First identify the government notification that changed the rate and its effective date for the exact goods or services. Then classify every affected transaction under section 14 of the CGST Act using its supply, invoice and payment dates. Only after that should the approved result be loaded into pricing, ERP, invoicing and return processes.
This approach prevents the two most common failures: applying the new rate to an old transaction merely because an invoice was generated later, and silently altering an issued invoice instead of using the legally permitted correction document.

Start with the notification, not the invoice screen
A GST rate change is defined by the applicable government notification. The notification should be read for the relevant supply classification, rate, effective date, geography and whether the transaction attracts CGST with SGST/UTGST or IGST. A rate shown in a product master, quotation template or tax engine is not evidence that it is the legally applicable rate.

The notification establishes what changed. Section 14 establishes when the old or changed rate is used when the supply, invoice and payment do not fall on the same side of the change.
Why invoice date alone cannot decide the rate
Section 14 of the CGST Act provides separate timing combinations for supplies made before and after a rate change. It considers whether the invoice was issued before or after the change and whether payment was received before or after it. Therefore, a rule such as “use the invoice date” or “use the delivery date” for every transaction is unsafe.
Use a transaction-level timing matrix
Before changing production configuration, create a report or staging table with one row per affected supply. At minimum, capture these fields:
- Supply date and the fact pattern establishing when the supply was made.
- Invoice number, invoice date and whether the invoice is a tax invoice, supplementary invoice, credit note or debit note.
- Date payment was entered in the supplier’s books.
- Date payment was credited to the supplier’s bank account.
- Goods or services classification linked to the exact notification and effective date.
- Customer status, including whether the recipient is registered and the applicable B2B or B2C category.
- GST registration, state, place-of-supply treatment and CGST/SGST/IGST split.
Tax specialists should apply the relevant section 14 clause to each combination and return an approved tax result to the billing system. The table below is a control map for the combinations that must be evaluated; it is not permission to infer a rate from one date in isolation.

| Supply relative to rate change | Invoice timing | Payment timing | Required system action |
|---|---|---|---|
| Before the change | After the change | After the change | Apply the section 14 outcome approved by tax; retain both dates and the notification reference. |
| Before the change | Before the change | After the change | Use the separate pre-change-supply clause; do not overwrite the historical transaction with a default post-change rate. |
| Before the change | After the change | Before the change | Use the separate pre-change-supply clause and preserve evidence of when payment was received. |
| After the change | Before the change | Before the change | Use the post-change-supply clause; check any special statutory conditions and document the decision. |
| After the change | Before the change | After the change | Use the post-change-supply clause rather than assuming the earlier invoice controls. |
| After the change | After the change | Before the change | Use the post-change-supply clause and verify the payment-receipt evidence. |
Define “payment received” correctly
For section 14, the explanation states: “For the purposes of this section, ‘the date of receipt of payment’ shall be the date on which the payment is entered in the books of account of the supplier or the date on which the payment is credited to his bank account, whichever is earlier.” It also contains a proviso dealing with bank credit occurring after four working days from the change date. Your control should therefore retain both the books-entry date and the bank-credit date, not just the date a customer initiated a transfer.
Build a controlled pricing and invoice change
Create an effective-dated rate table
Master-data owners should create an approved table containing the supply classification, old rate, changed rate, effective timestamp, notification reference, tax components and applicable GST registrations. Make the effective date explicit in the data model so the engine can select the correct version for a transaction date. Lock historical records against uncontrolled edits; a later correction should create an auditable document or adjustment, not rewrite the original calculation.
Separate tax configuration from commercial pricing. A business may choose to keep a tax-inclusive customer price and absorb or reduce the pre-tax value, or keep the pre-tax price and allow the tax-inclusive total to move. The notification and GST rules establish tax treatment, but they do not prescribe a universal price-reduction policy. Contracts, advertised prices, consumer-protection requirements and margin approvals must be considered independently.
Tell customers whether displayed prices include GST
Update quotations, order confirmations, price lists, web checkout screens and sales scripts wherever the tax change alters the amount a customer sees. State clearly whether a figure is tax-inclusive or tax-exclusive. For business customers, show the taxable value, rate, tax amount and total in the approved format. For consumer-facing prices, use the commercial policy approved by finance and legal; do not imply that the tax notification itself requires a particular retail price.

Test the full billing path
A large company should use a controlled release rather than changing production during a billing run. Test at least the following scenarios:
- Enter the notification and effective date in a non-production environment, then verify the rate selected for supplies on both sides of the date.
- Generate new invoices for B2B, B2C-large and B2C-small transactions, checking taxable value, rate, CGST/SGST or IGST, rounding and total.
- Process orders created before the change but fulfilled or invoiced afterward, including partial shipments and milestone billing.
- Test recurring subscriptions, advances for services, returns, cancellations, discounts, bundled products and zero-rated or exempt lines.
- Create credit notes, debit notes and supplementary invoices and confirm that the original invoice reference, taxable value, rate and tax adjustment are populated.
- Run inter-registration and inter-entity scenarios, including stock transfers or services between distinct GST registrations.
- Compare the invoice data exported to the return system with the tax decision in the transaction matrix.
- Obtain tax, finance, IT, commercial and internal-control sign-off before deployment.
Handle invoices that were already issued
Do not silently edit an issued tax invoice and do not assume that every old invoice must be reissued. First establish what happened in the underlying supply, whether the tax charged or taxable value is higher or lower than payable, whether goods were returned, and whether the supply was deficient or otherwise requires adjustment.
Credit notes
Section 34 permits a supplier to issue a credit note in specified circumstances, including where the taxable value or tax charged exceeds the amount payable, goods are returned, or the supply is deficient. The note should follow the applicable legal and system workflow, identify the original invoice and show the value and tax being credited. The original invoice remains part of the audit trail.

Debit notes and supplementary invoices
Where the taxable value or tax charged is less than the amount payable, the supplier may need a debit note or supplementary invoice under the applicable provisions. The document should reference the original invoice and state the taxable value, rate and tax debited. The reason and section 14 analysis should be retained with the document, particularly when the change crosses a reporting period.

Whether a note is appropriate depends on the actual transaction and the current law. An accounting adjustment, a commercial refund and a GST correction are not automatically interchangeable. Tax should approve the document type before accounts receivable or customer service communicates a revised amount.

GSTR-1 timing and note reporting
GST portal guidance states that credit notes are reported for the month in which they are issued, subject to a deadline linked to September following the financial year or filing of the relevant annual return, whichever is earlier. Because forms and law can change, confirm the current deadline before filing. Your reconciliation should tie each note to the original invoice, the ledger entry, the customer account and the reported GST amount.
B2C-large and B2C-small treatment
The GSTR-1 guidance distinguishes B2C-large credit and debit notes from B2C-small supplies. B2C-large notes are reported separately, while B2C-small supplies are reported net of notes. Configure these as separate reporting rules; a single generic “consumer adjustment” code can produce an incorrect return.

Advances for services
The portal guidance also addresses reporting advances for services and their later adjustment. If a rate change affects an advance, preserve the advance receipt date, the later supply or invoice date and the adjustment document. Reconcile the advance ledger to both the invoice and the return period so that tax is not duplicated or omitted.

Coordinate multiple GST registrations and entities
A group-wide rate release is rarely a single-company change. Under section 25(4), a head office and branches registered separately are distinct persons. Where the rules require it, supplies between them need an invoice and GST payment. Map every GSTIN, state registration, branch, invoice series, place-of-supply rule and intercompany flow before enabling the new rate.
Choose whether the approved rate table is centrally governed or maintained by each registration. Central governance improves consistency, while registration-level ownership can accommodate local exemptions and operational differences. In either model, one authority should approve the tax interpretation, and each registration should retain its own effective-dated configuration and reconciliation evidence.
Centralized versus registration-level implementation
| Implementation choice | Strength | Risk to control | Minimum safeguard |
|---|---|---|---|
| Central rate service with shared effective dates | One interpretation and faster deployment across entities. | A mistaken classification can propagate to every registration. | Tax approval, role-based release, entity-specific exceptions and a rollback plan. |
| Registration-level tax configuration | Local teams can handle differing supplies, exemptions and invoice series. | Different teams may apply inconsistent timing logic. | Common section 14 decision rules, mandatory notification references and central reconciliation. |
| Temporary manual override | Useful for a small, urgent population while automation is tested. | High risk of missed transactions, inconsistent rounding and weak audit trails. | Limited validity dates, dual approval, exception reporting and a fixed retirement date. |
Controls that make the change auditable
- Store the notification, tax memorandum, effective date and approved rate table with version history.
- Record who approved the interpretation and who released the configuration; separate those duties where possible.
- Produce an affected-transaction report showing supply, invoice and payment dates and the selected rule.
- Block backdated edits to issued invoices and require a correction-document workflow.
- Reconcile invoice tax to the general ledger and to GSTR-1 data before filing.
- Retain test scripts, expected results, production deployment logs and exception reports.
- Give sales, billing, collections and customer support one approved explanation of inclusive versus exclusive pricing.
Common failure modes and recovery actions
One global rate was changed
Freeze further changes, identify the deployment time, and compare all invoices, orders and credit notes around the effective date with the transaction matrix. Tax should classify the exceptions before any customer communication or mass correction.
An invoice was reissued without cancelling the original properly
Stop duplicate reporting, preserve both documents, and obtain tax advice on the permitted credit-note, debit-note or cancellation route. Reconcile customer balances and return data before issuing a replacement.
Payment dates are incomplete
Obtain the books-entry and bank-credit evidence from finance and treasury. Do not substitute the customer’s payment initiation date unless the applicable rule expressly supports it.
The invoice is correct but the return category is wrong
Trace the document to its B2B, B2C-large or B2C-small classification, then correct the reporting workflow in the permitted period. Keep the original invoice link and adjustment rationale.
Go-live checklist
- Notification, scope, effective date and tax components approved by GST specialists.
- Section 14 timing matrix completed for every affected transaction population.
- Books-entry and bank-credit payment evidence available where timing matters.
- Effective-dated master data deployed with historical records protected.
- Inclusive or exclusive customer pricing policy approved and published.
- Invoices, quotes, recurring billing, returns, notes, advances and inter-entity flows tested.
- GSTR-1 mappings and B2C note treatment reconciled.
- All GST registrations, branches and invoice series included.
- Approvals, test evidence, deployment logs and exception reports archived.
The reliable operating principle is simple: let the notification define the changed rate, let section 14 determine the timing outcome, and let controlled invoice and return workflows preserve the evidence. That is safer than treating a rate change as a single percentage edit.
