police transparency page, procurement document or public-records response, compare the system on these six questions:
- What is captured? Look for the plate number, date, time, coordinates, vehicle or plate images, camera identifiers and any associated metadata.
- Where is it stored? Identify roadside devices, local servers, national systems and contracted storage providers.
- What is the ordinary retention period? Find the deletion deadline, automatic-deletion process and exceptions for investigations, legal holds or proceedings.
- Who may query it? Check approved roles, authorization steps, purpose restrictions, time limits and prohibited uses.
- How can it be shared? Look for receiving-agency eligibility, request and approval procedures, separate-controller arrangements and onward-disclosure limits.
- How is use audited? Confirm whether searches are logged, how often audits occur, who reviews them and whether results are reported publicly.
These questions expose meaningful differences that a simple statement such as “the department uses license plate readers” does not reveal.
Jurisdiction, date and system limits
Rules cannot be transferred from one location to another without checking the governing policy. The UK examples concern national law-enforcement systems and standards. The Illinois and Alexandria examples are local policies. The California sharing statistic describes a February 2020 audit survey. Ontario’s privacy regulator says its December 2024 guidance is under review because provincial public-sector privacy laws changed in 2026; anyone assessing an Ontario police service should check the current law and the status of that guidance.
Systems outside law enforcement may also fall outside police standards. The UK standards explicitly exclude systems not operated by law-enforcement agencies and not submitting data to the national capability. A private-property deployment, parking operation or commercial security system therefore may have different contractual, statutory and access rules.
