A parcel can show one company on the shipping label, a different name in tracking, and still be moving normally. In a last-mile partnership, one organization handles pickup, sorting and long-distance transport, then transfers the shipment to a carrier whose local network delivers it to your address. The handoff is a planned division of network work, not by itself evidence that a package is lost.
The exact transfer point, tracking language and service commitments depend on the agreement. The clearest current example is the 2026 DHL eCommerce–USPS arrangement: DHL says it performs nationwide pickup, hub sortation and air or ground linehaul, while USPS completes delivery to the recipient.

What “last mile” means in a parcel journey
“Last mile” is the final movement from a local delivery facility to the destination address. It is usually the most address-specific part of the route: parcels must be sequenced for a particular neighborhood, loaded onto a local vehicle and delivered to a home, business or other delivery point.

A partnership separates that local work from the earlier stages. The upstream company may collect parcels from the shipper, consolidate them, sort them through regional hubs and move them over an air or ground network. At an agreed facility or delivery unit, the parcel enters the final-mile carrier’s operation. That carrier performs the local processing, delivery route and final scan.

Because each company has its own computer systems and scan events, the same parcel can appear under more than one carrier’s name during one trip.
How a typical handoff works
- Pickup: The shipper or its logistics partner collects the parcel and creates the initial shipment record.
- Upstream sortation: The first carrier groups parcels by destination and moves them through its hubs.
- Linehaul: Parcels travel over the carrier’s air or ground network toward the destination region.
- Transfer: At a designated facility or delivery unit, custody and processing responsibility pass to the final-mile carrier.
- Local delivery: The downstream carrier sorts the parcel for a route, delivers it and records the delivery event.
Tracking changes as each system receives a scan. A gap between the upstream carrier’s last scan and the final-mile carrier’s first possession scan can therefore reflect a normal transfer window rather than a problem.
The 2026 DHL eCommerce–USPS example
In its May 28, 2026 announcement, USPS described a multiyear agreement with DHL eCommerce that USPS said had an expected value well over $10 billion. DHL eCommerce is responsible for nationwide pickup, sorting across its hubs and linehaul on its air and ground network. USPS then provides the final-mile delivery.

USPS said the arrangement gives DHL access to more than 170 million U.S. delivery points. That figure describes the USPS delivery footprint cited in the announcement; it is not a promise that every parcel will arrive on a particular day or through an identical route.
Why companies divide delivery work
A shipper can use one organization’s upstream capacity and another organization’s local reach instead of building every part of the network itself. The practical value depends on the contract, parcel volume, geography, tender timing and available capacity.

USPS’s institutional history explains that its Parcel Select model allowed consolidators or private carriers to bring parcels to postal facilities near the recipients, where postal carriers completed the final mile. The history specifically notes the usefulness of USPS delivery for rural areas. That is a reason documented for those USPS examples, not a universal explanation for every carrier partnership.
Neither speed nor price can be assumed from the existence of a handoff. A contract may be designed around capacity, geographic coverage, timing or a combination of commercial requirements. USPS’s January 20, 2026 access announcement said prospective shippers could propose volume, price and tender times by location, with same-day or next-day delivery offered as options under accepted agreements.
What USPS tracking means when it says “USPS Awaiting Item”
USPS’s customer-help page, titled “Where is my package?”, lists the status “Arrived, Departed or Picked Up by Shipping Partner Facility, USPS Awaiting Item.” USPS explains that this means the package is still with a shipping partner and has not yet been received by USPS for its own processing and delivery.
The status is a custody notification. It tells you which stage has been scanned, but it does not by itself indicate that the parcel is lost. USPS says additional USPS tracking information and a delivery date appear when USPS receives the package.
- What the status establishes: a shipping partner has reported a facility event, and USPS does not yet have possession.
- What it does not establish: an exact transfer time, a guaranteed delivery date or a loss.
- What to do if the status does not change: contact the shipper, which USPS identifies as the point of contact for questions about this status.
Do not infer a specific number of hours or days from “USPS Awaiting Item” alone. The official explanation ties the delivery date to USPS receiving the parcel.

Where responsibility changes
Responsibility is best understood by stage rather than by the name printed on the label. The upstream company generally controls the parcel until it tenders it to the downstream carrier under the applicable agreement. The downstream carrier controls the parcel once it accepts and scans it into its own network.

|---|---|---|
| Pickup from shipper | Shipper or upstream logistics partner | Shipment record and acceptance scan may originate in the upstream system. |
| Sortation and linehaul | Upstream carrier | Hub, departure and transport scans usually remain under that carrier’s name. |
| Transfer facility or delivery unit | Both parties may record a tender or receipt event | A period can exist between the final upstream scan and the downstream possession scan. |
| Local processing and route | Final-mile carrier | Its own facility, out-for-delivery and delivery events become the most relevant updates. |
The contract determines legal liability, claims procedures and service guarantees. A tracking label alone cannot answer those questions.
How the model developed in USPS operations
USPS says Parcel Select was introduced in 1999. Its institutional history records a private-carrier alliance with Airborne Express in 1999, followed by examples involving UPS in 2003 and FedEx in 2004. These dates document historical arrangements; they do not establish that identical contracts, prices or service terms remain available today.
The historical pattern is consistent: a consolidator or private carrier moves parcels through the upstream network and injects them into a postal facility near the recipient. A postal carrier then performs the local delivery. The modern DHL eCommerce example uses the same broad division of labor while operating under a current agreement announced in 2026.
How to evaluate two delivery arrangements
For a business shipper comparing arrangements, examine the actual operating handoff rather than relying on a carrier name. Four questions reveal most of the practical difference.

1. Who owns each stage?
Write down the party responsible for pickup, sortation, linehaul, tender, local processing and delivery. The DHL–USPS announcement assigns pickup, hub sortation and linehaul to DHL eCommerce and final-mile delivery to USPS.
2. What geographic reach is included?
Check which destination areas and delivery points the final-mile carrier covers. USPS cited access to more than 170 million U.S. delivery points in its 2026 DHL announcement. A broad footprint does not eliminate address-level exceptions, so the service definition still matters.
3. What commercial and operating terms apply?
USPS’s January 2026 access announcement identified volume, price, tender time and location as proposal dimensions. It also described same-day or next-day delivery as possible options under accepted agreements. Those are negotiated or accepted service parameters, not automatic features of every parcel partnership.
4. What happens to tracking at transfer?
Determine which scans the upstream system supplies, when the downstream carrier records possession and where customers can see delivery confirmation. Different systems may not update simultaneously, so a tracking display should be interpreted against the stated handoff point.
What a handoff does—and does not—tell you about delays
A parcel can pause between networks while it is being tendered, received, inducted or sorted. The visible tracking history may show the last upstream event before the downstream carrier has accepted the package. That sequence is compatible with normal operations.

On the other hand, a handoff does not guarantee that a delay is harmless. If the shipper’s promised service window has passed, or if the status remains unchanged long enough to require investigation under the shipper’s terms, contact the shipper and provide the tracking number. The shipper can verify tender records, open a carrier inquiry or pursue a claim under its contract.
- Match the status wording to the carrier that currently has possession.
- Use the shipper’s stated delivery commitment, not an assumed transfer time.
- Keep the original tracking history because events can be displayed differently after a second carrier receives the parcel.
- Escalate through the shipper when the downstream carrier has not yet recorded possession.
Why tracking can show two carrier names
Each carrier scans the parcel when it reaches a milestone in its own network. The first carrier’s label or reference may remain attached to the shipment even after a second carrier receives it. Some systems also exchange data feeds, while others display only selected events. As a result, a customer may see an upstream facility scan, a shipping-partner message and later a USPS acceptance or delivery scan for the same parcel.
The names do not necessarily represent two separate shipments. Compare the tracking number, destination and event sequence before concluding that a duplicate label or misroute exists.

The existence of a last-mile arrangement does not reveal a market-wide cost advantage, a universal speed improvement or a guaranteed tracking standard. Those outcomes vary with contract terms, volume, geography, tender timing, seasonal capacity and the systems used by the parties.
Likewise, a historical USPS partnership does not prove that a current UPS, FedEx or other private-carrier agreement has the same availability or conditions. Current service should be verified against the shipper’s contract and the carrier’s published terms for the relevant date and destination.

When a parcel changes names, identify which company is upstream and which one performs the final mile. A shipping-partner scan usually means the downstream carrier has not yet received the package. Wait for the receiving carrier’s possession scan before expecting its full delivery timeline, and contact the shipper if the promised service window expires or the status requires investigation.
