Only a State Department-designated sponsor may issue Form DS-2019, the Certificate of Eligibility needed to support a J-1 visa application. Being listed does not mean you have been accepted, that the sponsor has openings, or that a visa will be issued.

What an authorized J-1 sponsor does
A J-1 sponsor is an organization designated by the U.S. Department of State to administer a particular exchange category. Its responsibilities can include screening applicants, confirming that a proposed activity fits the category, checking host arrangements, monitoring the exchange, and issuing the participant’s Form DS-2019 when the application is approved.

This distinction matters because several organizations may appear in the same exchange arrangement:
- A U.S. employer may provide a job or training site.
- A university may host a student, professor, or researcher.
- A placement agency or recruiter may help arrange an opportunity.
- A designated sponsor is the organization authorized for the relevant category and responsible for issuing DS-2019.
Ask which organization will issue your DS-2019. If the organization recruiting you is not listed as a designated sponsor for your category, ask it to identify the listed sponsor in the sponsorship chain before you pay fees or submit sensitive documents.
Choose the correct exchange category first
BridgeUSA’s participant resources enumerate 15 exchange categories. Your intended activity determines where you should search; a sponsor designated for one category is not automatically authorized for every other category. Examples of categories shown by BridgeUSA include:

Use the full category list and category-specific information on the Department’s Participants page. Describe the activity you will actually perform, not merely the job title used by a recruiter. For example, an internship, a degree program, university teaching appointment, and research appointment can fall under different categories with different eligibility rules and sponsor procedures.

How do I find a J-1 visa sponsor?
Follow this process on the official directory rather than relying on an unofficial list or a search-engine result.
- Open the BridgeUSA sponsor search. Go to Designated Sponsor Organizations By Program.
- Filter by exchange category. Choose the category that matches your planned activity. This is the most important filter because an organization may be designated for one category but not another.
- Use the optional fields. You can narrow results by sponsor name or state when that helps identify an organization. Treat the state as the sponsor’s official location, not automatically as the only place where participants may be placed.
- Open the listing and record its details. Note the organization’s name, listed contact information, category, and official address. Save the directory URL and the date you checked it because listings and contact details can change.
- Contact the organization directly. Use the directory contact information or the sponsor’s official website. Ask for the current written requirements, application deadline, complete fee schedule, and the name of the organization that will issue DS-2019.
- Confirm your individual fit. Ask whether the sponsor currently accepts applicants from your country, for your dates, activity, host organization, and proposed U.S. location. Do not assume that a directory listing means the sponsor is accepting applications.
- Apply only after the answers are clear. Submit the sponsor’s application and documents through the channel it identifies. If accepted, the sponsor explains how and when it will issue Form DS-2019.
- Use DS-2019 for the next immigration steps. After sponsor acceptance and issuance, follow the Department’s current instructions for the J-1 visa application at a U.S. embassy or consulate.
How can I tell if a J-1 sponsor is authorized?
Check the government directory for the organization itself and the precise category. A logo, marketing claim, recruiter’s promise, or “visa support” service is not proof of designation.

The directory is an authorization check, not an admission letter. A search result does not establish that you qualify, that a host placement is approved, or that a consular officer will issue a visa.
Does my J-1 sponsor have to be in the state where I will work or study?
No. The address shown in the directory is the sponsor’s official location. BridgeUSA explains that many sponsors place participants elsewhere in the United States. A sponsor headquartered in one state may therefore administer a program with a host site in another.

Ask the sponsor to confirm its geographic reach for your exact activity and host. Verify whether it can supervise or support the proposed site, whether the site must be pre-approved, and whether moving to another location would require prior sponsor authorization. Never infer geographic eligibility from the sponsor’s listed state alone.
What should I ask a prospective sponsor?
Department guidance advises participants to contact sponsors directly about specific programs and application requirements. Send a written set of questions so you can compare answers accurately:
- Are you designated for the exact J-1 category I need?
- Are you accepting applicants from my country and for my intended start and end dates?
- Does my proposed employer, school, laboratory, or other host meet your requirements?
- Can you support the proposed city and state, and can you place participants outside your listed office state?
- Which organization issues my Form DS-2019, and what role does any recruiter or placement company have?
- What are the eligibility rules, required education or experience, language standard, and age or timing limits for this category?
- What documents must I submit, in what format, and by what deadline?
- What is the complete cost, including sponsor charges, mandatory third-party costs, expedited processing, insurance-related charges, and possible host or placement fees?
- Which fees are refundable if the application, placement, or visa does not proceed?
- What pre-arrival orientation, monitoring, emergency help, and in-program support do you provide?
- Who is the responsible staff contact, and how should I reach that person outside normal office hours?
- What changes require your approval after arrival, such as a new host, address, job duties, or dates?
Do not rely on a generic fee estimate or an old social-media post. Sponsor-specific prices, deadlines, eligibility rules, openings, and required documents are volatile; obtain the current terms directly from the sponsor.
How to compare two or more listed sponsors
If several organizations appear for your category, compare their actual program fit rather than choosing by name recognition or office location.

Keep the answers, fee documents, and messages in one place. If a representative will not identify the designated sponsor or refuses to provide written terms, pause before paying or sending identity documents.

One organization can be listed for several categories, while another may appear for only one. For example, the live directory has shown California Baptist University under Research Scholar, Short-Term Scholar, and College/University Student; Council for Educational Travel USA under Intern; and Southern Illinois University at Carbondale under Professor, Research Scholar, Short-Term Scholar, Specialist, and College/University Student. These entries illustrate why category filtering matters. They are examples of directory records, not endorsements or evidence of current openings.
Recheck each organization in the live directory and obtain current program details from that organization. The Department does not provide a reliable current sponsor count in the materials above; an older approximate count tied to a March 2023 snapshot should not be treated as a current total.
What happens after a sponsor accepts me?
The Department’s participant pathway is sequential:
- Choose a program and category. Identify the exchange activity and a suitable designated sponsor.
- Complete the sponsor’s application. Provide the documents and host information the sponsor requests.
- Receive Form DS-2019 if approved. The sponsor issues the Certificate of Eligibility after accepting you and confirming the program.
- Apply for the J-1 visa. Follow the current instructions for the U.S. embassy or consulate handling your application.
A sponsor listing is not an application, acceptance, immigration status, or visa guarantee. The consular process remains separate, and you must follow the instructions and eligibility requirements that apply to your case.
Problems, unreachable sponsors, and escalation
First document your attempts to contact the sponsor and ask for a written response or a supervisor. If you are already in the United States and the sponsor has not resolved a concern, or you cannot reach it, BridgeUSA lists a participant support line at 1-866-283-9090, available 24 hours a day, seven days a week. For less time-sensitive issues, email [email protected]. Explain your category, sponsor name, dates, host, and the steps you have already taken. Do not send confidential identity documents by ordinary email unless the Department or sponsor gives you a secure method.
Keeping your sponsor information current
Designation records, contact details, categories, application windows, fees, and available placements can change. Check the BridgeUSA directory again immediately before applying and ask the sponsor to confirm all material terms in writing. If your host, duties, address, or dates change after acceptance, contact the sponsor before making the change; sponsor approval may be required.
