A monitoring alert is a lead—not proof of who changed a page or why. Use web archives separately to look for captures from before monitoring began.
Monitoring and archiving answer different questions
An active website monitor looks forward from the time you set it up: it checks a page, may alert you to a difference, and may retain versions or a change history. A web archive can help you look backward, but only when it captured the page or version you need. The Library of Congress describes an archived page as an artifact of its capture time, not a copy that updates as the live page changes: Library of Congress web-archiving FAQ.

Neither approach necessarily gives you a complete history. A monitor establishes what it detected between its checks; an archive may not contain a particular page or short-lived change. An absence of an archived copy is not proof that a page or wording never existed.
Set up a monitoring record before the change
- Select the page or section. Save the exact URL you intend to watch and note why it matters to the reporting. On a large site, monitoring its homepage does not establish what happened on a separate policy, product, or press-release page. NARA’s guidance allows risk analysis by portions or groups of pages.
- Save a baseline. Capture the page before a consequential change occurs. Record its URL and the capture date and time. For important material, retain a local copy or newsroom-controlled export as well as any archive submission.
- Choose a check interval based on risk. Consider how quickly the page could change and the consequence of missing or being unable to verify a change. NARA recommends risk-based snapshot frequency; it does not prescribe one interval for every newsroom or page. Check what your chosen tool actually supports.
- Keep context with the captured content. Record the page title or source identity, original URL, capture or detection time, and a concise note about the capture and review. NARA distinguishes record content from contextual and structural information; context helps establish how a web record was created and used. Its guidance is written for federal agencies, not as a newsroom legal requirement: NARA Guidance on Managing Web Records.
Review changes instead of treating alerts as evidence
When a notification arrives, inspect the saved new version or comparison with the earlier one. Identify additions and deletions, then decide whether the difference is editorial content or incidental page change—for example, a rotating banner, timestamp, or other dynamic element. Distill documents visual, text, and source comparison modes; source view shows source differences, while the service tracks content changes. Its available history and versions depend on the service and plan: Distill’s change-history documentation.
Save the relevant versions or screenshots, write a short description of what changed, and record who reviewed it. A monitor can record what it detected and saved, but it does not by itself identify who made an edit, when exactly between checks it happened, or why. Visualping’s journalist-focused article also discusses audit trails from a vendor perspective; treat product-specific claims accordingly: Visualping, “Website Monitoring for Journalists: Why the Audit Trail Matters More Than the Alert”.

Before publication, verify the substance through the current page, another independent source, or the publisher when appropriate. Monitoring establishes a comparison between captures, not motive, authorship, or the full history between checks.
Keep the record inspectable and under newsroom control
Do not make an email notification or a third-party dashboard the only surviving record of a story-critical change. Export or save the relevant copies and notes to a location the newsroom controls, and check the monitor’s retention and export options before relying on its history. Archive coverage and vendor retention can have limits, so preserve the evidence the reporting actually relies on.

For a useful source record, retain:
- The original URL and page title or source identity.
- The saved baseline and relevant later versions, with capture or detection times.
- A concise account of what changed and how you checked it.
- The reviewer’s name or newsroom identifier.
- A newsroom-controlled copy of material supporting a published claim.
NARA’s guidance says the integrity of a web content record means it is “complete and unaltered.” It reproduces ISO Technical Report 15489-2:2001, section 7.2.4, which says records systems should maintain audit trails or other elements sufficient to demonstrate records were protected from unauthorized alteration or destruction. These are records-management principles; they are not a claim that a journalist’s capture independently proves a source’s original publication history.
Look for earlier versions separately
If monitoring began after the relevant event, search the Internet Archive or another suitable web archive for earlier captures. The Library of Congress notes that an archived copy is not updated when the live site changes. Its FAQ search result also indicates that public availability can be delayed after capture, so do not assume a newly archived page will be immediately accessible. See the Library of Congress FAQ for its archive information.

Archived material is a time-specific reference, not a guarantee that every part of a page or every brief-lived version was captured. If you find a useful version, preserve its URL and access or capture time alongside your notes.
Choose a method that fits the reporting risk
| Approach | Best use | Important limitation |
|---|---|---|
| Active web monitor | Prospective checks, alerts, and possibly retained change history. | Check interval, diff modes, history depth, and exports vary by tool and plan; an alert does not establish authorship or motive. |
| Public web archive | Looking for historical captures or making a page version revisit-able. | The exact page or short-lived change may not have been captured; an archived copy does not update with the live site. |
| Manual source log and local copies | A low-cost foundation and a newsroom-controlled complement to services. | A note alone cannot reconstruct a prior page state; retain a copy, screenshot, or sufficiently detailed record. |
Compare candidate methods by the prospective check interval, whether checks run locally or in the cloud, ability to target page regions, visual and text comparison behavior, retention and export, context captured, and control the newsroom keeps over copies. The available evidence does not establish one universally best service or check interval. NARA’s risk-based approach is a useful starting point, but federal records guidance should not be mistaken for newsroom-specific legal advice.

Capture a page copy with ScreenshotNeo
A screenshot is one useful visual artifact in a source record; it is not a substitute for an active monitor, a preserved page file, or review notes. ScreenshotNeo is a website screenshot API and MCP server for developers. Use a capture when you need a dated visual copy of a page, and keep the URL, capture time, and your review notes with it. The request below captures the page you specify; it does not establish a prior version or automatically create a newsroom audit log.

Replace the example target with the page you are documenting and provide your API key. See the ScreenshotNeo API documentation for request options.

Quick Recap
Troubleshoot the record, not just the alert
- The alert shows a change, but the text looks unchanged: inspect the visual or source comparison and check for dynamic or incidental page elements. Retain the relevant version and note what you determined.
- You cannot find the previous version in the monitor: check the service’s history retention and export settings. If it was not retained, look for an archive capture, but do not treat archive absence as proof that the version never existed.
- The page changed between scheduled checks: report the monitor’s detection time as the time it found a difference, not as the exact edit time. Shorten the interval for future monitoring if the reporting risk warrants it.
- A screenshot lacks context: keep the original URL, capture time, page identity, and a note about how the capture was made with the file. The image alone may not establish when the publisher changed the live page.
- A key claim depends on a changed page: preserve the actual supporting page evidence in a newsroom-controlled location and verify the substance independently or with the publisher where appropriate; do not rely only on a notification.
